As a 10-year-old growing up in Stockport, it was easy to identify with the protagonist of Robert Swindells Brother in the Land: the young Danny Lodge, who lived in the fictional northern town of Skipley. Written in 1984, the year of my birth, the book can hardly be divorced from the terrors of a renewed cold war, just a few years after Ronald Reagan had assumed the US presidency.
Threads, a TV drama about Sheffield in the aftermath of nuclear armageddon which people found so unbearably bleak that it wasnt shown again for two decades was broadcast by the BBC in the same year as Brother in the Lands publication, and the book promotes a similar doom-laden message. But even though I read the book at a time when anxiety over the bomb was supposedly at a low ebb in the post-Berlin Wall era, this tale of nuclear catastrophe lost none of its impact, and its unsettling relevance is even greater today.

This Is How TIME Explained the Atomic Bomb in 1945

This week marks the 69th anniversary of the atomic bombings that ended World War II: the Aug. 6, 1945 bombing of Hiroshima and the one of Nagasaki three days later. The two attacks may have claimed over 250,000 lives — around 100,000 victims were immediately incinerated, and many others died later from radiation poisoning and other injuries. Entire neighborhoods vanished into thin air.
World War II had already ended in Europe by August 1945, after Nazi Germany signed its instrument of surrender on May 7. But the war unfolding in East Asia and the Pacific raged on. When Japan showed no signs of surrendering, U.S. President Harry Truman decided to drop the bomb—an act whose necessity and ethical ramifications are being debated to this day.
“I realize the tragic significance of the atomic bomb,” President Truman said in a radio address on Aug. 9 that year. “Its production and its use were not lightly undertaken by this Government. But we knew that our enemies were on the search for it. We know now how close they were to finding it. And we knew the disaster which would come to this nation, and to all peaceful nations, to all civilizations, if they had found it first.”

The five are among 18 military officers and 28 Ukrainian border guards who are being held against their will in Russia, said Andriy Lysenko, a military spokesman. They were part of a group of more than 400 Ukrainians who crossed into Russia on Monday, apparently to escape heavy bombardment from pro-Russian rebels in the region.

Russia Bans Wide Array of Food Imports From the U.S., EU

Russia banned a wide array of food imports from Western countries Thursday in a spiraling sanction war amid the worst ties between Russia and the West since the Cold War.
A day after Russian President Vladimir Putin ordered the additional restrictions, Prime Minister Dmitry Medvedev said he signed a decree banning for one year the import of foods such as meats, cheese and vegetables from the European Union, the United States, Australia, Canada and Norway, the Associated Press reports.
The measures will cut off what would have amounted to some $12 billion in imports from the EU and more than $1 billion in imports from the U.S., according to the AP. They are also likely to take a toll on the supply of higher-end food goods for Russia’s wealthier urbanites, according to the AP.
“Until the last moment, we hoped that our foreign colleagues would understand that sanctions lead to a deadlock and no one needs them,” Medvedev said, according to the AP. “But they didn’t and the situation now requires us to take retaliatory measures.”
The restrictions follow the harshest sanctions yet imposed by the West last week targeting a large swath of the Russian economy, including finance, oil and defense. Those measures were intended to squeeze the already troubled Russian economy even further, after Russia seized Crimea in March and is suspected of continuing to support pro-Russian separatists in eastern Ukraine.
Medvedev also said Ukrainian airliners would be banned from flying over Russian airspace. He said such measures may be extended to Western airliners, some of which currently fly over Siberia from the U.S. en route to other parts of Asia.

Americans Give Up Passports as Asset-Disclosure Rules Start

The number of Americans renouncing U.S. citizenship stayed near an all-time high in the first half of the year before rules that make it harder to hide assets from tax authorities came into force.
Some 1,577 people gave up their nationality at U.S. embassies in the six months through June, according to Federal Register data published yesterday. While that’s a 13 percent decline from the year-earlier period, it’s only the second time there’s been a reading of more than 1,500, according to Bloomberg News calculations based on records starting in 1998.
Tougher asset-disclosure rules effective as of July 1 under the Foreign Account Tax Compliance Act, or Fatca, prompted 576 of the estimated 6 million Americans living overseas to give up their passports in the second quarter. The appeal of U.S. citizenship for expatriates faded as more than 100 Swiss banks turn over data on American clients to avoid prosecution for helping tax evaders.
“Fatca and the Swiss bank disclosure program has intensified the search for U.S. nationals beyond all measure,” said Matthew Ledvina, a U.S. tax lawyer at Anaford AG in Zurich. “It’s shocking the levels of due diligence they are going through to ensure they have cleaned house.”
Swiss banks are trawling through records going back to the 1990s to find clients with U.S. addresses and telephone numbers, and those who received schooling in the country, Ledvina said. Those identified as U.S. persons are either being asked to leave or placed in special U.S.-only sections of the institution, he said.

Imposing Tax

The U.S., the only Organization for Economic Cooperation and Development nation that taxes citizens wherever they reside, stepped up the search for tax dodgers after UBS AG paid a $780 million penalty in 2009 and handed over data on about 4,700 accounts. Shunned by Swiss and German banks and with Fatca looming, almost 9,000 Americans living overseas gave up their passports over the past five years.
Fatca requires U.S. financial institutions to impose a 30 percent withholding tax on payments made to foreign banks that don’t agree to identify and provide information on U.S. account holders. It allows the U.S. to scoop up data from more than 77,000 institutions and 80 governments about its citizens’ overseas financial activities.
In establishing the 2010 Fatca law, Congress and President Barack Obama in effect threatened to cut off banks and other companies from easy access to the U.S. market if they didn’t pass along such information. It was projected to generate $8.7 billion over 10 years, according to the congressional Joint Committee on Taxation.

Voluntary Disclosures

The start of Fatca was delayed by 18 months to give foreign banks time to comply with the law, after financial institutions including Canada’s Toronto-Dominion Bank and Allianz SE of Germany expressed concerns it was too complex.
More than two-thirds of 400 U.S. expatriates surveyed in November by Zurich-based deVere Groupsaid they had considered giving up their passports.
As many as 106 Swiss banks entered a U.S. Justice Department program to volunteer information on how they helped clients hide money from the Internal Revenue Service, in exchange for leniency. Those banks have discovered that thousands of their clients have dual U.S.-Swiss or European citizenship, obliging them to make voluntary disclosures, said Ledvina. To avoid prosecution for handling undeclared American money, the banks must hand over account data and pay penalties.
June 30 was the deadline for turning over information on Americans considered in breach of U.S. tax rules, while July 31 marked the end of the second wave of deliveries and includes documents that show which American clients were compliant.

Compliance Costs

Switzerland is the largest cross-border financial center with $2.3 trillion of assets.
About a dozen banks, including Julius Baer Group Ltd. and HSBC Holdings Plc’s Swiss unit, are excluded from the program as they are already under investigation in the U.S. Credit Suisse Group AG, the second-biggest Swiss bank that was part of the probe, was fined $2.6 billion in May after it pleaded guilty to aiding tax evasion.
The additional compliance costs for companies to ensure that Americans they hire are filing the correct U.S. tax returns and asset-declaration forms are $7,000 per person, according to Ledvina. The U.S. accounting costs for individuals opting for expatriation are typically about $4,000 per year, he said.
Americans with a net worth exceeding $2 million and an average income tax of at least $157,000 over the previous five years must pay an exit tax on unrealized capital gains when they renounce U.S. citizenship.
U.S. citizens aren’t the only ones giving up their ties to America. The Treasury Department is also trying limit the benefits from corporations adopting foreign addresses to avoid taxes, a process known as a inversion.

Putin Hits Tipping Point as Ukraine Tightens Rebel Noose

As the military endgame in Ukraine approaches, President Vladimir Putin must decide just how far he’s prepared to go to defend the pro-Russian insurgency.
His options range from an invasion under the guise of a peacekeeping mission to abandonment of the rebels to avoid further sanctions from the U.S. and the European Union, said politicians, advisers and analysts.
With Ukrainian forces closing in on the remaining separatist strongholds in the eastern part of the country, military analysts say the revolt sparked by Putin’s annexation of Crimea in March is destined to fail without a sharp increase in aid from Russia. That means Putin must now decide whether to escalate his support for the rebels and risk further international isolation, which seems likely, according to Olga Kryshtanovskaya, a sociologist studying the country’s elite at the Russian Academy of Sciences.

“Putin has a very difficult choice in front of him,” Kryshtanovskaya said by phone from Moscow. “He has to protect his position in Russia. He has to show that he’s successfully pursuing his goals. He can’t afford to look like a loser in the eyes of the people.”
Putin has made restoring Russia’s influence in the world the hallmark of his presidency and his Ukrainian gambit has sent his domestic popularity to near-record levels. That has come at a cost.

Companies Sanctioned

Companies from OAO Rosneft, the world’s largest publicly traded oil company by output, to OAO Sberbank, the largest lender in eastern Europe, have been hit with sanctions, while the $2 trillion economy is on the brink of recession. Government bonds have fallen for 10 of the past 11 days, while the Micex stock index has declined 12 percent in a month.
Ukrainian forces say they’ve clawed back more than half of the area seized by the rebels since they ramped up attacks last month and intensified operations after the July 17 downing of a Malaysianpassenger jet over insurgent territory. Russia has responded by amassing thousands of troops and war materiel on the frontier and shelling Ukrainian military positions from its side of the border, according to U.S. and NATO officials.
Russia has repeatedly denied any involvement in the conflict and the defense ministry in Moscow yesterday called reports of a military buildup on its western border “groundless.”

‘Dangerous Period’

“Clearly, he’s preparing for the contingency of invading,” said Samuel Charap, senior fellow for Russia and Eurasia at the International Institute for Strategic Studies in Washington. “In the next week to month, we are entering an extremely dangerous period” when “even more Russian military intervention is very possible.”
With the bulk of what Ukraine estimates to be 15,000 separatists now confined mainly to the cities of Luhansk and Donetsk, they’ll need Russian manpower, weaponry and ammunition to carry on, according to Anton Lavrov, an independent military analyst in Moscow.
“A victory for the rebels is only possible if Russia puts boots on the ground,” Lavrov said by phone. Without continued Russian military supplies, the rebels couldn’t last for more than another month or two, Paul Floyd, a military analyst at Stratfor, said by phone from Austin, Texas.

Invasion Warnings

Polish Prime Minister Donald Tusk warned of just that yesterday, saying the risk of direct intervention by Russia is growing. His foreign minister, Radoslaw Sikorski, said Aug. 5 that any Russian incursion would be presented as a peacekeeping operation. On the same day, Russia’s Foreign Ministry called for humanitarian assistance to avert a “catastrophe” in the mainly Russian-speaking eastern regions.
The U.S. and NATO also warned yesterday about the risk of Russia sending troops into Ukraine, with U.S. Defense Secretary Chuck Hagel calling the threat of an incursion “reality.”
Even without sending troops, Russia can keep the rebellion alive for a few more months through ammunition shipments now that the militants have moved into the cities, where it’s harder to dislodge them, according to Lavrov.
“Ukrainian troops now have to learn how to fight in urban areas and that means lots of casualties,” said Lavrov, the independent military analyst. “The cities can be taken by infantry only -- artillery and tanks are almost useless there. That’s the weak point of Ukraine’s army, it lacks a trained infantry, while the rebels have lots of experienced fighters.”

‘Hybrid War’

Putin has so far been able to deny controlling the separatists by pursuing a “hybrid war” that his predecessors have practiced on the fringes of the czarist and Soviet empires for hundreds of years, according to James Sherr, an associate fellow at London’s Royal Institute of International Affairs.
This model relies on “informal networks” of operatives and fighters and aims to “erase the frontier between civil and interstate conflict,” Sherr said in a research note. “Its constituent parts are not only serving officers of Spetsnaz units and the Federal Security Service, but retired servicemen and deserters, the private security forces of oligarchs, Cossacks, Chechen fighters, adventurers and criminals.”
Putin’s spokesman, Dmitry Peskov, declined to comment on Russia’s policy in Ukraine.
The Russian president will probably try to conduct any military operation covertly, under the guise of a humanitarian intervention, unless saving the rebels requires an outright invasion, said Angela Stent, director of the Center for Eurasian, Russian and East European Studies at Georgetown University in Washington.

Putin’s ‘Trap’

“The problem for Putin is he set up all these expectations and he’s become the champion of all these people in eastern Ukraine,” Stent said. “He’s really set a trap for himself. This could be a protracted, drawn-out fight.”
President Barack Obama’s administration has threatened to broaden sanctions to include the entire financial and energy industries if Putin doesn’t alter that policy and help end a war that’s killed more than 1,300 people and displaced hundreds of thousands more.
“The next couple of weeks are going to be very decisive,” said Chris Weafer, a founder of Macro Advisory in Moscow. “The Kremlin may overtly increase support for the separatists, which will then bring more sanctions and have an immediate and serious impact on the economy.”

Food Ban

Putin yesterday ordered restrictions on food imports in retaliation against countries that seek to punish Russia over Ukraine. The presidential decree bans or limits “agricultural products, raw material and food imports” from countries that have imposed or supported sanctions against Russia, according to a statement on the Kremlin website.
The one year ban includes all cheese, fish, beef, pork, fruit, vegetable and dairy imports from the U.S., the EU, Canada, Australia and Norway, according to a list on the government’s website, published today.
“There is nothing good in the sanctions,” Prime Minister Dmitry Medvedev said at a cabinet meeting. “The decision on retaliation was not easy for us to take, we were forced to adopt it, but I’m sure that even under such conditions we will be able to turn the situation to our own benefit.”
Another measure being considered is banning flights over Siberia by European carriers bound forAsia, Medvedev said. The government in Moscow already barred Ukrainian flights from crossing Russia to GeorgiaAzerbaijan, Armenia and Turkey, according to Medvedev.

‘Political Instruments’

Putin has also ordered the government to take steps to prevent an acceleration of price growth as a result of the limits on imported foodstuffs. He instructed the government to identify countries and products that will be subject to Russia’s retaliation, according to the decree, which contains no such details.
“Political instruments of pressure on the economy are unacceptable, they contradict all norms and rules,” he said during a meeting this week with Alexey Gordeev, the governor of the Voronezh region near Ukraine. Any retaliation “must be done extremely carefully to support producers and avoid harming consumers.”
For all the economic hardship that sanctions may bring, they’ve done nothing to alter Putin’s behavior on Ukraine, said Ian Bremmer, president of the Eurasia Group, a New York-based global political risk research and consulting firm.
“In terms of getting the Russians to do what we want, the sanctions are wholly ineffective and a complete failed policy,” Bremmer said.

‘So Dangerous’

Putin is determined to maintain control of eastern Ukraine, funneling arms and men to the region as needed to help the rebels resist Kiev, according to Bremmer. “Putin has a Plan B,” he said, referring to the option of an invasion if the rebels risk being defeated. “He’s prepared to go to Plan B if he needs to. That’s why this is so dangerous.”
The consultancy group Eurasia estimates the risk of a Russian invasion of Ukraine at 35 percent during the next six months, with such a move possible within weeks. “The Russian president has a record of brash, emotional, and forceful behavior, and he could just ‘go for it,’” Eurasia analyst Cliff Kupchan said in an emailed research note.
Including in Crimea, Russia has 45,000 soldiers, 160 tanks and as many as 1,360 armored vehicles on the border, according to Andriy Lysenko, a Ukrainian military spokesman. Russia also has 192 warplanes and 137 military helicopters, as well as artillery systems and multiple rocket launchers, Lysenko said.

Helping Rebels

Russia has supplied the rebels with battle tanks, armored personnel carriers, infantry fighting vehicles, rocket-propelled grenades and hand-held air defense systems, according to IHS Jane’s. Ukraine and the U.S. say the separatists also acquired Buk air-defense systems which they used to shoot down Malaysia Airlines Flight 17 from Amsterdam to Kuala Lumpur, killing all 298 people on board. The rebels deny downing the plane and blame the Ukrainian military.
“The rebels have a lot of weapons, but they need more because the numbers are no longer sufficient to face the Ukrainian military,” said Konrad Muzyka, a military analyst at IHS Jane’s in Gdansk, Poland.
Ukrainian Defense Minister Valeriy Geletey said more than 65 towns and villages in the Donetsk and Luhansk regions have been retaken in the past month in a counteroffensive that won’t stop until the rebellion is stamped out.

‘Offensive Phase’

“Our forces are in an offensive phase,” Geletey said. “I am sure, 100 percent, just like every person in the Ukrainian armed forces, there will be victory, and very soon.”
Still, Geletey said it won’t be easy to recapture Donetsk and Luhansk, especially when Russia is “doing everything it can to provoke us.”
About half of Luhansk’s 465,000 inhabitants have already fled, according to the city council, which said the remaining 250,000 people are unable or unwilling to leave. All told, about 3.9 million of Ukraine’s 46 million people live in areas directly affected by the fighting, including Donetsk, which had a population of 1 million before the war, according to the United Nations. Russia estimates 600,000 Ukrainians from the southeastern part of the country are now in Russia.
Putin, whose approval ratings have soared to 87 percent since the Crimea annexation, will face a public outcry if he doesn’t defend Donetsk and Luhansk, said Sergei Markov, a political analyst who consults the Kremlin staff. As a result, the president and his inner circle have decided to stand by the rebels regardless of the consequences, Markov said.

‘Pointless’ Restraint

“Any sign of compromise or restraint on the part of Russia is pointless because they will condemn us in any case,” Markov said by phone from Moscow. “It’s clear the U.S. and the EU don’t want a peaceful solution in Ukraine and are counting on a military victory by Kiev.”
Kryshtanovskaya, the sociologist, said Putin could quietly abandon the rebels and pursue other ways of maintaining influence in Ukraine, such as by extending a cutoff of natural gas flows into the winter, but he seems “absolutely resolute” on staying the course.
“It’s in his character,” Kryshtanovskaya said. “The more pressure on him, the more confident he is that he’s doing the right thing.”

In Retaliation, Russia Bans Some Food Imports From U.S., Europe : The Two-Way : NPR

Retaliating for sanctions placed on it by the West, Russia announced it was banning the import of some food from the United States and its allies.
As the AP reports the list is broad and shows that President Vladimir Putin has "no intention of bowing to Western pressure over Ukraine and will instead try to strike back at the West."
"Dmitri A. Medvedev, the prime minister, announced that Russia would ban all beef, pork, fruit, vegetables and dairy products from the European Union, the United States, Canada, Australia and Norway for one year.
"'We hoped until the very last that our foreign colleagues would realize that sanctions are a dead end and that nobody needs them,' Mr. Medvedev said. 'Things have turned out in such a way that we have to implement retaliatory measures.'
"Russia was still considering various measures involving aviation, including a ban on flights over Siberia, which would affect routes used by European and American airlines that fly to Asia, he told a cabinet meeting broadcast live on state-run satellite news channels."
Remember, this whole conflict started after violent protests ended in the ouster of pro-Russian President Viktor Yanukovych. Seizing on the chaos, Russia annexed Crimea, and the government in Kiev and some of its international partners — including the U.S. — worry that Russia is poised for further incursion into Ukrainian territory. Of course, the downing of a Malaysia Airlines plane over a rebel-held area in Ukraine only inflamed tensions, which led to further sanctions from the United States, but more importantly, from the European Union.
According to the AP, this import ban is significant. The wire service reports:
"Russia depends heavily on imported foodstuffs — most of it from the West — particularly in the largest and most prosperous cities such as Moscow. In 2013 the EU's agricultural exports to Russia totaled 11.8 billion euros ($15.8 billion), while the U.S. Department of Agriculture says food and agricultural imports from the U.S. amounted to $1.3 billion.
"Medvedev argued that the ban would give Russian farmers, who have struggled to compete with Western products, a good chance to increase their market share.
"But experts said that local producers will find it hard to fill the gap left by the ban, as the nation's agricultural sector has continued to suffer from poor efficiency and shortage of funds."
This sanctions battle, The Wall Street Journal reports, has already taken its toll on trade between the U.S. and Russia.
U.S. exports to Russia plummeted 34 percent in June to the "lowest level since January last year."
"Imports from Russian firms, meanwhile, fell nearly 10 percent, the third consecutive month of declines in U.S. purchases," the Journal reports. "That asymmetric fall between buying and selling pushed the trade gap with Russia up 25% to $1.13 billion."
Reuters reports that the newly imposed ban issued by Russia does not impact its export of wheat. Russia is one of the world's largest wheat producers.
