UK Prime Minister David Cameron announced on February 24 that Britain would send military personnel to Ukraine soon to help train its army. RFE/RL's Rikard Jozwiak spoke to Judy Dempsey, senior associate at Carnegie Europe and editor-in-chief of the blog Strategic Europe about the significance of the move.
The EU is stepping up a charm offensive in Azerbaijan and Turkmenistan as relations with Russia worsen, in a drive to put the gas-rich but politically sensitive countries at the heart of the bloc’s energy strategy. The article adds that Brussels will unveil its long-term energy blueprint today, with early drafts of the plan seen by the Financial Times showing that the EU will pledge to “use all its foreign policy instruments to establish strategic energy partnerships” with alternative suppliers such as Azerbaijan, Turkmenistan and Algeria. Conflict in Ukraine has triggered intense concern about the reliability of exports from Russia, which supplies almost 27% the gas that the EU uses.
As the latest blast in a recent string of mysterious bombings in eastern Ukraine claimed another victim Wednesday, experts warned that there would be more to come.

US Charges 3 With Conspiring to Support Islamic Stateby webdesk@voanews.com (Reuters)
U.S. authorities charged three men Wednesday with conspiring to support Islamic State. A statement published on the Federal Bureau of Investigation web site said two of the men planned to travel to Syria to fight on behalf of the radical group. One of the men, Akhror Saidakhmetov, 19, of Kazakhstan was arrested early Wednesday at John F. Kennedy International Airport in New York, where authorities said he was attempting to board a flight to Turkey on his way to Syria. Another defendant, Abdurasul Hasanovich Juraboev, 24, of Uzbekistan, had previously purchased a ticket for a March flight to Istanbul, said the federal prosecutor in New York, Loretta, nominated by President Barack Obama to be the U.S. attorney general. “The flow of foreign fighters to Syria represents an evolving threat to our country and to our allies,” said Lynch. Brooklyn suspects Abror Habibov, 30, of Uzbekistan, was accused of helping to fund Saidakhmetov's efforts, prosecutors said. All three men live in Brooklyn. The U.S. Justice Department said Juraboev was set to engage in terrorism in the U.S. if ordered to do so by Islamic State, and it said Saidakhmetov intended to do the same if he was not able to travel overseas to join Islamic State fighters. Saidakhmetov and Juraboev were expected to appear in Brooklyn federal court later on Wednesday, while Habibov was set to appear in federal court in Jacksonville, Florida. Defense attorneys for the three men could not immediately be identified. "This is real," New York Police Commissioner William Bratton told a news conference. "This is the concern about the lone wolf inspired to act without ever going to the Mideast, or the concern once they get to the Mideast to acquire fighting skills, capabilities and then attempt to return to the country." In one of the online messages, the U.S. said one of the suspects wrote, "I am in USA now but we don't have any arms. Is it possible to commit ourselves as dedicated martyrs anyway while here? What I'm saying is, to shoot Obama and then get shot ourselves, will it do?" Task force Reacting to the news of the arrest, Republican Congressman Michael McCaul, (R-Texas), who chairs the Comittee on Homeland Security announced the creation of a bi-partisan anti-terrorism task force. “This threat is precisely why my colleagues on the committee and I launched a bipartisan Task Force today. Americans are continuing to try to join and aid ISIS and more must be done to keep them off the battlefield," McCaul said in a statement. "We must have a strategy to stop jihadists groups from recruiting them and to prevent those who have already traveled to join terrorists overseas from coming back and threatening our security," he said, adding that the task force will be investigating what they consider to be a "growing threat" as well as ways to "deter and disrupt terror travel" in the short term. Juraboev drew the attention of federal agents when he posted messages on an Uzbek-language website stating his desire to join Islamic State and his willingness to kill U.S. President Barack Obama if asked. A U.S.-led coalition has been fighting the Islamic State, which controls large swaths of Iraq and Syria. Agents interviewed Juraboev at his home in August 2014, where he repeated his support for Islamic State, said he wanted to travel to Syria to wage war on its behalf and confirmed he would be willing to harm Obama, according to the criminal complaint. He also told the agents about a friend, Saidakhmetov, who shared similar views, the complaint said. Investigators recorded conversations between the two men using a confidential informant who approached Juraboev at a mosque, posing as a sympathizer. Chilling details The two men discussed traveling to Syria and how to carry out attacks in the United States, according to the complaint. "I will just go a buy a machine gun, AK-47, go out and shoot all police," Saidakhmetov said during one recorded conversation, the complaint said. Saidakhmetov was an employee of Habibov, who operates kiosks that sell kitchenware and repair mobile phones in several malls in Florida, Virginia and Pennsylvania, prosecutors said. Habibov paid for Saidakhmetov's plane ticket and promised him additional funds, according to the complaint. A number of others have been charged recently with conspiring to support Islamic State. A law enforcement official said currently there are Islamic State-related investigations in all 50 U.S. states. Analyst's insights Sam Mullins, counterterrorism professor at the George C. Marshall European Center for Security Studies, said Tuesday that foreign fighters don't necessarily always travel together -- many travel weeks or months apart, or are part of a group at home. Mullins, who studies the flow of foreign fighters from Europe, North America, and Australia to militant groups like the Islamic State, said anecdotally, the planning is almost never done alone. "When people radicalize, it's very often a group process. When we look at radicalization more generally ... the groups or network are very important," he said. "The number of people who entirely self-radicalize with no social interaction -- even online -- is very, very rare," said Mullins. VOA's Cindy Saine contributed to this report from Capitol Hill.
