Clinton breaks with Obama on trade, despite supporting deal as secretary of state

After being coy for weeks on her position, Hillary Clinton on Thursday clearly broke with President Obama on his trade push -- despite having supported the trade deal he wants as secretary of state. 
The now-Democratic presidential candidate made her position clear in an interview with veteran Nevada political reporter Jon Ralston. 
After speaking at length about the uncertainty of what's in the deal and trade in general, Clinton was pressed for a yes-or-no answer on whether she'd vote for the package going through Congress. 
"At this point, probably not," she said. 
Clinton indicated last weekend she was leaning against the plan, urging Obama to work more with "allies" in Congress including House Democratic Leader Nancy Pelosi, who helped scuttle a major vote last week. Clinton urged all sides to get the "strongest deal possible," and said there should be no deal absent that. 
But Thursday's interview was the first time she said whether she'd support or oppose the plan on the table. 
The position came with some caveats -- noting that the trade agenda includes several distinct elements. 
After the push nearly derailed last week amid Democratic resistance, the House on Thursday approved the centerpiece measure known as Trade Promotion Authority, a bill giving the president "fast-track" authority to push trade deals through Congress. He wants this in order to ink a massive trade pact with Pacific nations known as the Trans-Pacific Partnership. 
Clinton, as secretary of state, had advocated for this deal -- repeatedly. 
But in her interview with Ralston, she stressed the bill before Congress is a "process vote" and not "the same as TPP." She said her qualms about supporting it specifically have to do with a worker-aid measure, known as Trade Adjustment Assistance, that was stripped from the package Thursday. 
"Right now, I'm focused on getting Trade Adjustment Assistance and I certainly would not vote for it unless I was absolutely confident we would get Trade Adjustment Assistance," Clinton said. 
The measure would give aid to workers displaced by trade. Democrats still demand that the measure be included in the final set of bills, and the White House and congressional leaders are pledging to make sure that happens. 
But the fact that it's not glued right now to the TPA bill could endanger its prospects as the legislation heads back to the Senate -- where Clinton's comments could fuel resistance to the deal.

Putin says Russia weathering sanctions, lectures West

ST PETERSBURG, Russia President Vladimir Putin boasted on Friday that Russia had found the "inner strength" to prevent sanctions causing a deep economic crisis, and told the West to stop using "the language of ultimatums."
Investment in Russia has slowed to a trickle, capital flight has risen and the economy has been sliding into recession since oil prices tumbled last year and the West imposed economic sanctions on Moscow over the Ukraine crisis.
But in a 29-minute speech to a business forum and a question-and-answer session that lasted more than an hour, Putin ignored calls by many investors to unveil new plans to end the downturn.
Instead, he warned the West not to meddle in Moscow's affairs and shifted blame for the conflict in Ukraine onto the West, primarily the United States.
"I would like to point out that at the end of last year we were warned - and you know this well - that there would be a deep crisis," Putin said in the speech in the former imperial capital of St Petersburg.
"It has not happened. We have stabilized the situation ... mainly because the Russian economy piled up a sufficient supply of inner strength," he told an audience including rows of foreign and Russian businessmen and much of the Russian government.
Russia's central bank reduced its main interest rate by a percentage point to 11.5 percent on Monday, inflation has slowed from 16.9 percent in April to 15.8 percent in May, and the rouble has risen to around 54 to the dollar after briefly hitting 80 in December.
Even though the bank expects the economy to contract by 3.2 percent in 2015, Putin said: "With us are businessmen, people and new leaders prepared to work for Russia and its development. For this reason we are absolutely certain of success."
MANY U.S. INVESTORS STAY AWAY
Despite Putin's optimism, relations with the West are at their lowest ebb since the Cold War and former finance minister Alexei Kudrin said on Thursday Russia was still in the "eye of the storm". He recommended bringing forward the 2018 presidential election to give Putin a stronger mandate to reform the economy.
The chief executives of many Western companies which would usually have attended Russia's annual showpiece economic forum stayed away for the second successive year, though the heads of some major oil companies were present.
The U.S. government urged U.S. companies to shun last year's forum, soon after Russia annexed the Crimea peninsula from Ukraine, but refrained from doing so this year.
"There is some wariness (about attending) but I think overall, Western companies want to continue working with the Russians because ... the opportunity space is very large," said Hans-Paul Buerkner, Chairman of Boston Consulting Group.
Ian Colebourne, Chief Executive Officer of Deloitte CIS, said: "Some of the anxieties perhaps that we were seeing last year have reduced. I mean certainly not gone away by any means, but the tension has been reduced."
Putin has turned to Asia to drum up business since the Western sanctions started biting, and he shared the platform with representatives of several Asian countries.
Another guest was Greek Prime Minister Alexis Tsipras, whose country is building ties with Russia as it tussles with its European Union partners over its debt crisis.
The two countries signed a memorandum deepening energy ties and one Russian official said Moscow might consider offering Greece financial aid if it requested it.
Putin said he did not intend better ties with Asia and Greece to upset other countries, but made clear he believes it is up to the West, not Russia, to change its behavior if it wants a better geopolitical climate.
"We will not be talked to in the language of ultimatums," he said.

The Feds bust Medicare fraud scheme

This week the Department of Health and Human Services (HHS), the Department of Justice (DOJ), and local law enforcement in 17 different US cities arrested 243 individuals for an alleged $712 million in fraudulent Medicare charges.
The nationally coordinated bust is the largest ever for the Medicare Fraud Strike Force, "both in terms of the number of defendants charged and loss amount," according to the FBI.
“These are extraordinary figures,” said Attorney General Loretta Lynch at a press conference. “They billed for equipment that wasn’t provided, for care that wasn’t needed, and for services that weren’t rendered.”
Court documents allege that Medicare claims were submitted for unnecessary procedures that often were never even provided, and that, in some cases, Medicare beneficiaries were paid cash kickbacks for providing their information to healthcare providers who submitted fraudulent claims.
“The people charged in this case targeted the system each of us depends on in our most vulnerable moments,” said FBI Director James B. Comey in a press release. “Health care fraud is a crime that hurts all of us and each dollar taken from programs that help the sick and the suffering is one dollar too many.”
The press release explained how the FBI was able to collect and analyze vast sums of data on Medicare and to deploy rapid-response teams where the data showed fraud. “In these cases, we followed the money and found criminals who were attracted to doctors offices, clinics, hospitals, and nursing homes in search of what they viewed as an ATM,” said Comey.
The FBI press release detailed the cases in three of the worst offending cities:
  • In Miami, 73 were charged in schemes involving about $263 million in false billings for pharmacy, home healthcare, and mental-health services.
  • In Houston and McAllen, Texas, 22 were charged in cases involving more than $38 million. In one case, the defendant coached beneficiaries on what to tell doctors to make them appear eligible for Medicare services and then received payment for those who qualified. The defendant was paid more than $4 million in fraudulent claims.
  • In New Orleans, 11 people were charged in connection with home healthcare and psychotherapy schemes. In one case, four defendants from two companies sent talking glucose monitors across the country to Medicare beneficiaries regardless of whether they were needed or requested. The companies billed Medicare $38 million and were paid $22 million.

The DOJ alone has recovered more than $15 billion in healthcare-fraud-related cases in the last five years. Strike Force cases reportedly result in an average sentence of four years, with some cases resulting in 50-year bids. To date, defendants include some 200 doctors and 400 medical professionals who have been charged by the Medicare Fraud Strike Force.
"This record-setting takedown sends a message to would-be perpetrators that health care fraud is a risky way to line your pockets," US Department of Health Inspector General Daniel Levinson stated. "Our agents and our law enforcement partners stand ready to protect these vital programs and ensure that those who would steal from federal health care programs ultimately pay for their crimes.”
The Medicare Fraud Strike Force has charged over 2,300 defendants for more than $7 billion in suspected fraudulent charges since its establishment in 2007.

The FBI has no idea how many hate crimes happen in America each year

A white man and apartheid admirer walked into a black church Wednesday night and killed nine people. He reportedly said he had “to do it” because black people “rape our women” and are “taking over our country.”
The violent attack against Emanuel AME Church in Charleston, S.C., is an obvious hate crime, one that will, presumably, get reported to the FBI.
The vast majority of hate crimes, though, don’t. Our national system of collecting and reporting this data is disturbingly inadequate, overlooking most hate crimes each year. This underreporting is a problem because, lacking an understanding of the scope of the problem, law enforcement agencies and communities are less likely to devote the sustained resources and training needed to prevent and solve hate crimes.
According to the FBI’s most recent annual hate crime report, which is based on voluntary reporting by law enforcement agencies across the country, there were 5,928 hate crimes in 2013. In South Carolina, the FBI report says, there were 51. Those numbers vastly underestimate the problem, according to the Department of Justice’s Bureau of Statistics. A comprehensive analysis in 2013showed that about 260,000 people are victimized each year by hate crime. The statistics bureau’s estimate is based on the National Crime Victimization Survey, the nation’s primary source of information on criminal victimization.
Why this mismatch?
First, many law enforcement agencies simply refuse to cooperate in the collection of data. Mississippi, for example, reported just four hate crimes in 2013; Alabama reported six.
Second, about a quarter of hate crime victims never report attacks against them, according to the Bureau of Statistics. Undocumented Latino immigrants, for example, may be reluctant to call the police because they fear being deported. Members of the LGBT community may remain silent because they want to keep their sexual orientation private.
Another reason that victims may decide not to report hate violence: A sense that nothing will be done. A mere 4 percent of cases end with an arrest.
This is particularly troubling because we’re in the midst of a strong – and often violent – backlash to the growing diversity and tolerance in our country. Hate groups that vilify minority groups, for example, have risen dramatically in the past 15 years – from 457 in 1999 to a peak of 1,018 in 2011. Though the numbers have declined since 2011, to 784 last year, they remain at historically high levels.
In addition to these groups, there has been a disturbing pattern of recent hate violence and domestic terrorism. Earlier this year, the Southern Poverty Law Center released a study of domestic terrorismincidents, including successful attacks and plots foiled by law enforcement, over the past six years. We found that such an incident occurred every 34 days – far more often than most Americans imagine.
The vast majority of these plots, more than 90 percent, were hatched not by organized hate or terrorist groups but rather by “lone wolves” or “leaderless resistance” groups of no more than two people.
Many of these people spent time reading extremist propaganda and interacting with others on white supremacist or radical, antigovernment Web sites. In this way, they can remain anonymous but still “belong” to an extremist movement even if they aren’t card-carrying members of a group. It would not be surprising if we discover in the coming days that the suspect in Wednesday’s shooting, Dylann Roof, fits this profile.
The tragedy in Charleston exposes the racial fault lines in our society and the backlash against our growing diversity. President Obama ran on the promise of “change.” But, for many, he represents the kind of change that they fear. We should, as a nation, make the fight against such domestic hate crime a top priority, as we do fighting terrorism. Part of that is understanding and accurately quantifying the scale of the problem so we can mobilize the country to do something about it.

Fmr. Rep. West Attacks Obama’s Foreign Policy Failures

Former Congressman and Army Colonel Allen West said in an interview Wednesday that America must act decisively to put down hostile foreign actors, from Iran to the Islamic State.
He was skeptical about the trustworthiness of deals made with the rogue nation Iran, convinced that its negotiating posturing belies its pursuit of regional dominance. He stressed that they cannot and must not be trusted, if the president wishes to maintain regional and international security, drawing a parallel to the agreement between Hitler and Chamberlin in World War II.
“There has been no change in the behavior of Iran since 1979 when they took our hostages, 1983 when they bombed the marine boats in Beirut. Currently Iran holds 4 Americans hostages,” he said in an interview with the Washington Free Beacon.  “Doing these negotiations, we have seen a 20 percent increase in their uranium enrichment, so, there’s no ‘good faith’ in this deal. What we have, replaying itself, is a 1930’s Chamberlin-Hitler moment, and you know how well that worked out.”
He said American policy makers must listen to our enemies and recognize the differences in national interests. The Iranian regime, he said, does not share our value for life.
“You don’t want to see a regime that is focused on the return of the Mahdi, an apocalyptic event, have a nuclear device. There is no such thing as Mutually Assured Destruction Theory with Iran,” he said. “When you have a theocratic regime, like Iran, they don’t operate on the same basis.”
West also criticized the administration for not taking a firm enough approach to dealing with Putin. The White House needs to make it clear that it will not be put off by their aggression, according to West.
“If he had a positive strategy against Russia, Russia would not be in the Ukraine. Russia would not have taken Crimea. The Baltic States would not be concerned. We keep hearing reports of Russian aircraft that are buzzing our naval vessels in international seas. That’s not the sign of someone who believes that you have a resolute will. That’s the sign of someone who believes that they can intimidate you,” West said. “Bullies are always going to pick on weaklings, and that’s what he sees.”
He said the United States must keep Russian ambition at bay, in order to uphold international order.
“Ronald Reagan gave hope to the people of Eastern Europe when he said, ‘Mr. Gorbachev, tear down this wall,’ and we need to continue to find ways that we can provide the best support, because Vladimir Putin is looking to re-establish what he called the ‘greatest disappointment of the 20th century,’ that was the collapse of the Soviet Union,” he said, “Russia, without Ukraine, is just a country. Russia, with Ukraine, is an empire, and that’s what they want to have.”
America’s approach to the Islamic State (IS) demonstrates the largest strategic bungling by Obama, according to West. He is not satisfied with the military tactic, or lack thereof, and said we need more boots on the ground in Iraq, to supplement Iraqi forces.
“If you’re going to have an effective combat strategy, you say that your intent is to degrade, defeat and destroy them, that means you have to have combat boots on the ground,” he said. “The fact that ISIS is moving around in Iraq and Syria in broad daylight with flags flying on these vehicles they’ve taken, that’s inconceivable. That shows a complete failure.”
He argued that IS (also known as ISIS or ISIL) is the product of a lack of American presence in the region following the fall of al Qaeda, and that the United States must assume responsibility for this outcome and continue to assume responsibility throughout the current fight.
“You created this entity called ISIS, which is the reconstitution of al Qaeda in Iraq, which had been defeated, so now you need to take the actions necessary to degrade, defeat and destroy them,” he said. “There is a complete obfuscation of any responsibility. We had generals that were recommending a residual force of 10-12, maybe 13,000, and the president refused to take that advice and that council, so basically, this administration made a campaign promise decision, instead of a valid national security strategy decision, and now they are trying to eschew any type of responsibility for the consequences that everyone knew would occur.”
