Sir John Sawers says provoking the Russian president risks deepening the security crisis facing Europe
Sir John Sawers, the former head of MI6, has warned against stepping up pressure on Vladimir Putin, the Russian president, over Ukraine and said any change in power in the Kremlin “may well be for the worse”.
The west would have to learn to live with Putin, however unpalatable that may seem, Sawers told an audience of war studies students at King’s College, London. Provoking him could deepen the security crisis facing Europe, he suggested.

Moderate to Heavy Snowfalls Threaten Large Parts of US

A major winter storm is threatening a large part of the eastern United States with 15 to 30 centimeters of snow, according to the U.S. National Weather Service. Along with the snow, the eastern United States is experiencing record breaking cold for mid-February. The coldest spots Monday were Watertown, New York, where the thermometer hit -36.6 Celsius, and Mount Washington, New Hampshire, with a reading of -37 Celsius. The nation's capital, Washington, is preparing for up to 30 centimeters of snow, in Boston more than 2.4 meters of snow have fallen this winter and another 20 centimeters is expected by Thursday. For two days, the Washington area has dealt with tree-toppling winds and temperatures as low as minus-15 degrees. With the ground frozen solid, and temperatures expected to hover at or below freezing for the rest of the week, any snow that falls will be slow to melt.

Greek Finance Minister Says Willing to Sign Different Finance Deal

Greek Finance Minister Yanis Varoufakis said on Monday he had been prepared to agree to a deal with creditors that would have given Athens four to six months additional credit in return for putting major new budget policies on hold. He said the European Commission had put such a suggestion to him before Monday's meeting of eurozone finance ministers but that it had been superseded by a different draft proposal – from Eurogroup President Jeroen Dijsselbloem - that he could not sign because it obliged Athens to extend its current bailout package. A Commission official said Economics Commissioner Pierre Moscovici had "contributed ideas" in discussions with Varoufakis but that only the Eurogroup proposal was being negotiated on.

Igor Sechin: The oil man at the heart of Putin’s Kremlin,

Here is published an interview with Rosneft CEO Igor Sechin in which says the world economy faces “severe consequences” as a result of the sanctions imposed on Russia, which he declares “absolutely illegal and illegitimate.” He states that Rosneft will be cutting its capital expenditure programme for this year by “approximately 30%.” Sechin says the oil price could start to rise again in the final quarter of this year. Speaking of his relationship with BP Head Bob Dudley, he says: “We have known each other for a long time. I am very familiar and very well acquainted with the members of the board and directors of BP. That is what I call trust and mutual consideration. Those things helped us successfully go through that enormous transaction – the largest acquisition in the history of oil and gas.” Sechin also denies speculation that Rosneft aims to consolidate the energy sector more generally, commenting: “This is impossible, these options will never be considered. The Russian oil and gas industry constitutes a part of the global oil and gas sector, foreign investors own around 25%. And I would like to reiterate that Rosneft did not receive its assets through privatisation but acquired them on market-based terms – by paying for them.”

FAA Proposes Commercial Drone Licenses to Anyone Paying $200 Fee

The new FAA rules will instantly launch a billion-dollar American-based industry. About 95% of unmanned aerial vehicles in 2012, known as “drones”, were operated by the U.S. military, with a sprinkling from France, U.K., Germany, India, and Israel. But today, the tens of thousands of military drones are overwhelmed by several million commercial and personal drones operating for fun and profit around the world.
The new FAA regulations and the White House directive will provide the basic rules to govern the conditions under which drones can be flown in United States, and by whom. Commercial operators will not have to obtain a regular FAA pilot’s license or demonstrate their flying skills. They will simply need to pass a written “proficiency test,” register the drone with the FAA, and pay about $200 in fees.
The proposed FAA regulations are subject to a period of public review and comment for at least 120 days after the FAA publishes the proposed rules in the United States Federal Register. Full approval is not expected to least until early 2017. Once finalized, the FAA estimates that more than 7,000 business permits will be issued over 3 years.
The FAA’s rulles will restrict the commercial use of unmanned aerial vehicles to daylight hours initially, and require drones to remain within eyesight of the operator or observers posted on the ground. The maximum speed would be limited to 100 miles per hour and a maximum altitude of 500 feet.
Transportation Secretary Anthony Foxx told reporters on a Sunday conference call, “We’re putting forward what we believe to be the safest possible approach at the moment, but of course we look forward to hearing back from the public.”
Those initial restrictions will prevent Amazon.com from following through with its promise to start direct drone delivery services for retail purchases. The Washington Post, which is owned Amazon’s CEO, Jeffrey P. Bezos, commented that the rules are expected to be loosened over time as drone technology makes innovations.
That innovation was on display at the L.A. Drone Expo held at the Los Angeles Memorial Sports Arena in late December. Thousands of drone enthusiasts filled the arena, despite the fact that commercially flying drones for profit was still illegal at the time. Top experts from Berkeley, Stanford, MIT, and AVUSI gave lectures on new technologies and applications. Dozens of drones safely flew around the arena as head-banger music blared and giant video displays premiered games that incorporate drones.
U.S. sales are increasing fast as drones become cheaper, more powerful, and easier to fly. Amazon offers dozens of brands, starting at $50. DroneFly, in its second year of operations, advertises that it will sell over $9 million in drones in 2013 — its first year of operation. This year, the company is set to triple that.
The FAA had banned almost all private-sector drone use in the U.S. until it could develop a regulatory structure that could protect people from accidents with the large number of low-flying private planes operating in the U.S. that are at risk from drones. But the FAA in October gave six film companies permission to use drones, bringing approvals for a nation of 315 million people to only eight legal commercial drone operations.
European Union members sought to leapfrog the U.S. by approving thousands of legal commercial operations. Berlin’s Service-drone.de GmbH, has sold over 400 unmanned aircraft to private-sector companies and is releasing its 4th generation device.
There have been serious close calls between drones and passenger jets crossing paths, such as the YouTube videos that show “flyaway” when drones lose Wi-Fi connections or suffer from faulty programming and crash.
FAA officials said they are considering a separate set of rules for “micro-drones” that weigh less than 4.4 pounds. Under those rules, operators would not have to pass any kind of test; they would only have to submit a written statement to the FAA promising that they were familiar with basic aviation safety measures.
By next Christmas, aerial drones will be all the rage.

Amb Ginsburg: Obama Claim of 'Degrading ISIS' Doesn't Match Reality

by Pam Key16 Feb 201538
Monday on MSNBC’s “The Rundown with Jose Diaz-Balart,” former White House Middle East advisor to President Jimmy Carter ambassador Marc Ginsburg said the “administration boasts of degrading ISIS,” but it does not match the realty on the ground in Libya, Syria or Yemen.
Ginsburg said, “You have to differentiate between the administration boasts of degrading ISIS on a tactical level, on the playing field of Northern Iraq and Syria and the ideological and population spread of ISIS.”
“What happened in Libya is a perfect illustration of a country we had great expectation for, but now descended into chaos, where Islam extremists in the eastern part of the country are reigning supreme,” he continued. “Same in Yemen where al Qaeda and ISIS are teaming up, now that the government has been overthrown.”
“Let’s also be very clear, until there’s a political solution in Syria which is ground zero for ISIS. ISIS is going to be able to continue to attract thousands of recruits. While everyone is focused on the recruiting operation in Europe, just think of the thousands that are coming from North Africa and the rest of the Middle East,” he added.

No Mention of ‘Christians’ In White House Statement Condemning ISIS Beheadings

On Sunday night, White House press secretary Josh Earnest issued a statement condemning the actions of Islamic State Militants after they released a video of the beheading of 21 Egyptian Coptic Christians.
The statement from the White House described the victims as “innocents” and “citizens,” but made no mention of the victims’ faith.
“The United States condemns the despicable and cowardly murder of twenty-one Egyptian citizens in Libya by ISIL-affiliated terrorists,” the statement read, offering condolence to the victims families.
The ISIS video was directly targeted at Christians, citing their faith as the reason for their death.
A caption in the video described the victims as “the people of the cross, followers of the hostile Egyptian church.”
“Safety for you crusaders is something you can only wish for,” one of the militants said in the video, as he stood with a knife in his hand. The video was titled “A Message Signed With Blood to the Nation of the Cross.”
Earnest condemned the actions as a “despicable and cowardly murder” and a “heinous act.”
“ISIL’s barbarity knows no bounds,” he reminded the world. “It is unconstrained by faith, sect, or ethnicity.”
British Prime Minister David Cameron specifically identified the victims as Christians, in a statementcondemning the murders.
“I am appalled by the murder of Christians in Libya, a simply barbaric and inhumane act. My thoughts are with the families of those killed and the UK stands united with the Egyptian people during this period of mourning,” he said.
Pope Francis also strongly condemned the murders of the Coptic Christians on Monday.
“Their only words were: ‘Jesus, help me!’ They were killed simply for the fact that they were Christians,” he said. “The blood of our Christian brothers and sisters is a testimony which cries out be heard. It makes no difference whether they be Catholics, Orthodox, Copts or Protestants. They are Christians!”

Mexican Marijuana Production Slumps in Face of US Legalization

by Sylvia Longmire15 Feb 2015235
Marijuana Some drug war observers believe that legalization measures in certain U.S. states are causing not only a decline in marijuana smuggling, but a decline in Mexico’s homicide rate as well.
According to GlobalPost.com, U.S. Border Patrol noted a 24 percent drop in marijuana seizures in 2014, the year after Washington and Colorado fully legalized marijuana sales and use at the state level. Mexican security forces noted a parallel drop in marijuana production south of the border.
While lower seizure rates can be attributed to many things—including an increased law enforcement presence and shifting cartel traffic routes—it is plausible to say there could be considerable correlation between the U.S. legalization measures and shifts in the movement of Mexican dope. Mexican homicides have also dropped during the same time period, reaching a peak in 2011 of 22,852, and then dropping to 15,649 in 2014, according to the Mexican government’s numbers.
However, the drug market is a very complex place with many factors simultaneously in play. Marijuana has historically accounted for the largest volume of illegal drugs crossing our southwest border, but other drugs like cocaine, heroin, and methamphetamine are bigger moneymakers pound for pound. US authorities are noting an increase in black tar heroin and high-purity meth coming from Mexico as they see dope seizures drop.
Mexican drug war expert Alejandro Hope told GlobalPost.com, “In the long run, it looks like the U.S. market for illegal Mexican marijuana will keep shrinking.” He continued, “The logic of the legal marijuana market is that it will force prices down. This would take out the big profits from the illegal market.”
Some cartels like Los Zetas are relying less on drug profits and have turned to the kidnap and ransom trade to boost income. This business has boomed from criminal organizations who prey on the increasing number of vulnerable migrants traveling north through eastern Mexico to the U.S. from Central America. As such, despite the drop in Mexican marijuana production and trafficking, cartels will continue to exploit other avenues for bringing in illicit income.

Peter King: Russia, Iran Moving on Many Fronts Against US

by Pam Key15 Feb 2015138
Sunday on AM 970 New York’s “The Cats Roundtable,” in discussing the chaos in Yemen with host John Catsimatidis, Rep. Peter King (R- NY) said the American people need to understand Russia and Iran are moving on many fronts and constantly plotting against against the U.S. and our allies.
King explained, “The Saudis are willing to lower energy prices because of the Russian meddling and the threat from Iran. They figure the best way to undercut them is to take away their economic power and they do that by basically dropping the price of oil on the world market. Both Russians and the Iranians want to get back at the Saudis. There is absolutely no doubt about it. The Houthis in Yemen are again, the Iranian force there, the Iranian supported force there. Iran is moving on many fronts. The Russians are moving on many fronts. Unfortunately, Americans, we take one thing at a time. The fact the Russians and the Iranians, al-Qaeda and all their affiliates, they move on many fronts and they never stop. We think we can get back to our normal lives going to breakfast and dinners, and little league games, and watching the Super Bowl, but the fact is these people do nothing but try and plot against us and we have to keep that in mind.”
