Staunton, October 2 – Draftees who maintain attachments on the basis of where they are are a greater source of violations of military discipline than are those who identify as members of a particular nationality, according to a retired Russian colonel who served as deputy commander of the unified Russian forces in the North Caucasus and now gives advice to the Duma.
And while there is some overlap between the two – people from a particular place are often members of the same nationality – it is far from absolute, and the regional dimension is more significant than the ethnic one, Boris Podoprigora told the Federal News Agency yesterday (riafan.ru/101914-armii-ne-nuzhnyi-zemlyachestva-i-svyashhenniki/).
The issue of ethnicity and “dedovshchina” – the Russian word for “unstandard military behavior” – has resurfaced this week given Moscow’s decision to extend the military draft to Chechnya, something it has not done for 20 years, and the fears this has sparked among some about the impact of doing so on unit cohesion.
Podoprigora said he wouldn’t overemphasis the danger and that he personally has “always called for drafting all citizens of Russia without exception when they reach the corresponding age.” Moreover, he continued, he “does not see any particular link between the nationality of a soldier and his inclination to violations” of military discipline.
According to the veteran and now military advisor to the Russian parliament, “already in Soviet times, dedovshchina originated as a rule from among soldiers who formed the majority in a given unit.” Tyically, such majorities were made up of men from a particular region or city rather than of a given nationality.
The retired colonel said that he remembers serving in a unit “dominated by men from Tashkent.” “You can believe me or not,” he continued, but among them was not a single Uzbek: these were ethnic Russians and Koreans. Nevertheless, they introduced significant dissonance in the actions of commanders.”
When people say that men from the North Caucasus will do so regardless of how many of them there are in a particular unit or the strategy commanders adopt, Podoprigora said, “I don’t believe it because what is involved is not nationality” but rather the failure of military commissariats to assign men so that there won’t be too many from any one place.
Ethnicity matters much less than the propensity of soldiers to group themselves on the basis of where they are from, he argue. For example, he said, “if in a company of 100 men, there are 40 draftees from Vladivostok, I assure you that they after six months will dominate all the others.”
In other comments, the military advisor said that sergeants should play a key role in maintaining discipline, that he “does not see the need” for a chaplaincy corps, and that he thinks the religious needs of soldiers should be satisfied off-base and not on a daily basis on it. Otherwise, religious activities could affect military readiness.
Podiprigora’s comments may strike some as an indication that Moscow has fewer problems with draftees than they had thought, but in fact, his remarks suggest that the Russian command has even more than many had imagined, if regional attachments can be the basis for violations of indiscipline as much or more than ethnic ones.
And that in turn calls attention to something else that most Russian commentators and many Western analysts are reluctant to consider: the national identity of ethnic Russians is in this case as in others much less strong than are regional attachments, something that makes building a “Russian world” and even maintaining a single Russian state that much more difficult.

Russian President Vladimir Putin has told potential investors in Moscow that "unwarranted" Western sanctions won't stop the economy from developing

Staunton, October 2 – Moscow appears to be acting on the principle that if there is no ministry, there is no problem, officials in the Urals say, but in fact, by destroying the regional affairs ministry, the Kremlin has not only destroyed “the fragile balance” between the center and the provinces but convinced many that the provinces need to “unite against the capital.”
Many regional officials did not appreciate the role that the regional affairs ministry had been playing until it was destroyed, Ivan Nekrasov writes in a commentary on Ura.ru, but now they are very aware of what it did because of what they see they have lost: a lobbyist for regional interests in the capital (ura.ru/content/svrd/30-09-2014/articles/1036263083.html).
Indeed, over the last year, many officials had been dismissive about that ministry, feeling that whatever plans it announced would be killed either by the finance ministry or the economics ministry, but now with its closure, these same officials are having to reckon with a new situation, one in which there will be no one in Moscow to represent their interests.
The program of greatest interest to the Urals region which is most likely to die as a result of the demise of the regional affairs ministry involves for the development of agglomerations in Chelyabinsk, Perm and Yekaterinburg, something in which leaders there had placed great hopes as a driver of economic development in the future.
It took the regional leaders seven years to convince the regional affairs ministry that this would be a good idea, but they do not have major backers elsewhere and so expect that the whole notion ideas will now die. “The liquidation of the regional affairs ministry,” one of their number said anonymously, “will result in the destruction within the government of the very idea of the development of the territories.”
Indeed, this official said, those who had been behind it when they were in the regional affairs ministry are now worried about how to save their jobs and their offices rather than about any particular policies. And even when they do know where they will be working, they will be dispersed and have less influence.
But analysts in the region say that the regions now must recognize that they can count “only on themselves.” Some of their issues will in fact drop off the center’s agenda, but others can be kept there if regional officials singly or even better jointly lobby on their behalf. As one analyst put it, “all the telephone numbers, addresses and places are quite well-known.”
“There is the State Construction Committee, there is the finance ministry and the economics ministry to which the authority of the regional affairs ministry has been transferred,” the analyst continued. If people in the regions sit and to not run to immediately establish contact with them, he said, the regions are conceding defeat before the battle begins.

Staunton, October 1 – A dangerous but entirely predictable trend is occurring in both Russia and the West: Many who see what Vladimir Putin is doing in Ukraine as a crime are saying he is mad or insane, an approach that simultaneously makes him less responsible for what he has done and leaves others less responsible for bringing him to justice.
Semyon Guzman, a psychiatrist who is also a member of the Ukrainian Presidential Humanitarian Council, notes that “in the media and on social networks, one every more frequently encounters the formulation: ‘Putin is ill’”.
“Many really consider that he suffers from definite psychological illnesses,” the psychiatrist says, “but this is only a convenient explanation in the existing situation. Unfortunately, it is not correct.” Neither Putin himself nor those around him from psychological illnesses, and they should not be evaluated or excused in that way.
Instead, Guzman says, “all their characteristics, like those of a murderer, thief or other good for nothing, are not psychiatric phenomena but rather objects of the subjects of moral philosophy.” Like Hitler, Stalin, Saddam Husseyn and their ilk, Putin and his entourage are “absolutely responsible – and in the event of a trial could be held” to be such.
Guzman’s comments on Putin’s sanity come in the course of his discussion of the ways in which Putin is restoring the use to which psychiatry was put in Soviet times, as “a weapon against dissenters,” as Moscow is doing now in the case of the illegally detained Ukrainian pilot Nadezhda Savchenko.
By so doing, he says, Putin and his regime “want to frighten not only her but also all the residents of the Russian Federation who are fighting for her liberation.”
The Ukrainian psychiatrist notes that when he co-authored a study in 2008 with Dutch scholar Robert van Voren of Moscow’s use of psychiatry against dissent, he wanted to soften the title On Dissidents and Insanity: From the Soviet Union of Leonid Brezhnev to the Soviet Union of Vladimir Putin.” Van Voren didn’t agree to that, Guzman says, and he was right.
The Dutch scholar was able to see even then where Putin is heading, Guzman continues. “One of Putin’s goals is the return of the distant past into the present, [and] he is attempting to return not just to the Brezhnev era but to the Stalinist one” in this sector as apparently in many others as well.
Guzman notes that several months before her death, Anna Politkovskaya telephoned him to ask if he would provide a medical evaluation of Russian Colonel Yuri Budanov who was seeking to avoid criminal responsibility for the rape and murder of a Chechen girl by claiming to have been temporarily insane.
Guzman says he turned her down but recommended two Moscow colleagues who might be able to help. “As it turned out,” he continues, “each of them had refused to help Politkovskaya earlier explaining their refusal by their fears of reprisals from the [Russian] authorities.”
Politkovskaya was later murdered as was Budanov after he was freed from incarceration, Guzman says, adding that this is the way things are in Putin’s Russia.
“Putin needs psychiatry,” Guzman says, “in order to sow fear among those who disagree. That was the practice in the USSR. Those were not in agreement with the ideas of the totalitarian ideological machine were sent for an indeterminate time to the beds of psychiatric prisons for ‘treatment.’”
Tragically, that is happening again as in the case of Savchenko. Equally tragically, some are applying a similar logic and thus intentionally or not excusing Putin’s crimes and in some cases justifying their own failure to act against him.

Staunton, October 1 – Anatoly Makarov, the head of the Russian foreign ministry department for work with compatriots, says Moscow is doing everything it can to make “our multi-million strong diaspora a reliable partner of Russia, from which we have the read to expect deep internal moral support and understanding of our foreign policy initiatives.”
To that end, he told Rubaltic.ru’s Elizaveta Boldova, “we are carrying out a line so that Russian compatriots regardless of where they live are guaranteed all rights and freedoms in conformity with international standards, are not restricted in the right to use their native language, and have the opportunity to preserve the culture and traditions of their historical Motherland.”
With respect to Estonia, Latvia and Lithuania, Makarov said, “we will do everything possible to defend the rights and interests” of what he said were “more than 1.3 million Russians” living in those countries.
At present, the Russian diplomat said, “the situation of [Russia’s] compatriots in Ukraine is generating particular concern.” Not only do the approximately six million Russian “compatriots” there form the largest community of Russians abroad, but, he said, “a real threat hangs over their lives and human rights.”
But Makarov said, Moscow’s approach to compatriots abroad is based “on common principles” and seeks “to avoid any regional or local specifics in the countries of the Baltic and in Ukraine.” Indeed, he said, “it is not distinguished at the level of principle from work with compatriots say in the US, France, or Kyrgyzstan.”
Moscow’s policies in this regard, he continued, are defined by the Russian Government Commission for the Affairs of Compatriots Abroad, which develops long-term and annual plans and coordinates efforts among the foreign ministry and other Russian government agencies. At present, that body is working on plans for 2015-2017.
Makarov said that “an important place” in this activity is expanding information channels for Russian compatriots abroad. Recently, it launched a portal for the commission itself and continues to publish specialized journals like Russky Vek, Baltiyskiy Mir for the Baltic countries, Yedinstvo v raznoobrazii for Central Asia, and Shire Krug for Europe.
Asked about the appearance of books attacking Moscow’s cooperation with its compatriots, such as Oleg Samorodny’s Compatriots of the Kremlin which was recently published in Estonia, Makarov said that he didn’t consider them significant because it should be clear to everyone that they had been ordered up by those who oppose Russia.
The Russian diplomat added that “it is well known to us that among a narrow circle of emigres,” there are people who are quite prepared to “spread filth” on those “who want to strengthen ties with their historical Motherland, who seek to preserve the Russian language…and popularize the achievements of Russian culture and science where they live.”
But Makarov said he was confident that such people would not succeed, especially because “Moscow will do everything possible” to defend those who are being attacked only because they want to be part of the Russian world.

Staunton, October 2 – There are many ways to destroy media freedom, but members of the Russian Duma have come up with a new one that may prove far more insidious than anyone may now imagine: They are calling for legislation that would preclude media outlets from carrying stories about subjects not defined as part of their focus.
If this measure were to be adopted, sports magazines couldn’t cover political issues, and religious magazines couldn’t have stories about anything but religion, bans that would seriously restrict coverage of many issues and render a large number of Russian media outlets distinctly less interesting than they are now.
When media outlets are given their licenses, Vadim Dengin, an LDPR deputy says, they define the focus of their coverage, but many of them then cover whatever they want to. As a result, he says, Russian media law should be amended so that they cannot do so (znak.com/moscow/articles/01-10-20-33/103023.htmland slon.ru/fast/russia/v-gosdume-predlozhili-zapretit-smi-osveshchat-neprofilnye-temy-1165563.xhtml).
Dengin said that he “considers it abnormal in an era of information war when a massed information attack on the country is going on that people who specialize on entertainment media” don’t keep to their stated purpose but act as social-political media are supposed to do and cover broader topics.
Not surprisingly, journalists said that such an approach would not work very well because no media outlet can define with exactitude what it will cover. One of them with whom Znak.com spoke, Oleg Kashin, said he assumes that any such law, if adopted, would be applied in a highly selective and repressive manner.
Thus, Kashin suggested, the authorities would use it only if they didn’t like a particular article. For example, he said, if “Esquire” were to publish something critical of the powers that be, then “the government would remember that this is a journal about male fashion and not a social-political one.”
In speaking about his proposal, the LDPR deputy made reference to Hearst Shkulev Media, which publishes “Elle,” “Maxim,” “Psychologies,” “Schastlivyye roditeli,” and “Woman’s Day,” likely because its head had given an interview to Slon.ru in which he criticized Dengin himself (slon.ru/russia/viktor_shkulev-1161348.xhtml).
Lest anyone think that the Russian parliament will ignore such a proposal, it is worth pointing out that Deputy Dengin was one of the co-authors of the law prohibiting foreigners from owning more than 20 percent of the capital of Russian media, a law that was adopted by the Duma on third reading on September 26.

MOSCOW — Fighting intensified in eastern Ukraine on Wednesday despite a fragile cease-fire, as pro-Russian rebels appeared to be close to capturing the strategically important Donetsk airport.
The fighting was some of the worst since a Sept. 5 cease-fire calmed the conflict, although shelling and casualties have continued throughout the nearly four weeks since the agreement was reached. Ukraine’s military and rebel forces said the fighting worsened Wednesday, as rebels vowed to seize the airport, a key facility that has remained in government hands for almost all of the six-month-long conflict.

Staunton, October 1 –Anatoly Makarov, the head of the Russian foreign ministry department for work with compatriots, says Moscow is doing everything it can to make “our multi-million strong diaspora a reliable partner of Russia, from which we have the read to expect deep internal moral support and understanding of our foreign policy initiatives.”
To that end, he told Rubaltic.ru’s Elizaveta Boldova, “we are carrying out a line so that Russian compatriots regardless of where they live are guaranteed all rights and freedoms in conformity with international standards, are not restricted in the right to use their native language, and have the opportunity to preserve the culture and traditions of their historical Motherland.”
With respect to Estonia, Latvia and Lithuania, Makarov said, “we will do everything possible to defend the rights and interests” of what he said were “more than 1.3 million Russians” living in those countries (rubaltic.ru/article/kultura-i-istoriya/01082014-sootechestvenniki/).
At present, the Russian diplomat said, “the situation of [Russia’s] compatriots in Ukraine is generating particular concern.” Not only do the approximately six million Russian “compatriots” there form the largest community of Russians abroad, but, he said, “a real threat hangs over their lives and human rights.”
But Makarov said, Moscow’s approach to compatriots abroad is based “on common principles” and seeks “to avoid any regional or local specifics in the countries of the Baltic and in Ukraine.” Indeed, he said, “it is not distinguished at the level of principle from work with compatriots say in the US, France, or Kyrgyzstan.”
Moscow’s policies in this regard, he continued, are defined by the Russian Government Commission for the Affairs of Compatriots Abroad, which develops long-term and annual plans and coordinates efforts among the foreign ministry and other Russian government agencies. At present, that body is working on plans for 2015-2017.
Makarov said that “an important place” in this activity is expanding information channels for Russian compatriots abroad. Recently, it launched a portal for the commission itself and continues to publish specialized journals like “Russky vek,” “Baltiyskiy mir” for the Baltic countries, “Yedinstvo v raznoobrazii” for Central Asia, and “Shire krug” for Europe.
Asked about the appearance of books attacking Moscow’s cooperation with its compatriots, such as Oleg Samorodny’s “Compatriots of the Kremlin” which was recently published in Estonia, Makarov said that he didn’t consider them significant because it should be clear to everyone that they had been ordered up by those who oppose Russia.
The Russian diplomat added that “it is well known to us that among a narrow circle of emigres,” there are people who are quite prepared to “spread filth” on those “who want to strengthen ties with their historical Motherland, who seek to preserve the Russian language … and popularize the achievements of Russian culture and science where they live.”
But Makarov said he was confident that such people would not succeed, especially because “Moscow will do everything possible” to defend those who are being attacked only because they want to be part of the Russian world.
