В полдень  22 августа, колонна "КамАЗов" из состава российского "гуманитарного конвоя" пересекла украинскую границу в районе международного автомобильного пункта пропуска "Изварино", который контролируется донбасскими сепаратистами. Это произошло без разрешения пограничной службы Украины и вопреки позиции Международного комитета Красного Креста (МККК), который отказался санкционировать начало движения гуманитарного груза без подтверждения гарантий безопасности. Госпогранслужба заявила, что границу Украины пересекли 145 российской грузовиков. К вечеру грузовики прибыли в Луганск.
Глава Службы безопасности Украины Валентин Наливайченко назвал вторжением движение российской гуманитарной колонны по территории страны. "Мы называем, что это прямое вторжение. Под циничным прикрытием Красного Креста это военные автомобили с документами прикрытия. Последние дни мы стали свидетелями четко спланированной и опасной рискованной провокации против Украины", - сказал Наливайченко. Схожее мнение высказывает глава министерства иностранных дел Швеции Карл Бильдт в своем микроблоге. "Похоже, "гуманитарный конвой" теперь проникнет в Украину в сопровождении 76-й воздушно-десантной дивизии",  пишет он.
 "Выдвижение все новых искусственных требований и предлогов уже стало издевательским. Дальше терпеть подобный беспредел, откровенную ложь и недоговороспособность нельзя. Все предлоги для оттягивания доставки помощи людям в районе гуманитарной катастрофы исчерпаны. Российской стороной принято решение действовать. Наша колонна с гуманитарным грузом начинает движение в направлении Луганска", – говорится в заявлении, размещенном на сайте МИД России. В нем также отмечается, что российские власти предостерегают "от каких-либо попыток сорвать сугубо гуманитарную миссию, которая готовилась давно, в обстановке полной прозрачности и во взаимодействии с украинской стороной и МККК. Ответственность за возможные последствия провокаций против гуманитарного конвоя целиком и полностью ляжет на тех, кто готов и далее приносить человеческие судьбы в жертву своим амбициям и геополитическим замыслам, грубо попирая нормы и принципы международного гуманитарного права".
По мнению премьер-министра Украины Арсения Яценюка, Россия ожидает, что ее грузовики с так называемой "гуманитарной помощью" будут уничтожены.
"Сейчас они ожидают, что несколько машин этого так называемого конвоя будут разбомблены. Причем русскими же. Но мы не позволим этого", - сказал Яценюк. Он рассказал, что были осмотрены 34 российские грузовика, которые оказались более чем полупустыми. Так, в одном из КАМАЗов, который может провезти 25 тонн, нашли 800 кг чая – пару мешков. Остальные 33 грузовика, были загружены максимум на 8 тонн с 25 возможных. 
Яценюк отметил, что с самого начала россияне не планировали осуществлять никакую гуманитарную миссию: Россия хотела провести конвой через Харьков на территорию, контролируемую украинским войсками, а затем расстрелять этот груз и показать на веcь мир, "что это же хунта". Однако эти планы, по словам Яценюка, были сорваны.
Ранее представители Международного комитета Красного Креста потребовали подтверждения гарантий безопасности перед началом движения "гуманитарного конвоя" для тех его сотрудников, которые будут сопровождать российскую гуманитарную помощь. Как заявила в интервью агентству "Интерфакс" начальник отдела по связям с общественностью делегации МККК в России, Белоруссии и Молдавии Виктория Зотикова, отсутствие гарантий безопасности для сотрудников МККК является ключевым препятствием для начала движения конвоя. "Эта часть грузовиков, которая была проверена и опломбирована, они готовы ехать, и наша команда готова, но это (подтверждение гарантий безопасности) – ключевой вопрос, который еще не решен". 
Комментируя сделанные накануне заявления МККК о том, что все условия, необходимые для движения конвоя, выполнены, В. Зотикова пояснила, что гарантии безопасности должны подтверждаться постоянно. "Если нам дали гарантии безопасности позавчера, это не значит, что они действуют сегодня и мы ими удовлетворены. Пока что у нас нет полного подтверждения, чтобы мы могли двигаться", – пояснила она.
Киев заявил, что не отвечает за безопасность "гуманитарного конвоя". "Подчеркиваем, что ответственность за безопасное движение российской колонны по территории, которая временно не контролируется украинскими силами, лежит исключительно на России", - заявил представитель информационно-аналитического центра Совета национальной безопасности и обороны Украины Андрей Лысенко.
Колонна из 280 автомашин с российской гуманитарной помощью отправилась на Украину из подмосковного Наро-Фоминска еще 12 августа, прибыв на границу в районе пропускного пункта "Донецк" – "Изварино" через два дня. Во второй половине дня 21 августа украинские пограничники и таможенники после долгих согласований приступили к оформлению гуманитарного груза в сервисной зоне российского пограничного перехода "Донецк". Часть автомобилей такую проверку прошла, но украинскую границу не пересекала.  
Президент Украины Петр Порошенко отметил, что Украина обеспокоена безопасностью конвоя, за которую взялись отвечать Российская Федерация и террористы. "Мы сделаем все возможное для того, чтобы это не привело к более тяжелым последствиям", – сказал он. Президент подчеркнул, что Украина выполнила все взятые на себя обязательства, 35 российских машин были оформлены, а мешали Красному Кресту выполнять гуманитарную миссию только обстрелы дорог со стороны террористов.
Российская колонна из 280 грузовиков, как сообщается, везет продовольствие, детское питание, медикаменты, спальные мешки и электростанции различной мощности. Неделю российские КамАЗы, некоторые из них оказались полупустыми, простояли недалеко от границы с Украиной. Все это время Международный комитет Красного Креста (он взял на себя ответственность за маршрут транспортировки, хранения и распределения помощи на украинской территории) не мог получить гарантии безопасности для персонала и груза. Только 21 августа такие гарантии Красному Кресту, очевидно, были предоставлены со стороны представителей самопровозглашенных Луганской и Донецкой народных республик.

До этого миссия Международного Красного Креста заявляла, что предложенный маршрут для “гуманитарного конвоя” нельзя считать безопасным и по этой причине украинские власти отказывались оформлять российский груз.
Корреспондент РС Жанна Безпятчук, находящаяся  в поселке  Счастье (это в черте  города Луганск) рассказывает:
– Боевики, которые все еще контролируют  значительную часть Луганска,   принципиально не пропускают внутрь города никаких гуманитарных грузов с Украины. Получается, что несмотря на то, что с каждым днем гуманитарная ситуация ухудшается, и потребность в таких грузах просто уже крайняя, они не идут на компромиссы и не пропускают ни в больших машинах, ни в маленьких. Эти машины или расстреливаются, или подлежат конфискации. Об этом нам говорили в Луганской госадминистрации, потому что были попытки отправить туда гуманитарный груз. По сути, на сегодняшний день этот русский гуманитарный груз является единственным шансом для жителей Луганска, которые все еще находятся в городе, получить хоть какие-то продукты, медикаменты, помощь. Но вины Украины в том, что до этого момента такой помощи не было им предоставлено, нету, потому что попыток было много. А люди гуманитарную помощь ждут, и не только в Луганске, где фактически близкая к трагической ситуация, ждут и в Счастье, она необходима сегодня очень многим людям на территории Луганской и Донецкой областей. 
Директор киевского Института глобальных стратегий Вадим Карасев оценивает ситуацию так:
– Видимо, надо было придать этой полускандальной ситуации вокруг гуманитарного конвоя полномасштабную скандальную форму и таким образом сыграть на дискредитации украинских властей. Очевидно, Россия считает, что нужно действовать, как действуют американцы в Ираке, которые, не согласовывая ни с кем, осуществляют гуманитарную помощь . Очевидно, Россия считает, что в часть Донбасса – это тоже некий такой околороссийский Ирак, поэтому тут церемониться с процедурами и регламент со стороны украинской власти и Красного Креста не стоит. Идти на прямое столкновение с Россией украинская власть не желает, потому что это фактически будет война России с Украиной. Она и идет, она не объявленная, вроде бы ее нет, но в то же время она есть. А это дает маневр, дипломатический и политический, президенту Порошенко и сторонникам, я бы сказал, умеренной партии войны. Поэтому, несмотря на громкие заявления председателя СБУ Наливайченко, тем не менее, пока официальное политическое руководство Украины хранит молчание. Очевидно, сейчас определяют, как поступить, какая должна быть реакция, чтобы не сорвать переговоры в Минске 26-го числа. А они нужны Порошенко хотя бы как начало мирного процесса.

Merkel Pushes for Russia, Ukraine Talks

KIEV—German Chancellor Angela Merkel made a new push for diplomacy to defuse the Ukraine crisis on a visit to Kiev Saturday designed to demonstrate Germany's solidarity with the country's President Petro Poroshenko.
Ms. Merkel said she wasn't pushing for new sanctions against Russia despite an international outcry over Russia sending a convoy of trucks it said were carrying humanitarian aid into rebel-held eastern Ukraine over Kiev's objections. Instead, speaking at a news conference after meeting with Mr. Poroshenko, Ms. Merkel endorsed a new round of diplomacy aimed at resolving the crisis.
"For us, it is not a matter of new sanctions for the time being," Ms. Merkel said.
Mr. Poroshenko is scheduled to meet with Russian President Vladimir Putin and European Union officials in Minsk, Belarus, on Tuesday. Ms. Merkel said she also is pushing for a renewed meeting of the "contact group" consisting of Ukrainian, Russian, and international officials with representatives of Ukraine's different regions.
The meeting came a day after international tensions spiked anew when Russia sent a convoy of trucks it said was carrying humanitarian aid into rebel-held eastern Ukraine without Kiev's permission. On Saturday, those tensions appeared to recede after officials on both sides said many of the trucks had returned to Russia.
Ms. Merkel said Germany would support Ukraine's territorial integrity and that a cease-fire should only happen if agreed to by both sides. A critical prerequisite for a cease-fire, she said, would be to seal off the border with Russia so that rebel arms and fighters stop flowing into eastern Ukraine.
"This isn't going to work with an open border through which weapons come from Russia," Ms. Merkel said.
Mr. Poroshenko referred to Germany as a "dependable partner and friend," refuting criticism in his own country that Ms. Merkel wasn't pushing back hard enough against Mr. Putin. Mr. Poroshenko promised to make a good-faith effort to end the fighting.
"The time has come to end the talk of war and start talking of peace," Mr. Poroshenko said.
Ms. Merkel noted she was in Kiev on the 75th anniversary of the nonaggression pact signed between Nazi Germany and the Soviet Union and implicitly criticized Mr. Putin for trying to influence Ukraine's domestic politics.
"That today a German chancellor can be here shows what has happened" since then, Ms. Merkel said. "We want countries to be able to freely decide their political direction. We no longer participate, as the Federal Republic of Germany, in stirring up historical misery, and that is a good development of history."
Ms. Merkel's arrival in Kiev comes as tension between Ukraine and Russia over the four-month separatist conflict in the Donetsk and Luhansk regions threatens to turn into an even more direct clash between the two former Soviet states.
Ukrainian officials described the Russian convoy's crossing as an invasion. U.S. officials condemned the move and demanded that Russia remove its vehicles from the rebel-held Ukrainian territory immediately.
The North Atlantic Treaty Organizationaccused Russia of firing its artillery on Ukrainian forces from both its side of the border and from within Ukraine. Russia's Ministry of Foreign Affairs accused NATO on Saturday of issuing "unfounded accusations."
While in Kiev, Ms. Merkel planned meetings with Mr. Poroshenko, Prime Minister Arseniy Yatsenyuk and a group of Ukrainian mayors, including Kiev Mayor Vitali Klitschko.
Russia's Ministry of Foreign Affairs confirmed that the convoy's aid had been delivered to Ukraine's rebel-held southeast in a statement on Saturday.
Russia has denied that the convoy of trucks is doing anything other than providing humanitarian aid for the thousands of civilians who have found themselves caught in the midst of fighting between pro-Russia separatists and Ukrainian forces. Though thousands have fled the conflict zone for other parts of Ukraine and Russia, many locals have remained huddled in their basements for days, some without electricity, water or gas, or access to food and medicine.
Russia's Foreign Ministry said it had received permission from Kiev to send the convoy into the region on Aug. 12 but subsequently was caught in red tape, as Ukrainian customs officials inspected the trucks and the International Committee of the Red Cross prepared to deliver the aid. Russia accused Ukraine of stepping up its military action around the aid's destination points to stop the delivery of humanitarian relief.
As a result, Russia said it had no choice but to move over the border unilaterally. "The Russian side has decided to act. Our humanitarian relief convoy is setting out towards Luhansk," the Russian Foreign Ministry said. "Naturally, we are ready to allow ICRC officials to escort the convoy and to take part in distributing aid."
Russia's Foreign Ministry issued a lengthy statement on Saturday saying its move complied with international law. "Russia, in its actions in the southeast of Ukraine, is strictly complying with international principles of humanitarian law and the protection of civilian populations from the effects of war, without the discrimination or politicization of humanitarian work," the ministry said.
The Red Cross hit out at Russia for sending the convoy over the border unaccompanied. Earlier, the Red Cross said it would not be accompanying the convoy as it moved over the border due to the volatile security situation in the Luhansk region. Still, the organization said people in Luhansk needed water, food and medicine and its officials stood ready to help.
On Saturday, Russia's Foreign Ministry praised the ICRC as a responsible partner and said the organization had agreed to maintain and expand its humanitarian activities in the embattled Luhansk region.
Western and Ukrainian officials have said Russia has been allowing weaponry and reinforcements to flow over the border to pro-Russia separatists for months, fueling the continuation of the deadly conflict, while drawing attention to the need for humanitarian aid. Russia, meanwhile, has denied supporting the rebels.

BERLIN—Dmitry Tulchinskiy, bureau chief here of Russian state news agency Rossiya Segodnya, shares a quiet hallway with a travel company and a chess club.
By next year, that office could get cramped. The agency's Berlin staff is supposed to grow from two to at least 30. Its job, according to a directive signed by Russian President Vladimir Putin, will be to "illuminate abroad the state policies" of the Russian Federation.
"What is propaganda? Propaganda is the tendentious presentation of facts," Mr. Tulchinskiy said in an interview. "It does not mean lying."
With its image battered by the conflict in Ukraine, Russia is accelerating its push to rebuild, modernize and expand its Soviet-era foreign media apparatus. One country of focus is Germany, the European economic powerhouse that has both close ties to Russia and rising public resentment of the U.S. On Thursday, the scope of the ambitions emerged further, when the government publicly moved toward adopting a $39 million budget increase for pro-Kremlin news channel RT to fund its expansion into French.
The effort will give the Kremlin new opportunities to feed discontent over the U.S. role in the world and to undermine Western leaders who have closed ranks to oppose Mr. Putin's policies.

In Berlin, RT, formerly known as Russia Today, plans to launch a German-language offering by next year, its editor says. Rossiya Segodnya is building up a bureau to run a German-language website, social-media accounts and a 24-hour radio station. The media offensive represents another arm of Mr. Putin's increasingly direct confrontation with the West.
"We simply want to end the dominance of the so-called Anglo-Saxon media," said Dmitry Kiselyov, the television anchor whom Mr. Putin appointed in December to help direct the international effort. "We believe they do pure and simple propaganda, distorting the image of the world, counter to the interests of humanity." In response, U.S. government officials say they focus on building international ties with exchange programs and other initiatives, and reaching out on hot-button issues via social and traditional media.
While Mr. Kiselyov rejected the comparison, the effort carries echoes of the Cold War, when the Soviet Union established a web of foreign-language news outlets hoping to drum up sympathy for its cause.
As in the Cold War, the U.S. is portrayed as the chief antagonist to world peace. In Germany, where Chancellor Angela Merkel has struggled to quell rising resentment toward the U.S. amid anger over National Security Agency surveillance, Russian officials see a receptive and influential audience for that message. In France, populist leader Marine Le Pen, who has voiced support for Mr. Putin, led her National Front party to victory in European Parliament elections in May.
Still, the road has gotten tougher for Kremlin image-makers. German polls show that the Ukraine crisis and downing of Malaysia Airlines Flight 17 have damaged Russia's image. French President François Hollande supported new sanctions against Russia after the Malaysian airliner crashed.
It isn't clear how quickly Moscow will follow through on the plan. In Berlin, employees of Russian state media said they were aware of their bosses back at headquarters looking to expand, but knew of few details on how the expansion was going to be carried out.
Margarita Simonyan, editor in chief of RT, said a website and social-media presence featuring German-language content was scheduled to launch in the first half of next year as a possible precursor to a full-fledged television channel. She noted a petition in Germany calling for a local-language RT had gathered more than 28,000 signatures. "We receive a lot of comments asking to translate RT into German," said Ms. Simonyan in a written statement.
Ms. Simonyan said RT German would work closely with Ruptly GmbH, an RT subsidiary launched last year that sells footage to broadcasters and is based in an office tower with an expansive view of central Berlin. Ruptly's offerings this month included extensive video of the racially charged protests in Ferguson, Mo., as well as graphic footage of civilians killed by shelling in eastern Ukraine where government forces have been trying to rout pro-Russian separatists.
In France as in Germany, Ms. Simonyan said in a statement, RT would also start with online and social-media platforms before launching a television channel.
The focus on Germany and France reflects the Kremlin's attempts to open a gap between Europe and the U.S., and between the European public and its governments, over how to respond to the Ukraine crisis. Despite taking a tougher stance recently, backing EU sanctions against Russia in wake of the downing of the Malaysia jet, Ms. Merkel has been Mr. Putin's most important interlocutor in the West. She has spoken with him more than 30 times this year.
A Russian official in Berlin briefed on the media plans for Germany said a significant portion of the German public was receptive to Russia's message. They included people with antiwar, antiglobalization and general leftist views. Conservatives, including opponents of "homosexual propaganda," were also targets, the official said. "One can do some pretty powerful work with this segment," the Russian official said.
RT, launched by the Kremlin as Russia Today in 2005, is a news channel now available in English, Spanish and Arabic that positions itself as an alternative to Western international media such as CNN, the BBC and Germany's Deutsche Welle. While viewership is relatively small, observers say that by airing increasingly shrill criticism of the West and comments from anti-American conspiracy theorists as well as far-right and far-left Western politicians, RT has sought to undermine the authority of Western media.
In the Ukraine crisis, for example, RT has accused Western media and politicians of hiding evidence opposing the view that pro-Russian separatists shot down the Malaysia jet. "The biggest success of the Russian propaganda is to create confusion about what is true or not," said Marieluise Beck, a member of the opposition party Greens who is one of Mr. Putin's most prominent critics in the German parliament.
But Ms. Beck said Germany should be cautious in how it reacts to the Russian state media's German-language expansion plans, for fear of giving Moscow a reason to block Deutsche Welle's Russian-language programming.
Pollsters say that pro-Kremlin media may indeed find fertile ground in Germany, especially with the mainstream media increasingly critical of Russia. In the former Communist East, generations of Germans grew up in Moscow's orbit, surrounded by reminders of Russia's role defeating the Nazis in World War II. In the former West, awareness of close economic ties with Russia dovetails with memories of the Ostpolitik—policies West Germany implemented in the 1970s to ease tensions with the Eastern Bloc.
Manfred Güllner, one of Germany's top pollsters, sees skepticism among many Germans about their media's portrayal of Russia. When he last examined the question last year, 42% said they found the German media's reporting on Russia to be "exaggerated and distorted." That could provide an opportunity for a pro-Kremlin outlet like RT, though Mr. Güllner cautioned that the German media environment was already so saturated that a new voice could have trouble getting heard.
"The potential is surely there," Mr. Güllner said. "The question is how many people will actually use the thing."
Mr. Kiselyov, whom the European Union sanctioned for being a "central figure of the government propaganda" after Russia annexed Crimea in March, says that Germany is suffering because the U.S. is drawing it into its conflict with Russia. He said sanctions against the interests of Germany and European countries were enacted, for example, on grounds of an "absolutely propagandistic declaration" by Western media that Mr. Putin shot down the Malaysian jet. "Of course something must be positioned in response to this," he said in an interview.
On his show in April, Mr. Kiselyov cited poll numbers suggesting that Ms. Merkel was taking a tougher line against Russia than most Germans wanted. In late June, Mr. Kiselyov cast the Ukraine conflict as an echo of the run-up to World War I, which he described as engineered by Washington and London to decimate their adversaries on the Continent. "Now, just as back then, the English and the Americans have the common goal of making enemies of Germany and Russia and thus to exhaust them," Mr. Kiselyov told viewers.
Mr. Kiselyov, 60 years old, has honed a sharp, tough-talking style on television that sounds very different from the often soothing tones of Soviet news anchors. Last year, he said that the hearts of gay organ donors harvested from fatal car crashes should be "buried or incinerated as unsuitable to prolong someone's life." In March he reminded viewers that Russia was capable of "turning the U.S. into radioactive ash."
He got his job running much of the Kremlin's international media in December thanks to Mr. Putin, who named him by executive decree. The Russian president ordered state news agency RIA Novosti to be dissolved and merged into a new entity called Rossiya Segodnya, which became responsible for a range of Russian state media targeting a foreign audience.
Rossiya Segodnya now says it will employ hundreds of journalists around the world to produce local-language news reports, radio shows and social-media content. According to a Rossiya Segodnya brochure that provides an overview of the organization for the German public, the organization planned to build up hubs in about a dozen cities, with a goal of participating "in shaping public opinion and the news agenda." Mr. Kiselyov said financing for the expansion was still being worked out.
At the Rossiya Segodnya headquarters in Moscow recently, in a huge building initially built as the press center for the 1980 Moscow Olympics, the modern open-plan newsroom featuring curved desks, overhead screens and a central "news hub" looked much like the offices of other large news organizations. Attached to some staffers' phones or computer monitors, however, were ribbons colored in the red, blue and white of the Russian flag or the orange-and-black pattern that has come to symbolize support for the pro-Russian movement in Ukraine.
Russian officials also see an opening thanks to the image problems of the U.S. The U.S. has been battered in privacy-conscious Germany by allegations of American electronic surveillance on European citizens and spying on the German government. An Infratest dimap poll conducted early this month found just 35% of Germans saying they viewed the U.S. as a trustworthy partner, down by nearly half from December 2011.
The U.S. still scores better than Russia. But in some areas, Washington appears to be struggling to keep up with an already intensifying Russian charm offensive. Russian officials in Berlin say they are trying to be as open as possible with German media.
Russian Ambassador Vladimir Grinin is an experienced Germany hand and, unlike his U.S. counterpart John B. Emerson, speaks fluent German. A recent story in leading newsweekly Der Spiegel featuring interviews with both ambassadors described the contrast between the warm, no-security-check welcome offered by Mr. Grinin—a man who "embodies the closeness between Russia and Germany"—with the "security paranoia" at the U.S. Embassy.
"The U.S. was always the symbol of the good, democracy, freedom, alliance, defense, while Russia generally represented the opposite," Mr. Tulchinskiy, the Rossiya Segodnya bureau chief in Berlin, said. "It turns out the first statement isn't so true, so it's logical to think that the second statement isn't so true."
U.S. officials acknowledge that they face public-opinion challenges in Germany but say that shared values and interests still form the foundation for an enduring partnership. Mark Toner, deputy assistant secretary for public diplomacy at the State Department, said the U.S. tries to reach a cross-section of Germany society via exchange programs with German professionals and journalists.
"Of course, we also engage as needed through both social and traditional media to advocate our point of view," Mr. Toner said in a statement in response to questions about Russia increasing its state media activity in Europe. "But we do so in a way that is consistent with our democratic values."
Some high-profile Germans are already welcoming Russia's push into their media market. Martin Hoffmann, managing director of the German-Russian Forum, a prominent organization that promotes ties with Russia, said he frequently received letters complaining that German media reporting was too one-sided.
One of his members, former television journalist Christoph Hörstel, helped seek support for a petition urging RT to start broadcasting in German. He often speaks out against U.S. hegemony and has alleged that the U.S. government secretly planned the Sept. 11, 2001, terror attacks. He also sometimes appears as an analyst on RT English, criticizing the "Washington puppet regime in Ukraine" in an appearance in June, for instance. Mr. Hörstel said he expects to be a guest on RT German as well, and has been in contact with Russian officials. An RT spokeswoman declined to comment.
Mr. Hoffmann, though, said RT would need to tone down its often-inflammatory rhetoric to appeal to mainstream Germans. "We urgently need fairer reporting on Russia in Germany," Mr. Hoffmann said. But, he added, "the German television viewer doesn't want to see propaganda."

Merkel Calls For Cease-Fire In Ukraine

German Chancellor Angela Merkel has called for all parties involved in the hostilities in eastern Ukraine to agree to a cease-fire during a visit to Kyiv on August 23.
Speaking after talks with Ukrainian President Petro Poroshenko, Merkel said peace was possible if "both sides" engage.
She added: "there must be two sides to be successful. You cannot achieve peace on your own. I hope the talks with Russia will lead to success," referring to the scheduled meeting of leaders from Russia, Ukraine, Kazakhstan, Belarus, and EU officials on August 26 in Minsk.
Poroshenko said he was ready to work with Europe to bring an end to hostilities in the eastern part of the country and added peace would be easily be attainable if armed separatists and "foreign mercenaries" were removed.
Poroshenko said the "time has come for peace in Donbas," but he cautioned that while "Ukraine, along with our European partners and the whole world, will do everything for this to happen," peace would not come "at the expense of the sovereignty, territorial integrity, and independence of Ukraine."
Merkel stated that Germany supports the "territorial integrity" of Ukraine, including Crimea.
"It is not forgotten," Merkel said referring to Russia's illegal annexation of Crimea in March.
EU Agreement
Poroshenko announced he would call on his country's parliament in September to ratify a political association agreement with the European Union.
The decision of Poroshenko's predecessor, Viktor Yanukovych, to forego signing that agreement and work on closer ties with Russia was the catalyst that caused the Euromaidan protests and eventually led to the current situation in eastern Ukraine. 
Poroshenko announced Merkel had pledged that Berlin will provide some 500 million euros (about $650 million) to help rebuild Ukraine's war-torn eastern regions.
Merkel said an additional 25 million euros would be used to help refugees from the conflict.
Merkel also said new sanctions against Russia could not be ruled out but she made clear there were currently no discussions about imposing new penalties on Moscow.
Merkel and other leaders, including U.S. President Barack Obama, harshly criticized Russia for sending hundreds of trucks carrying humanitarian aid into conflict areas in eastern Ukraine without Kyiv's permission on August 22.
Most and possibly all of those vehicles had reportedly left Ukraine one day later after unloading their cargo in separatist-held regions.
Kyiv called the move by Russia an "invasion."
Paul Picard, the acting head of the Organization for Security and Cooperation in Europe's (OSCE) monitoring group at the Donetsk-Izvarino border crossing, said on August 23 the return of the convoy "is complete."
But Ukrainian officials said by midday on August 23 that not all of the trucks had returned to Russian territory.

Russia's foreign ministry says a convoy that crossed into rebel-held territory in eastern Ukraine has delivered its humanitarian cargo and is heading home.
Dozens of white trucks, which had been sitting near the border inside Russian territory for more than a week, suddenly got underway on Friday and moved across the border to Luhansk, despite strenuous objections from Kiev and the international community. U.S. officials called the unauthorized convoy a violation of Ukraine's sovereignty.
Kiev had been worried that the convoy was a ruse to resupply the separatists or a pretext for a Russian invasion.
The Ukrainian government spokesman tells Reuters that 184 vehicles were confirmed to have left Luhansk so far. Asked how many Russian vehicles still remained in Ukraine, he replied: "I don't know."
However, in a foreign ministry statement, Moscow said: "We confirm our intention to continue cooperation with the ICRC in attempts to provide humanitarian aid to the people of south-eastern Ukraine."
In a separate development, Reuters quotes NATO as saying the alliance has mounting evidence that Russian troops are operating inside Ukraine and launching artillery attacks from Ukrainian soil, an accusation rejected by Russia.
But Russia's United Nations Ambassador Vitaly Churkin, speaking at a Security Council session, accused Western powers of not being concerned "about the fact hundreds of civilians are dying."
"He said Russia had to act to save perishable goods and that he hoped the Red Cross would help distribute the aid.
"'We waited long enough. And it was time to move, and this is what we did,' he said."

Подписанный 75 дет назад и вошедший в историю под названием "пакт Молотова – Риббентропа", этот договор окружен разнообразными мифами. Одни историки уверяют, что пакт был спасителен для СССР, оттянув начало войны, другие утверждают, что Советский Союз попался на хитрость Гитлера и с осени 1939 года стал полноценным участником Второй мировой. Третьи с пеной у рта на протяжении полувека божились, что никаких секретных протоколов к пакту не было, четвертые и сегодня уверены, что договор нужен был Сталину для подготовки к нападению на Германию.
Но мифология окружает не только прошлое пакта, но и историю публикации его оригинала. Такое нагромождение сложностей и трудностей доступа к документу всегда вызывает подозрение: уже не мистификация ли перед нами?
Доктор исторических наук Олег Будницкий ставит точки над “i”.

– Очень интересна последующая судьба этих протоколов, я имею в виду в прямом, в физическом смысле слова текстов и тех политических оценок, того политического шлейфа, который тянулся за этой историей. Дело в том, что германский экземпляр протоколов не сохранился, он сгорел во время штурма Берлина. Было понятно, что СССР и Германия действуют на основании каких-то соглашений, но в какой форме они были достигнуты, когда и как – этого мир не знал, пока в руках американцев на последнем этапе войны не оказались немецкие архивы, точнее, фотопленки, фотокопии. То, что хранилось, было перефотографировано на всякий случай, этот случай наступил – бумага сгорела, и американцы получили в свое распоряжение нацистские архивы, в том числе экземпляры секретных протоколов к пакту Молотова – Риббентропа.
Пока мы были союзниками, что продолжалось не очень долго после войны, американцы не предавали это огласке. И хотя защита нацистских преступников пыталась это как-то использовать на Нюрнбергском процессе, никто этого не принял к рассмотрению. Когда началась холодная война, эти протоколы были опубликованы на Западе, что вызвало ответную советскую публикацию, историческую справку под названием "Фальсификаторы истории", где объявлялось, что все это подделка, фальшивка, что они специально это все устроили.  И это была официальная линия советской пропаганды, советской историографии на протяжении десятилетий. Хотя для историков профессиональных, не только западных, советских тоже, было совершенно понятно, что это не фальшивка, а подлинный документ.
Отчасти это объяснялось вот чем: там же было переснято множество документов, и на этих пленках эти листочки, эти кадры, они одни из десятков кадров на этих пленках, все документы вокруг подлинные. Совершенно очевидно, что и фотокопии секретных протоколов тоже были подлинными. И самое главное, это доказывала логика действий, последующие известные договоры о дружбе, границах и так далее, все это подтверждало на сто процентов, что это фотокопии подлинных документов. Советским историкам было не дозволено об этом говорить, более того, они должны были говорить нечто совершенно противоположное, и некоторые из них то же самое продолжали говорить и после.
После того, как этот пакт был подписан, Гитлер пришел в восторг, бил кулаком об стенку и кричал: "У меня теперь весь мир в кармане"​
Что же касается советских оригиналов. Есть такое понятие "архивная революция": в позднеперестроечные, особенно в постсоветские годы в СССР произошла "архивная революция", были рассекречены массы архивных документов. Историки получили доступ в архивы. С моей точки зрения, особенных сенсаций не произошло. То, что мы знали о советской истории, в общем-то подтвердилось. Были какие-то нюансы, были какие-то интересные вещи, но в целом уточнились важные детали, иногда очень важные детали, скажем, число узников ГУЛАГа или то, как начинался и проводился Большой террор, еще какие-то вещи. Но в принципе наши основные знания оказались достаточно верными.
Для меня главной сенсацией этой "архивной революции" стал не сам факт обнаружения, обнародования, публикации подлинных секретных протоколов пакта Молотова – Риббентропа, сколько то, что это вообще сохранили. Ведь это самый страшный документ для Советского Союза, с моей точки зрения, – договор о разделе Восточной Европы, договор с нацистской Германией.
После того, как этот пакт был подписан, Гитлер пришел в восторг, бил кулаком об стенку и кричал: "У меня теперь весь мир в кармане".​ Это современники свидетельствуют.
Чрезвычайно интересная история, когда в нашей стране, еще в Советском Союзе, были денонсированы секретные протоколы пакта Молотова – Риббентропа: это второй Съезд народных депутатов СССР в 1989 году, в декабре месяце. Опять-таки была круглая дата – 50 лет со дня подписания пакта о ненападении и секретных протоколов к пакту. И первоначально Съезд народных депутатов отказался денонсировать эти документы, говоря: что ж такое, у нас опять какие-то копии, ничего мы не знаем, не будем денонсировать. Был, конечно, колоссальный скандал. С одной стороны, все понимали политические последствия. Если признать, что этот документ действительно был, то, следовательно, прибалтийские республики получают все законные основания для выхода из состава СССР, ибо совершенно ясно, что они оказались в его составе не добровольно, а вследствие сговора Сталина и Гитлера. С другой стороны, не денонсировать это соглашение с Гитлером – это скандал. Пришлось, поскольку большинство первоначально этого не сделало, это я помню, смотрел по телевидению, все мы, прилипшие тогда к экранам, комиссия Яковлева тогда представила косвенные, но убедительные доказательства о том, что в 1946 году сохранились такие записи передаточные, что один из помощников Молотова передает другому столько-то страниц подлинных текстов секретных протоколов пакта Молотова – Риббентропа. Потом из МИДа, где эти бумаги находились, они были вроде бы направлены куда-то в ЦК КПСС, когда Молотов уже утратил свое влияние, – это 1952 год, и их следы потерялись. Тем не менее, на основании этого следа, этих записей о передаче, депутаты убедились и проголосовали за денонсацию.
Куда же делись подлинные документы? Были несколько уровней секретности, несколько уровней доступа и секретности хранения в партийных архивах. Многим, наверное, известно понятие "особая папка", так вот, были степени секретности еще выше – это был "закрытый пакет", пакет документов сверхсекретный, который показывали только Генеральному секретарю ЦК КПСС. Этим ведал заведующий общим отделом ЦК КПСС. Тогда это был Болдин, напомню, и он утверждал, кстати, что показывал Горбачеву этот документ в 1987 году, Горбачев как бы сказал – спрячь подальше. И вот, когда рухнул Советский Союз, когда была создана комиссия по рассекречиванию и передаче на общее архивное хранение документов КПСС, ЦК КПСС и КГБ (во главе этой комиссии был генерал-полковник Дмитрий Волкогонов, бывший директор Института военной истории, заместителем был начальник архивного ведомства Рудольф Пихоя, доктор исторических наук), эти документы были обнаружены. Был открыт этот самый "закрытый пакет", об этом доложили Ельцину, а Ельцин сообщил Яковлеву.
27 октября 1992 года состоялась пресс-конференция, на которой было сообщено об обнаружении подлинных секретных протоколов пакта Молотова – Риббентропа, они были предъявлены городу и миру. В первом номере журнала "Новая и новейшая история" за 1993 год эти протоколы факсимильно опубликованы. Собственно, и так они были известны, теперь мы получили эту самую публикацию и известно, где находятся и ныне оригиналы секретных протоколов.
Вот такая занимательная история. И это, конечно, удивительно. Самое удивительное для меня, почему эти документы не были уничтожены и сохранились. Такая была архивная сенсация, которая одновременно была и сенсацией политической.

Украинские таможенники и пограничники не произвели досмотр покинувших Украину российских грузовиков, заявил спикер информационно-аналитического центра Совета Национальной безопасности и обороны Андрей Лысенко.
«Наших представителей к осмотру грузовиков не допускают», - сказал Лысенко 23 августа.
Он акцентировал, что осмотр этих автомобилей невозможен для украинских пограничников и таможенников, которые с 15 августа находятся на российском пограничном пункте «Донецк» для оформления российской части международной гуманитарной помощи для востока Украины, сообщает «Интерфакс-Украина».
Как сообщал ForUm, последние 15 машин российского гуманитарного конвоя прошли на территорию Российской Федерации через пункт пропуска «Донецк».
22 августа Министерство иностранных дел России заявило о начале движения гуманитарного конвоя в направлении Луганска.
Вместе с тем, представители Красного Креста заявили, что не сопровождают российскую гуманитарную колонну по территории Украины. В Госпогранслужбе сообщали, что украинская сторона оформила только 34 машины из 262 российских КАМАЗов.

EU aside, Russia pushes China gas pipe

Russia is moving ahead with plans to build a natural gas pipeline to supply the Chinese market, with construction reportedly set to begin as early as September. After lengthy negotiations over price, Gazprom and China National Petroleum Corporation (CNPC) signed the contract for the Russian pipeline to supply gas to China last May, which Gazprom’s CEO Alexei Miller called the biggest contract in the entire history of Gazprom.

I was able to watch this through, and it was worth it to see some of the faces of the people in the audience, most notably Angela Merkel, Hillary Clinton (I think), and best of all Senator Joseph Lieberman.

Putin told the whole world what has been going on, and I doubt he would have said anything if they didn’t have the situation well under control.

Because the American people are so 
poorly informed
, I can see how as so many might watch this video and not know what to think.




They have been taught over and over again to fear the Russians, to fear Putin, to fear just about everything. I can also see, for instance, how a video like this could be edited and become very misleading, and my people would become even more terrified than they already are.
