On December 12, 2012 it was reported that the Senator's office had an unpaid intern volunteering who had let his visitor visa expire and who was a registered sex offender. Immigration and Customs Enforcement had been aware of the man as early as October 2012 but according to the Associated Press, the U.S.Department of Homeland Security (DHS) instructed federal agents not to arrest the man until after Election Day. Menendez denied knowing about the allegation of the directive to delay the arrest and only recently learned of the arrest. According to two federal officials who spoke on condition of anonymity because they were not authorized to discuss the case, the intern was arrested in front of his home in New Jersey on December 6, 2012.[126][127]

In the 114th United States Congress, as the ranking member of the Senate Foreign Relations Committee, Menendez continues to be a leader on issues regarding Iran, supporting legislation that would take a "hard line" on that nation.[129] Following his being indited, Menendez stepped down as ranking member.[130] A report on Fox News alleges that the indictment maybe connected to his position on Iran,[131] something which a report on Washington Post called a conspiracy theory.[132]

It was reported on March 14, 2013, that a federal grand jury in Miami is investigating Menendez regarding his role in advocating for the business interests ofophthalmologist Salomon Melgen, one of his major donors.[133][134] Menendez's efforts to push U.S. government officials to enforce a lucrative port security contract would benefit Melgen, as well as Pedro Pablo Permuy, a former national security adviser and senior legislative aide to Mr. Menendez.[135] In 2012, Melgen's business had donated over $700,000 to Majority PAC, a political action committee supporting Democratic candidates; the PAC spent more than $582,000 on Menendez's behalf.[136]

March 11, 2015 Nobody in the Senate is ready to write off Robert Menendez.

As reports circulate that federal corruption charges are forthcoming against the New Jersey Democrat for wielding his political power in exchange for gifts from a donor, there is more skepticism surrounding the nature of the expected indictment then there is indignation against Menendez.

There have been suggestions that Menendez’ prosecution is politically motivated, as a means to squelch opposition to the Iran deal in the Senate. It might have the effect of slowing it down, but that’s all. Besides, the grand jury had this almost immediately after the allegations arose, in February 2013, The timing is probably coincidental, albeit fortuitous for the White House. The issue here is that the DoJ put a lot more enthusiasm into their pursuit of Menendez than of the IRS, and that’s been the case ever since the targeting got exposed.

We can already conclude that this Department of Justice has a lot more interest in showy proceedings over personal corruption than it has in rooting out bureaucratic corruption … especially when the latter benefits the existing administration, and the former doesn’t.

The coffin is quickly being lowered on President Barack Obama’s most recent National Security Strategy. It arrived with little fanfare, received almost no attention from the electorate, and grabbed the attention of the foreign policy elite for only a day or two. Many have written about the laundry list that was contained or omitted, but few have asked the question at the deep end of the pool: Does this administration have a strategic set of goals to advance American interests in its waning days?

Many inside and outside of government, including some foreign policy experts, dismiss the importance of the National Security Strategy document as propaganda that has no operational value. This is incredibly dangerous. The roots of the document lie in the 1947 National Security Act and the Goldwater-Nichols Act of 1986. These made it clear that the purpose of the president to issue declarations of national security strategy was and is not about politics or propaganda, but to ensure the safety of the United States. Presidents, notably Clinton and Obama, who have treated these documents as vehicles for personal, party or optical aggrandizement are exactly those presidents whose failure in national security and foreign policy are profound.
Obama has been called the post-American president, and he has often been heartily criticized for not demonstrating an adherence to American exceptionalism. However, perhaps this misses the profounder point. The president must ensure American power and fortune, but his inability or unwillingness to take difficult and decisive action makes this impossible. Perhaps his real moniker should be the post-strategy president.

The key to understanding the NSS is to recognize the context in which it appears. Foreign policy analysts are currently split into two camps with regards to how bad the world situation actually is. The first sees the breakdown of the international order due to the return of geopolitics and the weakening of the state in the Middle East. President Vladimir Putin’s aggression fundamentally challenges European security, which has been a core U.S. interest since World War II. The regional order in the Middle East is unraveling with catastrophic consequences. And in Asia, China’s rise poses major challenges.
The second camp believes that the United States faces difficult threats and challenges, but it rejects the notion that the return of geopolitics is a game changer or that the regional order in the Middle East is collapsing. For them, the United States must deal with each individual crisis—whether it is Russian aggression or the rise of ISIL—but it is important not to exaggerate their larger significance. As National Security Advisor Susan Rice said in her speech at Brookings to launch the document, the United States cannot "be buffeted by alarmism in nearly instantaneous news cycle.” It is vital not to lose sight of other challenges which are even more important, including climate change and non-proliferation.
In the National Security Strategy, President Obama firmly located himself in the second camp, and the document provides a coherent strategy for this worldview. How it deals with Russia is probably the most telling signal. The document condemns Russian aggression (a sharp contrast from the engagement of the 2010 strategy), but there is no special section on Russia. Russia is not listed in the top eight strategic risks to U.S. interests. Mention is made in that list of the security of allies, but this notably excludes the war in Ukraine, which has so far claimed over 5,000 lives and could get much worse.

All-Out for Africa
The most detailed strategy outlined in the document is for the US’ hyper engagement with Africa, which is envisaged as having both economic and military components.
On the economic front, the US wants to use the African Growth and Opportunity Act (AGOA), Power Africa, Trade Africa, and Doing Business in Africa campaign initiatives to entrench its influence in the continent.
Should conflicts break out, it wants to “strengthen the operational capacity of regional organizations like the African Union (AU) and broaden the ranks of capable troop-contributing countries, including through the African Peacekeeping Rapid Response Partnership”, which is basically a pan-continental version of outsourced military intervention and ‘Lead From Behind’.
This strategy comes after the monumental US-Africa Leaders Summit of the past year, where fifty African heads of state gathered in Washington, and amidst increasing rivalry with China over the continent’s resources and markets.

When crises emerge, critics charge that Obama should act more quickly and more aggressively, or they argue that no US interests are involved and the US should decline any intervention. Headlines often claim that the administration has no strategy, no doctrine, or no organizing principle. But for those who study the field, Obama's is an easily recognizable strategy.

Never before in the history of the United States has there been such a yawning gap between the rhetoric of American power and its application abroad.
"No such shows of force, however, are effective when the credibility of the leader of the free world is called into question. Never before have our alliances or commitments to our allies appeared on shakier ground. As Poland's foreign minister, Radoslaw Sikorski, was caught telling a colleague, "the Polish-American alliance is worthless, even harmful, as it gives Poland a false sense of security. It's bullshit." Or consider Japanese concerns over whether the United States will honor its treaty commitments to protecting its territorial integrity. As one Japanese expert told the New York Times, "The Crimea makes us feel uneasy about whether the United States has not only the resolve but the strength to stop China. Between the Pentagon budget cuts, and the need to put more forces in Europe, can the United States still offer a credible deterrence?"

Is this a random series of errors by an incompetent leadership, or does some grand, if misconceived, idea stand behind the pattern? To an extent, it’s ineptitude, as when Obama bowed to the Saudi king, threatened Syria’s government over chemical weapons before changing his mind, and now sends the U.S. military to aid Tehran in Iraq and fight it in Yemen. But there also is a grand idea and it calls for explanation. As a man of the Left, Obama sees the United States historically as having exerted a malign influence on the outside world. Greedy corporations, an overly powerful military-industrial complex, a yahoo nationalism, engrained racism, and cultural imperialism combined to render America, on balance, a force for evil. Being a student of community organizer Saul Alinsky, Obama did not overtly proclaim this view but passed himself off as a patriot, though he (and his charming wife) did offer occasional hints of their radical views about “fundamentally transforming the United States.” On ascending to the presidency, Obama moved slowly, uneager to spread alarm and wanting to be reelected. By now, however, after six full years and with only his legacy to worry about, the full-blown Obama is emerging. 


The Obama Doctrine is simple and universal: 


Warm relations with adversaries and cool them with friends.

The great question ahead is how, in their wisdom, the American people will judge the Obama Doctrine when they next vote for president in 19 months. Will they repudiate his policy of shuffling and contrition, as they comparably did in 1980 when they elected Ronald Reagan over Jimmy Carter? Or will they choose four more years of it, thereby turning the Obama Doctrine into the new norm and Americans into European-style remorseful masochists? Their verdict in 2016 has potentially world-historical implications.

"US activities in the Middle East, Central Europe and Latin America have triggered increased activity on the part of Russia and China in the South Atlantic and throughout all of South America. China has not only been investing heavily in our region, it also absorbs huge chunks of critical industrial raw material and foodstuffs from countries like Brazil and Argentina and, in turn, supplies major infrastructure equipment to the region, displacing traditional US, European and Japanese suppliers.
Last year, for instance, Argentina made a major renewal of its passenger rolling stock on four major railway lines in Buenos Aires with brand-new Chinese units.Both countries also agreed major Chinese financing for hydroelectric plants in the Patagonian province of Santa Cruz and to set up a satellite tracking station in Neuquén Province, which can potentially be put to military use.
This clearly sent red lights flashing at the Pentagon, as did the reports in the media about an alleged agreement between Argentina and Russia to trade Argentine beef and wheat for a fleet of 12 modern state-of-the-art Sukhoi Su-24 fighter bombers replacing old Argentine Air Force jets. Reports have recently been denied by the Argentinian Defense Ministry. Buenos Aires’s plan to renew its fleet, however, made the UK nervous, prompting its Defense Minister Michael Fallon to announce a $S417 million upgrade of Britain’s military base in the Falkland/ Malvinas Islands over which the two countries fought a short but violent war 33 years ago.
Clearly, America does not like to see Russia and China striking these kinds of deals with its southern neighbors, just as those same southern neighbors do not like to see the US South Atlantic Fleet revamped by the US in 2008, roaming the coasts of South America; working together with its strongly entrenched UK ally in the Falklands fortress, all poised to jump to Antarctica and - why not? - even to mainland Patagonia itself at a moment’s notice if global geopolitical crises were to warrant it.

Our global system is, after all, a closed system where private power, military clout and geopolitical interests call the shots. None of the key players in this growing conflict feels comfortable with showing their cards at high profile meetings, be it at the UN, the European Council, or in meetings like the Summit of the Americas.
So we should not expect any grand gestures next week. There will be many handshakes and photo-ops; there will be images of smiling presidents, prime ministers and diplomats meeting in Panama. Why, there may even be a “memorable handshake” between Cuban President Raul Castro and US President Barack Obama as thousands of cameras flash for headline news reports.
But that’s just for tomorrow’s headlines. What makes this global system tick, however, is much less visible, much more subtle, and incredibly far more powerful.
Indeed, the proverbial butterfly flapping its wings today somewhere in the world capitals might be about to unleash fire tornados, military tsunamis and rivers of blood in faraway coasts.
So, look around, read between the lines and the fine print, because that’s where the headlines we’ll be reading within weeks and months are presently being brewed."

Someone else actually asked a similar question a few months back. My answer was: there is some evidence that the Soviets attempted to infiltrate and co-opt the civil rights movement — they weren't providing support to the movement out of solidarity, but rather saw an opportunity to foment dissent and attempt to destabilise American civil/political society.
The KGB's 'Service A' was tasked with carrying out "active measures" around the world — these operations varied in nature from misinformation, to political propaganda, to assassinations. In the case of the civil rights movement, the KGB hoped to use MLK and his colleagues as a political weapon against the US. When that effort failed, they instead tried to discredit him, in the hopes of opening the door to the emergence of a more compliant, sympathetic leadership.
The below is from a book I quote regularly and at length as one of the definitive sources on the history of Soviet foreign intelligence — The Sword and the Shield by Christopher Andrew and KGB defector Vasili Mitrokhin:
King was probably the only prominent American to be the target of active measures by both the FBI and the KGB. By the mid-1960s the claims by the [Communist Party of the USA] leadership that secret Party members within King’s entourage would be able to “guide” his policies had proved to be hollow. To the Centre’s dismay, King repeatedly linked the aims of the civil rights movement not to the alleged worldwide struggle against American imperialism but to the fulfillment of the American dream and “the magnificent words of the Constitution and the Declaration of Independence.”

Having given up hope of influencing King, the Centre aimed instead at replacing him with a more radical and malleable leader. In August 1967 the Centre approved an operational plan by the deputy head of Service A, Yuri Modin, former controller of the Magnificent Five, to discredit King and his chief lieutenants by placing articles in the African press, which could then be reprinted in American newspapers, portraying King as an “Uncle Tom” who was secretly receiving government subsidies to tame the civil rights movement and prevent it threatening the Johnson administration. While leading freedom marches under the admiring glare of worldwide television, King was allegedly in close touch with the President.
On the other side, King's opponents sought to cast him as a communist sympathiser and a Soviet stooge in an effort to discredit him as a voice in the US political discourse. This was the height of the Cold War, and the height of J. Edgar Hoover's COINTELPRO operations, by which the FBI attempted to systematically undermine groups they deemed "subversive" — particularly the CPUSA, but also the civil rights and black nationalist movements, and others; especially those they deemed likely targets for infiltration by communists.
In the event, active measures against MLK and the civil rights movement largely failed in co-opting the movement, but it may have contributed to the FBI/Hoover's conviction that King was a communist fellow traveller. But the FBI's efforts to discredit him also proved ultimately unsuccessful; COINTELPRO became a national scandal after Hoover's death, and in the context of the Church Committee investigations.
(As an aside: there's a great deal of scholarship and research on COINTELPRO — you can read a huge amount of primary source material online. I'd also look at The FBI and Martin Luther King, Jr. by David Garrow and the more recent Enemies: A History of the FBI by Tim Weiner.)
Were there communists involved in the civil rights movement? Probably/almost certainly. Were they a prominent force in that movement? No, not really — certainly not as much as the FBI believed, or conspiracy theorists will continue to tell you.

The insipid moral equivalence in President Obama’s apologia for Islam at the National Prayer Breakfast Thursday morning has already been deconstructed by such commentators as Roger SimonVictor David Hanson and Jonah Goldberg. I am bothered, though, by the president’s presumption of equivalence between doctrinal apples and oranges. If, as he maintains, we must engage in comparative religion with a focus on what believers do in the name of their varying faiths, then we should also analyze what their varying faiths tell them to do.
Sounding more like the executive director of CAIR, the president of the United States warned Christians and other non-Muslims to stay off “our high horse” regarding the sadistic murder of a Jordanian pilot, Lieutenant Mouath al-Kasaebeh, by Islamic State terrorists. We must have some humility, explained famously humble Mr. Obama. After all, over the last millennium, “people committed terrible deeds in the name of Christ.”
In Islamic doctrine, Jesus (Isa) is considered not God but a prophet. He is deemed to anticipate the final prophet, Mohammed, and to preach a Gospel subsequently perfected by the revelations of the Koran.
From that perspective, then, an analogous answer to Obama’s assertion could be made y recounting the terrible things Muslims have done in the name of Mohammed — an answer that wouldn’t require mining a millennium since it has been just three weeks since Lt. al-Kasaebeh’s immolation and the scene of mass-murdering jihadists braying, “Allahu Akbar! The prophet has been avenged!” as they fled the offices of Charlie Hebdo.
I’m more interested, though, in the deeds of Mohammed himself. When Christians resort to the wrongs cataloged by Obama, they are blatantly deviating from the example of Christ. Can the same be said for Muslims and the example of Mohammed?
In 627 AD, the prophet orchestrated the mass-murder of the Jewish Banu Qurayza tribe after they had surrendered to the Muslims. He presided over the beheadings of somewhere between 600 and 900 members of the tribe – including all young boys who had reached puberty. The women and the remaining children were taken as concubines and slaves (with some of the women sold for horses and armor). All the tribe’s wealth was confiscated.
This is not speculation. The incident is explicitly recorded in Koran. (By the way, I use the Koran approved and published in various languages, side-by-side with the original Arabic, by the Saudi government’s Ministry of Hajj and Endowments. The Kingdom has widely disseminated this version throughout the world, particularly Islamic schools.)
As recounted in Sura 33:25-27:
Allah turned back the unbelievers for (all) their fury: No advantage did they gain; and enough is Allah for the believers in their fight. And Allah is full of strength, exalted in might.
And those of the people of the book [the Banu Qurayza] who aided them – Allah did take them down from their strongholds and cast terror into their hearts, (so that) some ye slew, and some ye made captives.
And He made you heirs of their lands, their houses, and their goods, and of a land which ye had not frequented (before). And Allah has power over all things.
Mohammed’s first authoritative biographer, Mohammed ibn Ishaq (d. 768), elaborates with this account (reproduced at wikiislam.net):
Then [the Banu Qurayza] surrendered, and the apostle confined them in Medina[.]… Then the apostle went out to the market of Medina (which is still its market today) and dug trenches in it. Then he sent for them and struck off their heads in those trenches as they were brought out to him in batches. Among them was the enemy of Allah Huyayy b. Akhtab and Ka`b b. Asad their chief. There were 600 or 700 in all, though some put the figure as high as 800 or 900.
As they were being taken out in batches to the apostle they asked Ka`b what he thought would be done with them. He replied, “Will you never understand? Don’t you see that the summoner never stops and those who are taken away do not return? By Allah it is death!” This went on until the apostle made an end of them. Huyayy was brought out wearing a flowered robe in which he had made holes about the size of the finger-tips in every part so that it should not be taken from him as spoil, with his hands bound to his neck by a rope. When he saw the apostle he said, “By God, I do not blame myself for opposing you, but he who forsakes God will be forsaken.” Then he went to the men and said, “God’s command is right. A book and a decree, and massacre have been written against the Sons of Israel.” Then he sat down and his head was struck off.
Ibn Kathir, a revered fourteenth century scholar of sharia jurisprudence and biographer of Mohammed, adds:
Then the Messenger of Allah commanded that ditches should be dug, so they were dug in the earth, and they were brought tied by their shoulders, and were beheaded. There were between seven hundred and eight hundred of them. The children who had not yet reached adolescence and the women were taken prisoner, and their wealth was seized.
This was six centuries after the Gospel of the New Testament. Even if he did not turn the other cheek, the prophet could have shown compassion to his enemies. They had surrendered. Even if he had been determined to seize their territory and wealth, he could have allowed them to evacuate. Instead, he killed, enslaved, and sold them off.
Some background is necessary before we get to a second incident in the life of the prophet. Earlier this week, the Islamic State released a slick video showing Lt. al-Kasaebeh being burnt alive in a cage. The Obama administration spun into action … fresh off offending both the Egyptian government and most Americans by hosting some of its friends from the outlawed and virulently anti-American Muslim Brotherhood at the State Department. Echoing Islamists, administration officials assured us that, while this sort of barbarity was a staple of fifteenth century Christianity — it was against everything Islam stands for, and thus utterly slanderous for ISIS to rationalize it as Islamic warfare.
Inconveniently, the Koran proclaims that immolation is a punishment favored by Allah, so much so that the skin is constantly replaced to prolong the agony. It is imposed, moreover, not for anything particularly treacherous — just for refusing to accept Islam. Sura 4:56 explains:
Those who reject Our signs, We shall soon cast into the Fire. As often as their skins are roasted through, We shall change them for fresh skins, that they may taste the chastisement: for Allah is Exalted in Power, Wise.
Now, according to “Muslim clerics” far and wide, as reported by Reuters, immolation is “considered despicable by Islam, no matter what the context.” How can that be when the Koran tells us Allah Himself has prescribed immolation as a suitable punishment? Because, Islam’s defenders rationalize, the immolation promised in the Koran is for Allah alone to impose in the afterlife, not for men to presume to impose in this life. “Only God tortures by fire,” tweeted Salman al-Odah, a Saudi sheikh.
That’s not very persuasive. There are, after all, numerous cruel penalties that Islamic scripture has Allah directing Muslims to impose — scourging, stoning, beheading and so on. Indeed, while in one breath condemning the torching of the pilot as a “lowly terrorist act” by a “Satanic, terrorist” group, Reuters quoted Grand Sheikh Ahmed al-Tayeb, Grand Sheikh of al-Azhar (the ancient seat of Sunni scholarship), as pronouncing in the next breath that the ISIS killers should be “killed, crucified of have their limbs amputated.”
As Robert Spencer points out, the grand sheikh clearly drew that sharia sentence straight out of the Koran. Specifically, according to Sura 5:33:
The punishment of those who wage war against Allah and His Messenger, and strive with might and main for mischief through the land is: execution, crucifixion, or the cutting of hands and feet from opposite sides, or exile from the land[.]
The verse goes on to say that, for those condemned, these punishments are to be “their disgrace in this world”; then, after death, another “heavy punishment” awaits them — presumably, the eternal barbecue foretold by Sura 4:56.
So at best, fire is frowned upon, but death by crucifixion and amputation is recommended. Not terribly comforting.
But it gets worse. There is also an eye-for-an-eye dimension of Islamic jurisprudence. Back to Sura 5, this time verse 45: “We ordained therein for them, ‘Life for life, eye for eye, nose for nose, ear for ear, tooth for tooth, and wounds equal for equal.” This is why, for example, in Saudi Arabia, where sharia is the law of the land, the government had a prisoner’s eye surgically removed after he was found guilty of an assault that damaged his victim’s eye.
Lt. al-Kasaebeh was captured while on a mission to firebomb Islamic State targets. The jihadists thus contend that setting him on fire was the reciprocal, scripturally prescribed punishment. That rationale is disturbing to us in the West, where — unless you’re frozen, Obama-like, in the fifteenth century — we do not criminalize honorable combatants who conduct legitimate attacks on enemy forces (and we don’t, in any event, do immolation).
Nevertheless, ISIS’s argument carries considerable weight in Islam. Even in the Reuters report that tries hard to depict universal Muslim condemnation of ISIS, a Jordanian cleric known as Abu Sayaf (a/k/a “Mohamed al-Shalabi) is quoted as grudgingly saying, “Even if the Islamic State says [the Jordanian pilot] had bombed and burnt and killed us and we punished him they way he did to us, we say, ‘OK, but why film the video in this shocking way?’” In other words, burning the pilot alive is justifiable; it’s the bad PR from recording it that is unacceptable.
Now, with all that as context, let’s consider another episode from the prophet’s life, which, as Mr. Spencer points out, is conveniently omitted by al-Azhar’s grand sheikh, his fellow sharia jurists, and Islam’s Western apologists in the White House and beyond. The incident is recorded in Ibn Ashaq’s biography of the prophet (italics mine):
Kinana b. al-Rabi`, who had the custody of the treasure of B. al-Nadir, was brought to the apostle who asked him about it. He denied that he knew where it was. A Jew came … to the apostle and said that he had seen Kinana going round a certain ruin every morning early. When the apostle said to Kinana, “Do you know that if we find you have it I shall kill you?” he said Yes. The apostle gave orders that the ruin was to be excavated and some of the treasure was found. When he asked him about the rest he refused to produce it,so the apostle gave orders to al-Zubayr b. al-Awwam, ‘Torture him until you extract what he has,’ so he kindled a fire with flint and steel on his chest until he was nearly dead.Then the apostle delivered him to Muhammad b. Maslama and he struck off his head, in revenge for his brother Mahmud.
So at Mohammed’s direction, a man’s chest was set on fire to extract information from him before he was beheaded. Well, at least he wasn’t waterboarded.
Robert adds a hadith from the authoritative Sahi Bukari collection (No. 626 in Book 1, Volume 11) (again, my italics):
Certainly I decided to order the Mu’adh-dhin (call-maker) to pronounce Iqama [the call to prayer] and order a man to lead the prayer and then take a fire flame to burn all those who had not left their houses so far for the prayer along with their houses.
Relatedly, Raymond Ibrahim directs our attention to an incident involving the prophet, recorded in another Bukari hadith (No. 261 in Book 4, Volume 52). The story involves eight starving tribesmen who sought the prophet’s help. Mohammed directed them to a shepherd, who fed them until they recovered their health. But they turned on the shepherd, killing him, and renouncing Islam. When he was informed, Mohammed ordered that they be captured and – besides having their hands and feet cut off – that iron be heated by fire and passed over their eyes, blinding them.
President Obama says we need to approach comparisons of religion with humility. I’m all for that. In a 2011 NRO column, I traced the evolution of Christianity in America from the often harshly theocratic origins of the original colonial settlements to the tolerant pluralism of modern times. The president, however, misses the point of humility. It is to refrain from dismissing out of hand the hope that Islam, too, will eventually evolve. It is not license to remain willfully blind to the dangers posed to us by its doctrine, as widely understood and practiced by a mainstream faction of Islam for centuries, right up to the present day.
Courageous Muslim reformers are laboring to advance an evolution — and they risk death at the hands of radical Muslims who regard them as apostates, an offense Islam punishes by death. We can humbly encourage the reformers while rationally acknowledging that their labors are very uphill. To repeat what I wrote in the 2011 column:
Cultures are dynamic. They change drastically over time. [But] there are grounds for concern that Islam’s will have a harder time evolving — the blights on our history are rooted in human failure to apply Judeo-Christian doctrine, not in the doctrine itself. [By contrast,] Islam’s problems are more about Islam than about Muslims.
That remains true, Obama’s wayward moral equivalence notwithstanding. Islam regards the Koran as the immutable word of Allah. In Sura 33:21, Allah gives Muslims the following admonition regarding Mohammed, “Ye have indeed in the Messenger of Allah an excellent exemplar for him who hopes in Allah and the Final Day.” Muslims are commanded to imitate their prophet. It is undeniable that their prophet was, to put it mildly, an aggressive warrior.
With regard to that aspect of Mohammed’s legacy, there is nothing equivalent to it in Christianity.
It is not humility but delusion to pretend that modern Islam is just fine as is. It is not humility but cowardice to indulge the suicidal notion that our own past sins render us unfit to condemn today’s atrocities.

Decoding the Obama Doctrine

It’s simple: Warm relations with adversaries, and cool them with friends.
James Jeffrey, Barack Obama’s former ambassador extraordinary and plenipotentiary to Iraq, has this to say about the administration’s current record in the Middle East: “We’re in a goddamn free fall.”
Count the mistakes: Helping overthrow Moammar Qaddafi in Libya, leading to anarchy and civil war. Pressuring Hosni Mubarak of Egypt to resign, then backing the Muslim Brotherhood, leading now-president Sisi to turn toward Moscow. Alienating Washington’s most stalwart ally in the region, the government of Israel. Dismissing ISIS as “junior varsity” just before it seized major cities. HailingYemen as a counterterrorism success just before its government was overthrown. Alarming the Saudi authorities to the point that they put together a military alliance against Iran. Coddling Recep Tayyip Erdogan of Turkey, encouraging his dictatorial tendencies. Leaving Iraq and Afghanistan prematurely, dooming the vast American investment in those two countries. And, most of all: Making dangerously flawed deals with the nuclear-ambitious mullahs of Iran.
Is this a random series of errors by an incompetent leadership, or does some grand, if misconceived, idea stand behind the pattern? To an extent, it’s ineptitude, as when Obama bowed to the Saudi king, threatened Syria’s government over chemical weapons before changing his mind, and now sends the U.S. military to aid Tehran in Iraq and fight it in Yemen.
But there also is a grand idea and it calls for explanation. As a man of the Left, Obama sees the United States historically as having exerted a malign influence on the outside world. Greedy corporations, an overly powerful military-industrial complex, a yahoo nationalism, engrained racism, and cultural imperialism combined to render America, on balance, a force for evil.

Being a student of community organizer Saul Alinsky, Obama did not overtly proclaim this view but passed himself off as a patriot, though he (and his charming wife) did offer occasional hints of theirradical views about “fundamentally transforming the United States.” On ascending to the presidency, Obama moved slowly, uneager to spread alarm and wanting to be reelected. By now, however, after six full years and with only his legacy to worry about, the full-blown Obama is emerging.
The Obama Doctrine is simple and universal: Warm relations with adversaries and cool them with friends.
Several assumptions underlie this approach: The U.S. government morally must compensate for its prior errors. Smiling at hostile states will inspire them to reciprocate. Using force creates more problems than it solves. Historic U.S. allies, partners, and helpers are morally inferior accessories. In the Middle East, this means reaching out to revisionists (Erdogan, the Muslim Brotherhood, the Islamic Republic of Iran) and pushing away cooperative governments (Egypt, Israel, Saudi Arabia).
Of these actors, two stand out: Iran and Israel. Establishing good relations with Tehran appears to be Obama’s great preoccupation. As Michael Doran of the Hudson Institute has shown, Obama during his entire presidency has worked toward rendering Iran what he calls “a very successful regional power . . . abiding by international norms and international rules.” Contrarily, his pre-presidential friendships with truculent anti-Zionists such as Ali Abunimah, Rashid Khalidi, and Edward Said point to the depth of his hostility toward the Jewish state.
The Obama Doctrine demystifies what is otherwise inscrutable. For example, it explains why the U.S. government blithely ignored the Iranian supreme leader’s outrageous “Death to America” yelp in March, dismissing it as mere domestic pandering, even as Obama glommed onto the Israeli prime minister’s near-simultaneous electoral-campaign comment rejecting a two-state solution with the Palestinians during his term of office (“We take him at his word”).
The doctrine also offers guidelines to predict possible developments during Obama’s remaining tenure, such as: Wretched P5+1 deals with Iran compel Israel’s government to attack Iranian nuclear facilities. Gentle policies toward Damascus clear the way for the Assad regime to re-extend its power. Ankara chooses to provoke a crisis in the eastern Mediterranean over Cypriot gas and oil reserves.
The great question ahead is how, in their wisdom, the American people will judge the Obama Doctrine when they next vote for president in 19 months. Will they repudiate his policy of shuffling and contrition, as they comparably did in 1980 when they elected Ronald Reagan over Jimmy Carter? Or will they choose four more years of it, thereby turning the Obama Doctrine into the new norm and Americans into European-style remorseful masochists?
Their verdict in 2016 has potentially world-historical implications.

Obama's National Security Strategy Show's He's a Post-Strategic President

The coffin is quickly being lowered on President Barack Obama’s most recent National Security Strategy. It arrived with little fanfare, received almost no attention from the electorate, and grabbed the attention of the foreign policy elite for only a day or two. Many have written about the laundry list that was contained or omitted, but few have asked the question at the deep end of the pool: Does this administration have a strategic set of goals to advance American interests in its waning days?
This goes well beyond any single issue, such as the Islamic State group, China or counterterrorism. It asks the important question of grand strategy that every occupant of the White House must confront, no matter how wrongly obsessed they are about domestic issues: Has my presidency created the conditions for American survival, prosperity, primacy and respect on the international scene? These four fundamentals are the critical questions a president must answer before anything else.
From the beginning, the Obama doctrine has been an amalgamation of four previous presidents, poorly synthesized into a disjointed Frankenstein’s monster. It lumbers around ham-fisted, dazed, confused and often angry. The parts of the monster are Carter’s extreme multilateralist, anti-American exceptionalism; Nixon’s burden-sharing, highly amplified to “lead from behind"; and Clinton’s obsession with globalization, risk-aversion, polls and technocracy. The only portion of the Obama doctrine that was and is successful has been when he followed some of the legacies left by his predecessor, President George W. Bush, in the areas of counterterrorism.
The one area that is truly Obama’s own is his hesitancy in strategy and action. This is praised by many on the left, who have categorized it as either “strategic patience” or “strategic restraint,” as if strategy is something that should ever take an extended hiatus. The attempt to make a vice into a virtue is 1000 year-old politics and is to be expected, even though it is destructive in the long term.
The 2015 National Security Strategy demonstrates that nothing has changed for this president since he went from community organizer to commander in chief. All of the accusations made by many establishment liberals that he simply does not care for and is uninterested in foreign affairs and national security are simply, again, codified.
The document outlined four broad goals: the security of the United States, its citizens, and U.S. allies and partners; a strong, innovative and growing U.S. economy in an open international economic system that promotes opportunity and prosperity; respect for universal values at home and around the world; and an international order advanced by U.S. leadership that promotes peace, security and opportunity through stronger cooperation to meet global challenges. These vague platitudes are backed up only by various lists of tactical attempts. The document fundamentally asks more questions than it answers.
Many inside and outside of government, including some foreign policy experts, dismiss the importance of the National Security Strategy document as propaganda that has no operational value. This is incredibly dangerous. The roots of the document lie in the 1947 National Security Act and the Goldwater-Nichols Act of 1986. These made it clear that the purpose of the president to issue declarations of national security strategy was and is not about politics or propaganda, but to ensure the safety of the United States. Presidents, notably Clinton and Obama, who have treated these documents as vehicles for personal, party or optical aggrandizement are exactly those presidents whose failure in national security and foreign policy are profound.
Obama has been called the post-American president, and he has often been heartily criticized for not demonstrating an adherence to American exceptionalism. However, perhaps this misses the profounder point. The president must ensure American power and fortune, but his inability or unwillingness to take difficult and decisive action makes this impossible. Perhaps his real moniker should be the post-strategy president.

Nuclear non-proliferation: A nuclear test for the Obama doctrine

BARACK OBAMA came to office with a simple message for his country’s foes: “We will extend a hand if you are willing to unclench your fist.” He has done a lot of handshaking—with Myanmar and with Cuba (see article). Can he now unclench the fist that most threatens the world—that of Iran, which most people believe has for years been trying to develop an atom bomb? The talks with Iran to limit its nuclear programme, in return for a lifting of sanctions, are the most important test of the Obama doctrine that diplomatic engagement, with calculated risks, is better than ostracising enemies.
Only the “parameters” of a nuclear deal were agreed to on April 2nd. Still, it was a potentially ground-breaking moment. If the outline becomes a final agreement, it would offer much greater assurance that Iran will not get the bomb for at least a decade. But two competing dangers loom. On the one hand, Mr Obama’s political foes could seek to destroy even a good deal. On the other, his team could yet fail to secure the safeguards that make the difference between a good agreement and a bad one in the weeks of bargaining to finalise an agreement by the deadline at the end of June.
A credible deal might provide balm to a region now ravaged by civil war. With time, dialogue might help America and Iran overcome the rivalry that has poisoned the Middle East since the Islamic revolution of 1979. It might change Iran’s disruptive behaviour; or perhaps the regime itself. But nobody should count on that. The nuclear agreement must be judged as an arms-control measure: does it make a nuclear Iran less likely? The answer is a provisional yes, at least for a time. It clearly holds enough promise to justify further talks without Congress imposing new sanctions or impeding the president’s right to conduct foreign policy.
A deal would push Iran further from a bomb. The “breakout capability”—the time it needs to make the fissile material for a single device—stood at about two months in 2013, stretched to nearly four months under an interim deal in January 2014 and, under a final accord, would extend to about 12 months, lasting for a decade (a longer duration, say 20 years, would have been better). The inspection system has been tightened and will become much more intrusive. So Iran would find it harder to make a bomb. It would be more likely to be detected if it tried and the world would have more time to respond to violations.
Much work remains before the deal is finalised. The two sides have differences of emphasis and sometimes substance that are unsurprising but nevertheless unsettling. Critical details over the verification and monitoring of Iran’s programme and the consequences for any violations (for instance, how sanctions would be reimposed) have yet to be settled. Yet they will determine the credibility of the agreement. There must be tight limits on Iran’s research and development. Inspectors must be able to gain access to any sites they deem suspicious. And “snapback” provisions to reimpose sanctions should be credible—not vulnerable to endless negotiations.
Spin and substance
Even if these criteria are met, undeniable dangers will remain. After a decade, when this deal begins to lose force, Iran would have the world’s blessing to develop a massive uranium-enrichment programme. It could then produce a bomb’s worth of fissile material in a few weeks. As a signatory of the Nuclear Non-Proliferation Treaty, Iran would still be banned from a bomb and would be subject to enhanced monitoring. Even so, should the regime not change in fundamental ways, the world would have to live with mullahs on the nuclear threshold. There is nothing, in theory, to stop America (or Israel) from taking action if they believe Iran is trying to cross that threshold. But if Iran has kept to the deal in the interim, the world may take more persuading to endorse sanctions and air strikes. Paradoxically, the long-term danger may not be so much Iranian rule-breaking as apparently scrupulous compliance.
A deal that ensured “zero enrichment” would have been ideal—but it was unobtainable. In the real world, any accord has to be measured against the plausible alternatives, and they all look worse. Increasing sanctions to compel Iran to submit to tougher terms would require the backing of the UN and the EU, which is unlikely to be forthcoming. A return to confrontation in the name of toughening the deal would probably convince the mullahs that no accommodation with America is possible, just as the West would give up on Iran if it suddenly changed its terms. If negotiations break down, the risk is that Iran will remove the existing constraints on its programme. It might then get a bomb before sanctions threaten the survival of the regime. Military action is even less promising: the best chance of using force to stop Iran passed a long time ago. Bombing Iranian nuclear sites would at best set back the programme by a few years at the cost of driving it underground and of inflaming a violent region.
On balance, a decade’s respite is worth taking. In that time much may change for the better. But if Iran remains the same, Mr Obama’s accord will not eliminate the threat; it will only bequeath it in a different form to a future president.

The Incredible Obama Doctrine - WSJ

Last weekend, with the ink on the Iran nuclear deal still being deciphered, the Obama Doctrine fell out of an interview between President Obama and Thomas Friedman of the New York Times.
“You asked about an Obama doctrine,” Mr. Obama said. “The doctrine is: We will engage, but we preserve all our capabilities.”
In nine words, Mr. Obama explained what has been going on the past six years, culminating in what we now see is the nucleus of the Obama worldview, an accommodation with Iran.
The corollary of the Obama Doctrine, as the president explained, is that if engagement with a hostile power turns dangerous, everyone in the world knows that U.S. “military superiority” will emerge and prevail. In case of emergency, Uncle Sam will break glass.
Mr. Obama then offered an example of how this would work—U.S. support for Israel: “What we will be doing even as we enter into this deal is sending a very clear message to the Iranians and to the entire region that if anybody messes with Israel, America will be there.”
This statement, and indeed the Obama Doctrine, is a hoax.
Set aside that “messes with Israel” and “America will be there” are phrases with no real operational meaning.
“America will be there” could mean that if someone set off a nuclear backpack bomb in Tel Aviv, where the Obama administration would be the next day is on New York’s east side, condemning the attack in a U.N. Security Council resolution.
Any American foreign-policy doctrine needs interpretive wiggle room for the commander in chief. But anyone would assume that the phrase “America will be there” refers to the deployment of what Mr. Obama invokes as “our military superiority.”
Unless it doesn’t.
In the case of the Obama presidency, it doesn’t. There is next to no chance that this president under any circumstance—and that would include China’s invasion of Taiwan—will use the U.S. military on the scale he implies here.
Dick Cheney said Tuesday Mr. Obama is the worst foreign-policy president ever. Sen. Lindsey Graham said Sunday Hillary Clinton would be better. Personalizing criticism of the Obama foreign policy like this is a mistake.
It is a mistake to suggest U.S. foreign policy is weak only because Barack Obama is running it. On the cusp of a presidential election, the more pertinent question is whether U.S. foreign policy is weak because a Democrat is running it.
Would U.S. foreign policy be substantively different if run by a President Clinton or President Warren or President O’Malley?
Mr. Obama’s “doctrine” is essentially that if something bad happens, he will send in the 82nd Airborne Division. But he won’t. No Democrat whose view of large-scale U.S. military power was formed by the Vietnam War or the Iraq War will do that. Other than aerial bombardments, using the full range of U.S. military assets ended for Democrats with the Johnson presidency.
The last Democrat in that earlier tradition, former Sen. Joe Lieberman of Connecticut, was expelled from the party precisely for this reason. The assertion today that they can take risks because of overwhelming U.S. power is a public-relations bluff.
Put it this way: Any conceivable Democratic presidential candidate would associate with Teddy Roosevelt’s foundational dictum—Speak softly and carry a big stick. That sounds like the Obama Doctrine, or what Hillary Clinton and progressive foreign-policy pundits call “smart” power. But the reality of modern Democrat foreign policy is—Speak softly and claim to carry a big stick, which you have no intention of ever using.
To understand the bluff, look closely at the Democrats’ Doctrine on paper or in practice, and you’ll notice that it’s always prospective. It promises to act at some point in the future if circumstances become so dire that they oblige the U.S. to “overwhelm” the problem with superior power. Never has there been a bigger “if.”
This verbal reassurance always gets rolled forward to the horizon, never quite arriving at a decision to coerce adversary behavior. “Smart” policy means stringing together endless casuistic reasons for not acting.
Instead, their real imperative is to temporize with high-minded “talks”—at the U.N., with allies, enemies, even with our own bureaucratic selves, as with the inability in 1996 to attribute blame for the Khobar Towers bombing.
U.S. responses to the crises in Ukraine and Syria are case studies of the “overwhelming-power” bluff. The Iran deal, a monument to talk, is its apotheosis.
The Democratic Party’s promise of threat when set against its doctrinal aversion to act means it is not credible, and so it is dangerous. It is dangerous because it incentivizes opportunists like Vladimir Putin or Islamic State’s Abu Bakr al-Baghdadi to act, knowing the U.S. will wait for the “mess” to build into a crisis beyond control. At that point, the U.S.’s options collapse to two—the massive, indiscriminate use of U.S. military power. Or losing.
The Obama Doctrine has been conventional Democratic foreign policy since the presidential election of 1972. It is not going to change in 2016.

White House Seeks to Soothe Relations With Venezuela

BOGOTÁ, Colombia — A White House official said Tuesday that Venezuela was not a threat to the national security of the United States, backing off language in an executive order that had inflamed relations with the South American nation and drawn criticism from other countries in the region.
The comments came as President Obama prepared to leave for a trip to the Caribbean and Latin America that will include a meeting of heads of state from the hemisphere.
“The United States does not believe that Venezuela poses some threat to our national security,” said Benjamin J. Rhodes, deputy national security adviser for strategic communications, during a telephone call with reporters to discuss the president’s trip.
He was referring to an executive order signed by Mr. Obama last month that called for economic sanctions against seven Venezuelan officials who the United States said were involved in human rights abuses or violations of due process.
The executive order said that Venezuela was a threat to national security and that it constituted a national emergency for the United States.
The language escalated tensions between the two countries and provoked an angry response from President Nicolás Maduro of Venezuela. Even Venezuelan opposition leaders said it was excessive and had inadvertently played to Mr. Maduro’s political benefit.
American officials had previously sought to play down the language in the order, saying that the administration was required by law to make the security threat designation to carry out the sanctions.
But Mr. Rhodes went further on Tuesday, explicitly stating that Venezuela did not pose a threat, adding that the language was “completely pro forma.”
“We, frankly, just have a framework for how we formalize these executive orders,” he said.
Mr. Maduro faces an economic crisis and has stepped up pressure on the opposition. Prosecutors formally charged the opposition politician Antonio Ledezma, the mayor of Caracas, with conspiracy on Tuesday, saying he aimed to destabilize the country.
Mr. Maduro also has sought to shore up his faltering support with a petition calling for Mr. Obama to rescind the order, collecting what he said were millions of signatures. Venezuelan officials have said they plan to deliver the petitions to Mr. Obama at the Organization of American States meeting, which begins in Panama on Friday.
It will include Cuba for the first time, and most attention has focused on a possible encounter between Mr. Obama and President Raúl Castro of Cuba.

Obama Takes His Hopes for Cuba to Summit Meeting

WASHINGTON — President Obama’s push for a historic opening with Cuba faces its first major test this week as he travels to a summit meeting in Latin America, where he hopes to highlight momentum toward ending a half-century of isolation from the island nation.
Even before Mr. Obama boarded Air Force One on Wednesday, White House officials signaled that the administration was nearing a decision on whether to remove Cuba from its list of state sponsors of terrorism. That left open the possibility that he could use the Summit of the Americas in Panama to clear a major sticking point in the effort to restore diplomatic ties between Washington and Havana.
The move would pave the way for the reopening of embassies that have been closed for over 50 years, a crucial step in the easing of tensions between the United States and Cuba that Mr. Obama announced in December.
Mr. Obama will travel first to Jamaica before going to Panama for the summit meeting, which begins Friday. Cuba is attending the meeting for the first time since being expelled from the Organization of American States in 1962 at the behest of the United States. Mr. Obama and President Raúl Castro of Cuba will face each other in official meetings for the first time, interacting at summit events and on the sidelines of the gathering.
Although White House aides said no formal one-on-one meeting between the two men was scheduled, top Cuban and American officials are expected to hold talks, building on months of behind-the-scenes diplomatic negotiations. And with or without any change in the terrorism designation, the meeting will offer a stage for a powerful moment and some closely watched body language.
“When you have two countries that haven’t really spoken to each other like this in over 50 years, you have a lot of issues to work through,” said Benjamin J. Rhodes, a deputy national security adviser.
Mr. Rhodes said the State Department, which oversees the list of state sponsors of terrorism, “is likely in the final stages” of reviewing Cuba’s inclusion in it at the president’s direction.
Mr. Obama strongly suggested this week that he was inclined to remove the designation, which has limited Cuba’s access to banking services around the world and, more symbolically, relegated the nation to a rogues’ gallery that includes Iran, Sudan and Syria.
“The criteria is very straightforward,” Mr. Obama told NPR on Monday. “Is this particular country considered a state sponsor of terrorism — not, do we agree with them on everything, not whether they engage in repressive or authoritarian activities in their own country.”
“I think there’s a real opportunity here, and we are going to continue to move forward on it,” Mr. Obama said of opening relations with Cuba.
Senator Robert Menendez, Democrat of New Jersey and a leading Cuban-American critic of Mr. Obama’s decision to seek normalized relations with Havana, said any decision to remove Cuba’s terrorism designation should receive “close scrutiny by the Congress.”
“A recommendation to remove Cuba from the list of state sponsors of terrorism would represent another significant misstep in a misguided policy, and it is both discouraging and alarming to read about unwarranted pressure from the White House to rush the State Department’s review process,” Mr. Menendez said in a statement on Wednesday.
Mr. Obama’s trip, during which he will discuss energy cooperation with Caribbean nations in Jamaica and visit the Panama Canal, is emerging as a crucial milestone in his effort to turn the page on a Cold War-era grudge that his advisers say has led to policies that are ineffectual and harmful to American interests.
“It made no sense that the United States consistently essentially made the decision to isolate ourselves from the rest of the Americas because we were clinging to a policy that wasn’t working,” Mr. Rhodes said. “We would anticipate that this does help begin to remove a significant impediment to having a more constructive engagement in the hemisphere, because we demonstrated an openness to engage all the countries in the Americas, to include Cuba.”
Julissa Reynoso, who was a top State Department official in charge of Cuba policy from 2009 to 2012, said, “When I was involved, having one or two meetings with Cuban government officials per year was a significant event, so the fact that these folks are talking continuously is in itself an important thing.”
But Senator Jeff Flake, Republican of Arizona and a leading proponent of re-establishing ties with Cuba, said he thought that Mr. Obama would have acted by now to remove Cuba from the terrorism list. “Movement on that front would really signal that we’re pushing ahead,” Mr. Flake said in an interview, adding that the opening of embassies could not be far behind.
Ms. Reynoso, a partner at the law firm Chadbourne & Parke who is a former ambassador to Uruguay, said the Cuba opening could be a game changer for American relationships throughout Latin America.
“It’s an important historical moment for the entire region,” she said. “Folks are going to be very focused on the body language, the gestures, any form of contact” between Mr. Obama and Mr. Castro.
If Mr. Obama recommends that Cuba be removed from the terrorism list, he will have to send a report to Congress certifying that Cuba has not supported international terrorism in the last six months. Congress would have 45 days to review the removal of the designation, and it could either do nothing, in effect allowing the removal to occur, or try to block it with a joint resolution.
Cuba was first put on the list in 1982 because of its support of leftist insurgents in Latin America.
The most recent State Department report, issued in 2013, said Cuba had “long provided safe haven” to Basque separatists from the group known as ETA and to the FARC rebels in Colombia, and had harbored “fugitives wanted in the United States.” But the report said that Cuba’s ties to ETA had become “more distant” and that the nation was trying to broker a peace deal between FARC and Colombia’s government.

Obama, in Jamaica, Seeks to Reassert U.S. Influence in Caribbean

KINGSTON, Jamaica — President Obama is expected to use a meeting of Caribbean nations on Thursday to try to reassert American influence in the region and press its leaders to pursue alternative energy solutions that would loosen their reliance on oil from Venezuela.
Mr. Obama and Energy Secretary Ernest J. Moniz arrived here Wednesday night, ahead of a day of meetings focused on trade and energy use and production in the Caribbean basin.
The gathering is a prelude to a larger meeting of Latin American nations, the Summit of the Americas, which opens Friday in Panama City. Mr. Obama’s push to normalize relations with Cuba, and tensions with Venezuela, are likely to overshadow a crowded policy agenda there.
Both stops this week are efforts by the president to improve relations and strengthen American engagement with smaller and less wealthy neighbors in the hemisphere. The push for stronger Caribbean ties comes as an economic crisis intensifies in Venezuela, whose subsidized oil is used by most Caribbean countries.
American officials say they are eager to work with Caribbean partners — 14 of whom will participate in meetings with Mr. Obama on Thursday — on alternative energy solutions. They also want to demonstrate a commitment to a region they concede has sometimes felt ignored by the United States.
Mr. Obama, the first American president to visit Jamaica since 1982, will also meet on Thursday with Prime Minister Portia Simpson-Miller and he will hold a town hall-style meeting with young people before departing for Panama.
The Caribbean outreach comes amid strained relations between the Obama administration and President Nicolás Maduro of Venezuela, who has reacted angrily to an executive order by Mr. Obama that froze assets of midlevel officials in his government suspected of human rights abuses or violations of due process.
The order described Venezuela as a threat to United States national security, a charge that senior American officials have recently tried to soften, arguing that it was merely pro forma language that accompanies any such sanctions.
Mr. Maduro says he has collected millions of signatures on a petition calling for the sanctions to be lifted, and that he will deliver the document to Mr. Obama during the summit meeting. A top State Department official made an unexpected trip on Wednesday to Caracas, the Venezuelan capital, for a round of diplomatic maneuvering before the regional meeting begins on Friday.
But the dispute could nevertheless play out at the gathering, where Mr. Obama is hoping to highlight his move toward détente with Cuba and a corresponding tightening of ties throughout Latin America.
The dynamics are less complicated in Jamaica, where Ms. Simpson-Miller was waiting Wednesday night at the foot of Air Force One to embrace Mr. Obama upon his arrival in Kingston. Before turning in for the night, the president made a brief tour of the Bob Marley Museum, in a large Victorian house adjacent to a palm tree-shaded courtyard with red, yellow and green walls. Mr. Marley’s “One Love” could be heard during Mr. Obama’s visit.
As he took in Marley memorabilia, the president reminisced about his days of listening to the reggae legend.
“I still have all the albums,” Mr. Obama said.

Two Israeli Soldiers Injured In Stabbing

Two Israeli soldiers have been injured in a stabbing near a settlement in the West Bank, with the attacker killed shortly afterwards, the Israeli army has said.
An army spokeswoman said: "There was a stabbing attack near Shilo junction. Two people were stabbed and taken to hospital. The terrorist was targeted and killed by IDF (Israel Defence Forces) forces."
The incident happened on route 60, the main road linking the cities of Ramallah and Nablus.
Military sources told AFP one of the soldiers was in a serious condition after being stabbed in the neck.
The other soldier was said to have suffered light to moderate injuries.
Emergency services confirmed paramedics were called to a report of a stabbing near the entrance to the Maale Levona settlement near Shilo.
A statement said: "Paramedics are transferring a young man of around 20 to (Jerusalem's) Shaarei Tzedek hospital in serious condition with a stab wound to his upper body."
Palestinian security sources said they have sent an ambulance to pick up the body of the attacker.
There was a similar wave of attacks in the West Bank and Jerusalem towards the end of last year, but the violence has mostly subsided.
Palestinians demand the West Bank, which was captured by Israel from Jordan in the 1967 war, as part of their future state and object to an Israeli presence there.
Soldiers and Jewish settlers are often targeted by militants.
