Fighting intensifies in Ukraine as pro-Russian rebels move in on Donetsk airport

MOSCOW — Fighting intensified in eastern Ukraine on Wednesday despite a fragile cease-fire, as pro-Russian rebels appeared to be close to capturing the strategically important Donetsk airport.
The fighting was some of the worst since a Sept. 5 cease-fire calmed the conflict, although shelling and casualties have continued throughout the nearly four weeks since the agreement was reached. Ukraine’s military and rebel forces said the fighting had gotten worse Wednesday, as rebels vowed to retake a strategically important landmark that has remained in government hands for almost all of the six-month-long conflict.

European officials are expected to meet next month to try to tackle an almost impossible question:  As aerial bombardments rain down on Islamic State targets, how do we prevent Islamic State fighters with European passports from going back to Europe and retaliating?   “What they really fear is again in line with all the ‘foreign fighter’ stories of people coming back and sort of using the ISIS support and the training or the experience they had in the Middle East to foster potential attacks here.  I think that’s the concern," said Yan St. Pierre, the CEO of Berlin security firm MOSECON. St. Pierre says Europe’s tight security systems may fend off attacks on the homeland that European Union officials warn are likely, but European symbols and people abroad are already targets.   Last week, a French tourist was beheaded in Algeria, after militants demanded that France stop participating in the bombardments of IS targets. In the United States, Pentagon spokesman Rear Admiral John Kirby says stopping the offensive against the Islamic State is not an option. "It's going to take a serious effort by all involved. We do believe that we're talking about years here," Kirby said. " I can’t put an exact number on that but this is not something we are going to be doing within days or weeks or months."   But some Middle East analysts say that a years-long campaign will not defeat IS at all.  It could even make the group stronger, according to the director of American Strategic Studies in Beirut Kamel Wazne.   “You cannot allow it to say, ‘This is going to take years.’  Taking years?  Probably you will see more recruitment than you will see destruction for this terrorist infrastructure.  You have to give a timeframe," noted Wazne, adding that the current military campaign is long overdue but still not nearly enough. Wazne says bombing from the air will not defeat what are now believed to be tens of thousands of militants holding vast territories in Iraq and Syria with heavy weaponry. “When you say you want to fight terrorism, you mean you have to fight terrorism.  You have to come with all mighty power and fight it.  And you have to fight it from the air and sometimes from the ground," he said.   According to Wazne, if the West doesn’t want to send ground forces, it needs to coordinate with the Syrian government to fight IS in Syria.  President Barack Obama has accused Syrian President Bashar Assad of committing acts of terrorism against his own people and openly supports moderate rebel groups inside Syria.   But the civil war in Syria has already become a regional battle and IS is threatening the borders of Turkey, Iran and Lebanon.  Assad’s government, despite human rights violations, has an established infrastructure and institutions, and Wazne says it could be the only avenue to peace.   “They continue to underestimate that stopping the war in Syria and finding a political solution with the current government is probably the best option for stability and security in the region," he said.   But security inside Syria under Assad will not be lasting Wazne adds, if underlying causes of the insecurity-including crushing poverty and extremist ideologies-are not attacked with the same force as the coalition uses against the militants.

Window on Eurasia: Moscow to Dramatically Increase Spending on ‘Russia Today’

            Staunton, September 26 – At a time when Moscow is cutting spending on education and health and in an indication of the importance the Kremlin places on propaganda, the Russian government is going to increase the amount of money it will give to the television channel “Russia Today” next year by 41 percent over what it had announced earlier.


            According to a report in today’s “Novyye izvestiya,” the government is increasing its spending for all media including domestic media but by far smaller amounts. Thus, for example, state subsidies for domestic radio and television will rise only from 21.7 billion rubles to 22.2 billion  or about three percent (newizv.ru/politics/2014-09-30/208354-rossija-rezko-uvelichivaet-rashody-na-zabugornuju-propagandu.html).


            Andrey Mayboroda, the director of the Moscow Center for Political Research, commented to the paper that “it is obvious that the state is generously increasing its spending only on the propaganda machine directed at the foreign consumer. In Russia, the zombification of the population has been going on for a long time and successfully. Large additional cash infusions aren’t needed.”


            But, he said, in Moscow’s judgment, Russian broadcasting abroad “has not had the desired impact.”  Unfortunately for those behind this budgetary move, “an attempt to achieve the necessary result by increasing spending for the purchase of new ‘furniture’ without changing ‘the girls’ [who host the station] is condemned to failure in advance.”


            What is “sad” about this, Mayborda added, is that those who are having to pay for this doomed project are not those who have ordered it but rather “the ordinary Russian taxpayer.”

The tentative peace deal appears to be holding despite the violence.   New armored vehicles for Ukraine’s National Guard were put through their paces Tuesday at an army base outside Kyiv. They will soon be deployed in anti-separatist operations in the Donbas region of eastern Ukraine. Watching the demonstration was Ukrainian Prime Minister Arseniy Yatsenyuk. He accused Russia of failing to honor the cease-fire deal signed in Minsk in September. "A cease-fire is when nobody is attacking and nobody is dying. Russia signed 12 points on the Minsk memorandum and should fulfill every point of it. Words and deeds are too far apart in Russia," said Yatsenyuk. Pro-Moscow rebels launched an offensive against government forces at Donetsk airport Monday - a key battleground in recent weeks. The Kremlin denies it’s giving the rebels military support. One condition of the cease-fire is being met - the exchange of prisoners held by both sides. This swap took place Sunday outside Donetsk. But Kyiv accuses the separatists of stretching the peace deal to breaking point. “Over 1,000 hostages have been released during the cease-fire.  We are seeing more shootings and attacks by separatists and pro-Russian rebels," said Ukrainian spokesman Colonel Lysenko. In a provocative move, residents tore down a statue of former Soviet ruler Vladimir Lenin in the eastern city of Kharkiv Sunday.  Pro-Russians in the city had defended the statue earlier this year when several others were being destroyed across Ukraine. "It was an insult [having the statue here]. We are an independent country and we have a monument to the former leader of the neighboring state, which attacked us at least three times in the last century, and now in this century," said a Kharkiv resident. A column of tanks and armored vehicles - free of insignia, except for the flag of the self-styled Donetsk People’s Republic - was seen traveling through Makiivka on the outskirts of Donetsk Monday. Kyiv says only Russia could be supplying such military hardware.

Kurdish Fighters Reclaim Border Crossing from Islamic State

Kurdish fighters battling Islamic State militants have retaken a key border crossing between northern Iraq and Syria. The Peshmerga forces took control of Rabia after heavy fighting Tuesday, reclaiming one of the areas the militants seized as they swept into large parts of Iraq this year.  The Iraqi Kurds were aided by Kurdish fighters from the Syrian side of the border. In northern Syria, along the Turkish border, Islamic State fighters pressed an assault on Kobani, also known as Ayn Arab, where clashes have sent more than 160,000 people fleeing for safety. The battles on the ground come as U.S.-led airstrikes continue to target the Islamic State group in both Iraq and Syria. President Barack Obama met Tuesday with his National Security Council to get an update on how the airstrikes are impacting the militants.  The White House said the discussion included the importance of putting into place the non-military portions of his strategy to weaken and destroy the Islamic State group.  Those efforts include working to stop the flow of foreign fighters to the region, countering the militants' "warped ideology" and providing humanitarian assistance. Pentagon spokesman Rear Admiral John Kirby said Tuesday the U.S.-led coalition "cannot bomb them into obscurity." Also Tuesday, Britain carried out its first airstrike against the Islamic State in Iraq, joining Arab and other European militaries who have contributed to combat operations targeting the militants. Australian Prime Minister Tony Abbott said Wednesday his country's military jets would fly support missions for the U.S.-led coalition, but would not yet conduct airstrikes of their own. Meanwhile, Turkey's parliament is expected to vote Thursday on legislation that would authorize military action against the Islamic State group.

Ferdinand Marcos ruled the Philippines from 1965 until his ouster in 1986. He died three years later.

Western politicians who last year advocated bombing Syria now ask whether Damascus should be treated as a tacit ally against Islamic State.
