5 ноября 2010 года, в станице Кущевской Краснодарского края произошло убийство 12 человек, совершенное группой во главе с местным предпринимателем Сергеем Цапком. Расследуя это громкое преступление, следствие пришло к выводу, что в районе Кущевской в течение нескольких лет под предводительством С.Цапка действовала организованная преступная группировка, ответственная за целую серию тяжких преступлений. Также выяснилось, что группировка функционировала при попустительстве местной милиции и прокуратуры.
После начала расследования кущевского дела три его фигуранта, находясь в СИЗО, покончили жизнь самоубийством. Сергей Цапок был приговорен к пожизненному заключению, однако 7 июля он был найден мертвым в одиночной камере СИЗО №1 Краснодара. По данным следствия, причиной смерти Цапка стала закупорка легочной артерии.

Массовое убийство в станице Кущевской
4 ноября 2010 года в доме кущевского фермера Сервера Аметова произошло массовое убийство, с которого началось расследование дела банды Сергея Цапка. Причиной нападения на усадьбу С.Аметова послужило желание С.Цапка отомстить за смерть своего брата Николая, убитого в 2002 году. Как ошибочно полагал Сергей Цапок, за гибелью брата стоял именно Сервер Аметов.
В нападении на дом Аметова непосредственно участвовали сам Сергей Цапок, а также члены его группировки Владимир Алексеев, Андрей Быков, Сергей Карпенко, Вячеслав Рябцев и Игорь Черных.
В день убийства у С.Аметова гостил директор агрофирмы из Ростова Владимир Мироненко с семьей. Нападавшие об этом знали и, по признанию С.Цапка, специально дожидались, когда "все выпьют и расслабятся". На С.Аметова и В.Мироненко члены банды напали, когда те играли в бильярд в бане. Мироненко был убит, а Аметову С.Цапок нанес ранение ножом. После этого хозяина дома выволокли из бани в комнату и на его глазах расправились с остальными членами семьи и гостями. Трупы сложили в кучу, положив сверху еще живую девятимесячную внучку Аметова, облили бензином и подожгли.
В числе убитых оказались также зашедшая в гости к Серверу Аметову соседка Наталья Касьянова и ее 14-летний сын Павел.
Всего жертвами массового убийства стали 12 человек: Сервер Аметов, его супруга Галина, невестка Елена и внучка Амира; а также Владимир Мироненко, его супруга Марина, его дочери Алена и Ирина, его тесть Виктор Игнатенко и теща Лидия Игнатенко; Наталья Касьянова и ее сын Павел.
Расследование преступлений группировки С.Цапка и суд
5 ноября 2010 года после осмотра сгоревшего дома С.Аметова и обнаруженных там трупов следственные органы возбудили уголовное дело по статье 105 УК РФ (убийство двух или более лиц, убийство малолетнего, совершенные общеопасным способом). Генеральный прокурор России Юрий Чайка взял расследование дела об убийстве под личный контроль.
8 ноября 2010 года прибывший в Кущевскую председатель Следственного комитета РФ Александр Бастрыкин вместе со следственной группой осмотрел место убийства и провел оперативное совещание. На совещании Бастрыкин заявил, что поражен жестокостью совершенного преступления и потребовал приложить максимум усилий для раскрытия преступления.
12 ноября 2010 года Следственный комитет заявил о том, что дело о массовом убийстве в Кущевской полностью раскрыто. Впоследствии обвинение по этому делу было предъявлено восьми участникам группы Цапка. Также представители Следственного комитета сообщили о ведущемся расследовании по другим преступлениям, совершенным членами преступной группы. В ходе расследования Сергей Цапок активно сотрудничал со следствием и на допросахрассказал следователям как минимум о пяти убийствах, совершенных членами возглавляемой им ОПГ. При этом он подчеркивал, что лично он не причастен к убийствам, о которых рассказывает.
19 ноября 2010 года ГУВД по Краснодарскому краю обратилось к жителям Кущевской с просьбой сообщить в правоохранительные органы о преступлениях, о которых не заявлялось ранее, с целью поиска доказательств того, что на территории поселения действовала преступная группировка. В тот же день газета "Ведомости" сообщила, что имя Сергея Цапка было известно милиции и прокуратуре еще за два года до резни в Кущевской, однако местные правоохранители игнорировали поступавшие по его поводу жалобы жителей станицы и депутатские запросы. 22 ноября 2010 года с жителями станицы Кущевской встретился глава Следственного комитета Александр Бастрыкин и призвал рассказать обо всех преступлениях, которые произошли в районе ранее. На встречу пришли 162 человека и подали в общей сложности более 140 заявлений.
23 ноября 2010 года Следственный комитет сообщил, что специальный штаб по расследованию тяжких и особо тяжких преступлений в Кущевской возобновил производство по 12 уголовным делам прошлых лет. Спустя месяц все 12 преступлений были раскрыты. Также в ходе расследования были выявлены и другие преступления, о которых ранее в правоохранительные органы не сообщалось, или дела по которым были закрыты.
В числе обвиняемых по делу о банде Цапка по результатам расследования оказались следующие фигуранты.
- Сергей Цапок (приговорен к пожизненному заключению),
- Владимир Алексеев (задержан на Украине, экстрадирован, приговорен к пожизненному заключению),
- Андрей Быков (заключил досудебное соглашение со следствием, приговорен к 20 годам заключения),
- Сергей Карпенко,
- Вячеслав Рябцев (в доме Аметовых убийств не совершал, задержан на Украине, экстрадирован в Россию, приговорен к 20 годам заключения),
- Игорь Черных (приговорен к пожизненному заключению).
Другие участники банды Сергея Цапка:
- Владимир Запорожец (приговорен к 19 годам заключения),
- Виталий Иванов (признался в совершенном в 2003 году убийстве предпринимателей Богачевых),
- Николай Цапок, дядя Сергея Цапка (приговорен к 20 годам заключения),
- Вячеслав Цеповяз (приговорен к 20 годам заключения),
- Сергей Цеповяз (приговорен к штрафу в размере 150 000 рублей за укрывательство).
Кроме того, 25 ноября 2010 года прошел обыск в фирме "Артекс-Агро", которой руководилаНадежда Цапок - мать Сергея Цапка. Произошло это в связи с тем, что прокуратура выявила нарушения при выделении фирме государственных субсидий на сумму свыше 15 млн рублей. Против Н.Цапок было возбуждено уголовное дело о мошенничестве, по итогам рассмотрения которого она была признана виновной и приговорена к трем годам лишения свободы.
9 ноября 2012 года, после вынесения приговоров С.Цеповязу, В.Рябцеву и А.Быкову, началось рассмотрение в суде дел остальных подозреваемых. Организатор массового убийства - Сергей Цапок - своей вины не признал.
8 ноября 2013 года в суде присяжные огласили вердикт, признав Сергея Цапка, его дядю Николая Цапка, Вячеслава Цеповяза, Владимира Алексеева, Игоря Черных и Владимира Запорожца виновными во всех инкриминируемых им преступлениях - в участии в банде, убийствах, покушениях на убийства, разбойных нападениях, незаконном лишении свободы, умышленном уничтожении и повреждении чужого имущества, изнасилованиях и незаконном хранении оружия. Кроме того, Сергей Цапок был признан виновным в том, что он руководил бандой в станице Кущевской.
14 ноября 2013 года обвинение попросило приговорить Сергея Цапка, Владимира Алексеева и Игоря Черных к пожизненному заключению, а Вячеслава Цеповяза, Николая Цапка и Владимира Запорожца - к 25 годам лишения свободы. Кроме того, прокурор попросил оштрафовать Сергея Цапка на 700 тысяч рублей и назначить ему отбывание наказания в колонии особого режима. Владимира Алексеева и Игоря Черных гособвинитель попросил приговорить к штрафу по 600 тысяч рублей, а Вячеслава Цеповяза оштрафовать на 300 тысяч рублей. В тот же день обвиняемые выступили с последним словом: никто из них своей вины не признал.
19 ноября 2013 год суд приговорил Сергея Цапка к пожизненному заключению с отбыванием срока в колонии особого режима. К пожизненным срокам также были приговорены Владимир Алексеев и Игорь Черных. Кроме того, по решению суда С.Цапок должен был выплатить 700 тысяч рублей штрафа. Остальные подсудимые также были приговорены к длительным срокам заключения: Николай Цапок - к 20 годам, Вячеслав Цеповяз - к 20 годам, Владимир Запорожец - к 19 годам лишения свободы в колонии строгого режима.
Смерть фигурантов дела
После начала расследования дела кущевской банды три его фигуранта покончили жизнь самоубийством. Сам главарь банды Сергей Цапок умер при не до конца выясненных обстоятельствах. В СМИ обсуждалось, что такая череда смертей может выглядеть странной.
- В ночь на 30 июня 2011 года в СИЗО Краснодара покончил с собой Виталий Иванов.
- 1 августа 2011 года в реанимационном отделении клинической больницы скорой медицинской помощи города Владикавказа после попытки суицида скончался, не приходя в сознание, Сергей Карпенко.
- 4 июля 2014 года в одиночной камере СИЗО №1 УФСИН России по Краснодарскому краю былобнаружен повешенным Игорь Черных.
- 7 июля 2014 года Сергей Цапок был найден мертвым в одиночной камере СИЗО №1 города Краснодара, где находился в связи с обжалованием приговора. Следов насильственной смерти на теле обнаружено не было. 5 июля, по данным следственного управления, Сергей Цапок доставлялся в одну из городских больниц Краснодара с предварительным диагнозом "инсульт". После оказания медицинской помощи осужденного отправили в медчасть изолятора.
- 10 марта 2015 года было сообщено о самоубийстве 27-летнего Павла Колбасенко, тело которого было найдено в доме его супруги.
Проверка СК РФ по фактам смерти Иванова и Карпенко подтвердила версию о суициде.
В своем последнем слове 18 ноября 2013 года Сергей Цапок заявлял: "Я не собираюсь кончать жизнь самоубийством, если, конечно, меня не убьют в тюрьме".
После известия о гибели Сергея Цапка в "Твиттере" российского оппозиционера Алексея Навального было опубликовано сообщение: "О, и Цапка грохнули в СИЗО. Его совсем не жалко. Жалко, что его

7 июля 2014 года, говоря о гибели четырех фигурантов "кущевского" дела, председатель межрегиональной правозащитной ассоциации "Агора" Павел Чиков отмечал: "Даже если это не связано с чьим-то злым умыслом, то вообще условия содержания в российских СИЗО - это притча во языцех, которая неоднократно становилась предметом рассмотрения и международных, и российских инстанций, об этом постоянно пишет в своих ежегодных докладах уполномоченный по правам человека. Буквально полтора года назад было пилотное постановление Европейского суда по правам человека, он проанализировал почти 100 дел, 100 решений за последние 10 лет, касающихся условий содержания в российских следственных изоляторах. И везде одинаковые ужасные условия, при этом отдельным пунктом было оказание медицинской помощи". "Мы с вами тут обязательно должны вспомнить загадочную историю гибели Салмана Радуева, если вы помните такого чеченского террориста, который как раз свое пожизненное лишение свободы получил и тайным образом от сердечной же недостаточности скончался в пермской колонии уже теперь много лет назад. Череда загадочных смертей по резонансным делам у нас присутствует", - добавил Чиков.
После известия о смерти Сергея Цапка потерпевшие по делу о "кущевской резне" попросили прокуратуру Краснодарского края не разрешать хоронить его в родной станице Кущевской.
Проверки и отставки
Почти сразу после начала следствия по делу о массовом убийстве в доме С.Аметова в Кущевском районе начались проверки деятельности местных органов власти, а также последовал ряд отставок. В частности, своих постов лишились замглавы администрации Кущевского района, начальник местной милиции, глава ГУВД Краснодарского края и глава краевого департамента по взаимодействию с правоохранительными органами. Также после проверок досрочно были прекращены полномочия председателя суда Кущевского района Александра Яценко.
19 ноября 2010 года губернатор Краснодарского края Александр Ткачев в ходе встречи с жителями Кущевской пообещал сам уйти в отставку, если убийцы 12 человек в доме С.Аметова сумеют избежать наказания.
24 ноября 2010 года генеральная прокуратура сообщила о грубых нарушениях, выявленных в деятельности Кущевского РОВД, в том числе об укрытии преступлений. В тот же день был задержан руководитель подразделения Центра по противодействию экстремизму ГУВД Краснодарского края в станице Кущевской Александр Ходыч, подозреваемый в превышении должностных полномочий. По версии генпрокуратуры, А.Ходыч, угрожая уголовным преследованием одному из местных жителей, требовал от него 6 млн рублей. 26 ноября А.Ходыч был арестован.
30 ноября 2010 года во время ежегодного послания Федеральному Собранию РФ президент Дмитрий Медведев заявил об отставке Сергея Кучерука, возглавлявшего ГУВД Краснодарского края с 2001 года. Президент не произнес название станицы Кущевской, но пояснил, что увольнение Кучерука связано с "одним из криминальных эпизодов".
24 февраля 2011 года глава российского МВД Рашид Нургалиев лично вручил Сергею Кучеруку медаль "За заслуги в управленческой деятельности" второй степени. Однако 2 марта приказ о награждении был отменен.
28 января 2011 года против начальника отделения по делам несовершеннолетних ОВД по Кущевскому району Татьяны Ремескевич было возбуждено уголовное дело в связи с выявлением в ходе проверки факта укрывательства сотрудниками кущевской милиции заявления матери малолетней девочки о том, что последняя подверглась сексуальному насилию со стороны Владимира Алексеева, входившего в банду Цапка.

Заявление секретаря Совбеза России об угрозе возвращения боевиков террористического "Исламского государства" говорит о том, что на Северном Кавказе будут ужесточены силовые методы работы, считают опрошенные корреспондентом "Кавказского узла" эксперты. Вернувшиеся боевики проявят себя лишь в условиях "тотальной дестабилизации в стране", заявил политолог Алексей Малашенко.
Как сообщал "Кавказский узел", 11 марта секретарь Совета безопасности России Николай Патрушев выступил с требованием взять под особый контроль возвращение боевиков с Ближнего Востока. По мнению Патрушева, боевики могут приехать в Россию "с навыками изощренного террора, свойственного "Исламскому государству".
По данным ФСБ, боевики из России воюют на территории Сирии и Ирака на стороне провозглашенного "Исламского государства" (ИГ, ранее - ИГИЛ), отмечается в подготовленной "Кавказским узлом" справке "Выходцы с Кавказа в рядах ИГИЛ". "Исламское государство" признано в России террористической организацией. Деятельность "Исламского государства" запрещена в стране по решению Верховного суда.
Орлов: секретарь Совбеза озвучил очевидную для всех истину
Ужесточение усилий по противодействию боевикам уже произошло, а политика "мягкой силы" давно свернута, заявил корреспонденту "Кавказского узла" руководитель программы "Горячие точки", член совета Правозащитного центра "Мемориал" Олег Орлов.
"Курс, давший положительные результаты в Ингушетии и Дагестане, свернут давно. Патрушев озвучил не новость, а очевидную истину: опасность возвращения боевиков с Ближнего Востока – печальная реальность. Кто возвращается из тех мест, проверяется, задерживается. И уже есть обвинительные приговоры людям, воевавшим на стороне "Исламского государства", - сказал Олег Орлов.
По его словам, от возвращающихся с Ближнего Востока людей исходит "большая опасность".
"При этом власти безумными действиями, такими, как в поселках Гимры и Временный, создали дополнительную мобилизационную базу для боевиков. "Дикие" зачистки организовали базу недовольных, которые потенциально могут пополнить ряды боевиков", - сказал правозащитник.
Среди граждан России за "Исламское государство" в основном воюют уроженцы Чечни и Дагестана, отметил правозащитник.
Малашенко: в условиях кризиса боевики будут являться серьезной силой
Количество граждан России, воюющих на стороне "Исламского государства", не поддается подсчету, считает член научного совета Московского центра Карнеги Алексей Малашенко.
"Большинство боевиков "Имарата Кавказ" (признанного террористической организацией), воюющих на стороне ИГ, останутся в Сирии. Более того, по моим данным, туда приезжали чиновники из Дагестана и уговаривали боевиков остаться на Ближнем Востоке. Глава "Имарата Кавказ" выступил с мнением, что каждый должен решать для себя, где ему воевать, но призвал членов НВФ вернуться в Россию. Таким образом, число вернувшихся, и желающих вернуться, варьируется и не поддается подсчету", - рассказал корреспонденту "Кавказского узла" Малашенко.
В Россию воевавшие на Ближнем Востоке граждане могут возвратиться через разные страны, отметил эксперт. "Есть масса различных путей, и как боевики вернутся на Кавказ – через Мурманск или Вашингтон, - я не знаю", - указал Малашенко.
Вернувшиеся в Россию боевики "смогут проявиться себя лишь в ситуации общего кризиса", заявил эксперт.
"Свое веское слово боевики смогут сказать только при наличии тотальной дестабилизации в стране. Сами по себе они "воду не замутят". В противном случае – это будет очень серьезная сила", - сказал Малашенко.
Орешкин: все большую роль играет сдерживание, а не профилактические действия
Политическая ситуация на Северном Кавказе будет ухудшаться, действия силовиков будут ужесточены, считает политолог, бывший член президентского Совета по правам человека Дмитрий Орешкин.
"Так построена система ценностей, вопрос лишь в том, кто будет ужесточать – Рамзан Кадыров или его конкуренты из силовых структур. Система управления так построена, что во главе стоит силовой фактор, что в значительной степени рационально. Но все большую роль играет именно сдерживание, а не, скажем, культурное воспитание, профилактические действия", - сказал корреспонденту "Кавказского узла" Орешкин.
При этом в качестве примера политолог привел ситуацию в Крыму. По его словам, за последние 20 лет на полуострове "не отмечалось инцидентов на почве национального терроризма".
"Сегодня на полуострове реализуется аналогичная Кавказу силовая политика – заранее всех подавляют: Джамилева и Чубарова (Рефат Чубаров, действующий председатель Меджлиса крымскотатарского народа, экс-депутат Украины, президент Всемирного конгресса крымских татар. – Прим. "Кавказского узла") не пускают, хотят контролировать силой. Думаю, ответ будет аналогичным – где-нибудь, рано или поздно, что-то взорвется", - сказал Орешкин.
В Крыму будут нарастать "агрессивные проявления", привел он свою точку зрения.
"Взятый курс ведет к тотальному подавлению. Силовикам это кажется рациональным решением проблемы, но я в этом не уверен. Спецслужбы хотят быть над законом", - сказал Орешкин.
Джемаль: Патрушев говорил о сохранении федерального контроля
Воюющие в рядах "Исламского государства" граждане России не смогут вернуться из-за создания законодательного механизма по противодействию их возвращению, считает журналист Forbes Орхан Джемаль.
"Данных о массовых возвращениях боевиков в Россию нет. Уголовные дела, заведенные в отношении таких людей, можно сосчитать на пальцах одной руки (по подсчетам «Кавказского узла», с 1 января было возбуждено не менее 48 уголовных дел в отношении жителей регионов СКФО, до сих пор воюющих на Ближнем Востоке и граждан, вернувшихся в Россию с территории конфликта в Сирии и Ираке. Уголовные дела возбуждались в отношении Чечни,Кабардино-Балкарии, Ингушетии, Дагестана, Ставропольского края. Не менее шести жителей СКФО, вернувшихся в Россию, были осуждены по обвинению в участии в боевых действиях на Ближнем Востоке, - Дополнение от 15:40 мск 13 марта). Патрушев говорил не об ужесточении противодействия, а о сохранении федерального контроля над северокавказскими республиками. В этой части московская установка должна выполняться неукоснительно", - сказал Джемаль.
По его словам, если говорить о гражданах постсоветских стран, то в основном в рядах ИГ воюют выходцы из Средней Азии.
"В основном, боевики ИГ– это выходцы из Средней Азии. Россияне, приехавшие в Сирию, являются выходцами из Поволжья. Северный Кавказ тоже участвует, но не лидирует", - заявил корреспонденту "Кавказского узла" Орхан Джемаль.
В свою очередь опрошенные корреспондентом "Кавказского узла" эксперты отметили, что признаков ужесточения тактики боевиков Северного Кавказа пока не наблюдается, и вряд ли боевики позаимствуют тактику "Исламского государства".
"Кавказский узел" отслеживает влияние событий на Ближнем Востоке на политическую и общественную жизнь регионов юга России и Южного Кавказа, публикуя материалы по этим темам на страницах "Кавказ под прицелом халифата" и "Сирия в огне".

Staunton, March 13 – Open societies allow their members to define their own identities and to have more than one as well as to shift them almost at will; closed societies, in contrast, attempt to impose single fixed identities on their populations so that the regimes can use those identities to play one group against another and to manipulate all of them.
But when a government attempts to impose a new identity or to redefine the contents of a pre-existing one, problems inevitably arise, with some of those the regime is seeking to define left confused and others seeing whatever definition the regime is trying to impose as an existential threat to their own well-being.
Kseniya Kirillova, in a commentary on Novy Region-2 today, discusses this distinction between a free and an unfree society. In the former, she points out, people change and evolve and have so many identities that it is difficult to predict which identity will matter and how any given individual will behave (nr2.com.ua/blogs/Ksenija_Kirillova/Pochemu-rossiyanami-tak-legko-manipulirovat-92062.html).
“This is one of the reasons,” she writes, “why the Russian authorities so fear freedom” and why they seek to impose a single identity whose contents they have defined rather than allowing individuals a choice in the matter. As she says, Moscow has tried to drive everyone into “’a ghetto’” where he or she has only one identity and not a multiplicity of them.
In contrast to the authorities in free societies, the Russian ones conceive each identity as “fatal,” and therefore they seek to define it with precision. Thus, in their understanding, “’a Russian is Orthodox’ and ‘a defender of human rights is an agent of the US, and enemy of Russia, not a patriot, “a liberast,” and an enemy of the Church.’”
There are several problems with such insistence. On the one hand, every individual is more than one thing and therefore has more than one identity. Imposing a single identity as defined by the state inevitably creates tensions that can be kept in check only by the enormous use of force.
And on the other hand, the Russian state keeps changing both the preferred identities and their specific content, thus posing challenges to groups who feel that their identities are threatened or who disagree with one or another part of the definition that the Russian authorities are insisting upon and leading both them and the supporters of changes to be more aggressive.
The rewards of successfully imposing identities on people came to both the Soviet rulers in the past and Russian ones in the future, leaving the population easier to manipulate. But at the same time, the dangers of doing so have been on display as well, leading to the demise of the USSR and now new tensions within Russian society.
What those can look like is very much on public view today. Speaking in Perm, Damir Mukhetdinov, the first deputy chairman of the Muslim Spiritual Directorate (MSD) of Russia, denounced the Kremlin’s efforts to impose its notion of “a Russian world” and to insist on the acceptance of the way the regime defines it (echo.msk.ru/news/1510590-echo.html).
The Muslim leader pointed out that the Russian constitution specifies that there cannot be a state ideology, but “in fact, in the ruling elite is being developed and worked out a proto-ideology, the basic formula of which is the restoration of the Russian world.” Such a definition does not take the Muslim population into account.
Indeed, he continued, “numerous problems in the country are not being resolved precisely because at the level of strategic thought there is the idea that “there is no Islam in the future of Russia.” But Islam is very much part of Russia’s present and future and efforts to define it on the basis of thinkers from the past are dangerous.
“The ‘Russian idea’ of Dostoyevsky, Ilin or Berdyaev, the Slavophilism of Danilevsky and Leontyev, and the Eurasianism of Savitsky and Trubetskoy are beautiful examples of historiosphic thoughts, but they were expressed for the past and not for the present day,” whatever the Kremlin ideologists think.
In reporting Mukhetdinov’s comments, Ekho Mosvky noted that “the representatives of the powers that be have not commented on them.” But they will soon have to – and not just about those of this Muslim leader but also about those of others, Russian and non-Russian, who do not see themselves a part of Putin’s “Russian world.”

Russian president Vladimir Putin has not been seen in public since 5 March. The media started to speculate about his whereabouts after he postponed a trip to Kazakhstan and cancelled a series of scheduled meetings.
Assurances came from his press secretary Dmitry Peskov, who said there was “no reason to worry” and “everything is fine”, but an apparent attempt by the Kremlin to quell rumours of his bad health backfired after a photo they released was reported to be a week old.

Министр внутренних дел Арсен Аваков заявил, что вместе с послом США в Украине Джеффри Пайеттом подписал договор о финансовой помощи по линии реформ. Сумма помощи составила более 26 млн долларов США, сообщает портал СЕГОДНЯ.
"Для нас важны деньги, еще более важным для нас является вопрос поддержки", – сказал Аваков.
Он добавил, что с поддержкой США Украина получит помощь и от других стран мира.
"В узком окне возможности для реформы мы сформулировали короткий промежуток до лета. Все необходимые законодательные акты и документы должны быть приняты до этого времени", – добавил министр.
По словам Авакова, сейчас с США идет работа и по другим направлениям реформирования МВД, в частности соглашение подразделения по типу американского SWAT. В Украине он будет называться "КОРД", уточнил министр.
Новые автомобили (часть из них Украина получила из Японии), компьютеры предоставит Америка, будут новые базы данных.
Он также отметил, что сейчас необходимо делать и практические шаги, один из которых при сотрудничестве с США – новая патрульная полиция.
"При этой поддержке мы сможем продемонстрировать обществу первые результаты реформы. Летом Киев увидит новую патрульную полицию", – заверил министр.
В свою очередь посол Пайетт отметил, что соглашение, подписанное сегодня, поддерживает совместные с Украиной ценности.
"Сегодняшние договор не только о 26 млн долларах. Он о длительной поддержке со стороны США украинского народа и конкретно этого правительства Украины. Это соглашение также сделает возможным наше сотрудничество по поддержке пограничников", – сказал он.
Пайетт отметил, что уже в Украину приехали американские профессионалы полицейского дела, которые также будут помогать обучать новых патрульных.
Ранее Аваков пообещал, что до конца текущего года во всех городах-миллионниках Украины будет работать патрульная служба.

После недолгой борьбы бизнесмен Михаил Прохоров потерял контроль уже над второй партией, созданной под собственным началом. В пятницу он сначала сумел добиться отстранения от руководства «Гражданской платформой» своего оппонента Рифата Шайхутдинова, однако после этого вслед за соратниками неожиданно вышел из партии сам. Корреспондент «Газеты.Ru» следил за обоими актами этой политической трагикомедии.
Шайхутдинов уходит...
Уже по тому, что накануне в редакцию «Газеты.Ru» пришло сразу два приглашения на заседание Федерального гражданского комитета партии, стало понятно, что дела в партии идут совсем трудно: официальный релиз прислала пресс-служба партии, а пиарщики группы «ОНЭКСИМ» Михаила Прохорова дозвонилась до отдела политики, причем о партийных товарищах они ничего не знали. Без раскола явно не обошлось.
На самом заседании основатель партии Михаил Прохоров вроде бы сразу пошел в атаку, выразив требование членов политического комитета партии провести перед ФГК заседание руководящего органа — федерального политкомитета. «Надо исправить ошибку, совершенную год назад», – многозначительно намекнул он.
При этом рассадка оставалась традиционной: Шайхутдинов сидел по левую руку от бизнесмена, а Ирина Прохорова – по правую, и это только добавляло ситуации драматичности.
Шестеро из восьми членов ФПК предложили вынести на повестку дня смещение с должности своего главы Шайхутдинова с дальнейшим его исключением из партии.
«Мне можно высказаться?», – несколько раз робко спрашивал Рифат Шайхутдинов у Прохорова.
«Нет, вы в начале объявите заседание политкомитета по нашему требованию», – угрожающе отвечал основатель «ГП».
Буквально через пару минут большинством голосов на пост главы ФПК вернули Прохорова.
Лишь тогда Шайхутдинову дали слово. В своем монологе он попросил объяснить, чем же «антимайдан» не соответствует идеологии партии, а также выразил опасения по поводу возможных метаморфоз, которые могут ждать партию: «Я не хочу, чтобы партия превращалась в «ПАРНАС», не хочу превращаться в Навального. Надеюсь, Михаил Дмитриевич не хочет превращаться в Ходорковского», – то ли увещевал, то ли угрожал политтехнолог.
Заодно он обвинил основателя партии в отходе от принципов антиреволюционности, системности и демократичности. «Эти принципы подтвердил и сам Прохоров, когда легитимизировав выборы президента России, приняв в них участие в качестве политического партнера Владимира Путина», – все больше распылялся смещенный лидер партии.
«Ты, Михаил Дмитриевич не хочешь выполнять те обещания, под которые тысячи людей пошли за тобой», – у Шайхутдинова был свой взгляд на то, кто и какую ошибку допустил.
«А что вы вообще тыкаете?», – возмутилась Ирина Прохорова.
После чего обвинения посыпались уже в адрес самого Шайхутдинова. Правда, за исключение Шайхутдинова из партии вовсе высказался только Соломон Гинзбург, обосновывая это плачевным положением дел в «ГП»: «Нам нужно готовиться к выборам в Госдуму, а в нынешнем положении партия не проходная. Мы не сможем толкаться локтями в вассальности». Напомним, что в СМИ Гинзбург первым открыто выступил против политики Шайхутдинова.
В итоге, несмотря на потерю полномочий, Шайхутдинов в партии остался. «Спасибо за поддержку, коллеги», – съязвил он, после чего пригрозил всем партийным съездом 24 марта и потребовал обсудить на ФГК поведение Андрея Макаревича.
Но, как выяснилось, это было только начало.
...и возвращается
В защиту Шайхутдинова выступил только полковник «Альфы» в отставке Сергей Милицкий: «Что вы сами из партии не уходите, если вам все так не нравится»?
Сложилось впечатление, что сторонники Прохорова восприняли это не как злобный выпад, а как руководство к действию. Один за другим члены ФГК стали заявлять о своем уходе. «Сама постановка вопроса об Андрее Вадимовиче является знаковой. Это значит, что в организме, который мы создавали, что-то пошло не так», – объяснял актер Леонид Ярмольник.
«Привет от Аллы Борисовны», – закончил он, объяснив, что Пугачева придерживается таких же позиций.
Аналогичное заявление поступило от Людмилы Улицкой. Его зачитала директор Всероссийской государственной библиотеки ИНО иностранной литературы Екатерина Гениева, которая тоже оказалась полностью согласна с писательницей. В таком же ключе высказались полномочный представитель правительства в высших судебных инстанциях Михаил Барщевский и журналист Станислав Кучер.
Дальше они, как и полагается настоящим представителям интеллигенции, посыпали голову пеплом и во всех бедах обвинили себя самих.
В итоге, сам Михаил Прохоров, буквально за двадцать минут до этого одержавший победу в аппаратной борьбе, предложил всем присутствующим уйти из всех органов «ГП».
«Меня не смущает, что повторяется история с «Правым делом». Лучше сохранить честь и достоинство», – предварил напрашивающиеся вопросы журналист Александр Любимов.
При этом Прохоров потребовал от будущего съезда сменить название партии, чтобы никак не ассоциироваться с ней.
«Не хотел бы мракобесам мешать своими именем биться за места в Госдуме любой ценой».
«Или мы становимся, как все, и надеемся, что нам подарят шанс, или остаемся сами с собой. Я считаю, что нет ничего дороже последнего», – заявил мэр Екатеринбурга Евгений Ройзман.
Их примером вдохновились и все остальные присутствующие. К концу заседания в ФГК и ФПК остались только Милицкий и Шайхутдинов. «Я не ухожу», – как-то уж очень зловеще хохотнул последний.
Напоследок Прохоров обещал подумать, как продолжать реализовывать инициативы своих бывших коллег по партии в другом формате.
Источник в «ГП», объясняя странный разворот сторонников Прохорова, рассказал «Газете.Ru», что на съезде, Шайухтдинов все равно бы выиграл, так как до этого установил контроль над контрольными отделениями: «В партию последнее время приходили странные люди, фактически выступающие спойлерами дял других партийцев».
Правда, другие источник утверждают, что однозначные выводы было бы делать слишком поспешно: «Расклад был примерно 50 на 50».
Замдиректора Центра политической конъюнктуры Олег Игнатов объясняет, что для Прохорова деятельность Шайхутдинова несла серьезные имиджевые потери, которые могли обернуться и финансовыми:
«Партия не просто соревновалась с другими партиями в лояльности власти – так было и при Прохорове. Она решила конкурировать на одном поле с радикальными национал-патриотическими движениями, что было политически неприемлемо для целого ряда знаковых соорганизаторов партии».
Накануне сегодняшний событий источник, близкий к Кремлю,намекал «Газете.Ru», что Прохоров не уйдет из партии без санкции главы государства, так как экс-бизнесмена держат в запасе как возможного кандидата на следующих президентских выборах.
«В администрации президента и так не верят в перспективы либерального электората, а значит, и спойлера больше не нужно», - разъяснил произошедшее уже сегодня источник в одном из околокремлевских фондов.

Staunton, March13 – Many are now concerned about the possible spread of Islamist radicalism from Afghanistan into neighboring Tajikistan, but the roots of the Islamization of that Central Asian country are to be found not abroad but in “the so-called ‘secular fundamentalism’” of the current regime in Dushanbe.
That is the judgment of experts Parviz Ibodov, an observer for Centrasia.ru, surveyed and a warning to those who are focusing only on the external threats to his rule and his secularist approach to ruling what remains perhaps the most Islamic country in what was Soviet Central Asia (centrasia.ru/news.php?st=1426227060).
The Tajikistan constitution written under Western influence specified that that the government promotes secular values, but there has been “an intensification of Islamization” there over the last two decades, represented by dramatically increased mosque attendance, the wearing of beards and burqas, and the rise of underground mosques led by mullahs trained abroad.
Islamization, Ibodov says, is proceeding most rapidly in the Sogda and Hatlon oblasts, in the capital city of Dushanbe, and in districts closest to the capital. Elsewhere, the shift to Islamist practice and values has been much less marked.
Among the factors behind this development, he continues, is “the low authority” of officially recognized mullahs who often have little training, social tensions, high levels of poverty, and widespread corruption in the government. Islamist radicals win support by presenting themselves as “a source of truth and justice” and as opponents of all this.
But the government itself has made the situation worse by its clumsy approach to the situation, adopting “ineffective measures which are extremely unpopular among believers” and which are often unenforceable or unenforced. Among these was the decision to fine those who violate rules about studying abroad and the demand that they return home.
Many ignored the law, and those that did return were often angry and more inclined to oppose the government than they might otherwise have been. And as various specialists on Tajikistan have pointed out, Ibodov continues, “the worse the life of Tajikistanis becomes, the more rapid Islamization occurs” because people see the Islamists as a good alternative.
Not only are stores selling burqas and hijabs doing a brisk business, he says, but there is an even stronger piece of evidence that young people are turning away from the secular state toward the Islamists. Young people, influenced by the Islamists’ insistence that “nation” has no meaning in Islam, are no longer celebrating the Novruz new year’s holiday.

Interregnum by Paul Goble
Staunton, March 13 — Thirty-three years ago, Soviet commentator Fyodor Burlatsky published an article entitled “Interregnum” in Novy Mir. Ostensibly about what had taken place in China during changes from one dynasty to another, it was in fact a description of what was occurring in the USSR of his times.
As Burlatsky pointed out, people living during an interregnum think and act differently than they do when there is an established order. Because the usual rules are in abeyance, everything seems equally possible or impossible, leading to wild speculation on the one hand and a search for the means for survival on the other.
Today, when it is not clear whether Vladimir Putin is ill, dead, or has been pushed aside by a palace coup, Russia has entered another of its periodic interregnums; and in assessing what is being said and done, it is important to remember three other important facts about interregnums in general.
The most important of these is that once large numbers of the elite begin to think that they are in an interregnum, the power of the person on the throne slips away. The incumbent may be able to recover: it has happened. But the ruler’s task has changed: he no longer can act in the same way and must focus on his survival more than anything else.
The second of these, as Burlatsky pointed out, is that interregnums, the period between two dynasties, seem to open all kinds of possibilities, but most of the time, they simply lead to a reshuffling of the portfolios of the elite. Many of the same people remain, and consequently, the hopes or fears that this is a revolutionary situation are dashed.
And third, as interregnums in China demonstrate, these periods can be long or short, they can under certain conditions lead to a radical change of course, and they can even open the way to the dissolution of the state into feuding parts. That may appear to some to be an end, but in fact, the reconstitution of the former whole ultimately becomes the task of the new rulers.
Not everything is equally likely in any given interregnum, of course, but the hopes of many that it will open the way to a solution for all problems are typically misplaced. More often, as Burlatsky wrote a generation ago, such periods open the way for what Russians call “a time of troubles,” in which there is much suffering but which leads to the reconstitution of the regime.
Fear of an interregnum and even more fear of a new time of troubles help to explain why so many Russians defer to their leaders lest things get worse. But once they or at least key members of the elite decide that they are in an interregnum, those fears do not disappear, but many of the constraints on actions do.
Thus, if indeed the Putin era is passing as it may very well be, there is the possibility for change for the better or one in an even worse direction than the one he has led his country on. And there is also the possibility that the situation will not be nearly as different as some hope and others fear.

Selling the Family Jewels by Stephen Blank
Among Boris Nemtsov’s many charges against Vladimir Putin was the often voiced complaint that Putin was selling off valuable Russian assets to China at bargain basement prices. Recent evens only confirm Nemtsov’s apprehensions which were not unique to him but are often voiced across the spectrum of Russian political literature. The increasingly visible selling off of some of Russia’s most critical assets owes much to the consequences of its war with Ukraine but it was already visible before that adventure. This trend already began in 2009 when China loaned Rosneft and Transneft $25 billion basically to force them to construct the oil pipeline that is known as ESPO (East Siberia Pacific Ocean pipeline). Thus the interest payments on that loan offset the price of oil agreed to then and in subsequent litigation between the parties and framed a deal that was clearly to China’s advantage. In 2012-13 Rosneft sold major equity shares in its Arctic holdings to CNPC in return for huge subsidies of at least a hundred billion dollars in the form of loans and prepayments.
This trend is getting stronger. The terms of the May 2014 gas deal between Russia and China remain a secret and it is widely believed that China successfully imposed a price for the gas that is basically at cost for Russia. China may also have advanced a loan in the form of prepayment. The recent announcement that a second gas deal will be signed later this year raises the possibility that China will again be able to dictate terms.1 Similarly, on February 27, 2015, Deputy Prime Minister Arkady Dvorkovich said Russia may consider allowing Chinese investors more than 50 percent stakes in its strategic oil and gas fields. He told the Krasnoyarsk Economic Forum that there were no political obstacles to selling China over 50% of equity in key energy assets and there is also no longer a psychological barrier to doing so because we have a strategic partnership with China and decisions are made faster than before.2
Dvorkovich’s remarks reinforce the sense that such decisions have now become a general policy line that has been forced upon Russia due to its war in Ukraine. The Ministry of Natural Resources and Ecology has forwarded proposals to the government that would drastically reform foreign investment regimes particularly as they pertain to strategic oil and gas deposits. These proposals are explicitly intended to attract Asian, especially Chinese, investors. The new proposals allow foreign firms to acquire up to 25% of those assets without approval of the government commission chaired by Prime Minister Medvedev.3 But other Asian investors are also welcome. Moscow has long sought to attract India’s ONGC and Southeast Asian investment in Northeast Asian and even Arctic oil and gas fields. Undoubtedly it would certainly welcome any interest from these or other Asian investors.
But this fire sale does not extend only to critical energy assets e.g. the Vankor field where CNPC seeks to expand its 3.5% stake.4 Putin now supports a “homeland act” that will offer free land to anyone who wants to move to the Russian Far East. The idea evidently originated with Deputy Prime Minister Yuri Trutnev who is also Moscow’s plenipotentiary for the Far East. His plan is to provide one hectare (2.5 acres) “to every resident of the Far East and to anyone who is willing to come and live in the region so that they could start a private business in farming, forestry, game hunting or some other enterprise.”5 Chinese media have indicated that a growing number of potential Chinese migrants are interested in taking advantage of the program. Of course, this program raises nationalist suspicions in Russia. For example, the Federal Migration Service warned that Chinese migrants might become the largest ethnic group in the RFE by 2025-30. And in 2014 a border official warned that from January 2013-June 2014 1.5 million illegal Chinese immigrants entered the RFE. So this new program might actually be an effort to regulate and channel migration to only legal Chinese migrants.6
To be sure Russia would dearly love to attract other investors an migrants from Asia but that is not happening. Chinese and Japanese experts concur that the RFE (apart possibly form energy assets) is not an attractive site for investment in a production base due to its small population, lack of a sizable internal market and high labor costs.7 And these features do not even mention the fundamentally predatory and rent-seeking patrimonialism that characterizes the entire economy.
Therefore it is clear that the costs of Ukraine are now rolling in, not least in the most strategic sectors of the Russian economy where Moscow must sell off “the family jewels” to promote the façade of a major Asian and major energy power. But even if Ukraine had not occurred this inability to sustain Russia’s own assets would have manifested itself due to he nature of he economy and the absence of any idea how to reform the structural problems that make it perennially vulnerable to either directed or general external market pressure. Even if Putin should, by some miracle, return Ukraine’s territory to it, Russia’s economy remains not ready for prime time. Until property rights in law and legal accountability of the government and its officials become realities all the reforms and temporary expedients that the state can dream up – and they are many in number – will only quick fixes on a patient that is steadily becoming sicker. While undoubtedly Putin’s land grab has made him more popular and more fear it has won Russia nothing but more burdens and costs on top of those that it is already can hardly bear. The ultimate denouement of such a process is not hard to predict even if we cannot be sure how why or when the curtain comes down on this epoch in Russian history.

In Novaya Gazeta March 13, Yuliya Latynina says that Moscow has lost the monopoly of the use of force and the closely related “the monopoly on punishment” as a result of what she describes as “the unification of Russia to Chechnya” as far as the country’s legal space is concerned rather than the other way around.
Ramzan Kadyrov, the head of Chechnya, has arrogated to himself the right to kill those he deems his enemies and to defend those who do so against charges brought by Moscow, she points out. As a result, she says, citing the words of Kseniya Sobchak, “the laws of the Russian Federation do not work on the territory of the Chechen Republic.”
That has become especially obvious in the wake of the Nemtsov murder, Latynina says, and it has infuriated many in Russia’s force structures who are appalled by “the loss of the Russian state of the monopoly on punishment,” something they not surprisingly believe must be theirs alone if the Moscow government is to survive.
The Moscow commentator points out that this is not a new concern but only an increasing one: “Two years ago,” she writes,” an entire section of the special services was ready to go into retirement” over Kadyrov’s apparent ability to do what he wants without regard to Russian law. “Only long conversations and serious arguments convinced them to stay.”
“The law of power is very simple,” she continues. “Power is the right to use force with impunity. Whoever is able to use force with impunity is therefore the ruler. The murder of Boris Nemtsov forces one to suspect that Putin is no longer the strongest man in Russia.” And that has the most serious consequences.
“The most striking thing” about all this is that those who have said that the murder of Nemtsov was committed in order to replace Putin are almost right. Only what they were about was not to replace him but to put him in the position of a dependent” which for someone who has had supreme power is a disaster.
Meanwhile, Alfred Kokh, a former vice prime minister of Russia, says that the other part of this equation – the balance among Russia’s force structures on which Putin has relied has been undermined if not completely destroyed as well.
The main challenge and thus “the chief headache of any tyrant is to maintain tight control over the siloviki, on which he depends in order to usurp power,” Kokh writes. If that balance is destroyed, then his regime and even his life are at risk.
Putin for his part has constantly played one part of the force structures against another by increasing their number and thus maintained “a balance among them and his own supremacy.” That represents a departure from the way Stalin managed this: the Soviet dictator unlike his Russian successor periodically purged the force structures to ensure their obedience.
Kokh says he has the sense that “the murder of Boris Nemtsov destroyed this rickety equality.” And as a result, two coalitions have emerged within the force structures. On the one hand are the Federal Protection Service and the Kadyrov men “who carried out this operation,” and on the other are the FSB and the Interior Ministry who have evidence that they did.
Their evidence involves not just who pulled the trigger but who gave the orders, he writes. “And now the coalition of the Interior Ministry and the FSB in exchange for their silence are demanding a serious weakening of even the destruction of the structures which are part of the first coalition.”
In many ways, he suggests, this represents another round of the Chechen war, a conflict that “veterans on both sides” do not consider over and want to ensure that “the blood of their comrades” is avenged. That is why some in the force structures are so angry at Putin for supporting Kadyrov and also why Putin himself may now be in such trouble.

LONDON (Reuters) - Oil fell below $57 a barrel on Friday after the International Energy Agency said that a global oil glut is building and U.S. oil production shows no signs of slowing.
The IEA, which advises industrialized countries, said in its monthly report that the United States may soon run out of empty tanks to store crude, which would put additional downward pressure on prices.
Brent crude LCOc1 was down 45 cents at $56.63 by 7.41 a.m. EDT. U.S. crude CLc1 fell by 92 cents to $46.13.
"U.S. supply so far shows precious little sign of slowing down," the IEA said. "Quite to the contrary, it continues to defy expectations."
While OPEC output declined in February, global supply was up by 1.3 million barrels per day (bpd) year on year at 94 million bpd, led by a 1.4 million bpd non-OPEC increase, the IEA said.
"The market will be more balanced in the second half, but there is still massive oversupply in the first half," said Barbara Lambrecht, an analyst at Commerzbank in Frankfurt.
"We still expect oil prices to fall in the coming weeks due to rising inventories."
News of a deal to end a strike by U.S. refinery workers provided some support because it could help to increase demand for crude for processing in the world's biggest oil consumer, reducing U.S. stockpiles that climbed last week to the highest level for this time of year in more than 80 years.
Still, forecasts of a tighter market to come may have to be revised should Iran and six world powers reach a deal over its nuclear programs and lift sanctions that have limited Iranian oil exports. The aim is to reach a framework nuclear agreement by the end of March and full agreement by June 30.
"A question mark for the second half remains Iran, and the answer to that is expected to come in over the next two weeks," Petromatrix analyst Olivier Jakob said.
Investors also kept an eye on Libya, where fighting has slowed output. Production has varied between 410,000 bpd and 490,000 bpd this week, a senior industry source said, higher than estimates of February supply.

LONDON (Reuters) - Oil prices might have stabilized only temporarily because the global oil glut is worsening and U.S. production shows no sign of slowing, the International Energy Agency said on Friday.
The West's energy watchdog said the United States may soon run out of spare capacity to store crude, which would put additional downward pressure on prices.
That process would last at least until the second half of 2015, when growth in U.S. oil production is expected to start abating.
Combined with an increase in global demand, the expected U.S. production slowdown would give some support to oil prices and respite to oil producers' group OPEC, the IEA said.
"On the face of it, the oil price appears to be stabilizing. What a precarious balance it is, however," the Paris-based IEA said in its monthly report.
"Behind the façade of stability, the rebalancing triggered by the price collapse has yet to run its course, and it might be overly optimistic to expect it to proceed smoothly."
The IEA said steep drops in the U.S. rig count have been a key driver of the recent price rebound, which saw Brent crude rising to $60 per barrel after falling as low as $46 in January from last year's peaks of $115.
"Yet U.S. supply so far shows precious little sign of slowing down. Quite to the contrary, it continues to defy expectations," the IEA said.
In February, non-OPEC production is estimated to have risen by about 270,000 barrels per day (bpd) on a month-on-month basis to 57.3 million bpd, led by higher output in North America.
Global supply rose by 1.3 million bpd year-on-year to an estimated 94 million bpd in February, led by a 1.4-million-bpd gain for non-OPEC producers.
U.S. crude inventories soared due to output growth and plunging crude refinery throughput, with seasonal and unplanned refinery outages, weak margins and high gasoline stock builds.
At last count, U.S. crude stocks stood at a record 468 million barrels, the IEA said.
"U.S. stocks may soon test storage capacity limits. That would inevitably lead to renewed price weakness, which in turn could trigger the supply cuts that have so far remained elusive," the IEA said.
"While the U.S. supply response to lower prices might take longer to kick in than expected, it might also prove more abrupt," it said, adding that growth would abate in the second half of 2015.
The IEA's conclusions will disappoint OPEC, which kept its output steady at the group's last meeting in November to protect market share and stifle U.S. oil output growth.
In the second quarter of 2015, when demand is at its weakest due to global refinery maintenance, the need for OPEC crude will be 28.5 million bpd, the IEA said - compared to the group's current output of 30.22 million bpd in February.
TENTATIVE SIGNS OF RECOVERY
The IEA raised its demand forecast for the second half of 2015, which in turn led to a higher call on OPEC crude of 30.3 million bpd in the same period - closer to the group's real production levels and the official target of 30 million bpd.
Having bottomed in the second quarter of 2014, global oil demand growth has since steadily risen, with year-on-year gains estimated at 1.0 million bpd for the first quarter of 2015, the IEA said.
The forecast of demand growth for 2015 as a whole has been raised by 75,000 bpd to 1.0 million bpd versus the last report and versus the 680,000 bpd growth seen in 2014, bringing global demand this year to an average of 93.5 million bpd.
"Tentative signs of a demand recovery have emerged with the turn of the year, with a heavy emphasis reserved for the word ‘tentative’," the IEA said.
In other bullish factors - beyond political instability in certain producing countries such as Iraq and Libya - refined product markets have proved unexpectedly strong, the IEA said.
"Not only have product prices lagged those of crude during the selloff - as is common in a downturn - but they have raced ahead of them in the rebound, keeping refining margins remarkably firm, and supporting unexpectedly strong throughputs in once-depressed refining centers such as Europe and OECD Asia," the IEA said.
"Product demand has shown signs of life, with even European demand emerging from a secular decline to show strong growth of 3.2 percent in December and 0.9 percent in January".

He’s back! (You didn’t really think he wouldn’t be, did you?)
The Kremlin Friday showed pictures of President Vladimir Putin back in the his routine of meetings with the rest of the Russian establishment, and said he would return to the international circuit on Monday, in statements that go at least some way to addressing recent speculation over his whereabouts.
A subtext of ‘business as usual’ positively oozed out of announcements showing Putin meeting with Supreme Court head Vyacheslav Lebedev, with pictures of a familiar one-on-one setting across a table (albeit at his dacha outside Moscow, rather than at the Kremlin itself). In addition, the Kremlin press service announced Putin will meet the President of the central Asian republic of Kyrgyzstan in St. Petersburg on Monday.
They’re the kind of banal, everyday announcements that wouldn’t gain any attention normally, but got plenty Friday morning after Putin cancelled a number of official engagements this week without a convincing explanation from his team.
The meeting with Lebedev will have reminded him, in case he’d forgotten, that the country’s economy is still badly struggling. In published remarks, Lebedev said he expected a “difficult year” due to a sharp rise in bankruptcy proceedings and debt defaults.
Credit has dried up badly since the Central Bank was forced to raise its key interest rate to 17% in December to defend the ruble as oil prices–traditionally the Russian currency’s biggest prop–collapsed. The ruble has recovered around 15% this year, and the Central Bank cut its key interest rate for the second month running Friday, by 1 percentage point to 14%. The bank said that the balance of risks to the economy is still to the downside, but that inflationary pressures had fallen since February due to a sharp fall in consumer spending. Inflation is currently running at 16.7% due mainly to the ruble’s fall and to Russia’s own sanctions on European and American food imports, which have driven food prices up particularly sharply.
The central bank’s squeeze has already claimed some prominent victims. The country’s largest residential building company, SU-155, defaulted on its bonds last week and is being pushed into bankruptcy proceedings by the Russian unit of France’s Societe Generale SA SGCLY . PepsiCo Inc.PEP -0.81% said last week it would close one of its largest juice factories in the country, and the Association of European Businesses in Russia said this week that car sales were down 38% year-on-year in February.
The country’s second-largest bank, OAO VTB, said Friday its profits collapsed to 800 million rubles ($13 million) last year from over 100 billion rubles in 2013, thanks to a surge in provisions against loan losses (the result was still flattered by some impressive accounting acrobatics). The bank, which is majority state-owned and is the subject of E.U. and U.S. sanctions, is due to get another $5 billion bailout from Russia’s rainy-day funds this year, an amount which chief executive Andrey Kostin said will cover its expected losses in 2015. That comes on top of 314 billion rubles in fresh capital from state funds last year.
VTB, which locals joke stands for “Vechno Tonushy Bank” (The Ever-Sinking Bank), has stumbled from one calamity to another in recent years as a result of losses on several–often politically-driven–grand initiatives. These have ranged from the acquisition of Bank Moskvy to a disastrous expansion into Ukraine (while Viktor Yanukovych was still president). It has also had to shrink its investment bank dramatically after international interest in Russian capital markets and M&A evaporated against a backdrop of the Ukraine crisis and the collapse in oil prices. Its shares are down 72% since the start of 2011.
