Biden lands in Kiev as Russia accuses Ukraine of breaching deal

His arrival coincides with a moment of acute tension between Russia and the West. Pro-Russian activists have occupied public buildings across Donetsk region in eastern Ukraine and proclaimed the birth of a “People’s Republic”. Their stated aim is to “protect” the local population from the new government in Kiev, which they say is dominated by “Nazis” and “extremists”.

On Sunday, at least three people were killed at a checkpoint held by pro-Russian gunmen outside the town of Slavyansk. Western governments fear that incidents of this kind could be used as a pretext for a Russian invasion of Ukraine.
The bloodshed also breaches an agreement signed in Geneva last Thursday, under which all armed groups are supposed to refrain from violence and vacate government buildings.
Speaking shortly before Mr Biden’s arrival in Ukraine, Sergei Lavrov, the Russian foreign minister, blamed Ukrainian nationalists for the “crime” outside Slavyansk.
He accused Ukraine’s government of being unable or unwilling to control the extremists, adding: “Steps are being taken - above all by those who seized power in Kiev - which crudely violate the accords reached in Geneva.”

WASHINGTON — Vice President Biden begins a two-day visit to Ukraine on Monday amid growing anxiety in Washington that Russia President Vladimir Putin will press to grab more of eastern Ukraine.
The vice president arrives in the capital, Kiev on Monday after a fragile truce reached last week in Geneva was tested earlier in the day with deadly shootout at a checkpoint run by pro-Russian militants near the town of Slovyansk.
Biden is set to meet with Ukraine's interim prime minister, Arseniy Yatsenyuk, parliament Speaker and acting President Oleksandr Turchynov and other key legislators, according to the White House. The vice president's meetings comes with a little more than a month to go before Ukrainians are set to go to the polls. He is also scheduled to meet with the staff and family of U.S. diplomats stationed at the U.S. Embassy in Kiev as well with a group of civil society leaders at the Diplomatic Academy of Ukraine.
The White House said Biden intends to discuss the international community's efforts to help stabilize Ukraine's struggling economy, preparations for the May 25 elections, and the situation in eastern Ukraine.
Republican lawmakers continue to criticize President Obama for taking what they say is a timid response to Russia's annexation of the Crimea region of Ukraine and support of pro-Russian provocateurs in eastern Ukraine.
On Sunday, Sen. Bob Corker R-Tenn., ranking member of the Senate Foreign Relations Committee, argued on NBC's Meet the Press that the administration needs to impose targeted sanctions on Russian companies in the energy and financial sectors. He warned that eastern Ukraine will be lost if Putin does not feel real consequences for Russia's aggressive actions.
"I think we're going to lose eastern Ukraine if we continue as we are, and I think it's going to be a geopolitical disaster if that occur," Corker said. "The world is watching; our allies in Europe are watching … and I think we need to step on out and do the things that we threaten because I don't think Putin will respond to anything else other than us overtly doing the things we've laid out."

Joe Biden To Meet Ukraine President, Prime Minister In Kiev

WASHINGTON, April 20 (Reuters) - U.S. Vice President Joe Biden will meet with Ukraine's acting president, Oleksander Turchinov, and Prime Minister Arseny Yatseniuk during a visit to Kiev on Tuesday, the White House said on Sunday.
Biden arrives in Kiev on Monday afternoon local time. He will meet with members of Ukraine's Rada parliament from different political parties and regions as well as representatives from non-governmental organizations during his two-day stay, the White House said in a statement.
In those meetings, Biden will "discuss the international community's efforts to help stabilize and strengthen Ukraine's economy and to assist Ukraine in moving forward on constitutional reform, decentralization, anti-corruption efforts, and free and fair presidential elections on May 25th," the statement said.
"The vice president will also consult on the latest developments in eastern Ukraine and on steps to enhance Ukraine's short- and long-term energy security."
Early on Sunday, at least three people were killed in a gunfight near an eastern Ukrainian city controlled by pro-Russian separatists, shaking an already fragile international accord that was designed to avert a wider conflict.
The incident triggered a war of words between Moscow and Ukraine's Western-backed government, with each questioning the other's compliance with the agreement, brokered last week in Geneva, to end a crisis that has strained Russia's ties with the West.

Biden in Ukraine to Show Support as Tensions Rise

Vice President Joe Biden on Monday launched a high-profile visit to demonstrate the U.S. commitment to Ukraine and push for urgent implementation of an international agreement aimed at de-escalating tensions even as violence continues.
Biden planned to meet Tuesday with government leaders who took over after pro-Russia Ukrainian President Viktor Yanukovych was ousted in February following months of protests. The White House said President Barack Obama and Biden agreed he should make the two-day visit to the capital city to send a high-level signal of support for reform efforts being pushed the new government.
Biden has scheduled a series of meetings Tuesday, including with Arseniy Yatsenyuk and Oleksandr Turchynov, the acting Ukrainian prime minister and president. He also is scheduled to meet with legislators from across the country and democracy activists before returning to Washington Tuesday night.
A senior administration official told reporters onboard Air Force Two en route to Kiev that Biden plans to announce new technical support to the Ukrainian government to implement energy and economic reforms. The official, speaking on a condition of anonymity to allow Biden to publicly announce any agreements, said the vice president also will follow up on recent U.S. commitments of non-lethal security assistance and discuss what more Washington can offer to help.
Biden also plans to discuss preparations for next month's presidential election and the latest developments in eastern Ukraine, where insurgents are accusing leaders in Kiev of aiming to suppress the country's Russian speakers concentrated in the region.
His trip comes a day after a shootout at a checkpoint in eastern Ukraine manned by the pro-Russia insurgents left at least three dead and Ukrainian and Russian officials trading accusations of blame. The armed clash followed Thursday's announcement in Geneva that talks between Ukraine, Russia, the United States and the European Union produced an agreement to take tentative steps toward calming a volatile situation in eastern Ukraine.
The official who briefed reporters traveling with Biden said details surrounding the deadly clash are still murky and blamed the difficulty of monitors to get in the area for observation. The U.S. wants the Russian government to use its influence to get pro-Russian separatists to lay down their arms.
Russia's Foreign Ministry quickly blamed militant Ukrainian nationalists in Sunday's attack. Foreign Minister Sergey Lavrov accused Kiev of "a crude violation of the agreements reached in Geneva" to ease tensions.
The Ukrainian Security Service, however, said the attack was staged by provocateurs from outside the country.
Biden plans to warn Russia of mounting costs if it doesn't follow through on its commitments. The U.S. and its allies have prepared new sanctions on wealthy Russians in President Vladimir Putin's inner circle, as well on the entities they run, and administration officials have said they will determine in the coming days whether Russia is making progress or should face the further penalties.
Pro-Russian armed groups that have seized police stations and other government buildings in eastern Ukraine said they wouldn't vacate unless the country's acting government resigned. The new government insists it is legitimate, has no plans to resign and is working on constitutional reforms that will give eastern regions a greater voice in self-governance.

White House officials say Biden will discuss the international community's efforts to help Ukraine move forward on constitutional reform, and what Obama administration officials say will be a free and fair presidential election on May 25.
An Easter Sunday truce barely lasted a few hours before it was shattered by a gunfight at a checkpoint in the pro-Russian eastern city of Slavyansk. Three people were killed. It is not clear exactly what happened.
Ukraine blames the attack on Russian special forces. But Russian Foreign Minister Sergei Lavrov accuses the Ukrainian government of not wanting to control extremists who he says are shooting unarmed civilians.
Lavrov said Monday Ukraine is "crudely" violating last week's Geneva agreement calling on all armed illegal groups in the east to disarm and leave. The agreement also calls for a mission by European monitors.
However, pro-Russian demonstrators who have taken over government buildings in about a dozen eastern Ukrainian cities have so far showed no sign of backing down.
Lavrov said the United States must recognize its responsibility for the crisis in Ukraine through its support of the new Ukrainian government.
He said attempts to isolate Russia through sanctions will fail, saying the majority of the world does not want to isolate Russia.
The pro-Russian demonstrators in Ukraine are demanding the right to hold referendums on splitting with Ukraine and joining with Russia. A vote last month in Crimea led to the Russian annexation of the Ukrainian peninsula.
