NATO's chief said Monday that a weekend rocket attack in the Ukrainian city of Mariupol came from areas controlled by separatists who are receiving more equipment from Russia.
"We condemn the sharp escalation of violence along the cease-fire line in eastern Ukraine by Russia-backed separatists. This comes at great human cost to civilians," Secretary General Jens Stoltenberg said after a meeting of NATO ambassadors in Brussels.
Stoltenberg spoke after Russian President Vladimir Putin accused NATO of pursuing its own interests in Ukraine and using civilians as "cannon fodder."
The rocket attack Saturday killed 30 people and injured about 100. Stoltenberg said it occurred after Russia supplied the separatists with rocket systems, tanks, armored vehicles and electronic surveillance systems.
Mariupol is a strategic port city on the Black Sea that is still controlled by Ukrainian forces. If captured by separatists, it would give them a land corridor to Russia-controlled Crimea. The city had been relatively quiet for months before Saturday's attack.
Putin claimed the Ukrainian army "is not an army, but a foreign legion, in this case a foreign NATO legion, which, of course, doesn't pursue the national interests of Ukraine."
NATO's goal is "achieving the geopolitical goals of restraining Russia," Putin told students in St. Petersburg.
Stoltenberg called Putin's claim "nonsense."
"There is no NATO legion. The foreign forces in Ukraine are Russian," he said. "There are Russian forces in Ukraine, and Russia backs the separatists with equipment."
Ukraine President Petro Poroshenko told world leaders last week at the World Economic Summit in Davos, Switzerland, that more than 9,000 Russian troops have crossed the border into eastern Ukraine.
At least 5,100 people have been killed since fighting began in April, but violence last week was the most intense since a cease-fire deal was signed in September. Representatives of Ukraine, separatists and Russia failed to agree last week on how to proceed with implementing the deal that unraveled in recent weeks.
While sanctions against Russia are set to expire this summer, President Obama said Sunday that Washington would work with its European partners to "ratchet up the pressure on Russia" in response to the latest violence. European Union foreign ministers will meet Thursday to discuss Ukraine.
Stoltenberg said NATO leaders will continue to meet with Ukraine's military leaders to discuss modernizing that country's armed forces. He also said he favors putting economic pressure on Russia.
"The economic sanctions are important because they make it clear to Russia that violating international law, not living up their international obligations, has consequences. It has a cost," Stoltenberg said.
He said the NATO leaders call on Russia to "respect its international commitments," and he urged all parties to implement the cease-fire agreement.

According to a criminal complaint, Evgeny Buryakov, Igor Sporyshev and Victor Podobnyy conspired in the United States to gather intelligence on behalf of Russia and to recruit New York City residents to help.

More Democrats Urge Assembly Speaker SIlver to Step Down

ALBANY — Sheldon Silver was fighting for survival as speaker of the New York Assembly late on Monday, as a growing number of his fellow Assembly Democrats sought his ouster after his arrest last week on corruption charges.
More than 20 Assembly Democrats called for Mr. Silver to step down or appeared poised to do so, and Gov. Andrew M. Cuomo, also Democrat, said it would be a “good thing” if a replacement for Mr. Silver were to take charge in the Assembly.
The governor did not explicitly call for Mr. Silver to step down, but he raised concerns about how his arrest could affect state government.
“The government has to work, and the distraction of what is going on with the speaker, it hurts the functioning of government,” Mr. Cuomo said at a news conference in Manhattan.
In a setback to Mr. Silver, Mr. Cuomo criticized a plan that Mr. Silver had formulated on Sunday in which he would retain the title of speaker, but temporarily relinquish some important duties to five other members, including the responsibility to negotiate the state budget, which must be finished by April 1.
“Management by committee I’ve never been a fan of, and I’ve never seen it work well,” Mr. Cuomo said, adding, “From my own selfish point of view, I don’t understand how you negotiate with a committee, how I negotiate with a committee.”
Mr. Cuomo’s comments threatened to undercut Mr. Silver’s plan to retain his post, which he has held since 1994. Many Assembly Democrats appeared to have similar concerns with the plan.
Some members voiced doubts that the power-sharing agreement would be efficient or effective in budget negotiations. Others complained that the structure itself was simply a way for Mr. Silver to retain power while appearing to be stepping back from his duties.
Assemblywoman Amy Paulin, a Democrat from Westchester County, said 17 members from New York City’s suburbs had joined together to object to Mr. Silver’s plan. Ms. Paulin said the group wanted Mr. Silver to step down as speaker and did not approve of the power-sharing agreement he had developed.
“We didn’t think it would function,” Ms. Paulin said. “We didn’t think it was workable at all. We weren’t sure how anybody would make decisions. We were concerned that we would be thrown into a chaotic state and would not be able to get the Assembly agenda done.”
The Republican minority in the Assembly balked at the proposal as well. “I don’t think they should have five people in a shadow government trying to run the State Assembly,” the minority leader, Brian M. Kolb, of Canandaigua, said.
Mr. Silver, who is from the Lower East Side of Manhattan, was arrested on Thursday on federal charges that he exploited his position as one of the most powerful politicians in the state to obtain millions of dollars in payoffs. He has said that he was confident he would be vindicated.
But a number of Democrats concluded that Mr. Silver’s time as speaker needed to come to an end.
The most influential call for his resignation came from Assemblyman Keith L.T. Wright, a widely respected veteran Democratic lawmaker from Harlem.
In a statement, Mr. Wright said that without a clear break, the Assembly would “remain mired in the swamp of dysfunction and chaos which is being brought to light by the United States Department of Justice.”
Mr. Wright, the leader of the Manhattan Democratic Party and a former co-chairman of the state’s Democratic Party who was first elected in 1992, has been mentioned as a possible contender for Mr. Silver’s job. He was not included in the new leadership structure.
“Collectively, we must as a body not only choose a new speaker — we must double down and reshape and reform our decision-making process within our conference so that more members are heard and points and ideas are exchanged before conclusions are reached on the issues of the day,” Mr. Wright said in the statement.
Assemblyman Luis R. Sepúlveda, a Bronx Democrat, also called for Mr. Silver to step down as speaker.
“There comes a time when an institution must come before any individual,” he said in a statement. “The focus of this body right now must be budget negotiations, an area where the speaker is an instrumental component. In light of these recent issues, his position as a negotiator has been greatly compromised.”
Letitia James, the New York City public advocate, and Scott M. Stringer, the city comptroller and a former assemblyman, called for the speaker’s resignation as well.
“It’s not time to step aside; it’s actually time to step down,” Mr. Stringer told reporters in Manhattan. “We need one leader in the Assembly, someone who can guide these budget negotiations.”
The atmosphere at the Capitol was tense on Monday, as lawmakers huddled to discuss the leadership crisis and considered what only days ago seemed unthinkable — the possibility of Mr. Silver’s ouster.
In a bid to save his job, Mr. Silver planned to present his power-sharing proposal to his fellow Democrats in a closed-door meeting, which first was scheduled for Monday afternoon. The meeting was delayed, however, and as the day went on, Mr. Silver’s proposal, and with it his speakership, appeared on the verge of collapse.
Negotiations over Mr. Silver’s fate were happening in his spacious office in the Legislative Office Building, which is connected to the Capitol by an underground passageway. Several high-ranking Democrats were seen entering the nearby office of the Assembly majority leader, Joseph D. Morelle of the Rochester area.
Shortly before 4 p.m., Mr. Wright and another veteran member, Jeffrion L. Aubry, a Democrat from Queens, emerged from Mr. Morelle’s office, telling reporters that there was no immediate resolution to Mr. Silver’s status.
“We’re in the game, and I don’t know when the clock runs out,” Mr. Aubry said.
Not long after Mr. Wright and Mr. Aubry left, Mr. Morelle, his coat jacket off, walked out and headed into Mr. Silver’s office.
Mr. Morelle told reporters the situation was in flux.
When Mr. Silver finally emerged, near dusk, he did so with Mr. Morelle and several other high-ranking Democratic members of the Assembly. He gave little clue of his future, saying only he would discuss it with his caucus first. He walked slowly and silently to the Capitol.

Journalist Who Reported on Argentine Prosecutor’s Death Flees to Israel

JERUSALEM — Damián Pachter, the first journalist to report the suspicious death of an Argentine prosecutor, has fled to Israel, saying that he feared for his life in Argentina.
In an account published on Monday in the Israeli newspaper Haaretz, Mr. Pachter said he concluded late on Friday that he was being followed by an Argentine intelligence officer who “wore jeans, a jeans jacket and Ray-Ban sunglasses,” and decided to leave the country immediately. He said that he flew to Israel by way of Montevideo, Uruguay, and Madrid.
“They are using their security forces to chase me,” Mr. Pachter told reporters at Ben Gurion airport in Tel Aviv when he arrived Sunday evening. “I just had to move fast and quick, as fast as I could.” Mr. Pachter added in the televised remarks that he held Israeli citizenship.
Working for the English-language Buenos Aires Herald, Mr. Pachter was the first to report, based on information from a source he did not name, that the prosecutor, Alberto Nisman, was dead, and that he had died in suspicious circumstances. Mr. Nisman was found Jan. 18 in his Buenos Aires apartment, dead from a gunshot wound to the head, on the day before he was scheduled to testify before lawmakers about the 1994 bombing of a Jewish center and its aftermath, a case with major political implications.
Mr. Nisman, 51, had been investigating the bombing for a decade, and had leveled serious accusations: that Iranian officials had planned and financed the attack; that Hezbollah, Iran’s ally in Lebanon, had carried it out; and that the president of Argentina, Cristina Fernández de Kirchner, and her top aides had conspired to cover up Iran’s involvement as part of a deal to supply Iranian oil to Argentina.
Mr. Pachter reported the news about his death in a series of posts on Twitter, first that there had been “an incident” at Mr. Nisman’s home, then that he had been found in his bathroom in a pool of blood.
At first, Argentine officials said evidence at the scene suggested suicide, but within days that conclusion was withdrawn and officials were saying that an ousted spymaster was involved.
Mr. Pachter seemed to have first become alarmed about his own safety on Friday, when a colleague pointed out a report by the state news agency, Télam, attributing a Twitter message to him that he said he had not written. He took the report to be “a kind of coded message,” he said. Later he spotted the man in sunglasses, sitting nearby as he waited for a friend in a gas-station cafe outside the city.
“When an Argentine intelligence agent is on your tail, it’s never good news,” Mr. Pachter wrote.
After he left Argentina, he said, the Twitter feed of the Argentine presidential palace posted the details of the airline ticket he had bought.
“Argentina has become a dark place led by a corrupt political system,” he added. “I still haven’t figured out everything that has happened to me over the past 48 hours.”
Jorge Capitanich, Argentina’s cabinet chief, defended the publication of Mr. Pachter’s movements on the official Twitter account. At a news conference on Monday morning, he said, “If a journalist says that he feels threatened, it’s important to publish his whereabouts.”
Télam, the national news agency, denied on Monday that it had ever “alluded to a fake tweet.”
Julio Cobos, an opposition politician, criticized the state-run airline, Aerolíneas Argentinas, for releasing the information about Mr. Pachter’s ticket, saying that doing so might have constituted a crime.

Cease-Fire in Shreds, Ukraine Sees Heaviest Fighting in Months

DONETSK, Ukraine — The shattered remains of a tank bearing a tattered Ukrainian flag sat beside the main highway to Mariupol on Monday afternoon, a remnant of what pro-Russian rebel forces said was a failed attempt by Ukrainian forces to push into rebel-held territory a few days after a shelling attack left 30 dead in that port city.
With a cease-fire in shreds, pro-Russian separatist forces mounting regular new attacks and the Ukrainian military struggling to rebound from losses at the Donetsk airport last week, eastern Ukraineis seeing by far the heaviest fighting since August. Thunderous artillery blasts could be heard from several directions Monday in the largely isolated city of Donetsk.
The Ukrainian government declared a state of emergency on Monday in the Donetsk and Luhansk regions, the areas controlled by the rebels, and put the entire country on high alert. In Brussels, at the request of the Ukrainian government, the ambassadors from 28 NATO nations were set to meet on Monday to discuss the situation, the first such gathering since August.
Separatist leaders have said they had no choice late last week but to end the shaky cease-fire, which had been in effect since September, and begin offensives to push back Ukrainian forces that were attacking rebel-held cities.
Ukrainian military officials said the rebel attacks followed a prolonged buildup of heavy weaponry and troops from Russia, something the Kremlin vociferously denies. However, Russia’s president, Vladimir V. Putin, had some harsh words on Monday for the Ukrainian military, which he derided as a tool of the West.
On a visit to St. Petersburg, Russia, he said that Ukrainian men were fleeing to Russia rather than become “cannon fodder” in their country’s military. “In essence, this is not an army,” he said. “This is a foreign legion — in this particular case NATO’s foreign legion, which of course does not pursue the objective of serving Ukraine’s national interests.”
Ukrainian officials said that seven of their soldiers were killed and at least two dozen were wounded in Monday’s fighting. There were reports of some deaths and many casualties in rebel-held regions, but officials there offered no estimates. In all, United Nations human rights officials have said, more than 5,000 people have been killed since fighting started in eastern Ukraine early last year.
Residents reached by phone in Dokuchaevsk, a town a few miles south of that shattered tank, said that shelling had hammered the town all night Sunday and much of the day Monday. “No shops were open today and no businesses,” said an elderly woman who declined to give her name for fear of reprisals, adding that she and most residents were hiding in their basements, desperately waiting for the fighting to stop.
Rebel leaders said they had also been able to capture a second Ukrainian tank and published what they said was a picture of it on the Internet.
Meanwhile, north of the Donetsk airport, around the villages of Peski and Avdeyevka, heavy shelling also could be heard much of the day Monday. Rebel forces in the area have vowed to encircle hundreds of Ukrainian troops camped near the crucial railroad town of Debaltseve, and those villages could be crucial in that effort.
The main access routes out of Donetsk — to the south, toward Mariupol, and to the west, toward Kurakhovo — were closed to all traffic for most of Monday because of nearby shelling. This came just a few days after Ukraine instituted new regulations making it more difficult to get in and out of the city and further added to the growing sense of isolation in the rebel enclave.
At least some shells had also fallen inside Donetsk. At the Central Trauma Hospital, doctors said on Monday that a 9-month-old child and her mother were wounded and the grandmother killed when a shell hit their home not far from Donetsk airport.
The screaming baby had been taken away to another part of the hospital to be calmed down as the mother was wheeled into surgery Monday afternoon, while the grandmother’s body lay beneath a tattered blue blanket just outside in the hallway.
The same day, the first victims of Saturday’s shelling attack on a crowded market area on the eastern outskirts of Mariupol — an attack for which Ukraine blames the rebels, but that the rebels deny — were buried. More funerals are set for Tuesday.

Government Employee Crashes Small Drone at White House

WASHINGTON — The small drone that crashed into a tree on the South Lawn of the White House early Monday morning was operated by a government employee who has told the Secret Servicethat he did not mean to fly it over the White House fence or near the president’s residence, according to law enforcement officials.
The employee — who does not work for the White House — has told the Secret Service that he was flying the drone for recreational use at about 3 a.m. in the area around 1600 Pennsylvania Avenue when he lost control of it.
So far, the Secret Service said it believed the man’s account.
In a second statement about the incident Monday afternoon, the Secret Service said an individual had called them at about 9:30 Monday morning to report that he had been the one controlling the drone when it crashed on the White House grounds.
“The individual has been interviewed by Secret Service agents and been fully cooperative. Initial indications are that this incident occurred as a result of recreational use of the device,” the statement said.
The Secret Service also released a photo of the partially broken drone on the ground. It appears to be a version of the DJI Phantom Aerial UAV Drone Quadcopter that is sold on <a href="http://Amazon.com" rel="nofollow">Amazon.com</a> starting at $448. Models equipped with HD cameras sell for as much as $1,258 on the website.
The small, commercial quad copter drone crashed on the southeast grounds, forcing a brief lockdown of the White House complex, the Secret Service said.
Officials said in a statement that a Secret Service officer posted on the south grounds of the White House “heard and observed” the device, which was about two feet in diameter, at about 3:08 a.m.
Josh Earnest, the White House press secretary, who is traveling with President Obama and Michelle Obama in India, said the drone did not appear to be dangerous. Mr. and Mrs. Obama are on a three-day visit to India, but their daughters, Malia and Sasha, are in Washington.
“There is a device that has been recovered by the Secret Service at the White House,” Mr. Earnest told reporters. “The early indications are that it does not pose any sort of ongoing threat to anybody at the White House.”
Officials said a drone like the one that crashed on Monday probably could not carry enough explosives to significantly damage the White House structure. But the president is often outside the building inside the perimeter of the White House fence.
Mr. Obama and Denis McDonough, the White House chief of staff, are known to walk outside when the weather is nice, walking along the circular driveway that sits on the south side of the building. Mr. Obama also frequently participates in ceremonies on the South Lawn, just on the other side of fence that circles the complex.
The president’s helicopter, Marine One, lands and takes off on the South Lawn, mere steps from the entrance to the residence. Mr. Obama sometimes stands in front of the helicopter for several minutes to make a statement to the press.
While drones are commonly thought of in the context of missile-firing, unmanned vehicles used against terrorists, many small flying drones are available on the commercial market and are used as toys.
A hobbyist website, www.droneflyers.com, lists “micro” sized drones that can fit into the palm of a hand for under $35 and “prosumer” models that are two feet wide and include live, high-definition video cameras. One such device is currently listed at <a href="http://Amazon.com" rel="nofollow">Amazon.com</a> for $2,899.
A spokeswoman for the Secret Service declined to say whether the agency had instituted any special protections against drones that could carry bombs or other dangerous payloads over the White House fence and toward the West Wing or the residence.
It remains unclear whether the drone in question had a camera or if it was equipped to carry anything else.
“Since the investigation into this matter is ongoing, there is no additional information at this time,” said Nicole Mainor, a staff assistant for the office of public affairs at the agency.
The report of the drone intrusion came at a time when other threats to the president’s family or their home have led to concerns about a lack of security at one of the most heavily guarded buildings in Washington.
The Secret Service has been criticized heavily for a number of recent security breaches, including an incident where an intruder climbed the White House fence last year and reached the interior of the White House before being caught by agents.
Four top Secret Service officials were demoted earlier this month in the wake of a scathing report by the Department of Homeland Security that revealed shortcomings in the way the department and its staff protected the president’s home.
“Change is necessary to gain a fresh perspective on how we conduct business,” Joseph P. Clancy, the agency’s interim director, said in a written statement at the time. “I am certain any of our senior executives will be productive and valued assets either in other positions at the Secret Service or the department.”
The question of what to do about commercial drones is increasingly bedeviling government officials, who fear the devices could pose a threat to commercial aircraft. And because the drones can be outfitted with cameras and can fly over fences, they raise questions about privacy.
The Federal Aviation Administration, which is responsible for regulating the airspace in the United States, last year released a list of incidents involving drones, including near-misses with commercial aircraft as well as reports of toys flying in restricted areas.
The list includes several incidents involving drones that were flying close to the White House or the Capitol in Washington.
Police detained an individual flying a drone near the Capitol building on Aug. 29. On Aug. 19, police arrested another person who had been flying a drone in Freedom Plaza, just blocks from the White House. That person was arrested while climbing a tree to recover the drone, according to the F.A.A. report.
On July 7, police questioned a person who was flying a small, quad drone near the Lincoln Memorial. And on July 3, police detained a person who was flying a drone at President’s Park, just south of the White House fence.
The F.A.A. description for the July 3 incident said that a Secret Service patrol reported someone operating a “quad-copter w/camera within P-56A” at an altitude of about 100 feet. The description said the individual was detained and the drone was confiscated by the Secret Service.
Senator Charles E. Schumer, Democrat of New York, said Monday that the incident at the White House proved that the F.A.A. should more heavily regulate the use of drones.
“Drones are an important new technology that will boost businesses, aid in storm preparedness and recovery, assist agricultural development and more,” Mr. Schumer said. “But rules to protect the safety and privacy of the American people must keep pace, and I am calling on the FAA and OMB to get these long-delayed regulations on the books.”

3 Charged With Working as Agents for Russia in New York

In a case full of intrigue and clandestine communications, three Russians were charged on Monday with working secretly in New York as agents for Russian intelligence, the federal authorities said.
Two of the Russians posed as official representatives of Russia, attached to the Russian Federation of New York. The third man worked in the Manhattan office of a Russian bank and lived in the Bronx. All three men worked for a division of the S.V.R., the Russian foreign intelligence agency, known as Directorate ER, which focuses on economic issues.
The three Russians — as well as others, unnamed in the complaint, who were said to be working covertly in this country — had been directed to collect intelligence on potential United States sanctions against the Russian Federation and on efforts by the United States to develop alternative energy resources, the complaint said.
Information would typically be passed at outdoor meetings, where one man would typically tell another that he had a book, umbrella or hat to pass on, the complaint said. Then, at the appointed time and place, the handoff would occur: a bag, magazine or slip of paper changing hands.
Preet Bharara, the United States attorney for the Southern District of New York, said the charges showed that “more than two decades after the presumptive end of the Cold War, Russian spies continue to seek to operate in our midst under cover of secrecy.”
The Bronx man, Evgeny Buryakov, 39, was arrested on Monday, the authorities said. Mr. Buryakov was to appear today before a federal magistrate judge in Manhattan. His LinkedIn profile says he works for the Russian bank Vnesheconombank, which is on the United States sanctions list. He had been in this country under “nonofficial cover,” sometimes referred to as NOCs.
Mr. Buryakov would get assignments from the two Russian government workers: Igor Sporyshev, 40, a trade representative of the Russian Federation in New York; and Victor Podobnyy, 27, an attaché to the Permanent Mission of the Russian Federation to the United Nations. Mr. Sporyshev and Mr. Podobnyy would analyze Mr. Buryakov’s work and report back to Moscow on the fruits of his intelligence-gathering efforts, the authorities said.
Mr. Sporyshev and Mr. Podobnyy, who were protected by diplomatic immunity, are no longer in the United States, the government said. As employees of the Russian government, they were exempt from notifying the United States attorney general of their intelligence work, the authorities said. But the government said they were not permitted to conspire with Mr. Buryakov, who was not registered as an agent of Russia working here.
Mr. Sporyshev and another S.V.R. agent were also overheard discussing their contracts with Russian intelligence, the authorities said. “Everyone has a five-year contract,” Mr. Sporyshev was quoted as telling the other man in a discussion that also touched on reimbursement for the travel expenses of agents’ families.
All three men were charged with acting as unregistered agents of a foreign government and conspiring to do so.
The case was “especially egregious,” said Randall C. Coleman, the assistant Federal Bureau of Investigation director for counterintelligence, because of Russia’s efforts “to integrate a covert intelligence agent into American society under the cover of an employee in the financial sector.”
The charges grew out of an investigation that began just a few months after 10 Russian agents under deep cover assignments in the United States pleaded guilty to conspiracy in July 2010, according to a criminal complaint unsealed in Federal District Court.
Those 10 sleeper agents, whose cases inspired the television show “The Americans,” were sentenced to time served and traded back to Moscow for four Russian prisoners, including three who had been serving long sentences after being convicted of treason for spying.

U.S. charges three in alleged Russian spy ring in NYC

NEW YORK (Reuters) - The U.S. government on Monday unveiled criminal charges against three men for their alleged involvement in a Russian spy ring operating in New York City.
Evgeny Buryakov, Igor Sporyshev and Victor Podobnyy conspired to gather economic intelligence on behalf of Russia, including alleged information about U.S. sanctions against the country, and to recruit New York City residents as intelligence sources, U.S. Attorney General Eric Holder said in a statement.
Monday's charges are linked to Buryakov's alleged covert work on behalf of Russia's foreign intelligence service, known as the SVR, according to a criminal complaint.
Buryakov, 39, masked this work by posing as a banker for Russia's Vnesheconombank, according to the complaint and the bank's website.
The alleged conspiracy began in 2012, following the 2010 expulsion of several Russian spies from the United States.
Federal prosecutors said Sporyshev, 40, worked as a Russian trade representative from November 2010 to November 2014, while Podobnyy, 27, was an attaché to Russia's mission to the United Nations from December 2012 to September 2013. .
"The presence of a Russian banker in New York would in itself hardly draw attention today, which is why these alleged spies may have thought Buryakov would blend in," U.S. Attorney Preet Bharara in Manhattan said in a statement.
Each defendant was charged with acting as or helping Buryakov to act as an unregistered agent of a Russia, which carries a maximum 10-year prison term, and conspiracy.
Prosecutors said the case was built on physical and electronic surveillance of dozens of meetings, including several in which Buryakov met with an FBI agent posing as a wealthy investor who hoped to develop casinos in Russia.
They said Buryakov would seek information "far outside" what a banker in his position would care about, including a list of Russian entities that might face future U.S. sanctions.
Buryakov was arrested on Monday in the Bronx borough of New York City. His lawyer was not immediately available for comment.
Sporyshev and Podobnyy have not been arrested and no longer live in the United States but had diplomatic immunity while they were in the country, federal prosecutors said.
Russia's U.N. mission and Vnesheconombank did not immediately respond to requests for comment.

WASHINGTON -- Federal authorities announced charges Monday against three Russian nationals, accused of spying on behalf of their government and attempting to recruit New York City residents as intelligence sources in the U.S.
One of the three, Evgeny Buryakov, was arrested in the Bronx and was scheduled to appear in a New York federal court late Monday.
The two others, Igor Sporyshev and Victor Podobnyy, are believed to be no longer in the country.
Buryakov, an accused agent of the Russian intelligence service known as the SVR, had been posing as a representative of a Russian bank in Manhattan. Sporyshev and Podobnyy, meanwhile, had been operating in the U.S. for years posing as "official representatives'' of the Russian government.
As early as November 2010, the alleged spy ring had been operating with Sporyshev and Podobnyy heading up the New York recruiting effort, while Buryakov attempted to gather intelligence on, among other things, potential U.S. sanctions against Russian banks and U.S. efforts to develop alternative energy resources.
Not since the U.S. expelled a group of Russian spies nearly five years ago posing as American citizens, has the U.S. moved in such a major way in a espionage case involving Russia.
"These charges demonstrate our firm commitment to combating attempts by covert agents to illegally gather intelligence and recruit spies within the United States,'' Attorney General Eric Holder said.
