Should I feign surprise? Decades after communism collapsed into rubble, the blame-America crowd —ah, those “intellectuals”—remains determined to blame the Cold War on President Harry S. Truman and British Prime Minister Winston S. Churchill.
Such is the thesis lamely touted by Susan Butler in a book slated for fireplace duty once cold weather returns. Ignoring history, she maintains that virtually every postwar decision the United States and Britain made concerning the Soviet Union was wrong. Fortunately for history unlike President Roosevelt, determined to give Stalin the benefit of the doubt on contested issues, Truman and Churchill had a better historical perspective on the dictator’s record.
That he caused the deaths of millions of fellow countrymen during the 1920s and 1930s and worked to overthrow other nations is of no import to Ms. Butler. What alarmed Truman and Churchill was Stalin’s blatant breach of a host of agreements, including permitting Poland to elect its own government. Not only did the Communists install a dictated government, they imprisoned opposition Poles who had resisted the Germans from exile in London.
Her book’s framework is the weeklong Yalta Conference in the Soviet Crimea in December 1944, to discuss the imminent unconditional surrender of Nazi Germany, the organization of postwar Europe, the Soviet entry into the war against Japan and the founding of FDRs dream, the United Nations. Much of the book is lifted directly from, the State Department’s Yalta volume in the decades-old “Foreign Relations of the United States” series. There is considerable irrelevant padding—for instance, ad infinitum listings of persons with whom FDR shared meals, and the (astounding?) fact that he read his mail.
Ms. Butler’s foreword claims access to previously secret Soviet archives. Perhaps. Her chapter notes make frequent reference to her earlier book of correspondence between the two leaders, My Dear Mr. Stalin: The Complete Correspondence of Franklin D. Roosevelt and Joseph V. Stalin (Yale, 2006). But the book at hand lists only 33 references to Soviet documents in 594 pages.
Further, in at least one instance, she gives a grossly misleading summary of what she found. Prior to the conference, the Soviets compiled psychological profiles of American participants. She writes that Alger Hiss of the State Department was identified as “highly sympathetic to the interests of the Soviet Union and a strong supporter of postwar collaboration between American and Soviet institutions.” She adds, rather smugly, that Hiss “was not described as an agent” (She italicizes “not” for emphasis).
Her omission here is ghastly. To be sure, the Soviets were inept at such things as collective agriculture, but their espionage tradecraft was of A-plus quality. I cannot imagine a Soviet spymaster mentioning control of a deep-cover agent such as Hiss in a paper written for broad circulation. Ms. Butler also skips past an intercepted Soviet intelligence cable that agent “Ale”—Hiss’ code name—traveled to Moscow after Yalta to brief his masters.
To be sure, Roosevelt had ample reason to keep on good terms with Stalin at Yalta. The defeat of Germany was nigh-certain, but Japan loomed large. Should an invasion of Japan prove necessary, American casualties were estimated near a million. Hence, FDR walked cautiously, and Stalin gave the desired pledge of full intervention.
Ms. Butler makes a strong case that many Roosevelt advisers wanted to share atomic secrets with the Soviets, even before the bomb was deployed. FDR made no decision. The “sharing” issue passed to Truman, who by no means shared Roosevelt’s trust in Stalin’s word. He opted to listen to those who argued for international safeguards of atomic secrets before they were shared with the world.
Lamentably, Truman was forced to start from scratch on nuclear affairs. The very existence of the nuclear bomb was not even revealed to him until he became vice president. Stalin’s spies, meanwhile, had kept him apprised of progress since at least 1942. At Yalta, Secretary of State Edward Stettinius told the president “that the Soviet Union had 125 spies on the job”—i.e., the development of the bomb.
Stalin also complained at Yalta that the United States would not write him a blank check for postwar assistance. Again, the decision passed to Truman, and, again, he took the opposite tack from what Ms. Butler insists would have been done by Roosevelt.
The United States indeed did propose a massive European aid program, the Marshall Plan, in 1947 when the Cold War was at its most frigid. Stalin refused any aid and ordered Communist-controlled governments throughout Europe to follow suit.
One final outrageous howler: that Churchill’s cruelty toward India equaled that of Stalin’s brutality. Need more be said? As noted earlier, this is a book for the fireplace, not the bookshelves.

Writing about spies, or intelligence operations in general, is a risky business, because the reliability of the information is almost always in doubt. There are circles within circles in the intelligence community, and sorting out truth from falsehood frequently is beyond the ability of even the most skillful, discerning outside investigator. When, on top of that, authors resort to surmise and conjecture to flesh out an uncertain story, let the reader beware.
In this case, the story is the life of Sir Claude Dansey, a chief of British intelligence organizations during World War II and an intelligence operative beginning during the Boer War at the turn of the century. Since, the authors concede, he was for most of his career “concerned with secrecy and deception, it is impossible now to trace all his movements.” Add to that the British tradition of long-term secrecy in such matters, encouraged even further by the unhappy record of Soviet infiltration of British intelligence organizations, and it becomes readily apparent how monumental the task of writing a sound book on Dansey is, even 40 years after his death. No picture of him is even included in the volume.
Perhaps, Anthony Read and David Fisher, the authors of an earlier book on World War II spy operations that has been subjected to considerable criticism, should have waited in this case for more solid material. Then they might have been able to avoid such phrases as it is safe to assume and Dansey must have felt this way or that. These are a substitute for saying that the facts in the matters at hand cannot be established with certainty.
Also, there is considerable name-dropping. For instance, on several occasions the authors allude to Dansey’s supposed influence on Sir Winston Churchill without ever really establishing the point. Instead, there are such passages as “whether or not Dansey applied any pressure on the man he had so ably supported during the wilderness years we shall never know.”
Furthermore, there are frequent if clauses. “If the agents were Dansey’s men and Dansey had turned his thumb down, then her chances of survival were slim.”
This is not history. While intelligence accounts must always be taken with a grain of salt, a rock of salt would be advisable here.

In South Kensington in London, just a bit north of the South Kensington tube station, is Cromwell Place. Find 14 Cromwell Place.
Claude Dansey was born in this house in 1876, when South Kensington was just .developing, He entered the modern secret world when it, too, was new and he grew with that world, ultimately becoming the second in command in MI6—some say, the power behind the first in command (seeSite 117: 3 Albemarle Street). When he retired at the end of WWII he had become what his biographers Anthony Read and David Fisher in Colonel Z call “one of the most important, influential, and colourful figures in the history of espionage and secret intelligence”.
Many people have described Dansey less flatteringly as “the most unpopular snake in the business” and the “only truly evil man I ever met” and “an utter shit” (this last, the view of historian Trevor-Roper). Others have called him Uncle Claude, out of respect and even affection. But admirers and detractors alike have found him well suited to the clandestine life. His biographers mention that he may have been the inspiration for Somerset Maugham’s spymaster in Ashenden[3], who was (according to Maugham) “one of those men who prefer devious ways to straight, for some intricate pleasure they get in fooling their fellows”. Dansey relished this pleasure and was expert at fooling his fellows; some of his secrets are still his secrets almost 50 years after his death.
One of his best-kept secrets involves the origin in 1936 of his secret Z Organization (see Site 96:Bush House). Did he create this independent intelligence service on his own, having been banished from SIS? Or did he do it with the blessings of SIS? Historians disagree.
Another of Dansey’s secrets involves the passing of ULTRA decrypts to the Soviets through their Lucy ring in Switzerland (see Site 58: 9-17 Clifton Gardens). People who believe that this was done believe that Dansey did it; he was called in by Menzies (then “C”), who was called in by Churchill to find a way to give German secrets to the Soviets without revealing that Britain had cracked Germany’s most secret code. Did this happen? Again, historians disagree. But in Operation Lucy[4], Read and Fisher note that Dansey was knighted immediately after the Soviets won the massive tank battle at Kursk, a victory probably made possible by information from the Lucy ring. Dansey’s knighthood, say Read and Fisher, was “a reward, perhaps, for a job well done”.
Dansey’s knighthood came precisely when SOE suffered one of its greatest catastrophes: the destruction of the vast PROSPER/PHYSICIAN network in northern France (see Site 18: The Ebury Court Hotel, 26 Ebury Street). In this, too, Dansey may have had a hand. As Read and Fisher write, “he maintained to the end that SOE was filled with undisciplined amateurs who were more dangerous to his agents than they were to the enemy, and were therefore to be avoided and frustrated at every opportunity.” But did he frustrate them to the extent claimed by Robert Marshall in All the King’s Men[5]? Did Dansey coldly allow Henri Dericourt, a known Nazi agent in the network, to bring down the entire network, hundreds of whose members died in concentration camps? Did Dansey perhaps even work with Dericourt to that end? Marshall makes “a strong argument”, writes Nigel West[6], and West concedes “some circumstantial evidence to support the contention that Dericourt had been an MI6 agent,” but he is not convinced. “If Marshall is right,” West adds, “it would reveal a particularly unpleasant and ruthless aspect to MI6. In short, what Dansey’s many detractors have talked of for so long.” What is the truth? This is Dansey’s secret.
I [Roy Berkeley] have another question about Dansey. He was of vital assistance .in the creation of America’s first Military Intelligence Service in 1917. (Until then, US military intelligence had consisted of two officers and three clerks in the War College.) He was immensely helpful to the Americans again—and of course to the British—in getting the US to build a new and larger intelligence organization in 1940. The first American recruits in what became the Office of Strategic Services were trained in London under Dansey’s direction. It was Dansey, “almost single-handed” say Read and Fisher in Colonel Z, who established the so-called “special relationship” between the intelligence services of the two countries. Penetration of the OSS by MI6 would have been right up Dansey’s alley. And since the CIA’s founders were mostly OSS people, so close to the British by training and experience as to be accused of having divided loyalty, the CIA may have been penetrated as well. The special relationship may even have been sustained over the years because the American services were penetrated by the British. Did any of this penetration occur? And if so was Dansey behind it? Another of his secrets.
Here was a man who was part of the world of intelligence for almost 50 years. He joined the Field Intelligence Department in 1900 in South Africa when the Empire’s intelligence efforts were expanding rapidly. He saw important changes in the methods of intelligence-gathering: the beginning of signals intelligence at the tum of the century, the beginning of aerial photography in WWII. But he held to his belief in the necessity and value of the agent on the ground. Perhaps this is not unusual for a man born in the 19th century. But his view is also a modern one, surviving in our own day when the technology is beyond anything Sir Claude could have imagined.

And since the CIA’s founders were mostly OSS people, so close to the British by training and experience as to be accused of having divided loyalty, the CIA may have been penetrated as well. The special relationship may even have been sustained over the years because the American services were penetrated by the British. Did any of this penetration occur? And if so was Dansey behind it? Another of his secrets.
Here was a man who was part of the world of intelligence for almost 50 years. He joined the Field Intelligence Department in 1900 in South Africa when the Empire’s intelligence efforts were expanding rapidly. He saw important changes in the methods of intelligence-gathering: the beginning of signals intelligence at the tum of the century, the beginning of aerial photography in WWII. But he held to his belief in the necessity and value of the agent on the ground. Perhaps this is not unusual for a man born in the 19th century. But his view is also a modern one, surviving in our own day when the technology is beyond anything Sir Claude could have imagined.

As the leadership of the United States Army has become intensely intellectualized in recent decades, Gen. John R. “Jack” Galvin gained a deserved reputation as one of the “brainiest generals” ever to don a uniform.
Born into an Irish-American family in small-town Wakefield, MA, Gen. Galvin was a protégé-quality student from the beginning. After West Point he began his career as an airborne infantry officer. His account of the care taken to measure such things as drop-zone wind speeds should bring solace to anyone who has ever jumped out of an airplane.
Next, Vietnam—and here Gen. Galvin’s career took a potentially terminal dip. He was involved in helicopter attack operations, and he and a superior officer did not mesh. So he was shunted back to Saigon as a logistics officer—relieved, essentially. (A later Vietnam tour was successful). During a teaching stint at West Point, he moonlighted as a graduate student at the University of Pennsylvania, studying the poet Yeats. And at one point he almost resigned to teach college full-time.
But a knack for languages—Spanish and German—brought him prime assignments in NATO and Central America. His account of the latter experience shows how the attitudes and policies of local leaders can affect what the United States can do, militarily and diplomatically.
Striking examples are given in Gen. Galvin’s account of his dealings with two Latin leaders during a period when Central America dominated the national security debate. The contrasting figures were Enrique Bermudez, commander of the contra forces trying to oust the Marxist dictatorship of Nicaragua; and President José Napoleòn Duarte of El Salvador, who was fending off a communist-led insurgency.
According to Gen. Galvin, Bermudez spent little time in the field, had no knowledge of the Sandinista forces, and seemed bent chiefly on receiving American aid. His political following outside the military was meager. And the Contras lost their struggle. Duarte, by contrast, recognized his military could succeed only if civilian leaders provided relief to the impoverished countryside.
When a communist squad killed several Marines in a sidewalk cafe, the United States offered to bomb a guerrilla stronghold in retaliation. Duarte refused. The Salvadoran people, he said, would view such attacks as “repaying violence with violence and substituting violence for persuasion.” And, falsely, guerrilla propaganda would accuse “the US Marines of killing campesinos.” No air strikes were made. And Duarte prevailed against the insurgents.
During his 44-year career, Gen. Galvin would hold three major four-star positions: serving as commander in chief of the United States Southern Command in Latin America; the commander in chief of the United States European Command; and as NATO supreme allied commander, Europe.
Gen. Galvin’s greatest contribution to national security was his central role in adapting a post-Soviet NATO to the radical changes in the international balance of power. He was the man trusted by the military to insure America’s national security was not damaged by the drastic arms reductions—especially in nuclear weapons—following the Soviet collapse.
Gen. Galvin also tosses out an intriguing account of an episode during the early days of the Gulf War. The general went with a NATO delegation to Moscow. The Soviet armed forces commander, Gen. Mikhail Moiseyev mildly chided him for a lack of coordination. “If we had pooled our intelligence,” he told Gen. Galvin, “we might have recognized what Saddam Hussein was up to. We could have stopped him with a relativity small cooperative effort. Now it is out of hand.”
And Gen. Galvin also heard a prescient warning from President Mikhail Gorbachev at a later meeting of NATO and Russian officials. He was emphatic that the new Russian state needed to be “governed by law,” with the aid of the military. But by Gen. Galvin’s account, Mr. Gorbachev seemed a bit nervous, and he glanced at Russian military officers at the table when he said, “There are dangers of separatist elements, pro-fascist elements.” In notes written at the time, Gen. Galvin commented that despite expressed military acceptance of Mr. Gorbachev’s reforms, “in an organization as large as the Soviet military, these concepts suffer some attenuation as you go down through the ranks to the bottom of the pyramid.”
A constant theme throughout his book is the necessity of leadership at all levels of command, and to care for troops and dependents. While in Vietnam he realized that his wife Ginny’s monthly checks arrived so late she was always cash-strapped. Galvin had a heart-to-heart talk with bankers that resolved her problem—and that of other military wives.
Fittingly, in retirement Gen. Galvin was Dean of the Fletcher School of Law and Diplomacy at Tufts University training a new generation in diplomatic and military skills. A valuable read for anyone interested in the continuing evolution of the American military.

Pentagon Investigating Allegations Centcom Officials Skewed Intelligence Regarding Islamic State by Morgan Chalfant
The Pentagon’s inspector general has launched an investigation into whether officials in the military altered intelligence estimates about the U.S. campaign against the Islamic State in Iraq to give a more favorable impression of progress.
The New York Times reported:
The investigation began after at least one civilian Defense Intelligence Agency analyst told the authorities that he had evidence that officials at United States Central Command—the military headquarters overseeing the American bombing campaign and other efforts against the Islamic State—were improperly reworking the conclusions of intelligence assessments prepared for policy makers, including President Obama.
According to unnamed officials familiar with the probe, the investigation is zeroing in on whether Centcom officials altered conclusions of draft intelligence assessments during a review process and then moved them forward. It is unclear when or by whom the intelligence assessments were reworked.
Intelligence officials advised the House and Senate Intelligence Committees on the matter over the past few weeks, after which the Pentagon’s inspector general decided to investigate the allegations.
Centcom spokesman Col. Patrick Ryder would not comment on the inquiry but insisted that “the I.G. has a responsibility to investigate all allegations made, and we welcome and support their independent oversight.”
There have been notable inconsistencies in assessments of the U.S. campaign against IS (also known as ISIL or ISIS) by military officials, lawmakers and the Obama administration.
Lt. Gen. Robert Neller, the veteran general nominated to lead the Marine Corps, and former Army Chief of Staff Gen. Ray Odierno recently characterized the campaign against IS as a “stalemate.” Senate Armed Services Committee Chairman John McCain (R., Ariz.) has repeatedly said, “ISIS is winning.”
FBI director James Comey called IS a “the threat that we’re worrying about in the homeland most of all” at the Aspen Security Forum in Colorado in July.
John Allen, the retired Marine general developing the campaign against IS, said the terrorist group “is losing.” President Obama in July spoke of the “progress” against IS, and White House press secretary Josh Earnest touted “significant progress in terms of rolling back ISIL gains inside of Iraq” earlier this month.
U.S. intelligence agencies concluded that the Obama administration bomb campaign launched last year against IS has yielded no perceivable degradation of the terrorist organization’s forces.

Iran Could Fund Own Nuclear Inspections by Adam Kredo
The Department of State on Tuesday left open the possibility that Iran could partially fund international inspections of its own contested nuclear sites, raising concerns that the Islamic Republic is being given too much control over the implementation of the recent deal reached with world powers.
John Kirby, a spokesman for the Department of State, declined to answer multiple questions about how international inspections of Iran’s nuclear sites would be paid for by the International Atomic Energy Agency (IAEA), which is requesting at least $10 million to carry out the work.
The United States will likely fund some portion of the cost, and Kirby left open the possibility that Iran could also foot some of the bill.
The matter has been the subject of much speculation in recent days after it came to light that Iran would be permitted to inspect its own nuclear sites, raising the possibility that Iran could continue to hide nuclear weapons work.
“I don’t have any specific funding contributions to speak to today in terms of amount,” Kirby told reporters. “We’re still working our way through that. I do want to add that we have every intention to continue to contribute to the IAEA for the purpose of this—doing this very important work of the verification of Iran’s nuclear-related commitments.”
“I won’t speak for Iran,” Kirby added. “I don’t know what, if any, commitments Iran has or will engender under this, but we’ve—as we noted in the statement, we’re committed to working with all the member states to ensure that the IAEA has the resources that it needs.”
When pressed to explain whether the United States would pay for Iran to inspect its own nuclear sites or press the Iranian government to foot the bill, Kirby demurred.
“Honestly don’t have a specific answer for you in that regard,” Kirby told reporters. “I mean, again, we’re going to contribute—continue to contribute to the IAEA and their funding needs specifically as it relates to this deal. And it’s not just us; we want other member states to do it as well.”
“I’ll let Iran speak for itself in terms of what, if any, contributions it plans to make,” he added. “But I don’t know that I would characterize the funding resources applied to IAEA and their need to do this work as sort of then paying for any efforts done by Iranian officials to meet compliance.”
Matthew Lee, a reporter for the Associated Press, continued to question Kirby on the issue.
“Well, I mean, someone’s got to pay for it,” Lee said. “They’re not going to work for free, whoever they are, whether they’re Iranians or they’re from Djibouti.”
“Well, I’m assuming many of them are government—work for the government of Iran,” Kirby responded.
Yukiya Amano, the IAEA’s director general, warned on Tuesday that the agency is in dire financial straits and will run out of money later this year.
“The Agency has immediate funding needs related to the continuing costs of implementing monitoring and verification under the existing Joint Plan of Action,” Amano was quoted as saying. “The extra-budgetary contributions which we have previously received for this purpose will be exhausted by the end of September.”
The State Department would not address a request for comment seeking further information about future funding for the IAEA, directing a reporter to call the IAEA directly.
One senior official with a pro-Israel organization criticized the administration for failing to take the funding issue into consideration before inking the deal.
“In the last few weeks we’ve learned that the Iranians will be inspecting themselves at some sites,” said the source, who is involved in the fight over the deal. “Now the administration has opened the door to the Iranians literally paying the salaries of the people who will be inspecting them at other sites.”
“That may or may not happen, but it’s revelatory that the White House cares so little about the nitty-gritty of the inspection regime that they didn’t even bother thinking through these questions,” the source said. “They just want this out of the way.”
The funding issue comes amid new revelations that Iran could be permitted to conduct its own inspections of the Parchin military complex, one of the country’s most disputed nuclear sites.
“Thanks to the Associated Press story, the public now knows that Iran, one of the worst nuclear proliferators in history, will be allowed to inspect itself at the Parchin military facility,” said a senior Republican congressional source. “While the Obama administration had initially refused to publicly confirm or deny Iran’s self-inspection at Parchin, now it’s doubling down and embracing this charade of nuclear verification, and holding open the possibility that the American taxpayer will help pay for the charade,” the source said.
Iran also has revealed in recent weeks that the United States is banned from knowing the details of its nuclear inspections agreement with the IAEA, a disclosure that prompted anger among many U.S. lawmakers.
Iran has gained additional leverage over the IAEA by refusing to sign a document known as the Additional Protocol, which is meant to force Iran to disclose certain details of its nuclear program to the IAEA in order to confirm that Tehran is not operating a clandestine weapons program.

Men in Afghan Uniforms Shoot and Kill Two NATO Troops at Afghanistan Base by Morgan Chalfant
A pair of men clad in Afghan security force uniforms shot and killed two NATO troops at a military base in southern Afghanistan on Wednesday, according to officials.
The New York Times reported that the shooting occurred at a base in the Helmand province in Afghanistan, areas of which have recently been seized by Taliban insurgents.
According to a U.S. official, the two NATO soldiers killed in the shooting were U.S. forces. NATO explained in a statement that two men wearing “Afghan National Defense and Security Forces uniforms” fired at a vehicle in which international soldiers were riding, after which the NATO troops returned fire and killed both gunmen.
According to authorities in Afghanistan, the shooting is believed to have been spurred by an argument.
The head of Helmand’s provincial council, Karim Atal, said of the incident, “First, there was an argument between an army officer and the foreign soldiers, and it ended in shooting.” He claimed the gun attack took place on the Shorab military base, though NATO has declined to disclose the location.
NATO also has not yet identified the nationalities of the shooters. The uniforms worn by the gunmen typically belong to members of the Afghan police, military and border patrol.
Taliban forces in the past have disguised themselves in Afghan uniforms to carry out attacks on international forces. No group has yet taken responsibility for the attack.
The incident represents the third “insider attack” on foreign troops in the country thus far this year.
Earlier this month, Afghan officials confirmed that the Taliban gained control of Now Zad in the Helmand Province, a district that U.S. and British troops battled to secure between 2007 and 2010. Heavy fighting took place between Afghan security forces and Taliban insurgents in the region at the end of July.
