MOSCOW Russia offered visiting Iraqi Prime Minister Haidar al-Abadi military and other aid on Thursday to help push back Islamic State militants who have made further sweeping gains in both Iraq and Syria this week.
The advances by IS, which captured the Iraqi city of Ramadi last weekend and on Thursday was tightening its grip on the historic city of Palmyra in neighboring Syria, have exposed the shortcomings of Iraq's army and the limitations of U.S. air strikes.
In going ahead with his visit to Moscow despite the worsening security crisis, Abadi said he had wanted to underline the importance of his country's ties with Russia, adding that he had disregarded "certain forces" advising him to cancel the trip.
"We are expanding cooperation in the area of military technology," Russian President Vladimir Putin said at the start of talks with Abadi in the Kremlin, hailing Iraq as an "old and reliable partner in the region".
"Our relations are developing very successfully ... Our companies are working in your country and we are talking of investments in the order of billions of dollars," Putin added, without elaborating.
Russian companies were involved in the Iraqi economy for decades during the rule of Saddam Hussein and strongly opposed the U.S.-led invasion of Iraq in 2003 which ousted the dictator and ushered in a prolonged period of turmoil.
Earlier on Thursday, Russian Foreign Minister Sergei Lavrov said Moscow would make every effort to help Iraq defeat Islamic State, whose capture of Ramadi last weekend was the most significant setback for the Baghdad government in a year.
"We are focused on developing ties in all spheres, including military-technical cooperation, economic cooperation and cooperation in the oil and gas sector," Abadi said.
Weak global oil prices have prompted Russia to seek closer ties with the Organization of the Petroleum Exporting Countries (OPEC), of which Iraq is a member.
Russia, one of the world's biggest non-OPEC oil producers, is scheduled to hold consultations with the group ahead of an OPEC policy-making meeting in Vienna next month.

The Islamic State terrorist group just claimed a big victory in Iraq with the seizing of Ramadi, the provincial capital of Iraq's largest region.
And Baghdad's actions before and after the setback are raising red flags about the strategy to fight ISIS.
Reuters described the loss of Ramadi, about 75 miles from Baghdad, as the "biggest defeat for the Baghdad government since last summer" when the Islamic State (aka ISIS, ISIL, and Daesh) seized Mosul and declared its caliphate, an Islamic empire that aims to unite the world's Muslims under a single religious and political entity.
Significantly, the loss might have been preventable had Baghdad been willing to empower the area's Sunnis.
ISIS formed after the US occupation of Iraq, which toppled dictator Saddam Hussein's Sunni regime and placed Shiites in powerful positions in the country's new government.
Then, in December 2010, the US went along with the plan backed by Qassem Suleimani, the head of the Quds force of the Iranian Revolutionary Guards Corps. The plan called for no US troops beyond 2011 and relied on the continued support of the authoritarian Iran-backed regime of Nouri al-Maliki, then Iraq's prime minister.
Ali Khedery, the longest continuously serving US official during the Iraq war (2003-09), has saidAmerica's continued support of Maliki made it so that "Iraq's path toward civil war was really inevitable."

Michael Pregent, a former US intelligence officer, and Daily Beast reporter Jacob Siegel highlight that Iraq's government is still dominated by Shiites, who "fear empowering Iraq's Sunnis more than they fear allowing ISIS to continue attacking and bleeding the country’s Sunni regions."
Rather than empower Sunnis, Baghdad has relied on Shia militias backed by Iran to drive ISIS out of Iraq since Iraq's own army isn't yet capable of beating back the terror group on its own.
And the government is reluctant to divert weapons from the Shia militias to Sunnis out of fear that these Sunnis might one day rise up against the Shiites in Baghdad.
Further, Baghdad's reliance on Iranian help to fight ISIS is creating a vicious circle that could benefit the terror group.
"More than anything, defeating ISIS requires a capable ground force," Pregent and Siegel write. "Baghdad has refused so far to entrust Iraq’s Sunnis with their own defense, preferring to arm the Shia militias and choose where they fight.
"In turn, Sunni areas like Anbar are vulnerable to attacks like the one on Ramadi, which further threatens Baghdad. With Baghdad under threat, the government is even less willing to siphon resources from the militias, which comprise the capital’s Shia defense force and arm the Sunnis. And from that logic ISIS prospers."

As Pregent told Business Insider, Iran doesn't seem to want to defeat ISIS entirely.
He argued that Iran wants to keep control of Baghdad and Damascus, but also has something to gain in allowing ISIS to continue operating in other areas.
As long as ISIS remains a threat, Iran can claim that its allies in Syria and Iraq (Shia militias and the regime of Syrian dictator Bashar Assad) are the only thing preventing a jihadist takeover, thereby preserving Iran's influence in those two countries.

Unfortunately, Iraq is incapable of fighting ISIS on its own. Naseer Nori, head of the Iraqi defense ministry’s media office, told The Wall Street Journal: "On a strategic level, there have been victories against Daesh. Does this mean Daesh is no longer effective? No. We must be honest."
As McClatchy DC noted, ISIS militants in Iraq snatched up US equipment as Iraqi army troops abandoned their positions.
The Journal pointed out that ISIS taking Ramadi "has exposed the fragility of Iraqi forces, despite US efforts to train them."

Nori said he wants more American involvement in the fight against ISIS in Iraq. But President Obama has already taken a lot of criticism for using airstrikes to support the Iran-backed Shia militias, and he seems reluctant to commit American ground troops to the fight. Iran is more than happy to extend their influence.
Ramadi is a Sunni city that's strategically important given its proximity to Baghdad. And now Iran-backed Shia militias are headed into Ramadi to try to take it back.
This clash is a dark turn and a recipe for sectarian tensions to intensify.

The dramatic fall in recent days of Ramadi has blown a hole in that confidence.

American officials insist that Ramadi itself was not that important and that the city had been partially held by Isis for much of the past eighteen months. But the collapse of Iraqi forces in the capital of Anbar province has raised a series of broader questions about the viability of the Iraqi-US campaignagainst Isis.
For an administration still struggling to come to terms with the rapid rise of Isis, which seized the ancient Syrian city of Palmyra on Thursday, the fall of Ramadi has had uncomfortable echoes of the takeover nearly a year ago of the northern city of Mosul, when Iraqi forces simply melted away.
“We’re still trying to piece together exactly what happened there, but it is not a Mosul collapse and disintegration of units,” said a senior State department official, trying to put a brave face on the situation.” General Martin Dempsey, the chairman of the joint chiefs of staff, was less polite. The Iraqi forces, he said, were “not driven out of Ramadi, they drove out of Ramadi.”
The events in Ramadi have focused attention on four principal problems with the US and Iraqi campaign against Isis. The first is the most obvious, the quality of the Iraqi forces. After the Mosul collapse, the US sent back trainers to Iraq to help stand up a more resilient and disciplined force, but Ramadi has demonstrated the scale of the challenge.

Kirk Sowell, Amman-based publisher of Inside Iraqi Politics, says that the eighth division of the Iraqi army, which had been in charge in eastern Anbar, was “clearly a hollow division . . . This shows the health of the Iraqi government and security forces.” He adds: “You have 300 [US] trainers for the Iraqi forces in Anbar. What can 300 trainers actually do?”
Ramadi is not the only place where these weaknesses have been in evidence. Along the front lines in Anbar province during a visit in February, Shia volunteer forces took up the bulk of the fighting against Isis, even as a nearby army unit held some positions. Recruited from southern cities, Shia volunteers voiced contempt for the fighting abilities of the uniformed army, which they said lacked morale and discipline. “The army is full of corruption and backbiting,” said Hamid Yasseri, commander of the volunteer force. “I protect my people much better than the army protects its people.”
As a first step, the Obama administration is backing the Iraqi government’s plan to accelerate recruitment for the army in Anbar and to rebuild the police force. An amnesty has been issued for the around 24,000 members of the police in the province who left their posts over the past couple of years, US officials said.
At the same time, the administration is also looking at expanding its own training mission in Iraq and is trying to “streamline” the delivery of weapons to Sunni tribes which are prepared to confront Isis, despite fears that some of those weapons could end up in the hands of Isis fighters.
The weaknesses of the Iraqi military has exposed a second problem, a growing dependence on the part of the Baghdad government and the US on Shia militias, many of which have links with Iran. For months, the US has had an almost competitive relationship with the militias. US commanders ordered heavy air strikes over Tikrit in March in part to demonstrate that Iran-backed militias could not take the city on their own. But now Baghdad has called on a Shia-dominated militia force to play a central role in the campaign to retake Ramadi.

Ramadi takeover is yet another symbol of a hollowed-out state
The violent seizure by the Islamic State of Iraq and the Levant (Isis) of Ramadi, the capital of Anbar province — which stretches from near Baghdad to Iraq’s border with Jordan — is a huge blow to the Iraqi government and once again calls into question the country’s future as a unitary state, writes David Gardner. 
As well as the political sensitivities of working alongside forces supported by Iran, the concern is that the heavy presence of Shia militias will exacerbate sectarian tensions in Sunni Anbar province. However, Michael Knights, an expert on the Iraqi military at the Washington Institute, says that some Shia units have learnt over the past year how to operate in Sunni areas without alienating the local population.
The fall of Ramadi has, at least, concentrated minds in both Baghdad and Washington about where the anti-Isis campaign should be focused. Earlier this year, US defence officials had talked openly about the prospect of a spring offensive to retake Mosul in the north. However, the immediate priority is now on trying to repel Isis in Anbar, much closer to Baghdad.
The fourth issue is whether the White House needs to expand its direct military involvement in the Iraq campaign against Isis, despite President Barack Obama’s ban on “boots on the ground”. For months, US military leaders have been suggesting they will need US forces in the country to play a more active role — as spotters for air strikes, greater flexibility for special forces and for “trainers” to operate nearer the front lines, co-ordinating anti-Isis operations.
Senior administration officials say no formal requests have come from the military for such changes, but Mr Obama must now answer difficult questions about how deeply he wants to get involved in the Iraqi conflict.
Supplies run short as Iraqis flee Ramadi
Thousands of Iraqis fleeing the jihadi takeover of Ramadi have been stranded in the desert, some dying of heat exhaustion, as the UN Assistance Mission for Iraq (UNAMI) warns it is running out of supplies, writes Erika Solomon.
UNAMI deputy Lise Grande said that within a month the UN would be out of emergency supplies and would close 77 health centres unless it received financial support.
“In about two weeks we will be completely out of emergency kits and food boxes. If another town is attacked, that’s it, we’re out of stock . . . By July, the food pipeline breaks,” she told the Financial Times on Thursday. “Worried isn’t the word. We’re panicked.”
Almost 3m have been displaced by violence in Iraq. In the past week alone, some 40,000 Iraqis fled Ramadi after Isis seized the city on Sunday. 130,000 others fled Isis attacks there last month.
Nearly half of those displaced from Ramadi were denied entry into Baghdad or nearby Karbala, home to revered Shia shrines, because of worries that there could be Isis infiltrators among the largely Sunni displaced. Local leaders from Anbar province argue that without more help, desperate refugees will be more likely to turn to Isis.
Seven people died under the dire conditions in the past few days, most of them children, Ms Grande said. “At one point up to 6,000 people were forced to sleep outside. The UN tried to get convoys to those people and security didn’t allow it.”
Another 13,000 people are trying to squeeze into about 1,000 UN tents and caravans in nearby Habbaniya, she said. But with a military base in the city, it too could become the site of an Isis attack and force another mass expulsion.
The US spends about $8m per day in its fight against Isis. Ms Grande is calling for $500m to fund UNAMI. “It’s an issue of proportionality. So much money goes into the military operations and so little goes to victims of the violence,” she said.
Ms Grande warned that the UN will not be able to help the expected waves of displaced people fleeing Iraqi forces, backed by US-led coalition air strikes, fighting to push Isis out of Anbar and, eventually, Iraq’s second-largest city Mosul. Millions more may seek safety.
“We could be facing 14 more Ramadi-like situations before Mosul,” Ms Grande said. “We’re already at breaking point and the big battle hasn’t even started.”

Pentagon Rhetoric About Ramadi’s Fall Risks U.S. Credibility

When generals start playing with syntax, hold on to your wallets. “The ISF (Iraqi Security Forces) was not driven out of Ramadi,” Army General Martin Dempsey, chairman of the Joint Chiefs of Staff, said Wednesday. “They drove out of Ramadi.”
That grammatical shift from the passive to the active voice—Dempsey boasts a master’s degree in literature from Duke, after all—highlights just how badly Iraq’s U.S.-backed war against the Islamic State in Iraq and Syria is now going.
“We saw this movie—it was called Vietnam,” says Anthony Zinni, a retired four-star Marine general who began his career in that country in 1967, advising South Vietnamese marines. “They are losing credibility. We went through this in Vietnam where we touted pacification and winning all these battles while strategically losing the war.”
The growing disconnect between what’s happening on the ground, and what U.S. military leaders say is happening on the ground, has consequences. “For the last 13 years, even though we have not done well in either Iraq or Afghanistan, the American people have stayed with the military,” Bing West, a one-time Marine infantryman and former assistant defense secretary, says. “But if the American people now see a gap between the reality and what the military is telling them, then you end up with the corrosiveness that we saw in Vietnam.”
Dempsey’s verbal twist—implying that ISIS didn’t force some of Iraq’s best troops out of the city, but, thanks in part to American training, they left in a crafty and bold military move—comes on the heels of a Friday briefing at the Pentagon that Saturday revealed to be close to fiction.
“We firmly believe [ISIS] is on the defensive throughout Iraq and Syria,” Marine Brigadier General Thomas Weidley told Pentagon reporters in a teleconference from the region. “The Iraqis, with coalition support, are making sound progress,” Weidley, chief of staff of Operation Inherent Resolve, the anti-ISIS operation, added. “The coalition will continue to support the government of Iraq as they conduct operations in Ramadi.”
The next day, after a series of bombings, ISIS fighters took over Ramadi after Iraqi troops fled, collecting a half-dozen U.S.-provided tanks and 100 vehicles abandoned by the Iraqis in their rush to drive out of the capital of Anbar province. ISIS forces killed an estimated 500 Iraqi troops and civilians, while 25,000 residents fled the city. In addition to Ramadi, they now occupy the major Iraqi cities of Mosul and Fallujah.

Pentagon officials argue that the long-term U.S. strategy—stepped-up (re)training of Iraqi troops, backed by U.S. and allied air power—ultimately will prevail. They note that they have said from the start that the anti-ISIS campaign could take three years. The U.S. joined the fight last August, and has been flying nearly-daily air strikesagainst ISIS targets in Iraq and Syria. There’s a push “for a narrative about success, and that the strategy is fine, that influences different echelons of our government and military to not go outside that narrative,” says Derek Harvey, a one-time Army intelligence officer now at the University of South Florida. “That disconnect risks undermining their credibility.” The retired colonel, who worked for Army general David Petraeus, believes the U.S. focus on vehicles destroyed “measures progress by elements that are irrelevant and meaningless.” The U.S.-led effort is additionally handicapped because it has been done half-heartedly. “A bad strategy that is not properly resourced has a zero chance of success,” he says.
The Pentagon has deployed about 3,000 U.S. troops to train Iraqi forces, although President Obama has restricted their efforts to areas well behind the front lines. That means they can’t call in air strikes and gather front-line intelligence that could give Iraqi forces a critical advantage. Zinni contends a relatively small U.S. combat force on the ground inside Iraq could destroy ISIS, but Obama’s aversion to casualties has ruled that out. “Everybody with any kind of military experience in the Pentagon knows damn right well that this strategy isn’t going to work because you’re counting on breaking his will and there’s no sign of that happening,” he adds. “This strategy has got to bring up Vietnam, where they were saying, `Give us time, we’ll kill enough of them and hit a tipping point.’ The problem is they have not found the tipping point.”
The American people, following more than a decade of war, may not be in the mood for another two years of fighting with an unreliable ally. The Pentagon is doing what it can despite the restrictions the White House has imposed. But the over-selling of military progress in battling ISIS is the first step in a treacherous march toward disillusionment that the U.S. military has now begun.
“If the battle is going against you—and it is—do not put yourself in the position where the credibility of the U.S. military is undermined,” West says of Dempsey’s drive-time comment. “If it doesn’t look good, say nothing.”

 to seek closer ties with the Organization of the Petroleum Exporting Countries (OPEC), of which Iraq is a member. 

Russia, one of the world's biggest non-OPEC oil producers, is scheduled to hold consultations with the group ahead of an OPEC policy-making meeting in Vienna next month.

Iraq’s PM seeks fresh support in Moscow talks

Perhaps sensing that his allies’ support for Iraq is weakening Prime Minister Haider al-Abadi has flown to Moscow to try and renew the two countries previously warm relationship.
Immediately before he went in for talks with President Vladimir Putin Russia’s foreign minister announced Moscow was ready to resume arms sales to Baghdad.
Beyond expanding military co-operation al-Abadi is hoping the two oil exporters will find common economic cause, as well.
“We hope todays visit will help further the support and cooperation in the fight against terrorism not only in Iraq, but in the whole region,” he said.
Vladimir Putin appears willing to step in, not only with military and other aid, but also by investing. He said Russian companies were discussing investments worth “billions of dollars”.
“Iraq is a long-standing and reliable partner for us in the region. And notwithstanding problems in the world`s economy and problems in the regions, our relations are developing very successfully,” said Putin.
Russia’s Lukoil already operates a number of oil fields in Basra, and Russian companies were involved in Iraq for decades during the rule of Saddam Hussein. Russia opposed the US-led 2003 invasion of Iraq.
