(AP) - The congregation at Emanuel African Methodist Episcopal swayed and sang, prayed and welcomed the world into their sanctuary on Sunday, holding the first worship service since a white gunman was accused of opening fire during a Bible study, killing nine black church members. Messages of love, recovery and healing were interspersed throughout the service, which no doubt reverberated throughout churches across the country. There was enthusiastic singing and shouting, so much so that many waved small fans in front of their faces. Bottled water was handed out. Uniformed police officers flanked the congregation as a measure of added security, and worshippers' cried as they prayed at the church known as "Mother Emanuel" because it is one of the oldest black congregations in the South.

WASHINGTON U.S. Defense Secretary Ash Carter will urge NATO allies to "dispose of the Cold War playbook" during a trip to Europe this week, as the alliance adapts to a new kind of threat fromRussia in the east and Islamic State to the south, U.S. officials said.

Carter heads first to Berlin, where he is expected to call for a more muscular global security role from Germany, Europe's largest economy. Germany remains hesitant to deploy troops abroad, seven decades after the end of World War Two.

"He will encourage Germany, under the firm leadership of the minister of defense, to increase their security role in the world, commensurate with their political and economic weight," a senior U.S. defense official said, speaking on condition of anonymity.

Relations between Moscow and the West have plunged to a post-Cold War low since Russia annexed Ukraine's Crimea region. NATO says Russian is still actively providing military support for separatists in eastern Ukraine, despite Moscow's denials.

U.S. officials say Ukraine has illustrated the importance of being able to counter "hybrid warfare," the blend of unidentified troops, propaganda and economic pressure that the west says Russia has used there. NATO's historic focus had been the conventional threats of the Cold War, which ended in 1991.

"Carter ... will really push the alliance to think about new threats, new techniques, urge them to kind of dispose of the Cold War playbook and think about new ways to counter new threats," the official said.

In visits in Germany and then in Estonia, Carter will get a first-hand look at NATO's new rapid response forces and climb aboard a U.S. warship fresh from Baltic Sea drills, aiming to reassure allies unnerved by Russia's intervention in Ukraine.

Carter will likely offer details on plans to pre-position heavy military equipment in Europe, the official said.

All of the moves been decried by Moscow, which has threatened to beef up its own forces and to add more than 40 intercontinental ballistic missiles to its nuclear arsenal this year.

Apart from Russia's annexation of Crimea, NATO officials say the rise of Islamic State and other militants in North Africa and the Middle East has also dramatically changed NATO's security environment.

NATO defense chiefs meeting on Wednesday and Thursday in Brussels are expected to discuss plans to create an alliance role in Iraq aimed at strengthening Iraq's institutions. A plan could be approved in July, the U.S. official said.

On the evening of June 17, 2015, a mass shooting took place at Emanuel African Methodist Episcopal Church in downtown Charleston, South Carolina, United States. The church is one of the United States' oldest black churches and has long been a site for community organizing around civil rights. Nine people were killed, including the senior pastor the Rev. Clementa C. Pinckney, a state senator. A tenth victim was also shot, but survived.
In the immediate aftermath, police sought a white male later identified as Dylann Roof, who was captured the morning after the attack in Shelby, North Carolina. The United States Department of Justice is investigating the possibility that the shooting was either a hate crime or an act of domestic terrorism. The Federal Bureau of Investigation considers it a hate crime, but not an act of terrorism. Roof has been charged with nine counts of murder by the State of South Carolina.

The head of the FBI has been criticised for comments made on Friday when he stated that he didn't believe the murder of nine people inside a Charleston church was an act of terrorism.
Director James Comey said his agency was investigating suspected shooter Dylann Roof's killing spree at a historic black South Carolina church as a hate crime, but that he had already discounted terrorism.
According to Comey, the lack of political motivation for the killer's actions mean't the alleged shooter was not a domestic terrorist.

'Terrorism is act of violence done or threatens to in order to try to influence a public body or citizenry so it's more of a political act and again based on what I know so more I don't see it as a political act. Doesn't make it any less horrific the label but terrorism has a definition under federal law,' he said.
Comey's remarks are at odds with the Department of Justice which stated on Friday that it was investigating the incident in several ways, including as a hate crime and as an act of domestic terrorism.
'The department is looking at this crime from all angles, including as a hate crime and as an act of domestic terrorism,' said Department of Justice spokeswoman Emily Pierce.
On Saturday a website appearing to belong to Roof and containing white supremacist writings and dozens of photographs of him holding firearms was revealed.
It isn't clear if Comey's position has shifted following the emergence of the website which appears to give a clear indication that Roof had a political or social objective in mind when he killed nine unarmed African-Americans.

The documents also say he stood over one witness and uttered a racist remark during the massacre before fleeing the scene.
The killings at Emmanuel AME Church on Wednesday are one of the most shocking multiple murders of recent years, in a nation familiar with mass shootings.
'I chose Charleston because it is most historic city in my state, and at one time had the highest ratio of blacks to Whites in the country,' a text on the website reads. 
It was unclear who wrote the unsigned text filled with spelling mistakes, or who took the pictures of Roof, although the website was registered under his name in February.
The website showed dozens of photographs of the Charleston shooter holding weapons, burning an American flag and visiting plantations and other sites that appeared to harken back to the slavery era US South.
A section of the manifesto, entitled 'an explanation' reads: 'I have no choice. I am not in the position to, alone, go into the ghetto and fight.'

It went on: 'We have no skinheads, no real KKK, no one doing anything but talking on the internet. Well someone has to have the bravery to take it to the real world, and I guess that has to be me.'
The text was referring to the right-wing extremist group Ku Klux Klan.
In the photographs, Roof is shown wearing a black jacket with flags from apartheid-era South Africa and Rhodesia (which includes the region now known as Zimbabwe), some of the most oppressive governments of modern times. 
Roof also is seen posing with wax reproductions of slaves in other photographs, holding a 19th century-era Confederate flag from southern states where slavery was practiced, standing at the site of a slave plantation and pointing a handgun at the camera.
In all of the pictures, Roof appears alone.
Among the racist rants on the website, Hispanics are described as 'our enemies,' while 'Negroes' are described as having a lower IQ and impulse control.

Prisoner accused of killing New Orleans police officer caught, authorities say

A 24-hour manhunt in New Orleans has ended after police arrested a prisoner who is accused of fatally shooting a veteran police officer who was transporting him in a police vehicle on Saturday.
Daryle Holloway, 46, was behind the wheel of a police sport-utility vehicle en route to Orleans Parish Prison around 8 a.m. when he was shot by Travis Boys, 33, police said.
After the vehicle crashed into an electric light pole, Boys — who had been arrested on suspicion of aggravated battery and on outstanding warrants — fled the scene, police said. Holloway, a 22-year veteran of the New Orleans Police Department — died shortly after 9 a.m. at a hospital.
“This is a tragic and very sad day for our police department and for the city of New Orleans,” NOPD Superintendent Michael Harrison said. “Officer Holloway was a dedicated police officer who proudly served his community for more than 20 years and was a father of three. He will be deeply missed by all who knew him.”
Harrison said police believe Boys — who is double-jointed — was able to get his handcuffed hands from his back to the front before pulling out a gun and shooting Holloway. Harrison said that before the shooting, Boys had managed to move from the back seat to the front seat through a port opening in the caging that separates the front and back of the vehicle. It remains unclear, police said, how Boys obtained a gun, but investigators do not think he used the officer’s gun.
“Officer Holloway put up a fight to try to get the subject to not exit the vehicle, but succumbed to his injuries,” Harrison said.
Harrison said he visited with Holloway’s family.
“It was absolutely the hardest thing I’ve ever had to do in my life,” Harrison said, noting that the officer was a father of three.
He said regional and state law enforcement agencies, along with the U.S. Marshals Service, are assisting in the manhunt. Boys has a history of escape and pleaded guilty to separate escape and attempted escape charges in Jefferson Parish in 2005 and in 2000, according to the Times-Picayune.
“The last New Orleans Police Department officer killed in the line of duty was Officer Rodney Thomas on July 7, 2013,” according to the Associated Press. “More recently, a Housing Authority police officer, James Bennett Jr., 45, was found shot to death in his patrol car.”
A $10,000 reward is being offered for information leading to Boys’s arrest, police said.
“He will not get away with this,” Harrison said.

Obama’s hard lessons - The Washington Post

In a speech at a California fundraiser for the Democratic National Committee last week, President Obama offered a remarkably candid assessment of how he has tried — and failed — to change Washington. Two paragraphs, in particular, stand out.
“I am frustrated, and you have every right to be frustrated, because Congress doesn’t work the way it should,” Obama said, describing a conversation with a disenchanted voter. “Issues are left untended. Folks are more interested in scoring political points than getting things done, not because any individual member of Congress is a bad person — there are a lot of good, well-meaning, hard-working people out there — but because the incentives that have been built into the system reward short term, reward a polarized politics, reward being simplistic instead of being true, reward division.
“And as mightily as I have struggled against that, I told him, you’re right. It still is broken. But I reminded him that when I ran in 2008, I, in fact, did not say I would fix it; I said we could fix it. I didn’t say, ‘Yes, I can’; I said — what? . . . ‘Yes, we can.’ ”
Obama’s comments in California were the second time in a 24-hour period in which he expressed resignation to the political realities of Washington, more weary pragmatist than an optimistic change agent.
Earlier Thursday, speaking about the killing of nine people at a church in Charleston, S.C., the night before, Obama started angry, but that emotion quickly faded to grudging acceptance.
“It is in our power to do something about it,” Obama said about the mass murders with guns in recent years. “I say that recognizing the politics in this town foreclose a lot of those avenues right now. But it would be wrong for us not to acknowledge it.”
Obama’s framing of his inability to change Washington is, not surprisingly, cast in the best possible light for him: I tried, but politics is so broken that not even I (and remember that Obama, like almost all politicians, has a very healthy self-regard) could fix it. I can’t make people do things they just won’t do. I can’t bend the system to work properly. No one can.
(Obama’s failure to enact gun-control measures following the murders of 20 children and six adults in Newtown, Conn., undoubtedly was much on his mind in his post-Charleston statement.)
What that framing of his two terms in office does is remove much his agency from the well-documented struggles to bring the two parties together on, well, anything. It’s the intractable realities of political Washington that are to blame, not him. And, as Obama made clear in California, he always knew it was such; “I didn’t say, ‘Yes, I can.’ I said . . . ‘Yes, we can.’ ”
That’s a bit of revisionist history given the way he talked about his candidacy in 2008. Here’s Obama accepting the Democratic nomination in Denver in 2008:
“You understand that, in this election, the greatest risk we can take is to try the same old politics with the same old players and expect a different result. You have shown what history teaches us, that at defining moments like this one, the change we need doesn’t come from Washington. Change comes to Washington.”
“If there is anyone out there who still doubts that America is a place where all things are possible, who still wonders if the dream of our founders is alive in our time, who still questions the power of our democracy, tonight is your answer.”
The entirety of Obama’s candidacy was premised on the idea that choosing politicians with familiar backgrounds had gotten us into this mess and that the only way out of it was to choose someone, like him, with a decidedly nontraditional background.
Implicit — and sometimes explicit — in Obama’s pitch to the American public was the idea that he was uniquely able to solve the unsolvable problems that had vexed Washington through Democratic and Republican presidents alike. (Remember that he ran hard against many of the principles that defined the presidency of Bill Clinton, a tactic that drove the former president nuts.)
That unique ability was based in two ideas: 1. Obama’s background — he is the son of a white mother and an African father and was raised by his grandparents in Hawaii — had created a person who understood how to move between various groups, how to talk the talk and walk the walk of the various segments of society. 2. Obama’s entire life — particularly his relatively short time in office — was proof that he could unite un-unitable coalitions and, not for nothing, persuade people far outside of the Democratic base to support him. (He carried Indiana, for Pete’s sake!)
Obama’s decision to tackle the overhaul of the nation’s health-care system at the start of his first term was born of this belief. Sure, lots and lots of other presidents had failed. But, in his mind, he wasn’t lots and lots of other presidents. He was Barack Obama, and he would figure it out. He would crack the code.
Everything else in his presidency flowed from that decision. While he did (eventually) do what so many presidents before him had failed at, the cost of getting health care done was enormous, both in terms of the down-ballot losses it inflicted on his party and the distrust it drove — not created but drove — with Republicans.
Health care proved to Republicans that Obama wasn’t really a uniter. And it proved to Obama that Republicans would never, ever work with him on honest terms. The rest is history.
No one is blameless in this. Obama’s assertion that he never thought he could be a historic change agent isn’t proved out by how he positioned himself when he ran for the White House. Republicans’ insistence that they were ready and willing to work with Obama and that he simply refused doesn’t acknowledge the president’s attempts to do just that and their refusal to respond in kind for, in no small part, political reasons.
Regardless, the seven years of the Obama presidency remind all of us that the political system is bigger, more powerful and more broken than any one person — no matter who that person is or the circumstances that surround that person’s election — could hope to solve.
That’s the hard lesson Obama has learned.
