To Beat Putin, Support Ukraine

PALO ALTO, Calif. — IN response to Russian support for Ukrainian rebels, and in coordination with European leaders, President Obama has instituted the most comprehensive set of economic sanctions ever against Russian officials and companies. Europe is considering alternate energy policies to reduce Russia’s economic leverage. NATO is re-energized. And moral, unified condemnation of Russia’s actions has damaged Russia’s international reputation.
In time, these steps will be likely to make Russian officials, business leaders and citizens question the strategy of their president, Vladimir V. Putin, in Ukraine. In the short run, however, Mr. Putin is unlikely to change his mind. These steps alone will only make him more defiant. Those who hope such pressure will end the war in Ukraine will be disappointed.
Instead, while maintaining pressure on Mr. Putin, the West also needs to get serious about strengthening Ukraine.
So far, Ukrainians have done more to thwart Mr. Putin than any action by outside powers. Before toppling President Viktor F. Yanukovych in February, Ukrainian protests stopped him from joining the Eurasian Economic Union, Mr. Putin’s most important foreign policy project. Ukrainian outrage over Mr. Putin’s annexation of Crimea has consolidated Ukraine’s national identity, and it now looks to the West for prosperity and security. And recent Ukrainian military victories have undermined Mr. Putin’s plans in eastern Ukraine.
Western support for Ukraine is substantial, but more could be done. Most immediately, the West should provide the Ukrainian military with as much intelligence as possible, both to help its fighters protect themselves and to help them avoid killing civilians. Nothing hurts Ukraine’s campaign for sovereignty and unification more than civilian casualties. If requested, the West also should provide Ukraine with nonlethal assistance, like body armor and night vision goggles.
The West also needs to counter Russia’s propaganda with its own information offensive. Moscow has framed its mission in Ukraine as a defensive struggle against Ukrainian “Nazis” and Western imperialism. In response, the West should disseminate accurate information about Russian actions and Western motivations, not only by providing more resources to traditional channels like Voice of America, but also by supporting new sources of reporting, like blogs and online news outlets.
The West can likewise do more to help the Kiev government win hearts and minds in eastern Ukraine. It should encourage Kiev to reduce civilian casualties through safer humanitarian corridors to allow civilians to flee the war zone. In addition, the West could send more humanitarian assistance through the Ukrainian government, to aid refugees.
The West should also convene an international donors conference to create a “Donbass Development Fund” for reconstruction in eastern Ukraine after the war. The mere creation of such a fund would help change the negative image of the West in the region, as would new scholarships and internship programs.
And the West must continue to support economic and political reforms in Ukraine. President Petro O. Poroshenko has emphasized that Russian aggression cannot be used as an excuse to delay things like budget restructuring and efforts to improve government transparency. But he and his government need more financial and technical assistance from Western governments, international institutions and nongovernmental organizations. Ensuring maximum participation and a free vote in the next parliamentary election must be a top priority.
None of these actions require Mr. Putin’s participation to be effective. And I deliberately used the term “the West” to make clear that these initiatives could be pursued by a variety of institutions: the American and European governments, collectively or alone, as well as foundations, nongovernmental organizations and private citizens. Non-Western actors who value international norms should engage as well.
Finally, Western leaders must continue to encourage Kiev to engage with legitimate representatives (not the Russian mercenaries) of eastern Ukraine to craft a plan for reconciliation.
The components of such a plan are clear: some decentralization of political authority, stronger guarantees for the use of the Russian language and perhaps the introduction of international monitors to help local communities feel more secure. Kiev’s credible commitment to a postwar plan now, instead of waiting until the fighting is over, could help to isolate and split the insurgents.
Even if complete military victory is achievable, the Kiev government must realize that the benefits of some negotiation process with the local population outweigh the costs of ruling the region as occupiers. How it wins the war will determine how lasting the peace will be.
Mr. Putin could end this war now. In a speech on national television, he could praise the so-called rebels for securing greater autonomy for eastern Ukraine and then ask them to stop fighting, and for the Russian citizens to come home. This path to peace is quick, but unlikely. In its absence, the West’s best option is to redouble its support for a sovereign, prosperous and democratic Ukraine.

So it is entirely appropriate that the London mayor should choose an August Wednesday to unveil his latest promise and announce his next career move: he wants to be prime minister. At least, he does at the moment.
Don't misunderstand my levity. I long ago realised I had been wrong to underestimate Boris just because he was clever enough to wing his way through most of life's difficulties, cheerfully lazy enough to let others do the heavy lifting and about as trustworthy as the proverbial scorpion. Personally, I like him, I really do.

Financial Picture Very Bleak in Commonwealth, "Painful Correction Coming"

According to The Latin American Tribune, the US Department of Justice has allocated $5.4 million for services needed by crime victims in Puerto Rico.

The island’s representative in the US Congress in Washington, Pedro Pierluisi, announced on Tuesday (August 5) in a press release that the funds will go to the Office of Public Security Affairs in Puerto Rico’s Department of Justice.


From Washington the funds will be redistributed amongst organizations that provide services directly to crime victims.
COMMENT: New York's Federal Reserve Bank, according to THE ASSOCIATED PRESS, must correct its financial posture soon or face a "painful adjustment."

It is a fact that the Commonwealth of Puerto Rico has very little transparency in terms of Washington, DC-based funds that are used to prop up the Commonwealth at a time when Puerto Rico is essentially broke, owes creditors $73 billion, has an unemployment rate of 15%, is battling an exodus from the territory and is increasingly dependent upon Washington for supplemental funding.
Worse, Puerto Rico continues to have the highest crime rate in the US and a declining clearance rate by arrest.
  The Commonwealth's credit rating has been downgraded to "junk status."

The federal funds are administered by the US Department of Justice’s Office for Victims of Crime, which provides an annual amount for assistance services for crime victims and survivors of domestic violence, sexual aggression, child abuse, accidents caused by people driving under the influence of alcohol, and homicides, among other crimes.
The services include emergency shelter and security, assistance in obtaining protective injunctions and in filling out applications for compensation, counseling and legal representation.


It should be noted that in President Obama's 2016 federal budget the link below reveals that the President conveniently authorized $2.5 million to conduct an empirical study to determine how many Puerto Ricans support US statehood:

Considering that 75% of Puerto Ricans voted for President Obama in the 2012 election, it stands to reason that the same 75% would predictably vote Democratic in the 2016 presidential bid, providing the Democrats a "win" for the Commonwealth. 
Additionally, Puerto Rico has not only the highest unemployment rate in the US (15%), but also has highest homicide rate in the country, second only to Chicago.
After a brief "bump" in 2012, Puerto Rico's economy has stagnated since 2013, the report said. It said the island of 3.6 million people has only a 45% labor force participation rate and has seen a significant decline in population.
Puerto Rico also struggles with a largely uneducated working-age population, although the number of people with a college degree increased from about 25% to nearly 28% between 2010 and 2012.
Analysts recommended Puerto Rico shrink its underground economy, broaden its tax base, reduce rates, and strengthen and privatize some public corporations, which account for nearly 40% of the island's debt. 
They said the government should also approve legislation requiring the creation of a long-term budget as well as providing greater transparency in its financial reporting.
"Puerto Rico's unique status means that it is one of the few places in the world where finances are not regularly surveyed by a public agency," the report said.
The administration of Gov. Alejandro Garcia Padilla has taken numerous steps to help boost the economy, including implementing changes in public pension plans, streamlining its business registration and permitting process and cutting of expenditures. Garcia also appointed an advisory group for tax reform that is expected to release a report by year's end with plans to implement it by fiscal year 2016.

Chapter 9 Bankruptcy Options Would Be Good For Puerto Rico – Fitch - Income Investing

Fitch Ratings likes the idea of Puerto Rico being allowed to use Chapter 9 municipal bankruptcy options, which currently aren’t available to the commonwealth, to restructure certain debts, saying Chapter 9 availability could benefit many bondholders and align any restructuring efforts with precedents in the U.S. muni market. The rating agency today called any extension of Chapter 9 provisions to Puerto Rico “a positive and important development for Puerto Rico and holders of debt of its public utilities and public instrumentalities.”
Fitch’s comments come a week after Puerto Rico’s congressional delegate today introduced legislation in the U.S. House of Representatives that would allow Puerto Rico’s government-owned corporations to file for Chapter 9 bankruptcy protection, the same type of municipal bankruptcy protection Detroit sought last year. That move comes a month after the commonwealth passed the Puerto Rico Public Corporation Debt Enforcement and Recovery Act, which allows Puerto Rico’s public corporations to restructure their debts.
Fitch said the amendment would place Puerto Rico on an equal footing with the 50 U.S. states, which can currently use Chapter 9 to achieve debt adjustment for their municipalities, and would obviate the need for the Recovery Act:
The Recovery Act is an effort to fill the void resulting from the absence of a federal bankruptcy alternative. The Commonwealth has attempted to forge its own framework for orderly debt restructuring applicable to its public corporations, including the Puerto Rico Electric Power Authority (PREPA) and Puerto Rico Aqueduct and Sewer Authority (PRASA)….
The extension of Chapter 9 of the US Code would not of course alleviate the immediate financial stress which PREPA currently faces. However, clarifying the rules for restructuring and aligning them to a federal standard with understandable precedent, albeit limited, and providing a federal forum for the proceeding would benefit bondholders.
Fitch says extending Chapter 9 to Puerto Rico would also reduce the risk of future actions harmful to holders of debt issued by the Puerto Rico Sales Tax Financing Corporation, known by its Spanish acronym COFINA:
As a separately constituted, independent instrumentality of the Commonwealth, COFINA would constitute a ‘municipality’ under the US Code for purposes of Chapter 9…. As a municipality COFINA could file under Chapter 9 only if authorized by the Commonwealth and only if it could show that it is “insolvent” and had made a good faith effort to negotiate with its creditors or that such negotiation was not practical.
