The U.S. Senate is to begin debate next week on bipartisan legislation subjecting any final nuclear accord with Iran to congressional review and a potential vote approving or rejecting the deal. “We look forward to a vigorous debate next week,” said Republican Majority Leader Mitch McConnell. “Congress and the American people deserve a say in any nuclear deal the president tries to cut with Iran.” Last week, the Senate Foreign Relations Committee unanimously approved a bill that gives Congress 30 days to review and vote on any nuclear agreement with Iran. No sanctions on Tehran enacted by Congress could be waived during that period. International negotiations are to conclude in June. For months, the Obama administration vigorously opposed any measure giving lawmakers a defacto veto over a final Iran nuclear accord. The White House signaled at least tepid support for the Senate bill, however, after the review period was cut in half and stipulations about side issues, like compelling Tehran to acknowledge Israel’s right to exist, were dropped. The bill is expected to pass both houses of Congress with veto-proof bipartisan majorities. The Senate’s top Democrat, Harry Reid, said he welcomes floor debate on the legislation and wants international negotiations to succeed. “I hope we arrive at that point. We are not there yet, and I wish so fervently that negotiators can arrive at some agreement in the next couple months,” he said. “It’s a very, very difficult issue - so important for the country and the world.” By contrast, McConnell expressed skepticism about any nuclear deal that may emerge. “Initially, we were led to believe that the point of these negotiations was to prevent Iran from obtaining nuclear weapons,” he said. “But the administration’s focus appears to have shifted from reaching an agreement that would end Iran’s nuclear program to reaching an agreement for agreement’s sake.”

US Secret Service Takes 15 Months to Fix Former President's Home Alarm by webdesk@voanews.com (Reuters)
The U.S. Secret Service failed to replace a broken alarm system at the Houston home of former President George H.W. Bush for more than a year, according to a government report on the troubled protection agency. The report, sent to Secret Service Director Joseph Clancy and released on Thursday, was compiled by the Department of Homeland Security's inspector general, John Roth, who said the agency will improve its process for tracking maintenance problems with security equipment and keeping it up to date. The 20-year-old alarm system at Bush's home stopped working in September 2013 and was not replaced until November or December 2014. The report said the agency had been warned about the alarm in 2010 but a request to have it replaced was rejected. The DHS said a Secret Service employee was assigned to patrol the property while the system was broken and no security problems occurred. The report said similar vulnerabilities could affect residences of other former presidents. Bush said on Twitter that he and his wife, Barbara, "have great respect for, and confidence in, the men and women of @SecretService. That respect and confidence has never waned." Roth's report is part of an overview of security breaches. A man with a knife jumped the fence and entered the White House last year and another man fired shots at the presidential residence in 2011. Roth's office is also investigating incidents in which Secret Service supervisors drove a government vehicle into an investigation scene at the White House after a party and allegations of sexual assault and improper use of the agency's data base by employees. Julia Pierson resigned as director of the Secret Service in October, a few weeks after the White House intruder incident. The agency's credibility also has been tarnished by agents who hired prostitutes while on assignment in Colombia in 2012. Republican Representative Jason Chaffetz, chairman of the House's oversight committee, and Elijah Cummings, the committee's ranking Democrat, said it was "startling and unacceptable" for the Bush residence to be without an alarm for so long. "This adds to the growing list of significant concerns Congress has had with the management of the Secret Service," they said in a statement.

Rachel Tice wants more from her career. But the 32-year-old wife of a U.S. Marine captain finds it difficult to keep her working life on track because of the demands placed on military families. And she’s not alone. Despite aggressive efforts by the Pentagon and nongovernmental agencies, the wives of active-duty service members have an underemployment rate — meaning that they are working below their capabilities — of more than 90 percent, according to a 2014 Military Officers Association of America report. Husbands of service members were not included in the survey. This reality is forcing states, businesses and Congress to consider new programs and legislation to accommodate the employment needs of military spouses. “Retention of our service members remains a priority of the department, and this is one of the factors why the department remains engaged to increase opportunities for spouse employment,” said Lieutenant Commander Nate Christensen, spokesman for the Department of Defense. But even though the department is initiating several programs, it remains unclear whether the military is adapting fast enough to meet the needs of 21st-century families. Career interrupted Tice had worked as a general manager for Equinox Fitness for more than eight years when her husband received a new assignment. “So, I had a very great career," she said. "I was making significantly more money than my husband when we met. And, I ran into the challenge of having to leave a job because of a PCS [permanent change of station] move. I discovered quickly that it’s not so easy to start over when you have no network,” she said. Frequent PCS moves are one of the biggest challenges spouses face in maintaining or continuing professional employment. The MOAA report indicated 79 percent of military spouses made at least one move across state lines or overseas in the past five years; 50 percent made at least two moves in the past five years. Eric Eversole is president of Hire Our Heroes, a nonprofit organization “founded by veterans for veterans” that helps connect service members and their spouses with jobs. “This is a 21st-century military that needs 21st-century families,” he said. “We need to make sure that both of them are taken care of.” Today, Tice is working as a career development specialist in Washington. She found her current job at an HOH event and is working with HOH to help spouses like her find benefits, opportunities and meaningful employment. As of October 2014, nearly 370,000 service members and their spouses had been hired through HOH events, according to the U.S. Chamber of Commerce. Although Tice has a job, she is underemployed. Her job is "a part-time, commission-based position. It’s significantly different in terms of what it looks like on a resume, for sure. But it meets my needs right now.” Change in expectations Joyce Raezer, executive director of the National Military Family Association, said the face of the military has changed over the past several decades. “The family force was a much smaller percentage of the total force 50 years ago,” she said. Raezer added that military spouses today expect the same opportunities as civilian spouses, and that includes a career. “So,” she said, “military family expectations have forced a lot of changes.” Karen Golden, deputy director of government relations at MOAA, said there’s been a shift to recognize, identify and address the barriers and challenges that military spouses face when seeking employment. “I’ve really seen, probably in the last five years, tremendous attention on the issue, not only from Department of Defense but also from the White House and the Joining Forces initiative,” she said. Joining Forces, a White House outreach program launched in 2011, works within the public and private sectors to support service members, veterans and their families through job, wellness and educational opportunities. With Congress, the initiative is working to streamline portability of professional licenses — for lawyers or nurses, for example — across state lines. And programs like Military One Source advise spouses on everything from education and career opportunities to child care. Raezer said Military One Source provides “information and support to help that family navigate the challenges and the minefields of military life.” Christensen said the Pentagon is constantly adapting to address the needs of military spouses. “We are continually reviewing current programs and incorporate feedback from military spouses to help improve these resources,” he said. However, despite all the new initiatives, Raezer acknowledged there is a fundamental struggle. “There’s this conflict between the military mission and the family, the spouse’s career needs,” she said. Necessary sacrifices Shumaisa Chatters has a master’s degree in computer science and is the spouse of a retired Air Force officer. “When it comes to being a spouse of a military person, you have to kind of find a balance between what your own inspirations are, what your passions are, and how, you know, you can make his life not difficult,” she said. “Sometimes, actually most of the time, you have to do the sacrifice.” However, it’s not always the military spouse that makes the sacrifice for the family. Adam Avitabile and his wife are both veterans; he was in the Marines, and she was in Navy. He left the military first, and once he found a good job, they were forced to make a decision. “My wife actually decided to get out of the Navy because I was so invested with that company,” he said. The military has adopted several programs in the past — like Join Spouse or the Exceptional Military Family Program — designed to accommodate location needs of spouses and their families in certain situations. But professional military spouses with nontransferable careers have no program to protect them. There is no form to submit for the military to take their careers into consideration, particularly when designating their service member’s PCS location. Raezer said that ultimately, the military mission is going to control the assignment process. However, the armed forces could be doing more, she said. “They’ve made strides with dual military couples, and they’ve made strides in terms of families with special-needs family members who need to be someplace because of health care and education resources," she said. But with regard to military spouses' careers, she said, the armed forces "haven’t quite gotten there yet.” VOA's Carla Babb contributed to this report from the Pentagon.

On the eve of the day marking the centenary of the Ottoman massacres of Armenians, Turkish President Tayyip Erdogan said his nation's ancestors never committed genocide. Addressing a meeting billed as an international peace summit in Istanbul Thursday, Erdogan also accused the international community of indifference toward refugees and wanting migrants to drown at sea. The international gathering was organized as part of Turkey’s commemorations of the World War I Battle of Gallipoli, in which Ottoman forces defeated an allied invasion force. The event coincides with reignited diplomatic tensions over controversial claims of genocide, with Austria being the latest country to describe the mass killings of Armenians a century ago as such. "We will never accept these lies against our country," said Erdogan. "No country is more innocent and clean than Turkey in these events." The president went on to criticize Armenia for its genocide claims and called on Yerevan officials to join with Ankara by opening archives for historians to determine what happened. Ankara strongly denies claims of genocide, saying the deaths occurred during a civil war in which many Turks died as well. Continuing diplomatic fallout over the growing numbers of countries recognizing the mass killings of Armenians as genocide continues to grow. Prime Minister Ahmet Davutoglu, addressing Turkey's parliament Thursday, warned countries against recognizing the incident as genocide. "Those who develop a discourse of hatred against Turkey will be shamed and will pay in the face of history and humanity," he said. The Turkish Foreign Ministry announced it had recalled its ambassador from Austria and warned that Vienna would face repercussions for its parliamentary recognition of genocide. The move follows similar steps against the Vatican after Pope Francis's use of the word. The German parliament is due to vote on a genocide motion Friday, but Ankara downplayed confrontation with Berlin, with Davutoglu saying the German government has already indicated it will not use the word. On the eve of the German parliamentary debate, however, German President Joachim Gauck did, in fact, describe the mass atrocities as genocide, according to reports by BBC. "The fate of the Armenians stands as exemplary in the history of mass exterminations, ethnic cleansing, deportations and yes, genocide, which marked the 20th Century in such a terrible way," he announced before a church gathering on Thursday. Germany is Turkey's biggest trading partner. Ankara received another blow with Russian President Vladimir Putin supporting genocide claims. Erdogan, however, welcomed reports U.S. President Barack Obama will not use the word genocide in his annual speech remembering Armenian victims of the mass killings. Free-trade supporters say the U.S. must act quickly to regain its share of global investment. Unfortunately, it has a lot of catching up to do, said Nancy McLernan, president of the Organization for International Investment. "America’s share of global investment has fallen dramatically," she said. "In 2000, the U.S. attracted 37 percent of the world’s foreign investment. Today, we attract about 19 percent.” Pending trans-Pacific and trans-Atlantic trade deals could increase foreign investment in the U.S. by $173 billion and, some say, create more than 1.4 million jobs, nearly a third of them in the United States. But at what cost? At rallies this week in Washington, protesters said new competition would erode wages. Additionally, they said, proposed tribunals would give big companies the right to undermine state and local laws. Stephen Gottlieb of the Maine Small Business Coalition said the tribunals "will be able to trump all of our labor and environmental laws if they feel that, for instance, public lands are standing in the way of their profits.” Others say the proposed terms might be worse for the Europeans. Toby Chow, head of National People's Action, a group that advocates for workers and their rights, noted that “in a lot of these European countries, they actually have much stronger worker protections and environmental protections than exist in the U.S.” But trade is a two-way street. Without a deal, investors will seek opportunities elsewhere, said Pater Fannon, head of Panasonic’s corporate and government affairs division in North America. “Panasonic has the opportunity, like other global companies, to invest in those other places," he said. "But if the choices are clear and everyone has an opportunity to freely trade as these agreements would ultimately permit, at reasonable levels and with appropriate safeguards, then there’s no reason why the U.S. can’t draw more of those foreign investment dollars here, including from my company.” Some of the fiercest criticism of the proposed Transatlantic Trade and Investment Partnership focuses on the secrecy of negotiations. But Fannon said a fast-track bill, expected to be approved by Congress, would give the public 60 days to review the agreement before the president could sign it into law.

A senior official in President Barack Obama’s administration says that while the U.S.-led coalition has made some progress in the fight against Islamic State militants in Iraq and Syria, a “very, very long road” lies ahead. The official commented in a Thursday background briefing, which followed talks this month with Iraqi Prime Minister Haider al-Abadi. As the Iraqi prime minister met with Obama and other officials in Washington, the jihadist group stepped up attacks near Ramadi in Iraq's western Anbar province. The city is near an air base used by U.S. and coalition forces to train Iraqi troops. The senior administration official described the effort to defeat Islamic State, also known as ISIL, as a “multiyear campaign.” “ISIL remains a very adaptive enemy. They are going to do things that surprise everybody,” the official said. The official said that in recent days, Iraqi and coalition forces have made some progress in pushing back militant positions in the Ramadi area, partly as a result of better-trained Iraqi forces. “We are seeing Iraqis able to organize with professionalism and capacity that was unimaginable six months ago,” the official said. Attacks elsewhere While there is progress on some fronts, there is growing concern about attacks carried out by Islamic State-affiliated militants in other countries. In a graphic video posted online Sunday, the group claimed it had massacred 30 Ethiopian Christians in Libya. In a similar video released in February, the Islamic State said it had murdered Egyptian Christians. The U.S. official said there is “a lot of discussion” within the coalition about what the Islamic State calls its distant affiliates. “Just because someone raises a flag and puts a video out does not mean they are necessarily ISIL,” the official said. However, the U.S. and its allies may eventually need an expanded campaign to deal with Islamic State affiliates outside Iraq and Syria, said analyst David Pollock of the Washington Institute for Near East Policy. In particular, he said Egypt and the United Arab Emirates have expressed a willingness to launch a military campaign against the Islamic State and other jihadi groups in Libya but the U.S. discouraged this effort and, instead, urged the countries to support political dialogue. Not a "realistic strategy"? “I think we are past the point where that is a realistic strategy,” said Pollock. “It is going to take military force to help stabilize Libya.” There is also concern about an Islamic State presence in Afghanistan. Last week, Afghan President Ashraf Ghani said the group had claimed responsibility for a bombing in Jalalabad that killed at least 35 people. Pollock said violence by Islamic State affiliates in Afghanistan is a different scenario from the group’s attacks in Libya. “What is happening in Afghanistan is that this is a sideshow, as tragic as it may be, to the larger conflict between the Taliban and other fundamentalist groups,” he said.
