The Ukraine crisis has brought the world closer to nuclear war than at any point for a generation, according to an account of a secret meeting between Russian and American military and intelligence figures.
As President Putin celebrated the anniversary of the annexation of Crimea on March 18 with an appearance at a concert outside the Kremlin, a group of retired Russian generals sat down in Torgau, Germany, with a group of their American counterparts. The assembled Russians once ran the interior ministry, the military directorate in charge of nuclear weapons, the GRU (Russian military intelligence) and the FSB (the main successor agency to the KGB). The American individuals present had similar backgrounds in the military, CIA and Defence Intelligence Agency.
Behind closed doors, over two days, the Russians delivered a series of blunt warnings from Moscow that reveal just how precarious Europe’s security has become over the past year, and how broad the gulf between the Kremlin and the West now is.

Swaggering nuclear rhetoric has increasingly permeated Russian life. In a recent documentary, Mr Putin said that when he gave the instruction to annex Crimea, he also ordered that Russia’s nuclear forces be placed on full alert.
He has referred to Russia’s nuclear might many times since the Ukraine crisis began, including in remarks to a group of schoolchildren in August, when he reminded them that “Russia is one of the leading nuclear powers”, and “it’s best not to mess with us”.
Notes of the Elbe Group meeting indicate some areas where the Kremlin is open to dialogue, namely on the “future nature and composition” of the contested territory in eastern Ukraine which, the generals say, Russia wants to see become “an autonomous entity in a confederated Ukraine”.
However, they also show the detailed thinking behind the nuclear bluster. Among the “key messages delivered by Russian participants” was a warning that any military move by the West on Crimea would trigger a Russian response, possibly involving nuclear force. “The United States should also understand it would also be at risk.”
The Russian delegation said that any NATO build-up in the Baltics would prompt an increase in Russia’s “nuclear posture”, according to notes drawn up by a US participant. The warning is baldly recounted: “Russia will use its nuclear weapons against NATO.”
When discussing possible Russian action in the Baltics, it reported: “Russian members mentioned a spectrum of responses from nuclear to non-military.”

The Elbe Group forum was set up to improve mutual understanding between the two countries’ military and intelligence agencies, and has met six times in five years.
The Russian delegation was briefed by Sergei Lavrov, the Russian foreign minister, about what messages to deliver to the Americans, according to its leader, Anatoly Kulikov, the former minister of the interior. Mr Kulikov said that Mr Putin had been briefed.
Both delegations agreed that there was a growing risk of an accidental clash between Russian and US or NATO troops in eastern Europe which could lead to “unintended escalation” and devastating consequences for the world at large.
In language that recalled the darkest days of the Cold War, they urged their respective administrations to set up a military hotline to defuse such escalations by allowing “both sides to quickly and accurately establish the facts surrounding an accident” so that commanders on the ground could “communicate with each other in a manner that avoids combat”.
The report’s conclusions, written from a US perspective, emphasise Russia’s interest in trying to involve the US in legitimising the new status quo in Ukraine. More than 6,000 people have been killed since a Russian-backed uprising began in east Ukraine a year ago. The fighting is in a lull at the moment, with a ceasefire largely holding, but there are widespread concerns that violence will flare again with the arrival of summer.

Russian nuclear threat: Could Vladimir Putin really push the red button?

Notes from a recent meeting in Germany held under the auspices of the Elbe group, bringing together retired American and Russian intelligence officials, presented a stark warning from Russia over Ukraine and the Baltic States. The Russian delegation, said to have been briefed by the Kremlin, relayed the message that Russia would respond with force, including nuclear, in cases where it felt threatened.
This particularly pertained to three key areas: any attempt to return Crimea to Ukraine; the supply of weapons by Nato to Ukraine and on Nato military build-up in the Baltic States, three countries where Russia sees "the same conditions that existed in Ukraine and caused Russia to take action there".
Nato is enhancing its response force by creating a Spearhead Force with the capability of rapidly responding to security threats, and there are plans to establish six multinational command and control elements in Europe, including in Estonia, Latvia and Lithuania.
This is not the first time within the context of the Ukraine crisis that Putin has emphasised Russia's willingness to use its nuclear arsenal. In the Crimea: Path to the Motherland documentary released in March 2015, Putin said that he was ready to put Russia's nuclear weapons into a state of combat readiness during the tension over Crimea's annexation.
In the same month, a senior Russian Foreign Ministry official said that Russia has the right to place nuclear weapons in Crimea, as it planned to deploy 10 Tupolev 22M3 strategic bombers to the peninsula. Recent military exercises included plans to move nuclear-capable Iskander missiles to Kaliningrad.
Although the revised Russian military doctrine in December 2014 is not new in its allowance of tactical nuclear weapons in the case of a conventional attack that "threatens the very existence" of the Russian state, given the strengthening of Russia's narrative regarding its own perceived encirclement by Nato, such threats are potentially open to more dangerous interpretation.
An increasing challenge for the West is the difficulty in determining whether Russia is highlighting nuclear force for the purposes of scaremongering and intimidation, leverage in negotiations, or whether there is a real threat of an attack.
The increase in snap military exercises, greater presence of Russian bomber patrols around European airspace and increased naval activity, particularly around the Baltics, are deliberate. Although Russia claims these are routine, and they do not violate international rules, they are intentionally provocative given the current tension with Europe.
They simultaneously provide a way to test response times and defence capabilities, which adds to the concern around the seriousness of Russia's real intentions. The picture is further confused by the reduction in military communication channels between Nato and Europe on the one side and Russia on the other, as relations have soured.
The notes from the Elbe meeting are highly concerning in their emphasis on the Baltic States. The Russian delegation is said to have explained that, despite being members of Nato, the Baltic States are no different to Ukraine given that they are home to ethnic Russian populations, which could require Russian "protection". 
Although each Baltic State differs in its population's proportion of ethnic Russians, this is where the Russian narrative starts to become more alarming, particularly as, up until now, Russia has broadly refrained from such direct comments directed towards the Baltics. However, it is also where the Russian narrative begins to break down and undermines the credibility of Russia's perceived security claims around Nato enlargement.
Stirring up unrest
The Baltic States are members of not only Nato, but also the EU, and therefore present a very different situation to Ukraine. They have arguably already left Russia's "sphere of influence" and local populations broadly have a lot more to lose from rejecting these institutions. Russia knows it would have to treat the Baltic States differently in terms of implementing more sophisticated hybrid warfare tactics rather than boots on the ground, and wherever there is an ethnic Russian population a pretext exists for Russia to stir up, or create, unrest.
However, it is a more tenuous argument against Nato in the Baltics, when the Baltic States are already members. This may be a sign that Russia is becoming more extreme in its threats, in part because it is running out of options to leverage its position.

Russia has threatened to use nuclear force against the United States and its Nato allies over Crimea and the Baltic States, in a stark warning reportedly issued by Moscow's envoys to their counterparts earlier this month.
At a closed-door bilateral meeting held in Germany in mid-March, the Kremlin's emissaries cautioned that any Western attempt to return Crimea to Ukraine will be met with force.
Russia's nuclear posturing follows further expansion of Nato's military presence in Estonia, Latvia and Lithuania, where the Kremlin appears to be poised to begin destabilising actions like those it used in eastern Ukraine.
Notes of the meetings seen by The Times were drawn up by a group of retired US military and intelligence officials, who met for two days with former high-level members of Russia's intelligence agency, the FSB, and former Russian army generals in the town of Torgau, Saxony.
The document summarised the key points raised by the Russian delegation, which had been briefed by the Kremlin. The details were noted by the Elbe group, a diplomatic platform for US-Russian military and intelligence relations.
The first message reported was that, after its annexation last year, Crimea was now part of the Russian Federation and any attempt by Nato to win it back for Ukraine would be considered a direct attack against Russia.
As such, it "will be responded to forcefully, including through the use of nuclear force," the document read. "In this type of scenario, the United States should also understand it would also be at risk."
The Russians also used Cold War-era language to suggest that, despite their Nato membership, Moscow considered Baltic states no different from Ukraine, as they are home to a minority Russian ethnic population, which the Kremlin claims is being discriminated against.
The Russian delegation said that "the same conditions that existed in Ukraine and caused Russia to take action there" were also currently present in the three small countries off its western border.
"Russia would hope slowly to entice those Russian populations towards Russia without giving Nato a pretext to deploy troops," the US note of the Elbe group meeting read, according to The Times.
To counter Nato influence, "Russian members mentioned a spectrum of responses from nuclear to non-military," the document read.
Finally the Kremlin's envoys left the door open to a diplomatic solution to the conflict in Ukraine, saying that Moscow's preferred option would be the transformation of the country into a confederation allowing a large degree of autonomy to its rebellious eastern provinces.
In their report, the US delegates suggested that their counterparts issued such brazen threats to "shock the US back to the [negotiating] table" over Ukraine.

The US-Russia Initiative to Prevent Nuclear Terrorism
As US and Soviet forces converged in Germany in the final days of WWII, soldiers from both armies met at the River Elbe near Torgau. That historic meeting of comrades, united in the face of common threats, is the inspiration for the creation of a unique group, the Elbe Group.
The purpose of the “Elbe Group” is to maintain an open and continuous channel of communication on sensitive issues of US-Russian relations.
Recognizing that the crisis in Ukraine and Crimea has shuttered communication between the American and Russian governments, our group of senior American and Russian former military and intelligence officers met quietly in Morocco from 19 to 22 March to ask each other whether there remain any areas where the two nations should continue joint efforts. Our answer, given in a joint statement at the end of the meeting, was yes.
The Elbe Group, organized by the Belfer Center at Harvard Kennedy School, has been meeting since 2010 to discuss strategic issues of mutual concern. The members of the Elbe Group are senior retired military and intelligence flag officers; three and four star veterans from the FSB, GRU, CIA, DIA, Ministry of Defense and Department of Defense, with strong connections into their respective governments.
Although the group’s agenda in Morocco was about issues like nuclear terrorism and Islamic extremism, the crisis in Ukraine and Crimea hung over every discussion. Even in private talks between officers who have been meeting for four years via the Elbe Group, the disagreements over “the facts” were as profound as the different portrayals in the two countries’ media. There seemed to be little common understanding of the situation upon which to build a bridge forward, except to agree that neither side wanted to see a civil war in Ukraine.
Both US and Russian Elbe members expressed worry that the situation in Ukraine could spiral out of control resulting in deadly riots or civil war.
The message that the Elbe Group elected therefore to convey in its Joint Statement is that, while it is understandable that a general break in relations is unavoidable, this break should be structured in a way that does not indefinitely interrupt joint actions on sensitive problems like preventing nuclear terrorism, eliminating Syrian WMD, or preventing an Iranian nuclear weapons program. As one Russian member said, “If we cannot agree on steps to make things better, we may at least be able to agree on steps to avoid making things worse.”

Elbe Group Joint Statement 
21 March 2014
Introduction The current crisis connected with the situation in Ukraine and Crimea should not interrupt the joint efforts of the United States and the Russian Federation to protect our shared strategic interests. Combating terrorism and preventing the spread of weapons of mass destruction remain vital to the security of our two countries and our partners and allies. The Elbe Group recommends that both governments continue to work jointly in the following areas, despite disagreements in other areas.
Combating Nuclear Terrorism and Nonproliferation. We believe it is in the interest of the US and Russia that current problems in the bilateral relationship not contribute to vulnerability in global nuclear security. The joint efforts of both countries are required to prevent terrorist groups from acquiring nuclear or other radiological materials.
Syria. We believe it is in the interest of the US and Russia that the withdrawal and elimination of weapons of mass destruction in Syria not be interrupted and that the conflict there be settled in a peaceful way.
Afghanistan. We believe it is in the interest of the US and Russia that, as US and coalition forces draw down in Afghanistan, a mechanism is developed and sustained to prevent the reemergence of violent Islamic extremists and terrorists groups which can threaten the people of Afghanistan or the neighboring states.
Islamic Extremism. We believe it is in the interest of the US and Russia to continue to work jointly with our partners and allies to combat violent Islamic extremism.
Ukraine. We are concerned about the possible negative consequences from the crisis in Ukraine. It is in the interest of our countries that the situation in Ukraine be normalized. The actions of all parties, internal and external, should not further complicate the situation
The differences between the United States and the Russian Federation over the situation in Ukraine and Crimea affect all aspects of the bilateral relationship. Failure to overcome this obstacle can lead to a vacuum in the efforts to provide long term security for our nations.
Therefore, issues of cooperation between the US and Russia in the sphere of security dictate a need to search for ways to lower mutual confrontation in the interests of our countries and the international community.
The Elbe Group believes that the existing channels of dialogue should not be interrupted but expanded and developed.

The US-Russia Initiative to Prevent Nuclear Terrorism

As US and Soviet forces converged in Germany in the final days of WWII, soldiers from both armies met at the River Elbe near Torgau. That historic meeting of comrades, united in the face of common threats, is the inspiration for the creation of a unique group, the Elbe Group.
The purpose of the “Elbe Group” is to maintain an open and continuous channel of communication on sensitive issues of US-Russian relations.
The members of the Elbe Group are senior retired military and intelligence flag officers, all of whom have strong connections back into their governments. It is an unprecedented gathering of three and four star veterans from the Federal Security Service, Main Intelligence Directorate of the General Staff, Ministry of Defense, Central Intelligence Agency, Defense Intelligence Agency, and Department of Defense.  The Elbe Group has high level visibility in both the US and Russian governments.  President Vladimir Putin, Prime Minister Dmitry Medvedev, and Foreign Minister Sergei Lavrov have all been personally briefed on the group by Russian members.  Current chief of the General Staff Valery Gerasimov participated in the Elbe Group Round Table on Missile Defense in November 2011, hosted by former Minister of Interior, General Anatoly Kulikov.  US members likewise send feedback directly to the highest levels in Department of State, DIA, CIA and Defense Department.
The next Elbe Group Meeting is scheduled for March 2015.

Group “Elba”
Were the last days of World War II, when soldiers of the foremost part of the Soviet and American troops to advance into Germany, met on the Elbe River near the town of Torgau. This historic meeting comrades in arms, united in the face of common threats, inspired the creators of a unique group – a group of “Elba”.
The purpose of the “Elbe” is to maintain an open and constant communication channel to discuss sensitive aspects of US-Russian relations.
Group “Elba” is made up of representatives of retired senior officers of the intelligence and military agencies. The group is unprecedented in its composition. Among the participants of three- and four-star generals who served until his retirement in such agencies as the Federal Security Service, the Main Intelligence Directorate of the General Staff, the Central Intelligence Agency, Defense Intelligence Agency, and the US Department of Defense and Russian. Group “Elba” is widely known in the US and Russian government circles. Russian members of the group reported on its work to the president, Vladimir Putin, Prime Minister Dmitry Medvedev and Foreign Minister Sergei Lavrov. The current Chief of the General Staff of the Russian Armed Forces Valery Gerasimov participated in a roundtable discussion group “Elba” on missile defense, organized by former Interior Minister Anatoly Kulikov in November 2011. American members of the group as well directly inform the higher echelons of the State Department, DIA, CIA and Department of Defense.
Meeting in Jerusalem, 22-26 March 2013
Group Members “Elba” held a meeting in Jerusalem’s Old City March 22-26, so that among other topics to discuss nuclear terrorism, Afghanistan, Syria, Iran and intelligence cooperation.
The meeting of the “Elbe” in Jerusalem:
Retired Army General Anatoly Kulikov, former Minister of the Interior;
Retired Army General Valentin Korabel’nikov, former chief of the Main Intelligence Directorate of the General Staff of the Armed Forces;
Colonel-General Anatoly Safonov, retired, former deputy director of the FSB and the Deputy Minister of Foreign Affairs;
Colonel-General Vladimir Verkhovtsev retired, former chief of the 12th Main Directorate of the Ministry of Defence;
Retired colonel Vladimir Pinnacles. Former deputy head of the Internal Troops and Officer Ministry of Atomic Energy;
General of the Air Force retired Eugene Habiger, former commander of Strategic Command;
General John Abizaid, former commander of US Central Command;
Lieutenant General Land Forces retired Franklin Hagenbeck, the former head of the US Military Academy;
Lieutenant General Land Forces retired Mike Maples, former director of the Defense Intelligence Agency;
Rolf Moett-Larssen, a former director of intelligence and counterintelligence Department of Energy;
Brigadier General Land Forces retired Kevin Ryan, a former military attaché CSHA in the Russian Federation.

Russian and American participants generally agreed that in many cases (eg in the case of Iran and Syria), there is a strategic rapprochement between the two countries as a whole, however, the observed differences in tactics to achieve goals.
Group “Elba” does not believe that the differences are insurmountable obstacle for the continuation of cooperation between the two countries on most issues.
Nuclear terrorism.
Nuclear terrorism remains a real threat, the opposition which requires the joint leadership of Russia and the United States. Group “Elba” helped publish the first joint Russian-American assessment of the storm (US-Russian assessment of the threat of nuclear terrorism), and also made a contribution to the continuation of this evaluation, which will be published Belfer Center at Harvard University and the Russian Institute of USA and Canada in the next two months. Group Members “Elba” appeal to international organizations (such as the IAEA) and to similar groups in other countries in order to help disseminate information about the threat and methods to counter this threat. Such treatment is intended to support ongoing at the governmental level of the Global Initiative to Combat Nuclear Terrorism.
Nuclear black market.
According to the Russian participants of the meeting, the term “black market” used in the continuation of the US-Russian nuclear terrorism threat assessment overstates the level of illegal activity of buying and selling nuclear materials. They recommended to abandon the term “black market”, explaining that the market exists only when there is a constant buyers and sellers who know the prices as well as where and how to make deals. According to the Russian participants, a description of what happens as “the market” means much more organized activity than what is actually happening. The answer to the question of whether the organized efforts undertaken by the purchase and sale of nuclear materials is important for the characterization of the threat of nuclear terrorism.
China.
The Russian side will provide for the group to discuss the topic with the Chinese military to prevent nuclear terrorism. Club President commanders of the Russian Federation (KVRF) General Kulikov will hold an event in May, during which the American team members will be able to join the Russian to discuss the threat from the Chinese military. Kulikov also noted that this year KVRF trained two Chinese military, and in November last year, the Chinese officer on his invitation to be present during the group “Elba” Roundtable on Afghanistan. Kulikova initiatives provide unexpected opportunities to engage in dialogue with the Chinese military, and the group “Elbe” will try to take advantage of these opportunities.
Syria.
According to the Russian participants to avoid the transfer of power in Syria to Sunni extremist groups, and this need outweighs the case for intervention in the conflict in order to stop it. No Russian member of the “Elbe” is not defended Bashar al-Assad, but they claimed that throughout the Arab world, where there was a change of regime, this has led to changes for the worse. American participants recognized the risk posed by Sunni extremist groups seeking power, but did not agree that this risk outweighs the risks associated with non-interference in the conflict. Member of the “Elbe”: “During the Cold War, Moscow advocated revolution, any revolution, while Washington sought to stability. Today, the parties exchanged roles: America for the revolution, and Russia for stability. ”
Iran.
The main difference between the scores of Russian and American participants threat from Iran is, as a party to assess the ability of Iran to develop nuclear weapons. Russian participants do not agree with the opinion of the American and Israeli experts, who believe that Iran could acquire the necessary weapons of nuclear materials within the next 12 to 18 months. Russian participants believe that this process will take at least a decade. Both Russian and American participants expressed sincere doubts that a military strike on Iranian nuclear facilities would delay Iran’s nuclear program.
Missile defense.
Although the group “Elba” discussed missile defense at all previous meetings, the Russian side this time said that the fate of the issue is now in the hands of the two governments and the group can not make or how significant contribution to its resolution. The US side agreed in principle with this opinion, but noted that the recent decision to cancel the fourth stage of the deployment of missile defense in Europe opened up new opportunities for advancement in this field. One of the Russian participants of the meeting summed up the Russian comments on this issue, saying: “Of course, we are happy the decision to cancel the deployment of some elements, but we still have to see guarantees of any kind.”
Cooperation intelligence agencies.
Russian and American participants generally supported the cooperation of intelligence services in the US and Russia, but the Russian side considers it impossible to accurately assess the extent to which the current level of cooperation is adequate, because the band members no longer employed in active service. In addition, they cautioned against pushing intelligence agencies to enhance cooperation, as this can lead to unpleasant consequences, prompting those agencies refuse tips of the “Elbe”. The US also believes that cooperation should still deepen, noting that the contacts between the security services should be at least as direct and frequent, as the band members “Elbe”, which held eight meetings in two and a half years. According to one of the Russian participants that the level of cooperation in the field of intelligence between agencies responsible for security, is an indicator of the level of trust between the two countries.
Missing in the fighting in Afghanistan.
Member of the “Elbe” and former director of the DIA, Lieutenant General retired Mike Maples said that recently was one of the finds of the Soviet soldiers missing during the military campaign of the USSR in Afghanistan. This event demonstrated that the search for the American and Russian nationals missing in Afghanistan could become an important common goal. Former deputy director of the FSB Anatoly Safonov said that the collection of information on those who are unaccounted for, is a moral obligation for both countries, but also that the methods developed by the United States in this area could be useful. For many years, the United States and Russia are working together to find the missing soldiers during the Cold War. Group “Elba” calls on both countries to renew their commitment to the search for those still unaccounted for and to extend this cooperation to Afghanistan in order to locate or determine the fate of all missing there soldiers and civilians of the two countries.
“Islamism” (radical extremist movement in Islam).
One of the Russian participants expressed the view that the threat from radical Islamic extremists, or as he put it, “Islamism” – is one of the most serious threats faced by our countries. He suggested that the group “Elba” began studying this threat at the next meeting. American participants agreed to discuss the threat, but noted that the term “Islamism”, if literally translated into English, not very well reflects what was referring to the Russian representative. The American understanding of this phenomenon is better referred to as “radical extremist branch of Islam.” Russian strategists have long described the threat posed by radical Islam as “southern arc of instability” from western China to the Balkans. Not agreeing fully with the Russian point of view of the existence of an “arc of instability”, a group of “Elba” as a whole recognizes that there are clear links between radical groups in these regions.

President Putin is using the threat of a nuclear showdown over the Baltic states to force Nato to back away from Russia’s border, according to notes of a secret meeting between intelligence figures from Moscow and Washington.
Western security chiefs are braced for the Kremlin to begin a series of “destabilising actions” in Estonia, Latvia and Lithuania that would directly challenge Nato’s mutual defence pledge.
These could involve civil disturbances involving local ethnic Russians, or a cyberattack that could not be definitively traced back to Moscow.

West Can Stop Putin Only by Focusing on the Dirty Money Moscow Keeps and Uses Abroad, Shevtsova Says

            Staunton, April 2 – Sanctions against Putin’s Russia and other authoritarian regimes are like those imposed in the past against apartheid in South Africa: morally necessary but insufficient by themselves to cause political change. And moving up forces to areas threatened by Russia is also limited in its impact on the Kremlin leader’s behavior, Liliya Shevtsova says.


            If the West is to contain Putin, she says, it must begin by recognizing that it needs a new paradigm, one that reflects the centrality for the Putin elite of money, generally illegally obtained, the desire of that elite to keep it in safe havens abroad, and Moscow’s willingness and ability to buy support among Western elites (

            Only by recognizing this and taking action to expose and then limit such financial operations, the Moscow commentator says, can the West hope to “liquidate the cancerous tumor” within itself and establish new post-Cold War rules of the game that the Kremlin will have an interest in not violating.


            Moreover, Shevtsova argues, Western governments and especially European ones should adopt a similar strategy against the authoritarian regimes in “Belarus, Azerbaijan, Kazakhstan, Uzbekistan, and other [post-Soviet] countries lest they exploit the openings the West has provided them by using methods that no longer affect key elites directly.

            In an interview with Charter 97’s Natalya Radina, Shevtsova says that Europe has undergone a stress test over the last year because of Putin’s annexation of Crimea and invasion of the Donbas. It has shown far more unity and gumption than many might have expected given all its internal divisions.


            But the statements it has made and the sanctions it has employed against Putin’s Russia are “only a tactic and not a strategy,” and they are unlikely to be effective on their own unless combined with a clearly developed range of measures designed to “force a regime which is crossing a red line not to do something bad.”


            The place to start for thinking about what such a strategy should look like, Shevtsova says, is to recognize that “the Soviet Union survived on account of its confrontation with the West. But the post-Soviet Russia of Yeltsin and now Putin survives by integration with the West, by the formation inside it of a source of enrichment, a ‘fifth column’ and spheres of influence.”


            That is “a completely new model of survival,” she says, and consequently, “it is impossible to cope with the Putin Kremlin, to contain and limit his freedom of action by applying to Russia only economic and military sanctions, by sending five armored vehicles or tanks to Lithuania, by creating rapid deployment forces” or something similar.


            What needs to happen, the Moscow analyst says, is for Europe and the West more generally to investigate Russian money abroad, where it is being invested, and to whom it is being paid, and then block the flows of money that Putin and his entourage have illegally obtained, as is the case with much of it.


            That won’t easy for Europe to do, she says, because many in Europe are profiting from the existence of this Russian money; but Europe will not succeed in containing Putin if it does not focus on this issue and take decisions.  “The situation is completely new, and one must not compare it with ‘the cold war.’” A new “system of taboos” must be developed.


            Had Western analysts been paying attention, Shevtsova says, they would have noticed that the Kremlin well before Ukraine, indeed as early as 2007, had developed and ultimately formally approved a new concept of its foreign relations which reflected its new concerns with money and its placement abroad.


            Before the Crimean Anschluss, Moscow saw as the matrix of its approach integration with Europe and the Western community on the basis of dialogue. Now, Shevtsova argues, it sees this wealth as a means of survival, of “containing the West inside and beyond the borders of Russia,” an approach in which Ukraine has become “a laboratory for testing this doctrine.”

To hear Vladimir Putin say it, Russia is not at war with Ukraine. “I think that this apocalyptic scenario is highly unlikely, and I hope it never comes to that,” Putin said when asked on Russia’s Defender of the Fatherland Day whether his fellow citizens may “wake up one day to learn we are at war” with Ukraine. It can be inferred that the commander-in-chief of the Russian armed force believes (or wants us to believe) that there will be no war between Russia and Ukraine for as long as Moscow refuses to admit to its involvement in the conflict. But is there such a thing as a declared war any more? And how should other European nations respond if they become the target of an undeclared war? What can be done to prevent repetition of the Ukraine scenario elsewhere in Europe?

U.S.-Russia Conference Aims to Reduce Tensions

For two days in October, Russian and American experts met at the Belfer Center to discuss the state of U.S.-Russia relations and look for glimmers of hope.
Unfortunately, few were seen. The conflict in Eastern Ukraine is only the most urgent manifestation of a deeply troubled relationship between Russia and the West—in particular the United States. As one Russian participant stated, “We should deal first with the problems that existed even before Ukraine.”

Restoring the Spirit of the Elbe Meeting | Opinion

On the eve of the NATO summit in Chicago on May 20-21, it seems that the rhetoric from both the United States and Russia has returned to a more combative past. Deep-seated disagreements over missile defense and so-called frozen conflicts in Georgia have renewed suspicions and battered trust between the countries. This corrosive situation is only amplified by the fact that both countries are in an election year when moderation is viewed as a weakness and hyperbole is the norm.
So it is surprising that a low-profile group of retired general officers from the United States and Russian military and intelligence services should be a voice of reason. Their recommendation is to shift competition away from the military sphere and to seek trust and strategic stability in our relations. The Elbe Group, which is named after the place where U.S. and Soviet forces linked up on April 25, 1945, at the end of World War II, has been formed to achieve this goal.
The Elbe Group consists of retired three- and four-star generals from the U.S and Russian military, CIA, Defense Intelligence Agency, Federal Security Service and GRU, the military intelligence branch. These agencies were for many years the hot spots during the Cold War. The GRU was so secretive that the Soviet government did not even admit that it existed until after the Cold War ended. In most cases, we meet in third countries because some members of the Elbe Group cannot get visas to each other's countries. These officers are patriots of their nations but are united by the same goal: to find solutions to our common problems.
Russian members include former Interior Minister Anatoly Kulikov, former GRU head Valentin Korabelnikov and former FSB deputy head Anatoly Safonov. U.S. members include the former commander-in-chief of Strategic Command, General Eugene Habiger, and the former head of the Defense Intelligence Agency, Lieutenant General Michael Maples.
The Elbe Group has met three times, its most recent session being in March outside Larnaca, Cyprus. The group adopted as its first mission statement in 2010 to focus on the prevention of nuclear terrorism and worked with experts at Harvard Belfer Center and the Institute for U.S. and Canadian Studies in Moscow to publish the first joint assessment of this threat. This joint assessment, published in English and Russian, made clear in an unclassified booklet the very real danger that dedicated terrorists could obtain or make a nuclear device. The group also authored a joint article in advance of the nuclear security summit in Seoul last month with recommendations for U.S. and Russian cooperation in preventing nuclear terrorism.
But the issue that most concerns Elbe Group members is the lack of trust that still affects the strategic dialogue. The lack of trust is at the heart of disagreements over subjects like missile defense. Russian strategists doubt U.S. statements about the intent of its missile defenses, and U.S. leaders fear integrating their missile defenses with Russian ones.
As a result, the Elbe Group agreed to the following statement on strategic stability at the Cyprus meeting and recommends it to policy makers in both countries:
"The Elbe Group recognizes that strategic stability and trust between the world's two strongest nuclear powers will continue to play a vital role in providing security for both our countries and the entire world, including our ability to resist terrorism. It is in neither the United States' nor Russia's best interests to attempt to gain a strategic military advantage over the other.
"We have emerged from the Cold War and continue to face new complex problems, but the strategic stability we achieved should not be lost as a result of our actions. Unlike the Cold War era, our mutual desire to achieve strategic stability today can be realized with less emphasis on the use of military force. The use of any force today, let alone nuclear weapons, is disproportionate to the existing or potential issues in U.S.-Russia relations. This concept should be reflected in the military strategies and doctrines of both our countries."
The members of the Elbe Group draw their inspiration for collaboration from their predecessors who found a way to overcome many differences to achieve victory and peace over a common enemy in World War II. In one week, we will mark the 67th anniversary of the end of the last great war in Europe. The peace that was won by force can best be preserved by cooperation.
