Spanish anti-terrorist sources identified the gunman who injured three passengers on the Amsterdam-Paris fast train Friday as Ayoub el-Qahzzani, a 26-year-old Moroccan who was known to secret services, according to El Pais. They said he "had residency" in Spain for a year until 2014, when he moved to France. He then traveled to Syria and returned to France soon after.

President Obama expressed profound gratitude for the “courage and quick thinking” of several passengers, including US service members, who subdued the gunman on the Amsterdam-Paris train. Their heroic actions may have prevented a far worse tragedy, he said.

Americans, described as unarmed US marines, who subdued the gunman were Anthony Sadler, from Pittsburg, California and Alek Skarlatos from Roseburg, Oregon. Chris Norman, a Briton living in France, pitched in to help them.
French news accounts said he was armed with an automatic pistol, a Kalashnikov rifle and a box cutter knife.
The high-speed train is popular for travel between France, Belgium, the Netherlands and Germany. It is used extensively by businesspeople, diplomats, European Union officials and tourists. Unlike the Eurostar train between Paris and London, luggage does not pass through X-ray machines or other forms of screening.

Permanence may be the illusion of every age, but predictions are hard, and so history is littered with Paul Ehrlichs and Harold Campings whose premonitions of apocalypse fail to come true. Yet one does also see the occasional Cassandra, whose warnings go unheeded until too late. It thus seems understandable that James Piereson, president of the William E. Simon Foundation and senior fellow at the Manhattan Institute, hedges his bets in Shattered Consensus: The Rise and Decline of America’s Postwar Political Order, his new book about the imminent collapse of the political order that has dominated America since World War II. Instead of telling us when and how this order will collapse, he tells us it simply must, and explains why.
Piereson identifies for his readers a historical pattern: since the Founding, “the political economy of American capitalism has evolved in three distinct chapters.” These are the “Jefferson-Jacksonian Era” of mounting conflict over slavery from 1800-1860, the “capitalist-industrialist era” of laissez-faire from 1865 to 1930, and the “postwar welfare state” that emerged in the 1930s and ’40s.
The last of these is, in Piereson’s reckoning, nearing its end. Our era awaits only a crisis on the magnitude of the Civil War or the Great Depression to usher in its successor, an age that will be characterized by political and cultural traits dramatically different from our own.
Though the initial appeal of Piereson’s theory comes from the intriguing regularity of these “regime changes” in American history—they arrive roughly every 70 years—Piereson knows that history is not a metronome. But his wide-ranging observations on the senescence and decadence of some of the fundamental aspects of our postwar welfare state will force the reader to think.
Consider economics, or higher education. Our Keynesian economic infrastructure has become less tenable because “Keynesian spending policies may in fact encourage the formation of distributional coalitions that eventually render those policies less effective,” straining the political relationship “between influential rent-seeking groups and those who are compelled to fund their benefits.” Our academic infrastructure, an essential tool to enforce the liberal consensus, has in the past 50 years “gone through a democratizing revolution, with the result that more students are being sold an increasingly expensive product that neither their professors nor the deans and presidents of their colleges can even begin to define.”
Piereson covers a lot of ground in his analysis, describing how the American university became what it is today; how conservatism emerged as a respectable political philosophy against overwhelming odds after World War II; how the assassination of John F. Kennedy by a Fidel Castro sympathizer created a crisis in contemporary American liberalism that still affects us today (an argument he has explored in full elsewhere); how today’s polarized America emerged from successful efforts, on both left and right, to form an institutional framework that has locked the two camps in a stalemate—and much, much more. The result is a thorough survey of the major political and cultural institutions of our time.
Though mostly a collection of material already published by Piereson, the book—the general argument which expands on a widely read essay—doesn’t feel stale at all. But is it right about the future? Piereson is, at least, optimistic about what’s coming. He assures readers that the end of our era need not find them “hoarding gold or stockpiling canned food.” Indeed, conservative readers will take comfort in Piereson’s belief that the coming era will likely have “a focus on growth,” “an emphasis on federalism,” and “a campaign to depoliticize the public sector” by restraining public sector unions. Yet one also can’t blame those same readers for wondering, given today’s political environment, how such dramatic changes will, or can, occur—or whether there might be dramatic changes, but in the other direction.

Military pressure on Ukraine will last decades, president says

KIEV Military pressure on Ukraine from Russia and the separatists that Moscow supports is likely to last decades and future generations will have to undergo military training, President Petro Poroshenko said on Saturday.

Poroshenko made one of his gloomiest predictions on prospects for peace in his country days before he meets German and French leaders in Berlin for a summit he called to urge them to put pressure on Russia to comply with a six-month-old peace plan strained by ceasefire violations and shelling.

Poroshenko, speaking at a military rally in Kharkiv region at which he handed over new weapons and equipment to the army, praised Ukrainian forces for combating what he called a "Russian offensive" in the separatist conflict which erupted in the eastern Donbass region in April 2014.

But he saw a possibility of a "large-scale escalation" of military action from Russian-backed separatists around Ukraine's Independence Day which falls on Monday.

"The military threat from the east is a tangible reality for decades to come. This threat will not go away in the near future and every generation of Ukrainians must have army experience," he said.

Military call-up and mobilization would continue, he added. "The time of ill-considered pacifism and short-sighted neglect of the defense issues have now receded into the past," he said.

More than 6,500 people - Ukrainian soldiers, civilians and rebel forces - have been killed in the conflict. Pro-Russian rebels took up arms in the east after Russia annexed Crimea in March 2014 in response to the overthrow of a pro-Moscow president in Kiev by street protests a month earlier.

Kiev and Western governments, which have imposed sanctions on Russia, say there is irrefutable evidence of Russian involvement in the separatist resistance. Moscow denies it is providing men or arms.

Ukrainian authorities have mobilized huge numbers of police and interior ministry troops to reinforce security for independence celebrations on Sunday and Monday which will include a march in Kiev of soldiers serving on the front line.

After attending celebrations on Monday, Poroshenko is due to fly to Berlin to meet German Chancellor Angela Merkel and French President Francois Hollande.

He said on Thursday he would press them to step up diplomatic pressure on Moscow to end Russian "aggression" and force it to comply with a peace plan and ceasefire mapped out last February in Minsk, Belarus.

Both sides have withdrawn large numbers of heavy weapons from the conflict zone in line with the ceasefire but violations and sporadic clashes still take a steady toll of lives daily.

Several civilians and Ukrainian soldiers have been killed in a recent upsurge in fighting in the east and south-east near the port city of Mariupol.

Putin to be notable absence from Ukraine crisis talks in Berlin

KIEV: The heads of Germany and France will meet Kiev's pro-Western leader in Berlin on Monday (Aug 24) for Ukrainian crisis talks most notable for their diplomatically charged exclusion of Russia's Vladimir Putin.
German Chancellor Angela Merkel and French President Francois Hollande have put enormous political stakes on resolving Ukraine's 16-month pro-Russian uprising and returning peace to the European Union's turbulent eastern front.
They spent 17 hours locked up with Putin and Ukrainian President Petro Poroshenko in the Belarussian capital Minsk in February before emerging with a peace deal that promised to end the fighting quickly and resolve all political disputes by the end of the year.
Yet the so-called Minsk II accord was broken by the warring sides instantly and repeatedly.
The death toll estimated by the United Nations stood at more than 5,300 when the four leaders made their February attempt to end Europe's bloodiest and most destabilising conflict since the Balkans wars of the 1990s. It is steadily approaching 6,900 today.
Poroshenko's decision to ask for Monday's meeting - and the two EU leaders' agreement not to invite Putin - is seen by many observers as a snub to Russia's increasingly anti-Western head of state.
Poroshenko blames the Kremlin's allegedly unflinching backing of the pro-Russian insurgents for a recent spike in violence that caught the attention of EU leaders and drew a damning rebuke from NATO.
The acting spokeswoman for the Western military alliance said "Russia has a special responsibility to find a political solution" to the conflict - a phrase that overtly implies a link between the Kremlin and the rebel command.
'IMPORTANT SIGNAL' TO PUTIN
And Merkel - born in the former communist state of East Germany and a keen proponent of keeping lines of communication open with Moscow for security reasons - has expressed growing frustration with Russia's approach to Ukraine.
Putin flatly denies any involvement and calls Russian soldiers caught in the east Ukrainian war zone "volunteers" or off-duty servicemen.
But Poroshenko made clear that his decision to ask for a meeting without Putin - the first summit to address the crisis since Minsk - was designed to show the Kremlin boss that Europe was abandoning its formal neutrality and aligning itself with Kiev.
"The key goal of the Ukrainian authorities is to create a powerful international community that forms a coalition and stops the aggressor," Poroshenko said in reference to Russia.
"The fact that (Merkel and Hollande) agreed to the meeting format proposed by Kiev sends a very important signal to both Putin and the Western audience," a senior Ukrainian diplomat told AFP on condition of anonymity. "It says that France and Germany are in the same boat as we are."
Yet Berlin and Paris have so far refrained from publicly aligning themselves with Kiev or declaring the Kremlin a direct threat. "It is clear that there can only be lasting, sustainable, stable security with Russia and not against Russia," German foreign ministry spokesman Sebastian Fischer said on Friday.
A diplomatic source in Paris also insisted that Merkel and Hollande were not trying to "distance" themselves from Putin. "This is not the creation of some sort of troika that is meant to put up a diplomatic fight against Russia," the Paris official told reporters on Friday.
PUTIN WATCHING CLOSELY
Russia has declined to formally address Putin's absence - a position that underscores its refusal to admit Putin's growing isolation from Western countries that had been trying to win Moscow's cooperation since the end of the Cold War.
But Moscow has made abundantly clear that Poroshenko should be the one held responsible in Berlin for failing to stop the war.
"We are keeping close tabs on this meeting's preparations and will also carefully monitor its outcome," Russian Foreign Minister Sergei Lavrov said on Wednesday. "For us, the need to put additional pressure on Kiev is obvious," said Lavrov.
"We expect Germany and France - the underwriters of the Minsk agreements - to do everything possible to make sure that (the peace terms) are unconditionally fulfilled." Ukrainian insurgency leaders have also dismissed the Berlin gathering as meaningless because it fails to include Putin.
