The States of Intelligence Analysis and Strategic Intelligence
M.N.: It is interesting to note that in a about half a century Presidents' attitudes towards PDB-s did not change much, despite the claimed quantum leap in quality and increase in analytical component and, presumably depth. Apparently the leaders feel that they know better what the strategy is, as they define it, and that it is up to them, as the ultimate consumers of this information, to decide what is relevant and what is not and in what context to view, organize, analyse this information and to plan, based on it. It means that strategies are secondary to policies which are broader and encompass the general political world view and always are ideologically and personally tinged, in various degrees, at different times and with various personalities of leaders. The resulting leadership - intelligence feedback cycles' quality and directions ("interest, approval, encouragement " or "disinterest, disapproval and neglect") are the result of the interplay of these various vectors and factors. It is also a source for aberrations in analysis and production of skewed (skewered and screwed) reports at the expense of their quality and "objectivity", in short the production of "intelligence to please and service".
