White House tries for a leaner National Security Council

The White House acknowledged Monday, at least indirectly, that its vast National Security Council staff, the subject of considerable criticism both within and outside the administration, has grown unwieldy and could use some streamlining.
“To ensure the NSC staff is a lean, nimble, and policy-oriented organization, we are reversing the trend of growth . . . to align our staffing with our strategic priorities,” NSC Chief of Staff Suzy George said in a statement posted on a White House blog Monday evening.
She noted that growth has occurred “across successive administrations” and said that “this is not about downsizing for its own sake; it’s about gradually right-sizing the NSC staff.”
George did not indicate the current size of the staff, but many outside estimates put it at 400, about twice the size it was at the end of the George W. Bush administration.
Officials emphasized that there is no numerical goal and that any reductions will come primarily from attrition. The NSC staff normally has a rapid turnover rate, as personnel from Cabinet departments, including the State, Defense and Justice departments as well as the intelligence agencies, rotate through White House assignments.
George’s statement, along with the comments of two senior officials authorized to discuss the internal initiative on the condition of anonymity, did not reveal specific changes but rather spoke of “reforms” that will not be readily apparent to outside observers.
“Taken together,” the statement said, “they are designed to result in fewer, more focused meetings, less paper to produce and consume, and more communication that yields better policymaking.”
Susan E. Rice, President Obama’s national security adviser, held a town hall meeting with the NSC staff two weeks ago to explain the changes.
“People looking from the outside are not going to see a whole lot of moving of boxes” on the NSC organizational chart, one official said. “Hopefully . . . over time, colleagues will feel and see the difference in just how the [NSC] is running, an NSC which is leaner.”
The initiative follows public criticism of what former defense secretaries Robert M. Gates and Leon Panetta, who also served as CIA director, have called “micro-managing” by the White House of issues large and small. Sen. John McCain (R-Ariz.) is a frequent critic of what he has called “the insular and indecisive White House national security team.”
Internally, across departments and agencies outside the White House, senior officials have complained about slow decisions, too many meetings, and an agency that has undermined policymaking and morale.
Much of the staff growth came early in Obama’s first term, when Bush’s homeland security council — formed as a separate White House entity after the attacks of Sept. 11, 2001 — was merged with the NSC.
A technical staff that responds to a news cycle that has accelerated with digital media and the Internet also has grown significantly.
NSC directorates dealing with the Middle East and other troubled regions have expanded as units have been added to deal with cybersecurity and other issues. No process has been in place to shrink or eliminate workforces and directorates after crises have passed.
Late last year, Rice assembled her own senior staff and ordered members to gather information about who was on the staff and to tell the directorates that “we need to reverse the trend in growth in a way that does not undercut advancing our priorities . . . not just an across-the-board cut for a quota,” said an official who participated in the process.
Rice aides reached out to senior officials at State, Defense and other departments for suggestions on how the White House could do better.
At the time, one official said, Cabinet secretaries and their deputies were being hit by a “confluence of several things requiring a look at a high level at the same time,” including expansion of the Islamic State and other terrorist organizations, as well as Ukraine and the domestic surveillance controversy.
“We have only a finite number of Cabinet secretaries and deputies, and in addition to getting together to forge strategies, [they] carry the burden of implementing,” one official said. “How do you rationalize the time to enable them to do all these things at the same time, in periods of sustained activity?”
Several high-level departmental officials, contacted for their reaction, responded with the verbal equivalent of an eye roll, but said they were glad to see the effort being made. None agreed to be quoted.
“This administration’s 4th quarter has only just begun,” George said in her statement, “and as President Obama likes to say, he’s a ‘4th quarter player.’ Driving the President’s ambitious national security agenda through January 20, 2017 requires an NSC staff that’s firing on all cylinders.”

Exiled Yanukovych Accepts Some Responsibility For Maidan Killings

Ukraine's former president Viktor Yanukovych said June 22 he accepts some responsibility for the killings that led to his overthrow in February 2014.
"I don't deny my responsibility," he told BBC Newsnight in his first interview since the civil war erupted last year, when asked about the shooting of demonstrators in Kiev's Maidan Square.
He never ordered the security forces to open fire, he said, but admitted he had not done enough to prevent bloodshed.
"I did not give any orders [to use firearms]. That was not my authority... I was against any use of force, let alone the use of firearms. I was against bloodshed.
"But the members of the security forces fulfilled their duties according to existing laws. They had the right to use weapons," he said.
More than 100 protesters died in the clashes on Kiev's central square, where huge crowds had confronted police for months.
A year after the bloodshed some witnesses told the BBC that fatal shots had also been fired at the police.
On February 23, 2014, Yanukovych was whisked away by Russian special forces to a safe haven in Russia, where he remains in exile.
Within weeks, Russian troops in unmarked camouflage took over Ukrainian bases in Crimea. Then in April, pro-Russian rebels stormed government buildings in the heavily industrial Donbas region of eastern Ukraine, triggering civil war.
The war since then has claimed the lives of nearly 6,500 and driven more than a million people from their homes.
Yanukovych called the war a "nightmare" that became a reality.
Russia's annexation of Crimea was a "tragedy," which would not have happened on his watch, he said.

"What happened there was very bad. And we need, today, to find a way out of this situation... Now there is war. They talk about getting Crimea back. How? By war? Do we need another war?"
Yanukovych denied allegations that he had embezzled funds from the Ukrainian state and was hiding money in foreign bank accounts.
His opulent residence outside Kiev, thrown open to public gaze by protesters after he fled, did not belong to him personally, he said.
Receipts detailing millions of dollars spent on the complex were, he said, "political technology" and spin. The ostriches in the residence's petting zoo, he maintained, "just happened to be there."
"Yes, there was corruption, no one denies that. But a year and a half has passed, those in power have all the means at their disposal. Show us, where are the bank accounts of Yanukovych? They don't exist and never have."
Interpol placed him on a wanted list in January this year, as Ukrainian officials accused him of embezzling millions of dollars.
He said Russian President Vladimir Putin saved his life by ordering special forces to bring him to Russia.
"The fact that Vladimir Putin took that decision, on the recommendation of his own special forces, that was his right and his business. He did not consult me.
"I am of course grateful to him for giving the order and helping my security to get me out, and save my life," he said, adding that he believed his life was still in danger.
He said he still hoped one day to be able to return to Ukraine.
The Donbas region - much of which is now controlled by separatists - should remain part of Ukraine, he said, urging the United States and European Union to force Kiev to negotiate directly with the rebel leaders.
He said his opponents in Kiev "should not have carried out a military coup - they should not have drawn in radical far-right forces."
"I warned that they would not stop at Maidan - that they would go further. And they went further… They've broken up the country. They've drawn the whole world into this conflict."

AP NewsBreak: Official: NYC to Hire Almost 1,300 New Cops

New York City is set to hire nearly 1,300 new police officers as part of its yearly budget agreement, honoring a proposal put forth by the City Council over Mayor Bill de Blasio's initial objections, a city official told The Associated Press on Monday.
About 300 officers will be assigned to counterterrorism, according to the official who has direct knowledge of the budget process and spoke to the AP on condition of anonymity because the agreement had not yet been officially announced.
The deal was expected to be made public — sealed with a handshake — by de Blasio and City Council Speaker Melissa Mark-Viverito at City Hall late Monday.
The new hires will join a force of about 35,000 uniformed officers. Additionally, the budget authorizes the hiring of 400 administrative aides to take over desk jobs currently filled by police officers. Those officers will then be freed up to be deployed on the street for increased community policing, the official said. Cuts to police overtime will offset some of the costs of the new hires, according to the official.
A year ago, de Blasio flatly denied fellow Democrat Mark-Viverito's call to hire 1,000 new officers, pointing to record low crime rates and suggesting that the resources would be better used elsewhere to fulfill the mayor's vision of a liberal, activist government that would better the lives of the less fortunate.
For much of the past year, City Hall stuck to that script. But Police Commissioner William Bratton began intermittently advocating for the new hires, Mark-Viverito continued to push the plan as a way to improve outreach in neighborhoods often suspicious of police, and pockets of the city suffered a surge in shooting and homicides in recent weeks.
Though overall crime is down 6.7 percent from this time a year ago, shootings and murders are up. Murders have risen from 138 to 154, an 11 percent jump, through June 21, while shootings have gone up from 488 to 515.
The official said 1,297 total new officers will be hired. The official was not authorized to speak publicly until the deal is officially announced and spoke to the AP on condition of anonymity.
Many observers expected that a compromise would be reached and the city would hire fewer than 1,000 officers because of eventual pension costs stemming from new hires. But administration officials said late Monday that the jump was partly due to Bratton's ongoing efforts to revamp police department strategies; he is expected to announce several new initiatives later this week.
The entire budget will go to a vote before the full council, also later this week. The vote is expected to largely be a formality.
The issue of policing has always been a delicate one for de Blasio.
He was elected on a campaign to improve relations between police and minorities, largely by curbing the overuse of stop and frisk, a tactic that allowed police to stop anyone deemed suspicious. Its critics, however, said it discriminated against black and Latino men.
With his push to reform the NYPD as a backdrop, de Blasio then faced an open revolt from the rank-and-file police union in the wake of the Eric Garner chokehold death. Though an uneasy truce took hold, the de Blasio team has been particularly wary of a rise in crime, knowing it could undermine the mayor's agenda.

Does too much porn numb sexual pleasure? – Maria Konnikova – Aeon

I don’t remember how old I was when I had my first encounter with pornography, but I must have been around 10 – the experience is entwined with the sound of the AOL dial-up tone. It was something relatively benign – a close-up photo of some genitalia – and I wasn’t much shocked. I grew up in a family not given to sugarcoating the realities of the human condition and I’d known what to expect.
But what if I’d grown up a decade or so later, when the internet had graduated beyond the old-school chatrooms and into the ubiquitous juggernaut of today? My memory might have been decidedly different.
‘The widespread use of internet porn is one of the fastest-moving global experiments ever unconsciously conducted,’ the US science writer Gary Wilson told a TEDx audience in 2012. For the first time ever, Wilson explained, we can track how ever-growing exposure to pornography affects sexual practices, appetites and trends. Wilson – who is neither a scientist nor a professor – is the founder of Your Brain On Porn, a site that popularises anti-pornography research. In his talk, he reiterated the site’s main conclusions: when we have pornography freely available at our fingertips, the brain’s reward circuits go into overdrive as they’re exposed to what he terms ‘extreme versions of natural events’. Instead of one or two possible sexual partners, now there are dozens, hundreds, all readily accessible in a single click. Like any addiction, Wilson says, the result is a numbed response to pleasure, from lack of interest in real women to erectile dysfunction. Ubiquitous pornography undermines natural sexuality.
Wilson’s talk has had approximately 4.6 million views – and its popularity heralds a new movement in pornography consumption: NoFap. ‘Fap’ comes from Japanese manga porn, where it is a sound effect for masturbation. NoFap is a move away from masturbation, and the pornography that so often forms its backdrop. The rationale derives from a version of Wilson’s argument: when you are constantly bombarded with heightened sexual stimuli, your virility is undermined. Your ability to communicate with real sexual beings collapses. You become isolated – porn, after all, is a solitary pursuit – and your emotional wellbeing plummets. Refrain from those stimuli, and from acting on them, and you will find yourself rejuvenated and your sexual powers reawakened, your emotional equilibrium restored and your happiness rising. When Wilson’s talk was first released, the self-styled ‘Fapstronauts’ numbered approximately 7,000. Today, there are more than 150,000.
The NoFap, brain-on-porn arguments are the latest in a common, critical refrain: that, for one reason or another, pornography is bad for you. The more traditional critiques say that pornography is inherently degrading to women – or whoever happens to be the object of sexual activity – and fosters unrealistic expectations of sex. It decreases the quality of real relationships and the self-image of those involved – and increases negative sexual attitudes and actions. Porn-users compare real humans to the fantastical images, and either come out unimpressed and reluctant to have real sex, or, at worst, demanding the types of behaviours they see on screen, regardless of their desirability to their partner. One poll from the US Pew Research Center in 2007 quantified the feeling, finding that 70 per cent of Americans said pornography is harmful.
Do any of these criticisms hold water? It would be nice to know. Reliable statistics about pornography are notoriously difficult to obtain – many people underreport their own habits, and many porn companies are loath to share any sort of viewership statistics. But according to ongoing research by Chyng Sun, a professor of media studies at New York University (NYU), the numbers are high and rising quickly. She estimates that 36 per cent of internet content is pornography. One in four internet searches are about porn. There are 40 million (and growing) regular consumers of porn in the US; and around the world, at any given time, 1.7 million users are streaming porn. Of the almost 500 men Sun surveyed in one of her studies, only 1 per cent had never seen porn, and half had seen their first porn film before they’d turned 13. Cindy Gallop, the founder of the website Make Love Not Porn, told me recently that, in the past six months, the average age when children are first exposed to pornography dropped from eight to six. It wasn’t a deliberate seeking. Online pornography is now so widespread that it’s easier than ever to ‘stumble’ on it.
The actual effects of pornography on attitudes, behaviour, life and relationship satisfaction are difficult to study, and for many years most data have remained purely correlational or anecdotal. But early on, there emerged suggestive inklings that those who vocally opposed pornography’s spread might be motivated more by emotion than any tangible proof.
In 1969, Denmark became the first country to legalise pornography. In the years that followed, onlookers watched with interest and trepidation: what would happen to Danish society? As it turns out, nothing – or rather, nothing negative. When in 1991 Berl Kutchinsky, a criminologist at the University of Copenhagen who spent his career studying the public effects of pornography, analysed the data for more than 20 years following legalisation, he found that rates of sexual aggression had actually fallen. Pornography was proliferating, but the sexual climate seemed to be improving. The same thing happened, he found, in Sweden and West Germany, which followed Denmark’s legalisation campaign.
Kutchinsky concluded that the available country-level data ‘would seem to exclude, beyond any reasonable doubt, that this availability [of pornography] has had any detrimental effects in the form of increased sexual violence… the remarkable fact is that they decreased’ – a conclusion that has since been echoed by multiple studies of country-level data, from nations spanning North and South America, Europe and Asia. If anything, Kutchnisky wrote, pornography was being used precisely as it was originally intended: as an expression of a certain fantasy.
‘For someone with lower sex drive, porn evokes the same magnitude response as eating chocolate’
When it comes to porn, going beyond correlational evidence can be difficult. ‘Science is so scared of pornography and sexuality, and it’s so discriminated against, that there’s a ton of work that hasn’t been done,’ Nicole Prause, head of the Sexual Psychophysiology and Affective Neuroscience Lab at the University of California, Los Angeles (UCLA), recently told me. ‘Most of the information we currently have is not experimental or longitudinal. Lots of data talk about correlates and associations, but the literature is especially bad – it can’t be trusted – because no one is doing experiments, no one is showing cause and effect. That needs to change.’
Prause fell into sex research by mistake: she followed a boyfriend to Indiana and found herself next to the Kinsey Institute, which happened to have an opening for a researcher. Soon, she was hooked. Today, Prause has become one of the few researchers in the US to study pornography in the laboratory. A trained neuroscientist, she focuses much of her efforts on the brain. Using fMRI, PET and EEG, Prause looks at how we respond to pornography – and how those responses translate to attitudes and behaviour. She has found that, in many ways, pornography is no different to a scary movie or a bungee jump. We just view it differently because it happens to involve sex. ‘There is a general idea that porn is special or unique in the brain. But frankly, it doesn’t look that different from other rewards,’ she says. ‘Lots of other things are as powerful. For someone with lower sex drive, for instance, watching porn evokes the same magnitude response as eating chocolate, in similar brain areas.’
What’s more, it doesn’t seem to be the case that people become desensitised to pornography, in the sense that the more you watch it, the more extreme your viewing content needs to become. When Prause and the psychologist James Pfaus of Concordia University in Quebec recently measured sexual arousal in 280 men, they found that watching more pornography actually increased arousal to less explicit material – and increased the desire for sex with a partner. In other words, it made them more, not less responsive to ‘normal’ cues, and more, not less, desirous of real physical relationships. In a 2014 review, Prause likened pornography addiction – the notion that, like a drug, the more you watch, the more, and higher doses, you crave – to the emperor who has no clothes: everyone says it’s there, but there is no actual evidence to support it.
Prause has also studied the question of relationship satisfaction more directly: did watching pornography negatively impact the quality of sexual intimacy? Working with the psychologist Cameron Staley of Idaho State University in 2013, she asked 44 monogamous couples to watch pornography alone and together, to see how it would affect feelings about their relationship. After each viewing session, the couples reported on their arousal, sexual satisfaction, perception of themselves, and their partner’s attractiveness and sexual behaviour. Prause and Staley found that viewing pornography increased couples’ desire to be with their significant other, whether they’d seen the film alone or together. Pornography also increased their evaluation of their own sexual behaviour.
In the past decade, experimental approaches such as Prause’s have finally started to grow in number – and for the most part, their conclusions cast doubt on the perceived social wisdom of pornography’s detrimental impact. As part of the 2002 Swiss Multicenter Adolescent Survey on Health, more than 7,500 16- to 20-year-olds were asked about their exposure to online pornography (over three-quarters of the males and 36 per cent of the females had viewed internet porn in the past month) and then measured on a variety of behaviours and attitudes. The researchers found no association between viewing explicit material and then going on to behave in more sexually risky ways. A 2012 review of studies that, since 2005, have looked at the effects of internet porn on adolescents’ social development and attitudes found that the prevailing wisdom that pornography leads to unrealistic sexual beliefs, more permissive attitudes and more experimentation is not founded on replicable research. ‘The aggregate literature has failed to indicate conclusive results,’ the authors conclude in the journal Sexual Addiction and Compulsivity.
Likewise with sexually violent behaviours or negative attitudes toward women. In one series of experiments conducted by the sexologist Milton Diamond of the University of Hawaii, viewing pornography neither made men more violent nor more prone to having worse attitudes toward women. In a 2013 study of 4,600 15- to 25-year-olds in the Netherlands, the psychologist Gert Martin Hald looked to see whether pornography-viewing had an effect on a wide variety of sexual behaviours, such as likelihood of adventurous sex (threesomes, same-sex partners for self-stated heterosexuals, sex with someone you met online, etc), partner experience (one-night stands, age of first encounter, number of partners, etc), and transactional sex (being paid money or something else for sex, paying someone else for sex). He found that frequency of pornography-consumption did indeed have an effect – but, once you controlled for other things, such as socio-demographic factors, risk-seeking, and social relationships, it explained only an additional 0.3 to 4 per cent of the impact. We shouldn’t dismiss the effect, Hald says, but rather understand it in context: it is one of many factors, each of which contributes to behaviour, and its influence is not any greater (and often, less) than that of other predisposing elements.
The negative behaviours we blame on pornography might have emerged no matter what: porn is more symptom than cause
Indeed, in another study earlier this year, Hald and the psychologist Neil Malamuth of UCLA looked at the relationship between negative attitudes toward women and pornography use. They found that there was, in fact, a link – but only if a person was already low on a scale of so-called agreeableness. Those results came as no surprise: in 2012, they, along with the clinical psychologist Mary Koss of the University of Arizona, found that the only time pornography viewing was associated with attitudes that condoned any form of violence against women was in men already at high risk of sexual aggression. When they summarised the data that preceded their work, they wrote that negative effects ‘are evidence only for a subgroup of males users, namely those already predisposed to sexual aggression’. The negative behaviours we blame on pornography, in other words, might have emerged no matter what; porn is perhaps more symptom than cause.
It’s a message that new research is increasingly supporting. Earlier this year, a group from VU University Amsterdam in the Netherlands attempted to disambiguate cause and effect in relationship satisfaction: did frequent pornography viewing cause people to drift apart – or was it the result of their having drifted apart already? For three years, the psychologist Linda Muusses and her colleagues tracked just under 200 newlywed couples, as part of a broader study on marriage and wellbeing. At regular intervals, both members of every couple were asked about their use of ‘explicit internet material’, as well as their happiness with the relationship and their sexual satisfaction. The happier men were in relationships, they found, the less pornography they watched. Conversely, more viewing predicted lower happiness a year later. It was a self-reinforcing cycle: get caught in a good one, with a satisfied relationship, and porn was a non-issue. But lose satisfaction, watch more porn, and realise your relationship is further disintegrating.
Muusses and her colleagues also noticed that higher levels of pornography use at the start of a relationship did not predict a less sexually satisfying experience later on, for men or women. ‘Our findings suggest that it is implausible that SEIM [sexually explicit internet material] causes husbands to contrast their sexual experiences and partner’s attractiveness with their SEIM experiences with long-lasting effects,’ the authors wrote.
Why, then, does the disconnect persist between theory, opinion and social sentiment, on the one hand, and empirical research, on the other? Part of the problem stems from the difficulty of saying exactly what pornography actually is. The deeper I ventured into the world of pornography, online or not, speaking with producers, viewers, distributors, the stars themselves, the more I realised how misplaced the very premise of that framing was: there isn’t a monolithic ‘pornography’, just like there isn’t a monolithic ‘Hollywood film’. When we go to the cinema, there are dramas and comedies, horror and sci-fi, thrillers and romantic romps – movies to suit any mood, any taste, any occasion. The experience and effects of each differ. We don’t emerge from Selma in the same frame of mind as we do from When Harry Met Sally. But while we understand that implicitly when it comes to mainstream cinema, we don’t see pornography with the same level of nuance. ‘We cherry-pick the worst, most aggressive examples,’ said the media researcher Chyng Sun.
I heard the same refrain over and over, from every researcher and every member of the pornography industry I spoke with: pornography is to sex as Hollywood films are to real life. Pornography is fantasy, pure and simple. And just as any fantasy can be channelled in any direction, so too can pornography. There are bad fantasies – Sun’s ‘worst, most aggressive examples’, just as there are good fantasies, instances of pornography that should pass any feminist’s muster, both in terms of quality and the ethical standards of filming. As Coyote Amrich of Good Vibrations, an adult retailer in San Francisco (one of the oldest such retailers in the country) puts it: ‘Just like not everyone is a Bernie Madoff in finance, not every person involved in porn is this terrible person. Some are really great and have allowed incredible content and have been supportive of male and female performers, and help people make great careers.’
That short description goes to the heart of what makes pornography the kind of fantasy we can feel good about versus the kind we should actively question. It’s not a question of content but rather one of ethics, where the number-one criterion is the treatment of the actors. ‘Are the women enjoying themselves and having authentic pleasure as far as we can tell? Are the other people in the scene with them not saying debasing things to them or, if they are, is it clear that it’s wanted – yes, I wantyou to call me a slut, so call me a slut?’ Amrich explained. It matters little what acts are being performed or how; we shouldn’t be quick to dismiss something as bad just because we, personally, don’t think anyone could possibly enjoy it. What matters is that the people performing these acts enjoy their performance. As Jamie Martin, Amrich’s predecessor at Good Vibes, put it: ‘If it’s not hurting anyone, and someone is going to get off on it, why not?’
Amrich refuses to stock any films where the ethical treatment of actors isn’t completely clear, a stance I saw from multiple buyers, distributors and retailers. Increasingly, people insist that the product they host on their site or bring to their customers comes from a place of clear desire. Not all porn is created equal. ‘We need to move past the notion that a female performer is a victim. It’s antiquated,’ Amrich says. ‘It doesn’t acknowledge female power, pleasure, women taking control of sexuality. It only serves the idea that a woman who is sexual is being taken advantage of.’
Jiz Lee, recognised as one of the leading modern genderqueer adult performers, has been in the industry for more than 10 years, and says ethical pornography is a priority. The single biggest marker of such porn is that it costs the consumer something. ‘By paying for it, it’s a guarantee,’ Lee told me, taking a break from shooting with the director Shine Louise Houston. ‘Otherwise, it can be hard to tell if it was ethically shot. Paying helps insure it, and helps the company be in good standing.’ These days, they point out, the internet doesn’t just function as a way to distribute pornography; it’s a way of gauging quality and blacklisting those sites that don’t meet certain standards. ‘I won’t work for a company that has a poor record or is exploitative,’ Lee says. ‘And I will tell everybody else.’
In the absence of other options, pornography becomes a de facto way of educating yourself about sexuality
Ethical pornography is becoming increasingly less exceptional. The porn industry of today is a far cry from the ‘San Pornando Valley’ adult entertainment industry of the 1990s. There are more women in charge, more readily enforced standards, and more accountability.
But regardless of what pornography insiders say, for consumers, especially younger ones who are growing up with a ubiquitous internet, the view is quite different. Unlike Hollywood, where it’s clear to anyone that they are watching an idealised version of reality, with pornography, that realisation is often absent. For one simple reason: we don’t talk about sexual pleasure as children, adolescents or adults. It’s a taboo, guilt-ridden area. In the absence of other options, pornography becomes a de facto way of educating yourself about sexuality. As one 2014 study of low-income black and Hispanic youth put it, led by Emily Rothman of the Boston University School of Public Health, quoting an interview with a porn-watching adolescent: ‘Without porn, I wouldn’t know half the things I know now.’
The sex researcher Alice Dreger of Northwestern University in Chicago recently live-tweeted from a high-school sex-education class – her son’s. His teacher’s approach, it soon became clear, was absolute avoidance of any topics other than abstinence. Any attempt to broaden the conversation was stonewalled. And therein lies the problem. We see pornography as a socially destructive force, but there’s nothing inherently destructive about it. It becomes so only when it is the one thing adolescents see as they discover sex: they use it as a learning script. It’s not a problem of pornography as such, but rather, a problem of the absence of a competing script, something that contextualises porn as a fantastical, not real-life, experience.
The way to change that – and to change the negative effects such a misperception can have – isn’t to restrict or ban pornography. It’s to bring the discussion of sexual pleasure to the foreground, especially in sex-ed. ‘We need to supplement pornography with non-porn sexual education, so that porn becomes fantasy sex rather than a real-world template,’ Zhana Vrangalova, a psychologist at NYU who specialises in sexuality, told me. ‘We need to give people permission to enjoy sex. Until we do that, they will go to porn. Because you can’t kill curiosity.’
Already, certain movements are trying to do just that. Jessica Cooper helps run ScrewSmart, a sex-education collaborative in Philadelphia that aims to foster open dialogue about sexual pleasure. The group meets with students, hosts workshops, discusses porn and its role openly and honestly. ‘One of the biggest issues for sexuality in general is permission,’ Cooper told me. ‘People want permission to like things they like, want what they want. We are giving them permission to say yes. Your desires are valid, sexuality is important, what you want to do is not wrong. Porn does that, especially to women. They need to be told, I’m not an evil, weird creature for enjoying this.’

Other programmes are starting with even younger children – an important step given the ever-earlier pornography exposure that might otherwise seep through unexplained. In Norway, Line Jansrud, the presenter of Newton, an educational show on state TV, gives herself a hickey with a vacuum cleaner, kisses a tomato and uses a lubricated dildo on an anatomically correct doll model. She wants to explain how real sex works, so that children and adolescents can distinguish Hollywood from real life. Her target audience: third-graders.
The effects of this social change reach far beyond sexual education as such. ‘We’re missing important therapeutic effects of using erotica because of taboos,’ Prause says. ‘Aroused states and orgasms do really nice things for the brain and body.’ Erotica can, for some women, be the mythical Viagra that has thus far gone missing, a way of empowering them and ‘putting their brain in that mode, helping it do what it’s been programmed to do’. There is certainly a desire for it, albeit largely unspoken in normal circumstances: when Prause’s group placed an ad for one of their recent studies, the response broke their phone lines. They had to take it offline. There is also evidence that the social effects of watching porn can spread beyond the individual: pornography has been shown to improve acceptance of homosexuality, birth control and extra-marital sex.
And porn has the potential to go even further. Sun doesn’t like pornography – but it’s not actual porn she doesn’t like. It’s the social norms and standards that led to the creation of certain stereotypes in the first place: not a result of pornography, but rather a reflection of the direction broader society has taken. ‘We live in a patriarchy, where women are fundamentally objectified. We shouldn’t be surprised to see it play out in pornography.’
We shouldn’t be worrying about whether pornography has negative repercussions on society. We should be worrying about the kind of society that would lead to the types of pornography we find distasteful in the first place – and work on fixing that society rather than blaming its inevitable result.

Venezuela to Hold Parliamentary Election on Dec. 6

Venezuela's parliamentary election will be held on Dec. 6, authorities announced on Monday, ending lengthy speculation over the date for a vote that surveys showed was likely to punish the ruling socialists.
President Nicolas Maduro's ruling Socialist Party currently enjoys a majority in the 167-seat National Assembly, but an economic crisis including widespread shortages and roaring inflation has hurt the government's popularity.
Pressure had been mounting on the National Electoral Council (CNE), with two jailed politicians and dozens of students staging partial hunger strikes to demand a date.
"The National Electoral Council does not act under pressure," its head, Tibisay Lucena, said during a televised speech, chiding hard-line opposition critics who claim the CNE is beholden to the government.
The date is a symbolic one for Venezuela. Maduro's charismatic predecessor, the late Hugo Chavez, who founded the left-wing "Chavismo" movement, was first elected to the presidency on Dec. 6, 1998.
His "Chavista" supporters will hold primaries on Sunday to choose their candidates for the parliamentary election, a month after the opposition Democratic Unity (MUD) coalition did the same.
"Now we have the date of the battle for a new people's victory," Maduro tweeted, using the military language favored by Chavez during the multiple election wins of his 14-year rule.
The South American OPEC country's fragmented opposition is seen having its best chance in years to recapture the National Assembly amid a biting recession, severe crime and growing dissatisfaction with Maduro.
The opposition needs to lure disillusioned "Chavistas" and reignite the enthusiasm of their own power base. But they face a formidable state propaganda machine, electoral districting that is seen helping the socialists, and an image of being elitist.
"Finally we have a date for the elections!" tweeted opposition leader Henrique Capriles. "Now more than ever #UnityAndChange."
Supporters of jailed opposition leader Leopoldo Lopez, who has been consuming only liquids for the last 28 days, said he might end his protest, given that one of his demands - a date for the vote - has been met.

Venezuela sets December election date

The National Electoral Council in Venezuela says elections for the country's National Assembly will be held on 6 December.
Delays in setting a date had raised concerns the poll could be cancelled.
But the council's head, Tibisay Lucena, said that was never on the cards and denied the council had bowed to opposition demands.
The United Socialist Party of Venezuela (PSUV) of President Nicolas Maduro currently holds a majority of seats.
But recent polls suggest that if the election were held now, the opposition coalition would win in a landslide.
Venezuela's rampant crime, the drop in oil revenues and chronic shortages of basic goods have hurt President Maduro's approval ratings.
Ms Lucena announced that the official campaign period would run from 13 November to 3 December.
The opposition coalition - the Democratic Unity Roundtable (MUD) - had accused election officials of dragging their feet because of the governing party's poor showing in opinion polls.
One of the key demands of the imprisoned opposition leader Leopoldo Lopez, has been that the government set a date for the elections and that they are supervised by international observers.
Ms Lucena said the UNASUR group of counties, which is generally considered to be friendly towards the Venezuelan government, would be allowed to observe the polls.
It is not clear whether Mr Lopez, who has been on hunger strike since May, will now end his protest.
He has been in jail for more than a year, accused of inciting violence during anti-government protests last year in which more 40 people died.
The opposition alleged widespread fraud in the 2013 presidential election in which Mr Maduro claimed a narrow victory. Mr Maduro repeatedly denied the allegations.

The Ultimate Nightmare: North Korea Could Sell Saudi Arabia Nuclear Weapons

One of the gravest concerns about Iran acquiring a nuclear weapon is that it will set off a nuclear arms race in the region, whereas Iran’s acquisition of the bomb prompts its neighbors to follow suit. As President Obama warned in 2012, if Iran gets nuclear weapons, “It is almost certain that other players in the region would feel it necessary to get their own nuclear weapons.”
No country is seen as more likely to go nuclear in response to Iran doing so as Saudi Arabia, Iran’s long-standing rival in the region. Saudi officials have done little to tamp down such fears, instead indulging them repeatedly. Just last month, Prince Turki bin Faisal, Saudi Arabia’s former intelligence chief, told a South Korean conference: “Whatever the Iranians have, we will have, too.”
With a few exceptions, nearly everyone who fears that Saudi Arabia will acquire a nuclear weapon nonetheless concedes Riyadh wouldn’t build a bomb itself. Instead, the general consensus has long held that Saudi Arabia would purchase off-the-shelf nuclear weapons from Pakistan. Indeed, concerns about a secret Saudi-Pakistani nuclear pact date back to the 1970s and 1980s, and have become especially prevalent over the past decade and a half.
As I and others have long argued, this notion is far-fetched. While Saudi Arabia would want to buy a nuclear arsenal from Pakistan, Islamabad has no reason to sell nuclear weapons to Riyadh.
To begin with, Pakistan already worries that its arsenal is too small to survive an Indian or American counterforce strike. Moreover, selling Saudi Arabia nuclear weapons would result in unprecedented backlash from most of the international community, including both the United States and China, Pakistan’s major patrons. It would also enrage Iran, who is well positioned to retaliate against Pakistan in numerous ways, from supporting separatists in Balochistan to further cozying up to India.
Any remaining concerns about whether Pakistan would sell Saudi Arabia nuclear weapons were seeming put to rest back in April, when Islamabad refused to participate in the Saudi-led military campaign in Yemen. If Pakistan refused to send in even a symbolic contingent of troops to participate in the Saudi-led mission, it certainly wouldn’t give Riyadh its most valuable military assets.

But while Saudi Arabia couldn’t purchase a nuclear weapon from Pakistan, it might have more luck with North Korea. In fact, there are a number of compelling reasons to believe North Korea might be amenable to such a request.
Most obviously, North Korea has a troubling history of proliferating nuclear technology, including to the Middle East. There have long been persistent (albeit largely unconfirmed) rumors that North Korea has provided Iran with nuclear technology, and Pyongyang also helped Syria build a nuclear reactor (which Israel destroyed in airstrikes in 2011). More generally, North Korea has a long track record of selling advanced military technology like ballistic missiles to numerous pariah nations.
Moreover, Saudi Arabia would be an extremely valuable patron for North Korea. Currently, Kim Jong-un is trying to improve the economy especially for North Korean elites in order to shore up support for his rule. This effort has been made extremely difficult by the more hardline stance China has taken against North Korea ever since Xi Jinping came to power in 2012.
Pyongyang has been scrambling to find suitable replacements for China, but so far it has had little luck. Russia appears to want to improve ties with North Korea, but its growing financial woes will limit its ability to provide North Korea with enough economic assistance to offset the loss of Chinese aid. Meanwhile, South Korea appears intent on limiting its economic relationship with North Korea absent significant concessions from Pyongyang on the latter’s nuclear program.
Saudi Arabia would face none of these constraints. Unlike South Korea, Saudi Arabia is not overtly threatened by North Korea’s nuclear program. And unlike Russia, it does not face enormous financial difficulties.
In fact, Saudi Arabia is awash in petrodollars, boasting the third largest foreign currency reserves in the world after only China and Japan. Although it has been using these to soften the impact of lower oil prices, it still has $708 billion in FX reserves, more than enough to provide significant support for North Korea.

Why Iran's Past Nuclear Actions Matter

It would be fair to say that the past year-and-a-half of nuclear talks with Iran has not been America’s finest negotiating hour. But even by the comparatively low standards of U.S. diplomacy to date, the collapse of the American position in recent days has been nothing short of breathtaking.
Roughly a week ago, the White House began walking back the dog on the issue of PMDs: the “possible military dimensions” of Iran’s nuclear effort that have been carried out so far by the regime in Tehran. That topic has been hotly debated for years, and the International Atomic Energy Agency (IAEA), the UN’s nuclear watchdog, has identified nearly a dozen potential PMD activities—ranging from bomb designs to the development of nuclear detonators—that Iran needs to explain fully. So far, however, the Islamic Republic has done nothing of the sort, as the IAEA itself complained publiclyback in March.
Until very recently, this lapse was considered a very big deal. Just this spring, Secretary of State John Kerry was still insisting that Iran’s disclosure of its past military-related atomic activities was an ironclad requirement for any sort of agreement with Tehran. Now, however, America’s chief diplomat is singing a decidedly different tune.
“We’re not fixated on Iran specifically accounting for what they did at one point in time or another,”Kerry said in recent recorded comments to reporters. Rather, he now insists, the administration is comfortable with what it knows about Iran’s past nuclear practices, and now is simply concerned about future nuclear work. Moreover, according to Kerry, any concerns we may have on the matter are misplaced. “The possible military dimensions, frankly, gets distorted a little bit in some of the discussion,” he reassured his viewers.
But the reversal isn’t an incidental issue, no matter what the White House would have us believe. The question of Iran’s previous—and possibly current—military-related nuclear work goes to the heart of Western concerns over the intent of Iran’s effort: namely, that it represents a path to the “bomb.” Simply put, knowing as much as we can about how far Iran’s work in this arena has progressed, and which processes are still underway (or could be restarted in short order) is essential to truly understanding the distance Iran still has to travel in order to attain nuclear status.
The question is especially important given the likely gaps in oversight of the emerging deal. True, the United States and the other P5+1 powers have declared that Iran’s nuclear program needs to be subject to a comprehensive inspections and monitoring regime. But Iran’s leaders have ruled out that possibility, instead offering a much more modest model of “managed access,” under which inspectors will only gain access to specific, agreed-to facilities—and then only after a lengthy delay (during which Iran will no doubt clean up all offending nuclear work).

Moreover, numerous Iranian officials have explicitly ruled out the possibility of Western inspectors being allowed into military sites. That in and of itself represents a colossal impediment to real oversight, because a third or more of Iran’s nuclear program is estimated to be co-located with the regime's military facilities.
Whether the P5+1 powers accept such a scaled-back model remains to be seen. France, for example, has preemptively declared that no deal is possible without Western access to Iranian military installations. But it’s not at all clear that the White House will back the French government on this issue. As a result, the smart money is on the deal that is ultimately concluded between Iran and the West containing less, rather than more, oversight of the Islamic Republic’s nuclear activities.
With just days to go until the declared June 30 deadline for an agreement, Western negotiators are under enormous pressure to conclude some sort of compromise with Iran. As a result, they appear more and more flexible on long-standing requirements that were once deemed essential to curbing Iran’s nuclear menace. All of which suggests that, at least as far as Iran is concerned, American diplomacy has been very good indeed.

Why America Can't Stop Russia's Hybrid Warfare

Hybrid warfare—the term applied to Russia’s particular approach to irregular warfare in Ukraine—is the threat du jour in international security affairs. Unfortunately, by focusing attention on Moscow’s purported deviousness and cunning, and conflating the annexation of Crimea with the ongoing conflict in eastern Ukraine’s Donetsk and Lugansk regions, it avoids examining the real reasons for the Kremlin’s successes (and failures). Both deserve greater scrutiny.
Russia’s annexation of Crimea was shockingly effective—and bloodless—and it is appropriate that it should provoke thinking, analysis, debate and even constructing new models (or giving greater attention to existing ones) to explain it. Nevertheless, since we might see more such irregular warfare in the future, we should insist on greater precision and honesty in our conversations.
First, however successful Vladimir Putin’s little green men may have been in seizing Crimea, that particular approach is unlikely to be widely applicable. Crimea was unique, or at least very, very rare, in combining a substantial foreign (Russian) naval base and associated military presence, a major power with well-developed special operations capabilities, a very substantial local majority sympathetic to the government owning the base (including some of the host nation’s military personnel and local officials), and a parliament that had already voted more than once (before current events) to join that country. Where else is this true?
In fact, what worked in Crimea demonstrably failed in eastern Ukraine, where Vladimir Putin appears to have fundamentally miscalculated support for the separatists (and reactions even among some Russian-speakers elsewhere in Ukraine). The Kremlin did not swiftly and cheaply establish new Russian provinces (which was probably not Putin’s aim), relatively stable quasi-independent unrecognized regions under Russian protection like Georgia’s Abkhazia and South Ossetia (not too likely but a possible objective), or some other enduring arrangement winning long-term Russian influence in Ukraine (most probable). Instead, Russia’s leader has ensnared himself and his country in a costly, long-term insurgency/nation-building quagmire that is difficult to exit and could escalate to something much worse. Fomenting instability for political ends in far off lands is one thing, but doing it on your own border is something else entirely.
Second, why is it exactly that the United States and its NATO allies have had such difficulty responding to what Russia is doing? It is not only because Moscow developed seemingly novel tactics. On the contrary, a degree of self-examination—which can always be a little painful—suggests that in important respects the answer may have less to do with Moscow’s approach than our own. Three factors stand out.
One is that Russia’s seizure of Crimea happened very quickly. U.S. and European decision-making processes just don’t move at that speed, particularly when facing ambiguity. Once a Crimea-style operation has begun, it will be extremely difficult if not impossible for Western decision-makers to be sufficiently confident about the other side’s intent to take consequential action before it’s too late. While we can and should strive to improve our intelligence-collection (to get information more quickly and make better sense of it), this makes deterrence and long-term responses important and limits our options for immediate reaction.
Another factor is that widespread feelings of military (and moral) superiority over Russia and even invulnerability to conventional warfare essentially blinded decision-makers to Russia’s perspectives, capabilities and potential actions. In other words, Western leaders have had a hard time formulating a response because they weren’t even thinking in these terms before the spring of 2014. U.S. and European leaders were wholly unprepared for an angry Russia that dared to use force in a region they thought they owned militarily, politically and economically.
As former Secretary of Defense Robert Gates said last year, “we have underestimated, for a long time, the magnitude of the humiliation that Russians felt with the collapse of the Soviet Union because it also involved the collapse of the Russian empire.” This is primarily a result of consolidated conventional wisdom and political correctness in much Western discussion of Russia over an extended period—the same intellectual blinders that prevented hard questions from receiving serious attention in Washington prior to the U.S. invasion of Iraq.

A similar problem is that many Western analysts, politicians, commentators and even leaders have not been honest with themselves about their real commitment to Ukraine, much less wider public interest. Russia’s actions have exposed the fact that talk is cheap and that no small number of Ukraine’s Western supporters are cheapskates. It has also uncovered the degree to which elite-level aspirations for Ukraine moved far beyond what voters are prepared to back. A recent Pew Research Center survey illustrates this by demonstrating tepid Western support not only for Ukraine, but even for fighting to defend other NATO members.
More concretely, after years of statements about Ukraine’s importance, the European Union was unwilling to provide what now looks like quite limited economic support to former President Viktor Yanukovych as he balked at signing the Association Agreement that contributed to this whole mess. Likewise, some leading individuals in the U.S. Congress who repeatedly voiced strong support for Ukraine are now (correctly) unwilling to risk American or NATO military action after apparently assuming that they would never have to answer this question. And they cannot mobilize sufficient votes from their colleagues to provide Ukraine with financial assistance comparable to what the tiny and less strategically significant Georgia received after its 2008 war with Russia—another way in which aspirations became disconnected from reality.
This is dangerous behavior. America’s—and the West’s—ability to understand reality before making important policy choices is critical to our success in a complicated world where two rival major powers are dissatisfied with the Western-defined and U.S.-led international order.
Moreover, one could argue that leaders’ failure to understand reality was what brought down the Soviet Union—America’s previous challenger. Soviet central planning ignored economic realities and former Soviet leader Mikhail Gorbachev apparently did not foresee predictable outcomes when he permitted criticism and even protests while simultaneously demonstrating that he would not use force to contain them. We (and many Soviet citizens) may have welcomed the outcome in that case, but it is clearly not what leaders wanted or expected. If American leaders don’t take a serious look around at the world and examine some of their own assumptions, they might face increasingly expensive surprises themselves—perhaps next time in East Asia. As wealthy and powerful as it is, the United States can’t afford too many outcomes like that.
