‘Why Doesn’t Moscow Set Up an Institute for Enslaving Other Countries?’

            Staunton, February 2 – Why don’t Russia and the other former Soviet republics have an special institute to produce specialists who know how to “enslave other countries,” having organized pro-Moscow revolutions in them, seized power via coups, and exported “pro-Russian ideology” to them?


            That outrageous question is posed today by Erlan Esenaliyev and Ermek Taichibekov, two ethnic Kazakh journalists who proudly identify themselves as Russian imperialists and argue that it is high time Russia created just such a training center so that it won’t be at a loss in knowing how to export its revolutions (zonakz.net/blogs/user/ermek_taychibekoff/35245.html).


            What is important about this article is not that it is much of an indication of what Moscow is about to do – although some would say it has already taken many steps in this direction – but rather as an indication of the radical expansion in recent months of what people in that Russian world think it is entirely reasonable to say.


            A year or even six months ago, not even the most fevered Russian imperialist would have asked the question that Esenaliyev and Taichibekov do, and consequently, just as the dangerous ideas of Aleksandr Dugin and his ilk have spread into the mainstream so thoughts like those of these two may do as well.


            And just as Vladimir Putin has pursued a policy in Ukraine of two steps forward and one back, to suggest to some in the West that he is reasonable, the appearance of such articles may make it possible that many in Russia and then in the West may find other slightly less outrageous ideas more acceptable than they would have had the more outrageous ones not been said.


            In their article, Esenaliyev and Taichibekov say that the events in Ukraine over the past year show that [Russians] do not have any well-developed technologies for seizing entire states” and thus have not been as able as they might be to come to the aid of pro-Moscow forces, who thus fell victim to “small numbers of Ukrainian Nazis and Russophobes.”


            Thinking that Russia can get by with ideas that worked a century or more ago, like an atamanshchina, is a mistake, the two says.  “The 21st century requires completely new approaches, more contemporary ones, more advanced, and more certain to produce the necessary results.”


            Russia together with the member states of the Eurasian Union, Esenaliyev and Taichibekov say, need a special institute where they can prepare “systematically and at a high professional level” specialists who will know how to “extend” the borders of Russia, enter “any corner of the world in a short time with minimum costs,” and “replace any political regime” that Moscow doesn’t like.


            If such an institute were to be created and if it were to work “on a conveyor system,” then, they say, “ten years from now, the borders of Russia could be extended to an enormous extent. And again people throughout the world would begin to speak about Russians as a great nation, and Russia would become again as before a world super power.”


            Basing troops in former Soviet republics simply isn’t enough, they say, because these troops “sit in their barracks and do not have increase pro-Russian attitudes among the populations there.” It would be far more effective to send “a thousand specialists on expanding the borders of Russian influence” there and elsewhere – including into the US and the EU.


            According to these two writers, the US and Britain have been doing this for a long time. “We see how they take over markets, lands, trading points, influence for their goods and services. [They] are occupied with this enslavement system for centuries,” with “the result we know.”  Russia, the two say, can do no less.


            “Many of the recent misfortunes of Russia and the CIS,” they write, reflect not just the actions of foreign enemies and corruption. They are the product, the two insist, “in the first instance of the lack of systemic institutions for enslavement and the broadening of spheres of influence.”


            Russia must move in this direction now, Esenaliyev and Taichibekov say, because if it doesn’t, it will find itself feeding others rather than feeding off them.

US Groundhog Predicts 6 More Weeks of Winter

The handlers of the most famous groundhog in the eastern U.S. state of Pennsylvania say the furry little rodent from the small town of Punxsutawney  has forecast six more weeks of winter. The groundhog, known as Punxsutawney Phil, was pulled from his cozy tree stump home around dawn Monday. Tradition has it that if Phil sees his shadow (if the day is sunny), there will be six more weeks of winter in North America. If not, spring will arrive soon. Groundhog Day is traditionally observed each February 2 at cities and villages throughout the U.S. and Canada. Punxsutawney Phil is the most famous of the furry prognosticators. Generations of groundhogs, which are members of the marmot family known as woodchucks, have been predicting the weather since 1887. Records going back to 1887 show Phil has predicted more winter 102 times, while forecasting an early spring 17 times. Other states have their own groundhogs, like Sir Walter Wally of North Carolina. In West Virginia, there is French Creek Freddie. Georgia has General Beauregard Lee. Canada's most famous groundhog is Wiarton Willie of Ottawa. Some information for this report was provided by AP.

Bureaucracy Not Open Politics Dominates Russian Political Landscape, Sukhov Says

            Staunton, February 2 – Russian revolutionary Lev Bronstein famously took his nom de guerre “Trotsky” from that of his first jailor because he observed in Russia there will always be jailors and bureaucrats. And indeed, Ivan Sukhov argues today, the Russian bureaucracy is still capturing those who try to lead it and overwhelming those who oppose its massive weight.


            In a commentary on Profile.ru, the Moscow analyst says that the total number of bureaucrats in Russia at the municipal, regional, and federal level is “about one million,” a number far greater than the number of opposition activists and a force very much to be reckoned with (profile.ru/rossiya/item/91839-nekriticheskaya-massa).


            The Russian bureaucracy is “not simply an inert stratum uninterested in change, but rather a group which is ready to defend the existing order of things because it has something to lose,” a reality that remains true even at the present time of retrenchment both for those who seek to oppose it and those who seek to redirect it toward their own ends, Sukhov argues.


            Those who simply try to oppose it are typically crushed by its numbers; those who try to capture it and redirect it often find themselves captured instead, as Boris Yeltsin was, quickly forgetting their initial intentions and promoting the growth of “the bureaucratic army” and its “appetite” to control the situation.


            That leads to a paradoxical situation: “No one likes bureaucrats, but the career of the bureaucrat remains one of the most attractive in the country. The majority of graduates of Russian schools want to join that privileged caste,” sometimes for patriotic reasons and sometimes just to receive bribes rather than pay them.


            At present, no one is seriously challenging the bureaucracy. The population overwhelmingly supports the existing authorities, “although it is difficult to predict what the landscape will look like six months of now.”  What is clear is that “there is no alternative elite on view.”


            In the event of a crisis, that desert could bloom with a variety of flowers, Sukhov says, “but for the time being, the country “more reminds one of a vacuum” in which nothing will emerge at all. And simply having more reformers go into the government won’t change that because most if not all of them will be captured by the bureaucracy.


            In many cases, having an official car and an official telephone will be sufficient to cause that change. But if it isn’t, the bureaucracy has other ways of sidelining or even expelling those who try to change it against its interests. And such dismissals will be accepted because people will believe that those ousted simply couldn’t cope with their positions.


            And the opposition cannot hope at least not yet to overwhelm the bureaucracy, Sukhov continues. It is simply too small. Against a million self-interested bureaucrats, it can deploy ony a few thousand activists. In a country without institutions and in which the personality of the top incumbent matters most, that simply isn’t going to get the job done whatever anyone thinks.


            And even if a Navalny were to get one of the top jobs, “there are no guarantees” that he could achieve very much because “Russian politics remains the politics of individuals and not institutions. In Russia, there are not only no constitutional instruments” that would allow such change, but there is the bureaucracy which will surely resist it.


            If the system is to change, Sukhov concludes, “politics must become of interest to millions of people and not several thousand activists.”  The only thing going for it, he suggests, is that the Kremlin and the bureaucracy are unwittingly doing what they can to produce such an interest as rapidly as possible.

Report: US Taking 'Fresh Look' at Providing Lethal Aid to Ukraine

A leading U.S. newspaper says Washington is reconsidering its stance on providing defensive weapons and equipment to Kyiv. The New York Times reported Sunday that while President Barack Obama has not made a decision about supplying lethal aid to Ukraine's security forces, his administration is taking a "fresh look" at the question of military aid. The newspaper reports that unidentified officials say Secretary of State John Kerry, Chairman of the Joint Chiefs of Staff General Martin Dempsey and Susan Rice, Obama's national security adviser, are all open to new discussions about providing lethal assistance to Ukrainian forces. The Times said Defense Secretary Chuck Hagel already supports giving defensive weapons to the government forces, which Ukraine President Petro Poroshenko asked for in November.  NATO's military commander, General Philip Breedlove, also supports providing the lethal assistance to Ukraine, the newspaper says. The New York Times said an independent report being released Monday by eight former senior American officials, urging the U.S. to send $3 billion in defensive arms and equipment to Ukraine, is "fueling the broader debate" in Washington. In December, Obama signed legislation authorizing $350 million in lethal and non-lethal military aid to Kyiv. But a White House spokesman at the time said the president had misgivings about delivering such hardware - a move that many analysts say would be viewed by Russia as a major Western military provocation. Sunday, President Obama said there has been no recognition by the Kremlin that it is in Russia's interests to resolve the issue over the long term. He told CNN television that rebels are Russian financed, Russian trained and reliant on the Kremlin for military strategy. He said his administration will continue pressuring Moscow economically, while conveying to Russian President Vladimir Putin that diplomatic resolutions remain available. The Ukraine conflict has killed more than 5,100 people since it erupted last April following Russia's annexation of the Crimean Peninsula. Ukraine authorities
said Monday five soldiers have been killed
in the past day in eastern Ukraine. And municipal authorities in Donetsk say 15 civilians have been killed there in the past few days. The casualties are the latest since peace talks with pro-Russian rebels collapsed on Saturday.
Since then, fighting has raged in the self-declared separatist regions of Donetsk and
Luhansk, and around Ukraine-held Debaltseve. The latest fighting erupted after peace envoys from both sides abandoned talks in Belarus without progress toward a deal ending the nearly 10-month conflict. A statement from the trilateral contact group trying to advance the talks said rebel envoys were not prepared to discuss implementation of a cease-fire and withdrawal of heavy weapons.  Instead, contact group representatives from Russia, Ukraine and the Organization for Security and Cooperation in Europe said rebel envoys wanted to revisit the now-failed Minsk talks that laid the groundwork for a truce in September. That cease-fire has been repeatedly violated and collapsed completely last week when rebels announced the start of a new offensive designed to expand their territory.

U.S. Senator Lindsey Graham said the only way to end the gruesome beheadings by the Islamic State group is by degrading and destroying the insurgency, which has captured large swathes of Iraqi and Syrian territory. The latest beheading of a Japanese journalist by the IS group has renewed a national debate on Japan’s ability to defend itself. Graham, a member of the Senate Armed Services Committee, told a U.S. television audience Sunday on “Face the Nation” that President Obama has the right goal, but the wrong strategy to defeat the Islamic State group, ISIL. "An aerial campaign will not destroy ISIL. You’re going to need boots on the ground, not only in Iraq, but Syria, and there’s got to be some regional force formed, where an American component, somewhere around 10,000 American soldiers to align with the Arab armies in the region and go into Syria and take back territory from ISIL," said Graham. Graham said Syria and Iraq are the best platforms from which to launch new terrorist attacks on Western targets that he has seen since the September 11, 2001 attacks on the United States.  The beheading by the Islamic State group of 47-year old Japanese journalist Kenji Goto, announced in a video released Saturday, brought international condemnation.  The U.N. Security Council Sunday called the execution “heinous and cowardly,” saying those responsible “shall be held accountable.” President Barack Obama denounced what he called a “barbaric act” and vowed to “continue taking decisive action to degrade and ultimately destroy” the Islamic State group. Japanese Prime Minister Shinzo Abe Sunday said he was “infuriated” by Goto’s beheading and that of fellow Japanese Haruna Yukawa a week earlier. On Monday, Abe vowed not to give in to terrorists and to increase Japan’s humanitarian aid to the Middle East.  The prime minister urged Japanese lawmakers to ensure the safety of Japanese citizens wherever they are. He also said the government should not limit where the country’s defense forces can be dispatched to defend allies in collective self-defense. Tokyo-based analyst Michael Cucek of the MIT Center for International Studies said Abe’s government wants to debate easing restrictions on military rescue missions in the event Japanese are again put at risk. "They have an idea that they need forces that can hold a position, whether it’s an airport or a seaport allowing Japanese self-defense forces to extract Japanese civilians from danger zones," said Cucek. However, he said polling suggests the Japanese public does not want any dramatic revisions to its pacifist postwar constitution. He added that the Japanese public views Goto as a heroic journalist. "He reported on the children of war zones, on refugees.  He really went into some very dangerous places and came out every time, but a man of tremendous bravery who was trying to report on what was going on in the world from ground level.  And, for many Japanese, they did not know him before, but everyone knows him now, and everyone is deeply depressed by his death," said Cucek. Also appearing Sunday on “Face the Nation” was Jordan’s Foreign Minister, Nasser Judeh, who said his government does not know the fate of a Jordanian fighter pilot threatened with death by his Islamic State captors. He said Amman has renewed its pledge to release a female Iraqi insurgent on death row in Jordan. “We have said publicly that, if there is proof of life, and if our pilot is released, we are willing to release this woman. But, like I said, we have seen no proof of life, which we have been asking for,” said Judeh. The pilot was captured in December, after his fighter plane was downed over an Islamic State-controlled area of Syria.

A New Sect Emerges in Russia – ‘Putin’s Witnesses’

            Staunton, February 2 – Russians are ironically calling “the Network,” as the Kremlin’s new youth movement is officially known, “Putin’s Witnesses” because its members are so ideologically committed and go from house to house to spread their ideas about the need for complete loyalty to Vladimir Putin and his regime.


            The group in the process of organization for almost a year gained new prominence last week when various commentators suggested that it should respond to an open letter from Ukrainian students calling a more honest discussion of Russian-Ukrainian relations (rusjev.net/2015/02/02/kreml-aktivno-razvivaet-sektu-svideteley-putina-ispolzuya-programmirovanie-psihiki/).


            The Russky Yevrey (“Russian Jew”) site points out that details about “the Network” are hard to find because its adepts say that information about it is “closed.”  When asked about themselves, the Putin’s Witnesses typically say that “this is a global state project,” and Kremlin officials acknowledge that it is being formed on the Kremlin’s orders.


            Some additional information about the new group/sect can be found at set-info.ruand http://проектсеть.рф/ and in the course of a discussion of the “Putin alphabet” that the Network has been promoting in schools in which pupils learn their letters by linking them to Putin-approved themes (echo.msk.ru/blog/expertmus/1317016-echo/).


According to Russky Yevrey, “the new project of pro-Putin youth, which has the name Network shows all the signs of an organized sect: Putin is called “Father,” participants in the movement are called “the family,” and the organizers undergo “collective psychological training” in order to better guide their followers.


That’s why, the site continues, many Russians view the Network less as a political group than a religious sect and informally call it “Putin’s Witnesses” – a label that can’t please Kremlin political technologists given the official hostility to sects in general and the Jehovah’s Witnesses in particular.

Neo-Kremlinology has Real Limits, Schulmann Says

            Staunton, February 2 – The revival of Kremlinology, of relying on a variety of indirect indications of who is closer to the top leader and who may be opposed to him, is “a bad sign,” Ekaterina Schulmann says, not only because of what it says about the increasingly closed nature of Russian politics but also because of what it says about Western perceptions of it.


            In a commentary in “Vedomosti” today, the Moscow political analyst points to several recent Western discussions about the supposed configuration of power among those around Vladimir Putin and about who among them might challenge or seek to overthrow him (vedomosti.ru/opinion/news/38905921/nauka-operevorotah?full#cut).


            As she puts it, “on a scientific scale, only psychological diagnoses of the first person” on the basis of television broadcasts are less scientific than this approach. Most of those who engage in them do so not because they want to – they’d prefer to rely on open and inter-subjectively comparable data – but because there is a demand for this kind of analysis despite its limitations.


            Political science, Schulmann points out, has been studying conspiracies, coups and assassinations for a long time, and conclusions about them may be suggestive for the analysis of what may be happening behind the scenes in Vladimir Putin’s Kremlin.


            She cites the observations contained in a new book entitled “Seizing Power, The Strategic Logic of Military Coups” by Naunihal Singh (Johns Hopkins University Press, 2014) as potentially useful. She singles out three of his conclusion for particular attention.


            First, Singh says, “the probability of a military coup … is not connected with the popularity or unpopularity of the leader against whom it is directed” because “the coup organizers live in their own information milieu and interact with others like them.” They are thus motivated by other factors than public opinion.


            Second, the US scholar argues, “there is no connection between the presence or absence of growth in the national economy and the probability of an intra-elite conspiracy.  And third, “coups are more likely to occur in the year of presidential elections or before then than at any other time” because the conspirators fear the results of such votes.


            Taking Singh’s first point into consideration, Schulman says that this means that the forcible replacement of a leader is more likely to occur when he or she is popular than when he is unpopular: “What would be the sense of organizing a risk conspiracy against someone who a year from now would be removed from power?”


            “But this conclusion arises from two assumptions,” Schulmann says, first, that the conspirators are rational and second, that the elections in the country in question will lead to a change of power,” neither of which is guaranteed in any particular country.


            What is beyond question, however, is that those considering a coup are likely to time it relative to elections so that they will be in a position to legitimize themselves by a popular vote, however rigged, and thus not be shunned by the United States or the European Union.


            Moreover, the probability of a coup is related to the wealth of the country involved. “Military coups of the classical type take place more often in poor countries,” Schulmann says. “rich countries have already organized stable democratic system or decide questions behind the thrown in a family circle as Saudi Arabia does.”


            “Instability in the transfer of power is the lot of regimes of an intermediate type,” the Moscow analyst concludes, and while she does not say so, it is quite clear that Putin’s Russia is in this category, something that helps to explain the current revival of Kremlinology and also the limits of that approach to understanding what is likely to happen.
