North Korea is capable of hitting the United States with a long-range nuclear missile, the commander of the U.S. Northern Command said last week.
“I agree with the intel community that we assess that they have the ability, they have the weapons, and they have the ability to miniaturize those weapons, and they have the ability to put them on a rocket that can range the homelands,” said Adm. William Gortney, the Northcom commander who is also in charge of defending the United States from long-range missile attack.
“And as the defender of North America, the United States officially, in the ballistic missile defense, I think the American people expect me to take the threat seriously,” he said Wednesday at the Atlantic Council.
The comments by Gortney were made days before North Korea held a military parade in Pyongyang marking the anniversary of the founding of the ruling communist Worker’s Party of Korea. Military analysts say the parade showcased a new variant of a long-range road-mobile missile built with Chinese assistance.
The parade showed what state-run North Korean media claimed was a variant of the KN-08 road-mobile missile, first shown several years ago in another military parade. The missile was shown carried on a Chinese-made transporter erector launcher.

“With the vengeful desire to turn the citadel of our enemies into a sea of fire, our powerful tactical rockets loaded with diversified and miniaturized nuclear warheads are on the move,” a North Korean commentator said during the parade as several columns of the mobile missiles were shown on television.
Mobile missiles are considered a greater strategic threat than silo-based missiles because they are more difficult to track and can be set up and launched with little or no warning.
The celebration Saturday included a rare public address by Kim Jong Un, the North Korean leader, who stated in a speech that his military forces were capable of “fighting any kind of war provoked by the U.S. and we are ready to protect our people and the blue sky of our motherland.”
North Korea was widely believed by U.S., South Korean, and Japanese intelligence agencies to be preparing a long-range missile test that was to coincide with the 70th anniversary of the founding of the Workers’ Party. As of Sunday, no missile test had been carried out.
Gortney warned that U.S. forces are ready to respond to any North Korean missile launch.
The Pentagon operates a network of missile defenses that include Navy Aegis destroyers in waters near the Korean peninsula and long-range range anti-missile interceptors deployed in California and Alaska. Radar and satellite sensors also are part of the national missile defense.
Asked about the possible missile test, Gortney said: “So I just don’t know, but we’re ready for him and we’re ready 24 hours a day should he be dumb enough to shoot something.”
Earlier North Korean long-range missile launches several years ago increased instability in the region and prompted United Nations sanctions.
Rick Fisher, a military analyst, said that photo analysis of the missile indicates it is a new version of the KN-08.
“This version of the KN-08 has a much more credible design for the purpose of delivering nuclear warheads to American cities,” Fisher said.
“Instead of having a smaller diameter third stage compared to the first two stages, as seen in the earlier 2012 missile, the Oct. 10 version shows all stages having uniform diameter.”
Northcom’s Gortney said that there are important unanswered questions about North Korea’s Kim Jong Un, including when he will use his nuclear forces and for what reasons.
“Those are all questions that no one really understands because no one really understands the ‘great leader,’” he said, referring to the North Korean dictator.
Gortney said he “looks longingly” back to the time of Kim’s father and predecessor, Kim Jong Il, who, while threatening, was more predictable than the younger Kim.
Kim Jong Un, only 32 years old, is both young and inexperienced but has been ruthlessly consolidating power by purging potential rivals since taking control in 2012
Asked about Kim, Gortney said the North Korean leader is solidifying his power base within a closed leadership circle that is dominated by Kim family members, Workers’ party leaders, and military commanders.
Gortney noted that Kim has used unusually brutal means to execute his rivals, including his uncle Jang Sang Taek, who in December 2013 was executed by large caliber anti-aircraft guns after being charged with seeking to usurp power.
Kim’s “form of non-judicial punishment is pretty interesting—shooting people with anti-aircraft guns,” Gortney said, adding that Kim is “just not predictable.”
“We can live with some pretty ugly opponents as long as they’re predictable,” he said. “This guy I just can’t predict. … It’s just a very, very unpredictable and unstable situation over there.”
Gortney emphasized that as Northcom commander he is responsible for dealing with the missile threat from North Korea, while the Pacific Command commander, Adm. Harry Harris, must deal with the dangers to U.S. and allies forces in the region.
North Korea has one of the largest militaries in the world with more than 9 million active duty, reserve, and paramilitary forces.
While equipped with outdated arms, the North Koreans still pose a major threat to regional stability, frequently engaging in provocations like the 2010 sinking of the South Korean ship Choenan and the artillery shelling of Yeonpyeong, a South Korean border island. Earlier this year, North Korea was blamed for planting mines on the South Korean side of the demilitarized zone that severely injured two South Korean soldiers.
Harris told the Senate Armed Services Committee earlier this month that “North Korea is the greatest threat that I face in the Pacific as the Pacific Command commander.”
“I think that you have a leader in North Korea who has nuclear weapons and is seeking the means to militarize them and deliver them intercontinentally, and that causes me great concern,” Harris said.
Conventional North Korean forces include 20,000 to 30,000 artillery pieces within range of Seoul, the South Korean capital, as well as some 100,000 rockets within range of 28,000 American troops and their families along with another 700,000 American citizens who live in South Korea. “So I view the threat from North Korea very seriously,” Harris said.
As China’s influence in moderating provocative North Korean behavior has waned under Kim Jong Un, the United States has chosen as policy of diplomacy and pressure, according to Pentagon officials.
However, Fisher, a senior research fellow with the International Assessment and Strategy Center, said the latest KN-08 variant highlights the failure of the Obama administration to reign in China’s sharing of military technology with North Korea.
The KN-08 is “continues to use the Chinese-made China Aerospace Science and Industry Corp Sanjiang-built transporter-erector-launcher (TEL) that continues to raise questions regarding the extent of Chinese assistance to North Korea’s ICBM,” Fisher said.
“One of the Obama administration’s key failures of resolve was its failure in 2012 to sanction Beijing over its sale to North Korea of the large sophisticated 16-wheel trucks that now carry North Korea’s nuclear ICBMs aimed at the United States,” he said.
China claimed the missile launcher vehicles were exported as lumber carriers, even though analysts say the transporters are too wide for most North Korean logging roads.
Fisher estimates the KN-08 could have a greater range than the first variant, which is estimated to be able to reach between 3,400 and 3,700 miles.
“The warhead has four thrusters to enable separation from the third stage,” Fisher said. “If separation occurred later in the flight, this could complicate interception by presenting U.S. radar with two large targets.”
The blunt shape of the warheads on the missile appear similar to early generation nuclear warheads that are not considered to have high accuracy but would be capable of hitting a city.
Fisher also noted that it is possible the new missile is a mock-up for the parade and not the actual missile.
“But three years after these Chinese TELs appeared, and now with their third appearance in a North Korean military parade, the administration has yet to provide a substantive public explanation to the American people about China’s assistance for North Korean ICBMs that can now devastate American cities,” Fisher said.

The second Monday of October is Columbus Day in the United States, honoring explorer Christopher Columbus and his discovery of the Americas. The achievement is a source of pride for many, but for some the holiday is marked by controversy. October 12 is significant as the date explorer Christopher Columbus landed in what became known as the New World. But many within the Italian American community also celebrate Columbus Day because Columbus was Italian. John Viola, president of the national Italian American foundation, said the significance of the holiday is varied. “It's an opportunity and holiday that we are able to celebrate what we've contributed to this country, to celebrate our history of our ancestors. I think for the rest of the country, Columbus Day is a vehicle to celebrate this nation of immigrants," said Viola. Although some think Columbus was a great explorer, others are offended by his legacy. Joe Genetin-Pilawa, history professor at George Mason University, said Columbus enslaved many of the natives he encountered. Hundreds of thousands more died of diseases introduced by the European visitors. “Within 10 years of the initial landfall in 1492, so by 1502, we estimated that the Taino, the native people who lived in the Bahamas, the population dropped from approximately a million to 500," Genetin-Pilawa told VOA via Skype. Robert Holden, deputy director of the National Congress of American Indians, said the history of Columbus is distorted. "It's always been questionable in terms of native people's tribe communities and how we look to what was written by non-native people for a non-native audience,” he said. David Silverman, history professor at George Washington University, said the whole story should be told. "I don't think you need to focus on one aspect of his past and to neglect the other. You bring them both together and so that he becomes a three dimensional figure," said Silverman. Some say the name of the holiday should be officially changed to Indigenous People's Day, while others say Native Americans should find a different day to celebrate their heritage.

Attacker Killed After Trying to Stab Israeli Policemanby webdesk@voanews.com (VOA News)
The tense Old City section of east Jerusalem saw another violent encounter Monday when an attacker tried to stab an Israeli policeman before being shot dead. A spokesman for the Israeli Defense Forces said the attack happened near the Lions Gate and that the knife was deflected by the policeman's protective vest. The incident is the latest in a wave of attacks to take place in Jerusalem linked to the holy site that Muslims call the al-Aqsa mosque and Jews call the Temple Mount. Palestinians, already frustrated by continued Jewish settlements in lands they want for a future state, accuse Israelis of trying to restrict them from the site. Israel denies the charge and accuses Palestinian militants of inciting citizens to riot. Monday's attack followed violence in other areas on Sunday, including Israeli gunfire killing a 13-year-old Palestinian boy during a clash outside a checkpoint in the West Bank. Israeli soldiers said demonstrators there were attacking them with rocks and firebombs. Palestinians were also wounded during violent demonstrations in Gaza. In northern Israel, an Arab Israeli struck four people with his car before jumping out and stabbing them outside a kibbutz. Israeli forces also carried out an airstrike early Sunday in Gaza that killed a pregnant Palestinian and her toddler daughter. The military said the strike was done in retaliation for rocket fire from the Hamas-controlled area. Israeli Prime Minister Benjamin Netanyahu has promised to do all he can to stop what he calls a wave of terror, but is reluctant to listen to hardliners to take strong action. He is afraid of losing support from key Western allies. Palestinian President Mahmoud Abbas has appealed to his people to avoid violence and not play into the Israeli government's hands. But there appears to be very little he can do to control rock-throwing youths.

Russia’s defence ministry has summoned the British defence attache over reports in a Sunday newspaper claiming that RAF pilots were given licence to shoot down Russian jets in Iraq if threatened.
The report in the Sunday Times, which the UK Foreign Office has described as inaccurate, said RAF Tornado fighters launching airstrikes on Islamic State targets in Iraq were using missiles designed for aerial combat.

Iranian state television reported late Sunday that Washington Post reporter Jason Rezaian has been convicted on charges that included espionage. The report quoted a judiciary spokesman, but did not include any details of the verdict except that it Rezaian and his lawyer are eligible to appeal the conviction within 20 days. Rezaian's attorney has not confirmed the conviction or commented on the report. Rezaian had been working for The Washington Post in Iran since 2012 before he was arrested in July 2014 and held for months without formal charges. Iranian authorities also arrested his wife, Yeganeh "Yegi" Salehi, and two other people. Salehi, also a journalist, has since been released, but Rezaian has remained in jail. The executive editor of The Washington Post, Martin Baron, said Sunday the newspaper was aware of Iran's initial announcement of a verdict, which he called "vague and puzzling." "It is not clear whether this ruling includes a verdict or a sentence – or even whether its contents have been communicated to Jason or his lawyer," Baron said. "Jason is a victim -- arrested without cause, held for months in isolation, without access to a lawyer, subjected to physical mistreatment and psychological abuse." Iran and the United States have not had diplomatic relations since 1980.

EU: Russian Action in Syria a 'Game-Changer'by webdesk@voanews.com (VOA News)
European Union foreign policy chief Federica Mogherini said Monday that Russia's military action in Syria is a "game-changer" that has "some very worrying elements." She told reporters ahead of a meeting of EU foreign ministers in Luxembourg that actions taken against Islamic State militants have to clearly be carried out against the group and other terrorists defined by the United Nations. Russia has faced Western criticism that its air campaign in Syria is targeting opponents of President Bashar al-Assad, a Russian ally, and not the Islamic State. Mogherini said she believes the EU, Russia and the United States have common ground in Syria based on U.N. Security Council resolutions and a U.N. framework, but that their action must be coordinated. Otherwise, she said, there are "extremely dangerous" risks particularly militarily. Mogherini expected the ministerial meeting to cover what the EU can contribute to pushing forward the process to find a political resolution to the crisis in Syria that has killed 240,000 people since March 2011. She said the process should include everyone who has a role in the conflict and transition, with an outcome determined mostly by the international community, the region and mostly by Syrians. On Sunday, U.S. President Barack Obama told CBS television's 60 Minutes that Russia's intervention in Syria is aimed at saving Assad's government. "Syria was Russia's only ally in the region," he said. "And today, rather than being able to count on their support and maintain the base they had in Syria, which they've had for a long time, Mr. Putin now is devoting his own troops, his own military, just to barely hold together by a thread his sole ally." Putin said in an interview with Russian media on Saturday that the goal of his military's action in Syria is to "stabilize the legal government and create the right conditions for reaching a political compromise." Last week, the U.S. Defense Department scrapped its failed program to train and equip moderate Syrian rebels to fight Islamic State. Obama told 60 Minutes he was skeptical from the very start that it would work. He said part of his strategy in Syria is to try different things. But he said as long as Assad stays in power, it is very difficult to get the moderate rebels to focus their attention on the extremists.
