WASHINGTON — Saudi Arabia has been trying to pressure President Vladimir V. Putin of Russia to abandon his support for President Bashar al-Assad of Syria, using its dominance of the global oil markets at a time when the Russian government is reeling from the effects of plummeting oil prices.
Saudi Arabia and Russia have had numerous discussions over the past several months that have yet to produce a significant breakthrough, according to American and Saudi officials. It is unclear how explicitly Saudi officials have linked oil to the issue of Syria during the talks, but Saudi officials say — and they have told the United States — that they think they have some leverage over Mr. Putin because of their ability to reduce the supply of oil and possibly drive up prices.
“If oil can serve to bring peace in Syria, I don’t see how Saudi Arabia would back away from trying to reach a deal,” a Saudi diplomat said. An array of diplomatic, intelligence and political officials from the United States and Middle East spoke on the condition of anonymity to adhere to protocols of diplomacy.
Any weakening of Russian support for Mr. Assad could be one of the first signs that the recent tumult in the oil market is having an impact on global statecraft. Saudi officials have said publicly that the price of oil reflects only global supply and demand, and they have insisted that Saudi Arabia will not let geopolitics drive its economic agenda. But they believe that there could be ancillary diplomatic benefits to the country’s current strategy of allowing oil prices to stay low — including a chance to negotiate an exit for Mr. Assad. Mr. Putin, however, has frequently demonstrated that he would rather accept economic hardship than buckle to outside pressures to change his policies. Sanctions imposed by the United States and European countries have not prompted Moscow to end its military involvement in Ukraine, and Mr. Putin has remained steadfast in his support for Mr. Assad, whom he sees as a bulwark in a region made increasingly volatile by Islamic extremism.
Syria was a major topic for a Saudi delegation that went to Moscow in November, according to an Obama administration official, who said that there had been a steady dialogue between the two countries over the past several months. It is unclear what effect the Jan. 23 death of King Abdullah of Saudi Arabia might have on these discussions, which the Saudis have conducted in secret.
Russia has been one of the Syrian president’s most steadfast supporters, selling military equipment to the government for years to bolster Mr. Assad’s forces in their battle against rebel groups, including the Islamic State, and supplying everything from spare parts and specialty fuels to sniper training and helicopter maintenance.
With a fifth of the world’s oil reserves, Saudi Arabia is the leading player in OPEC and has great sway over any move by the cartel to raise prices by cutting production. Its refusal to support such steps despite dizzying price declines has prompted myriad theories about the Saudi royal family’s agenda, and Saudi officials have hinted that the country is happy to let the low prices punish rival producers who use more expensive shale-fracking techniques.
“They have almost total leverage,” said Senator Angus King, an independent of Maine who recently returned from a trip to Saudi Arabia.
“They have more breathing room than these other countries,” he said. “It’s like the difference between someone having a million dollars in the bank and someone who is living paycheck to paycheck.”
The drop in oil prices has been felt in Saudi Arabia, but the country’s vast oil reserves and accumulated wealth give it a far greater cushion than other oil-producing nations have. Saudi Arabia needs the price of oil to be over $100 a barrel to cover its federal spending, including a lavish budget for infrastructure projects. The current price is about $50 a barrel, and Saudi Arabia has projected a 2015 deficit of about $39 billion.
But the monarchy has about $733 billion in savings invested in low-risk assets abroad, and it can afford to dip into that for a few years without much pain. Russia and Iran have no such luxury, and neither do shale-fracking oil producers in North America.
The Saudis have offered economic enticements to Russian leaders in return for concessions on regional issues like Syria before, but never with oil prices so low. It is unclear what effect, if any, the discussions are having. While the United States would support initiatives to end Russian backing for Mr. Assad, any success by the Saudis to cut production and raise global oil prices could hurt many parts of the American economy.
After the meeting in Moscow in November between Prince Saud al-Faisal, the Saudi foreign minister, and Sergey V. Lavrov, the Russian foreign minister, Mr. Lavrov rejected the idea that international politics should play a role in setting oil prices.
“We see eye to eye with our Saudi colleagues in that we believe the oil market should be based on the balance of supply and demand,” Mr. Lavrov said, “and that it should be free of any attempts to influence it for political or geopolitical purposes.”
Russia is feeling financial pain and diplomatic isolation because of international sanctions stemming from its incursion into Crimea and eastern Ukraine, American officials said. But Mr. Putin still wants to be viewed as a pivotal player in the Middle East. The Russians hosted a conference last week in Moscow between the Assad government and some of Syria’s opposition groups, though few analysts believe the talks will amount to much, especially since many of the opposition groups boycotted them. Some Russia experts expressed skepticism that Mr. Putin would be amenable to any deal that involved removing support for Mr. Assad.
“It would be a huge change, and to me, this is an unlikely scenario,” said Angela E. Stent, a Russia specialist at Georgetown’s School of Foreign Service and a former senior national intelligence officer who focused on Russia.
Saudi Arabia’s leverage depends on how seriously Moscow views its declining oil revenues. “If they are hurting so bad that they need the oil deal right away, the Saudis are in a good position to make them pay a geopolitical price as well,” said F. Gregory Gause III, a Middle East specialist at Texas A&M’s Bush School of Government and Public Service.
For his part, Mr. Assad has shown no inclination to step aside. He said in a recent interview with Foreign Affairs magazine that the true threat in Syria comes from the Islamic State and Qaeda-affiliated groups that, in his words, make up the “majority” of rebellion.
American and Arab officials said that even if Russia were to abandon Mr. Assad, the Syrian president would still have his most generous benefactor, Iran. Iranian aid to the Syrian government has been one of the principal reasons that Mr. Assad has been able to hold power as other autocrats in the Middle East have been deposed.
And as a major oil producer, Iran would benefit if Saudi Arabia helped push up oil prices as part of a bargain with Russia.
“You are going to strengthen your enemy whether you like it or not, and the Iranians are not showing any flexibility here,” said Mustafa Alani, an analyst at the Gulf Research Center who is close to the Saudi royal family.
But the military aid that Russia provides to Syria is different enough from what Damascus receives from Iran, its other major supplier, that if “Russia withdrew all military support, I don’t think the Syrian Army could function,” a senior Obama administration official said.
A number of Arab nations have been pushing for the Saudis and Russians — polar extremes in their positions toward Mr. Assad — to find common ground on the matter as a step toward ending the carnage of Syria’s civil war, now almost four years old.
But, as one Arab diplomat put it, “This decision is ultimately in Putin’s hands.”

ISIS Video Is Said to Show Jordanian Pilot Being Burned to Death

In a new show of brutality for a group already known for displays of violence, the Islamic State released a video on Tuesday purporting to show the execution of a captive Jordanian pilot by burning him alive.
The lengthy footage shows clips of Jordan’s involvement in the United States-led airstrikes against the Islamic State, also known as ISIS or ISIL.
At the end, the pilot, First Lt. Moaz al-Kasasbeh, stands inside of a cage and is burned alive when an unidentified militant uses a torch to ignite flammable liquid that has drenched the pilot’s clothing.
The Islamic State’s previous video executions of captives were all beheadings. The latest video, which was reported by the SITE Intelligence Group, an organization that monitors jihadist activity on the Internet, was the group's first known execution by fire.
“They have raised the bar in terms of brutality,” said David L. Phillips, a former senior adviser to the State Department on peace-building efforts in Iraq, who is now a director at Columbia University’s Institute for the Study of Human Rights. “It further polarizes them from other Muslims and from the international community.”
There was no indication in the video of when it was made. Jordanian officials said the pilot apparently had been executed on Jan. 3, but that date was not confirmed.
American intelligence officials were working to confirm the authenticity of the video, the White House said in a statement.
“We are aware of the video purporting to show that Jordanian First Lieutenant Moaz al-Kasasbeh has been murdered by the terrorist group ISIL,” said Bernadette Meehan, a spokeswoman for the National Security Council. “The United States strongly condemns ISIL’s actions and we call for the immediate release of all those held captive by ISIL.”
Ms. Meehan said the White House stands “in solidarity” with Jordanians and their government.
Lieutenant Kasasbeh, 26, was captured by Islamic State militants on Dec. 24 after his F-16 fighter jet went down over northern Syria. His captivity has transfixed his home country, where he comes from a prominent tribe.
Jordanian officials attempted to negotiate with the Islamic State, which demanded the release of Sajida al-Rishawi, an Iraqi woman incarcerated in Jordan for her role in a 2005 bombing attack in the country’s capital. The militants said they would kill Lieutenant Kasasbeh if Jordan failed to comply.
But even though Jordan agreed to release Ms. Rishawi in return for the pilot — an enormous concession to the group — the talks broke down because the Islamic State appeared only willing to release a Japanese hostage, and not the pilot.
The militants issued an ultimatum last week, stating that if the imprisoned would-be suicide bomber was not delivered to the Turkey-Syria border by Jan. 28 at sunset, the pilot would be “killed immediately.”
The 22 minute, 34 second video crosses a new threshold of violence even for the Islamic State, which has repeatedly beheaded hostages, including three Americans.
The video depiction of the pilot's execution appeared to have been carefully produced. It shows him walking on a dirt path in an orange jumpsuit, the same uniform worn by Western hostages in other execution videos released by the Islamic State, meant to evoke the garb worn by prisoners at the American prison in Guantánamo Bay, Cuba. The pilot’s movements and expressions appear forced, as if he had been made to walk the sequence several times.
In the final minutes of the video, he is shown inside a black-barred cage, his jumpsuit soaked in what appears to be gasoline. A hooded Islamic State fighter theatrically lights a torch and the pilot is engulfed in flames. He is shown collapsing to his knees, then falls backward.

President Obama’s New Budget - NYTimes.com

President Obama’s fiscal 2016 budget, released on Monday, pulls together the themes and policies set forth in his State of the Union address and other recent speeches and gives them a force and coherence — an ambitiousness — that a more piecemeal delivery does not convey.
As a practical matter, the budget details what Mr. Obama believes needs to be done to help ensure a more prosperous and inclusive future for ordinary Americans, including greater contributions from corporate America and from those atop the wealth ladder. Politically, it seeks to frame the terms of the debate for the 2016 presidential election season. If Republicans simply reject those terms — if they can’t discuss the ideas and act on them — they may find themselves, deservedly, struggling for a response.
The core of the president’s 2016 budget is a plan to boost the middle class by helping low- and middle-income earners pay for education, child care, job training and other needs, and by vastly expanding investment in the nation’s infrastructure. These initiatives would be paid for, in the main, by nearly $1 trillion in tax increases that would fall on the wealthy and large financial institutions over the next decade.
The new taxes, however, are also carefully crafted to spur economic growth more broadly. A proposed higher rate on capital gains, for example, would discourage rampant and inefficient tax sheltering, while encouraging investors to deploy the capital in ways that are more economically productive. Ditto the financial tax that is structured to discourage speculative activities at banks that endanger the economy, as well as taxpayers.
The President Obama’s budget also presents a reasonable plan for relieving the near-term damage from automatic budget cuts, also known as sequestration. Much like a bipartisan plan that reduced the harm of sequestration in 2014 and 2015, the proposed budget would raise nonmilitary discretionary spending over the capped level by $37 billion while offering a dollar-for-dollar increase in military spending.
Even with those increases, discretionary spending would fall by 2019 to its lowest level on record as a share of the economy, in data going back to 1962 — too low to meet the needs of a large economy and a growing population. Still, easing the sequester as Mr. Obama proposes would help shift the national discussion to how, when and how much government should spend, rather than how much it should retreat and retrench from its duties.
Contrary to the Republican charge that the budget is fiscally irresponsible, it addresses, albeit indirectly, longer-term problems like the financing shortfall in Social Security — just not in ways that Republicans care to acknowledge. For example, the budget assumes passage of comprehensive immigration reform, which would boost the economy by adding millions of newly legalized workers. Immigration and economic growth are essential to improving the financial health of the Social Security system.
The president’s budget will not be enacted in whole, and perhaps not even in part. But enactment is not the only measure of its success. The budget is a strong discussion draft, detailed in its particulars, unassailable in its aims and a powerful challenge to the Republicans.

Draft of Arrest Warrant for Argentine President Found at Dead Prosecutor’s Home

BUENOS AIRES — Alberto Nisman, the prosecutor whose mysterious death has gripped Argentina, had drafted a warrant for the arrest of President Cristina Fernández de Kirchner, accusing her of trying to shield Iranian officials from responsibility in the 1994 bombing of a Jewish center here, the lead investigator into his death said on Tuesday.
The 26-page document, which was found in the garbage at Mr. Nisman’s apartment, also requested the arrest of Héctor Timerman, Argentina’s foreign minister. Both Mrs. Kirchner and Mr. Timerman have repeatedly denied Mr. Nisman’s accusation that they tried to reach a secret deal with Iran to lift international arrest warrants for Iranian officials wanted in connection with the bombing.
The new revelation that Mr. Nisman had drafted arrest warrants for the president and the foreign minister further illustrates the heightened tensions between him and the government before he was found dead on Jan. 18 at his apartment with a gunshot wound to his head. He had been scheduled the next day to provide details before Congress about his accusations against Mrs. Kirchner.
“It would have provoked a crisis without precedents in Argentina,” said Sergio Berensztein, a political analyst, about the impact of the warrants if they had been issued. He acknowledged that previous legal cases had shaken Argentina’s political establishment, but he emphasized that this case involved a request to arrest a sitting president.
“It would have been a scandal on a level previously unseen,” Mr. Berensztein said.
Mrs. Kirchner, who is on a visit to China, issued a stream of updates on Twitter about strengthening ties between Buenos Aires and Beijing but did not comment immediately on the confirmation that Mr. Nisman had considered seeking her arrest. She and the foreign minister have previously pointed to statements by Interpol's former director that the Argentine government did not lobby it to lift the Iranian arrest warrants.
Viviana Fein, the prosecutor investigating Mr. Nisman’s death, confirmed on Tuesday morning that Mr. Nisman had prepared the draft of the warrant requesting the president’s arrest. Confusion about the document had emerged when Ms. Fein had initially denied its existence, after the newspaper Clarín published an article on Sunday about the draft.
Mrs. Kirchner’s cabinet chief, Jorge Capitanich, tore up the article before reporters on Monday. But then Ms. Fein corrected her earlier statement and confirmed the existence of the draft, which Clarín said was prepared in June 2014, more than six months before Mr. Nisman went public with his accusations against the president.
“The words I should have used are, ‘It’s evident that there was a draft,’  ” Ms. Fein said in comments broadcast on Argentine radio.
The draft of the arrest warrants was not included in a 289-page criminal complaint against Mrs. Kirchner, the foreign minister and prominent supporters of the president that Mr. Nisman filed. Mr. Nisman accused them of derailing his decade-long investigation into the 1994 bombing of the Argentina Israelite Mutual Association, commonly called AMIA, which left 85 people dead.
Two judges have refused to take the case made by Mr. Nisman, raising the possibility that his complaint could languish in Argentina’s legal system if another judge is not found to continue it. A federal chamber is expected to decide who should take the case.
Mrs. Kirchner and senior officials have criticized Mr. Nisman’s complaint, disputing his findings and contending that agents from Argentina’s premier intelligence services were involved in preparing it. In the uproar around the prosecutor’s death, Mrs. Kirchner announced a plan last week to overhaul the intelligence agency, following a purge of its leadership in December.
Meanwhile, the investigation into Mr. Nisman’s death is proceeding as theories swirl in Argentina about whether it was a suicide or a killing. Mrs. Kirchner has suggested that Mr. Nisman’s death is part of a plot to tarnish her government.
Underscoring the tension surrounding the death of Mr. Nisman, who was buried at a Jewish cemetery last week, anti-Semitic posters began appearing in central Buenos Aires this week. They read: “The good Jew is the dead Jew. The good Jew is Nisman.”
Julio Schlosser, the president of the Delegation of Argentine Jewish Associations, said, “These posters represent a current of anti-Semitism seeking to insult the prosecutor Nisman, who worked and dedicated his life to the AMIA case.” He added, “It is also a provocation to the Jewish community.”

Heastie Is Elected Speaker of New York Assembly

ALBANY — Culminating a rapid rise from a Bronx back-bencher to holder of one of the most powerful offices in New York state politics, Carl E. Heastie was elected speaker of the New York State Assembly on Tuesday.
Mr. Heastie, a 47-year-old Democrat, made history by becoming the state’s first African-American speaker, succeeding Sheldon Silver, the longtime Albany power broker who was forced to step asideafter his arrest on federal charges of accepting millions of dollars in payoffs.
In his first moments as speaker, Mr. Heastie delivered a wide-ranging speech promising to fight for a raft of progressive ideals: raising the minimum wage, improving education, creating jobs and reforming the criminal justice system. He promised, too, to try to raise the salary of Assembly members, a contentious point in Albany; the suggestion earned a roar of approval from his colleagues.
But he also repeatedly promised to reform the Assembly, pledging to restore the institution as a “place of pride” after the scandal that enveloped Mr. Silver.
”We do not own this house, Mr. Heastie said. “We are simply tenants here.”
On Tuesday, Mr. Silver was one of more than 100 Democrats in the liberal-minded lower chamber who voted to elect Mr. Heastie, who had easily dispatched a roster of other candidates over the last week in a fast-moving campaign. Reformers in the Assembly had initially hoped for a longer process to pick Mr. Silver’s successor, and a vote was tentatively scheduled for Feb. 10. But with Mr. Heastie’s support coalescing quickly, the timetable was cut short.
Mr. Heastie, a media-shy moderate, is also the first speaker in the modern era elected from the Bronx, a multiethnic political caldron known for its often brutal turf wars. Mr. Heastie, just elected to his eighth term in November, took over the Bronx Democratic organization in a messy fight in 2008, and emerged as a prohibitive favorite for the speaker’s post despite news reports in recent daysabout his campaign spending and travel expenses.
Mr. Silver formally stepped down late Monday night. On Tuesday, his nameplate at the front of the Assembly chamber was gone; his new desk, its green surface contrasting with the bronze desktops of his colleagues, had been affixed to the end of a back row.

Measles: Perilous but Preventable - NYTimes.com

Measles has been spreading in the United States at a rate that worries health officials, with 102 cases so far this year in at least 14 states.
Most infections are linked to an outbreak that began in Disneyland in December, almost certainly started by someone who brought the disease in from another country. A “smattering” of other imported cases have also occurred, according to Dr. Anne Schuchat, the director of the National Center for Immunization and Respiratory Diseases at the Centers for Disease Control and Prevention.
Measles was eliminated from the United States in 2000, meaning that the infection no longer originates here. But worldwide, there are still about 20 million cases a year; in 2013, about 145,700 people died of measles. Travelers can bring the virus into the United States and transmit it to people who have not been vaccinated.
Measles spreads through the air and is among the most contagious of all viruses; in past epidemics, it was not uncommon for one patient to infect 20 others. Some 90 percent of people exposed will get sick (unless they are immune because they have had measles already or have been vaccinated). The virus can hang suspended in the air for several hours, so it is possible to catch measles just by walking into a room where an infected person has recently spent time. Inhaling a tiny amount of viral particles is enough to cause illness.
The disease is cause for particular concern because it can have severe complications, including pneumonia and encephalitis, which can be fatal. Those who survive encephalitis can wind up with brain damage. Measles can also cause deafness. And even without complications, the virus makes children very sick, with high fevers, a rash and sore eyes. Painful ear infections are also common.
Here are some commonly asked questions about measles and the vaccine that prevents it.
Q. Has the United States been particularly hard-hit?
A. Many relatively wealthy countries are having worse outbreaks. Virtually all of continental Europe has been undergoing a large outbreak since 2008, with more than 30,000 cases in several years.
France, which gets more tourists than any other country, had 15,000 measles cases in 2013, with at least six deaths. About 95 percent of the cases were in people who had never been vaccinated or had not had both recommended doses.
In the United States, vulnerable communities have had outbreaks in the last few years, including Orthodox Jews in Brooklyn and the Amish in Ohio. But vaccination rates are also relatively low in some wealthy, liberal neighborhoods. The Seattle suburb of Vashon Island is believed to have the lowest vaccination rates of any health district in the country.
Who is most at risk of becoming seriously ill from measles?
Babies and young children who have not been vaccinated are most vulnerable, and most at risk for dangerous complications.
“Even in developed countries like the U.S., for every thousand children who get measles, one to three of them die despite the best treatment,” Dr. Schuchat said during a news teleconference last week. In the United States from 2001 to 2013, 28 percent of young children with measles needed to be treated in the hospital.
In pregnant women who have never been immunized or never had measles, the disease increases the chance of premature labor, miscarriage and having a baby with a low birthweight. People with leukemia and other diseases that weaken the immune system are also at risk of severe illness from measles.
The best protection for high-risk people, Dr. Schuchat said, is a high rate of vaccination in everyone else, so the disease cannot gain a foothold and start spreading.
Is the measles vaccine safe?
There is no evidence that the vaccine causes harm. Research in 1998 linking it to autism was proved fraudulent and was retracted. Children may briefly run a low fever — an increase of about 1 degree Fahrenheit — after the shot and may develop a mild rash.
When should children get the measles vaccine?
They need two shots, one when they are 12 to 15 months old, and another when they are 4 to 6 years old, according to the C.D.C. The injections contain a mix of vaccines to prevent measles, mumps and rubella.
Why do babies have to wait until they are a year old to receive the vaccine?
During the first year of life, infants may carry antibodies from their mothers that can prevent the vaccine from working, so the shot is delayed. But if there is a risk of exposure — say, from international travel — the first shot can be given at 6 months and is thought to provide some protection. But those babies will need two more shots: the second at 12 months and the third at least 28 days later.
How long does it take the measles vaccine to start working?
The shot usually provides protection in 10 days to two weeks.
How effective is the measles vaccine?
More than 95 percent of people will become immune after receiving one dose, according to the C.D.C. With two shots, the efficacy reaches about 97 percent. The vaccine does fail in a small percentage of people for unknown reasons. One possible cause is mishandling of the vaccine; failure to keep it cold can inactivate it.
Is there anyone who should not receive the measles vaccine?
Pregnant women, and people with weakened immune systems and with certain illnesses are among those who should not be given the measles vaccine. The C.D.C. maintains a detailed list on its website of conditions in which the measles vaccine should be postponed or avoided.
I don’t know if I’ve ever had measles or the measles vaccine. What should I do?
The easiest solution is to be vaccinated. Even if you had been vaccinated, there is no harm in getting another shot. Measles vaccine is always given in combination with the mumps and rubella vaccines.
People born before 1957 are assumed to be immune to measles, because the disease was so common in the prevaccine era that virtually everyone caught it and became immune.
It is possible to have a blood test that will look for measles antibodies, which would indicate that you had had measles or the vaccine, and therefore are immune. But testing would require two doctor visits and a wait for lab results. Just getting the shot is simpler, easier and cheaper.
Is it safe to stretch out the immunization schedule so babies do not receive more than one or two vaccines at a time?
Some parents fear that multiple vaccinations will overwhelm an infant’s immune system. But infectious disease experts say there is no reason to stretch out the vaccination schedule or to worry that a child’s immune system cannot handle multiple vaccines administered at one time.
“From the moment the child enters the world through the birth canal, that child’s immune system is being stimulated by all kinds of bacteria,” said Dr. William Schaffner, an infectious disease expert at Vanderbilt University. “ The child is constantly being stimulated, and that’s the way the child’s immune system was designed by nature to work and become competent.”
A child’s immune system can easily respond to all the vaccines given according to the standard schedule recommended in the United States, Dr. Schaffner said.
He warned that stretching out the schedule was not only unnecessary, but may endanger children by lengthening the time during which they are susceptible to the diseases that vaccines can prevent.
Do people catch measles from animals?
No. It is strictly a disease of humans.

For Europe, a Year of Political Uncertainty

LONDON — By catapulting to power an improbable alliance of the hard left and nationalist far right, Greece has shaken up Europe’s political kaleidoscope and may have signaled the end of an era of centrist consensus.
With eight general elections due in the European Union this year, as well as regional votes, the earthquake in Athens may be a harbinger of other shocks to come.
Expect the unexpected in 2015 from Britain to Finland and Denmark to Spain as voters who have endured five years of economic crisis, falling real incomes and welfare cuts vent their anger, anxiety or apathy at the ballot boxes.
Mainstream center-right and center-left parties that have dominated European politics since the end of World War II are bleeding support to populists at both ends of the spectrum, and to mavericks like the Italian comic-turned-politician Beppe Grillo.
In many countries, voters feel the established parties offer no real alternative. Many are determined to punish a “ruling caste” perceived as being out of touch with ordinary people’s concerns and as helping themselves rather than their electors.
What unites many of the new forces is hostility to the European Union and to policies of austerity driven from Brussels and Berlin.
“We’ve reached the end of a 30-year cycle of liberal individualism and wealth accumulation that began with Ronald Reagan and Margaret Thatcher,” Denis MacShane, a former British minister for Europe, said in an interview. “We’re in for at least half a decade of turbulence and uncertainty in Europe.”
Mr. MacShane, whose latest book, “Brexit: How Britain Will Leave Europe,” is due out this month, says the last such period of flux was in the 1970s, with the crumbling of a postwar consensus on the welfare state, a mixed economy with a big government role and collective bargaining — at least in Britain and the United States.
Whether antiestablishment outsiders will win power anywhere other than Greece remains to be seen. But they seem set to make government more awkward and less stable everywhere.
“In hindsight, the governments we have had in Europe since 2011 may have been as good as it gets,” said Tina Fordham, chief global political analyst at Citigroup. “The outlook everywhere is for weaker governments with significant unpredictable, untested, non-mainstream components.”
Greeks have suffered higher unemployment, deeper poverty and more social dislocation than any other Europeans since they became the first eurozone country to seek an international bailout in 2010.
Greece is also probably the country where the traditional political class has been most discredited by corruption scandals and tax avoidance, nepotism and fiddled statistics.
Spain’s two mainstream parties, which have alternated in power since the fall of fascism, have also been tarnished by a string of sleazy affairs. The parties are seen by many Spaniards as sharing the blame for the collapse of a real estate bubble that triggered tough austerity measures.
As in Greece, one young Spaniard in two is out of work. That has fueled the rise of the year-old utopian left-wing Podemos (Yes We Can) party, led by a charismatic young academic, Pablo Iglesias. Podemos leads both Prime Minister Mariano Rajoy’s conservative Popular Party and the opposition Socialists in opinion polls.
Mr. Iglesias, 36, who is close to the Greek prime minister, Alexis Tsipras, may gain credibility from Syriza’s victory, especially if the new Athens government is able to negotiate some debt relief and an easing of austerity.
However, Mr. Tsipras’s alliance with the hard-right Independent Greeks has jarred leftists in southern Europe: It would be hard to imagine France’s anticapitalist Left Party, led by Jean-Luc Mélenchon, teaming up with Marine Le Pen’s National Front.
The prospect of months of confrontation between Athens and Brussels amid potential financial instability may deter Spanish voters from risking a vote for Podemos by the time the election comes around in December, or drive the Popular Party and the Socialists to form a German-style grand coalition government.
Another country where antiestablishment radicals could upset the apple cart is Britain, which votes on May 7. The governing Conservatives and the opposition center-left Labour Party are neck and neck in opinion polls, suggesting neither is likely to win an overall majority.
That could make for an unstable government dependent on one or possibly two smaller parties for its survival. If Prime Minister David Cameron’s Conservatives come out on top, expect two years of uncertainty and market jitters ahead of his promised referendum on whether Britain stays in the European Union.
With the centrist Liberal Democrats facing big losses after five years of coalition with the Conservatives, potential kingmakers range from the anti-immigrant UK Independence Party, which wants to take Britain out of the European Union, to the Scottish National Party, which has gained ground since narrowly losing a referendum on independence last year.
The veteran political scientist David Butler, the father of British opinion polling, says he has not seen a more uncertain election since 1945.
Two other countries where untested nationalist forces could be knocking on the door of government are Finland, where Timo Soini’s euro-skeptic Finns party is bidding for a share of power in April, and Ireland, which votes in early 2016, with the leftist Sinn Fein surfing a wave of anti-austerity sentiment.
Even countries such as Ireland and Spain, which are now seeing the return of healthy economic growth, may not reward the parties that led them through the crisis because most ordinary citizens still feel worse off.

NATO's Leader to Meet Russia's Foreign Minister for 1st Time

BRUSSELS — NATO Secretary-General Jens Stoltenberg will meet with Russia's foreign minister for the first time — an encounter that comes as relations between Moscow and the West have plunged to their lowest point since the end of the Cold War.
NATO spokeswoman Oana Lungescu said Tuesday that Stoltenberg and Sergey Lavrov, the Kremlin's top diplomat, will hold bilateral talks during the Munich security conference, a three-day gathering of foreign and security officials that begins Friday.
It will be Stoltenberg's first meeting with Lavrov since he became chief of the U.S.-led NATO alliance on Oct. 1.
At the Munich conference, Stoltenberg will also hold bilateral meetings with Ukrainian President Petro Poroshenko and other attendees, Lungescu said.

The Palestinian president, Mahmoud Abbas, has ordered an investigation into a cartoon apparently depicting the prophet Muhammad in an official Palestinian newspaper.
The move came less than a month after Abbas joined world leaders in a march for free speech in Paris following a deadly attack by Islamist gunmen on the French satirical magazine Charlie Hebdo, which had caricatured Muhammad.

Two lesbian activists found themselves sitting in the row in front of Vitaly Milonov, the architect of Russian’s anti-gay laws, on a flight from Moscow to St Petersburg.
So the women took a selfie of themselves kissing to protest against his anti-gay policies, featuring the sleeping politician in the background. The image went viral after they posted it on Instagram.
Lots of people are asking me about my last post: did we really go and kiss in front of Milonov? Was it really Milonov? Maybe it was just somebody who looked like him? What was the flight like? and so on. Here are my answers: Yes it was really Milonov! As fate would have it, he was sitting in the row right behind us.
The whole flight from Moscow to St. Petersburg, Milonov said nothing to us. We staged the photoshoot in front of him, and he hid behind his tablet, when he realised.
