Putin has No Interest in Peace in Ukraine Now or Ever, Eidman Says

            Staunton, February 15 – Vladimir Putin may organize short-lived ceasefires for various reasons, few of which have anything to do with Ukraine, but with regard to that country, Igor Eidman points out, the Kremlin leader has no interest in achieving peace there on any terms, a tragic reality no one must delude themselves into believing is not the case.

           

            Putin’s participation in the Minsk talks was nothing more or less than a continuation of his strategy of blackmail against Ukraine and the West, the Moscow commentator says, and it is clear that he has no intention of living according to the provisions of that agreement or any other (gordonua.com/publications/Eydman-Putinu-povezlo-chto-Poroshenko-ne-razvernulsya-i-ne-uletel-vozlozhiv-na-nego-otvetstvennost-za-sryv-peregovorov-66461.html).

 

            What he did at Minsk as he has done so often with success in the past is to give “the imitation of a step backwards” for which he will be rewarded by the West as someone with whom it can do business while proceeding to take two more steps “forward along the path of aggression.”

 

            As a result of Minsk, Putin got two things he wanted – a delay in any imposition of more serious sanctions and an end to talk in Western capitals about arming Ukraine. But “Putin of course wants more” including that Ukraine should “pay for aggression against itself,” that oil prices should go up, and that he will get “a breathing space” to prepare for new aggression.

 

            One extremely sad result of Minsk and a demonstration of what Putin is about concerns Nadezhda Savchenko. Her position has “radically deteriorated” after what happened in the Belarusian capital. Ukrainian President Petro Poroshenko said she would be released with other prisoners and then Putin’s press secretary said that she wouldn’t be.

 

            This pattern reflects Putin’s desire to discredit Poroshenko by showing him to be incapable of defending his own, Eidman says. The only thing that could help the jailed Ukrainian flier now, would be “an energetic ultimatum for her liberation” from German Chancellor Angela Merkel.  Putin would have to take her words into consideration.

 

            Putin’s primary goal in Minsk this time around, the Moscow commentator continues, was not that by rather “the legitimation of the bandits” as an independent part of the negotiating process. Merkel fell for that when she suggested that Putin had put pressure on them, something she wouldn’t have said if she saw him as a crime boss speaking to his underlings as they are.

 

            In allowing for the legitimation of these entities as part of the negotiating process, the Germans and the French in fact have allowed Russia to maintain its false claim that it isn’t entirely responsible for their actions. But everyone should take note of the fact that “not one organization” In the Donbas “demanded independence before the start of Russian aggression.”

 

            The pro-Moscow militants will not disarm except possibly in limited contexts for show, Eidman says. “They may not even reverse their formal decision on independence, although this would be complete schizophrenia – at one and the same time to declare oneself part of Ukraine and to declare one’s independence.”

 

            Despite his gains at Minsk, Putin was anything but a free actor. When Poroshenko first walked out and said there would be no agreement, the ruble fell. When he returned, the ruble went up, an indication that “the economic weakness of Russia forces Putin to maneuver, to do everything in order to stabilize the economic situation in Russia.”

 

            But once he is able to do that, he will “hit Ukraine with redoubled force” not to seize the Donbas which he doesn’t need but to use it as a “gangrenous” limb to infect all of Ukraine with its fever by “provoking military clashes and destabilizing the situation in the country. This will be a slow-acting bomb,” Eidman concludes.

 

            What Putin wants in Ukraine and how he is acting there is an exact copy of what Hitler did in Czechoslovakia, Eidman says. Putin took Crimea as Hitler took the Sudetenland. Then, Putin provoked a split in Ukraine just as Hitler did between the Czechs and the Slovaks. And Putin hopes to achieve complete control of Ukraine just as Hitler did of Bohemia and Moravia.

 

            Ukraine and its friends must be prepared to fight on, but they must also hope for the rise of a revolutionary situation in Russia, one in which “those on top will not be able to run things in the old way, and those below will not want to live as they have before.” That could happen in Russia if sanctions and the economic crisis there both deepen.

 

            At some point, the Moscow commentator suggests, unless the West is bamboozled into lifting the sanctions, the situation inside Russia could reach such a boiling point, and that in turn could lead to the salvation of Ukraine in the first instance, of Russia’s other neighbors as well, and ultimately of Russia itself.

US Aviation Agency Releases Proposed Drone Rules

The U.S. aviation agency published a draft of new rules that would regulate the use of small, commercial drones, if approved. The document -- nearly 10 years in the making -- requires in part that the unmanned aircraft stay away from bystanders, only fly during the day, and fly at a maximum speed of 160 kilometers per hour. Special certification for drone operators would also be necessary under the Federal Aviation Administration's regulations.   Public comment and revision are required to finalized the document, a process expected to take at least a year. The draft publication comes as the White House on Sunday issued a memorandum to federal agencies detailing safeguards against civil rights and privacy violations in drone use. It includes an order to keep personally identifiable information collected in drone flights no longer than 180 days -- with some exceptions. Drone crashes at White House Earlier this year, a small drone crashed onto the grounds of the White House, prompting a lockdown of the complex while authorities examined it. A man later came forward to say he was responsible, telling authorities he was flying the drone recreationally and accidentally lost control of the craft.  Officials said the man is a Washington resident and is cooperating with law enforcement officials. The Secret Service described the drone as a 61-centimeter quadcopter, a small, unmanned aircraft that is lifted by four propellers.

Sissi Pledges Response After Video Showing Beheading of Egyptians

Egyptian President Abdel Fattah el-Sissi pledged a suitable response from his government after a video emerged late Sunday purporting to show Islamic State militants beheading 21 Egyptian Coptic Christians kidnapped in Libya. In a televised speech, Sissi called the killings an "abhorrent act of terrorism." "Egypt reserves the right of retaliation, and with the methods and timing it sees fit for retribution from those murderers and criminals who are without the slightest humanity," he said. The video shows several men in orange jumpsuits being led along a beach, each accompanied by a masked militant. The men are made to kneel and one militant addresses the camera in English before the men are simultaneously beheaded. The brutal murders were portrayed as retaliation against what a masked fighter described as “the hostile Egyptian church.” Coptic Christians make up about 10 percent of the Egyptian population and suffer widespread discrimination and persecution. White House Press Secretary Josh Earnest condemned what he called "the despicable and cowardly murder" in a statement late Sunday, and said the Islamic State's "barbarity knows no bounds." "This wanton killing of innocents is just the most recent of the many vicious acts perpetrated by ISIL-affiliated terrorists against the people of the region," Earnest said, using an acronym for the Islamic State group, "including the murders of dozens of Egyptian soldiers in the Sinai, which only further galvanizes the international community to unite against ISIL." The release of the video also brought swift responses by religious institutions in Egypt. The Coptic Church in a statement called on it followers to have "confidence that their great nation won't rest without retribution for the evil criminals.'' Al Azhar, the prestigious Cairo-based seat of Islamic learning, said no religion would accept such "barbaric" acts. Last month the extremist group released a video that showed the immolation death of a Jordanian pilot shot down over Syria as well as pictures purporting to show the execution of two Japanese hostages.  Since 2014, a number of persons from countries around the world have been beheaded by the Islamic State. Some of the beheadings have apparently been conducted by an individual who appears in several videos speaking English with a British accent. He is known by the pseudonym "Jihadi John". The group has beheaded three Americans -- journalists James Foley and Steven Sotloff, and aid worker Peter Kassig. They have also killed Britons David Haines, a former Royal Air Force engineer; Alan Henning, a taxi driver from northwest England; and British photojournalist John Cantlie. Earlier this month the Islamic State group announced the death of American aid worker Kayla Mueller, but blamed her demise on airstrikes by the Jordanian military. The 26-year-old woman had been held by the Islamists for 18 months. Jordan and the United States have denied she was killed in a coalition airstrike.

Heavy Armor Withdrawal in Ukraine Set to Begin Monday

Withdrawal of heavy armor from the frontlines in Ukraine is set to begin Monday under terms of the cease-fire deal aimed at ending the fighting in the country's east. Sunday marked the first full day of the cease-fire, which appears largely to be holding except in the key railway town of Debaltseve, where most of the fighting has taken place this month. On Sunday, pro-Russian rebels battling Ukrainian forces near the Russian border said the terms of the cease-fire did not apply to that contested town.  Rebel commander Eduard Basurin said separatist fighters would not observe the truce in Debaltseve, where thousands of Ukraine troops are believed encircled by rebel fighters. In comments to Reuters, he called the contested town "our territory." Basurin is quoted by Russia's Interfax news agency as saying the truce deal "stipulates the withdrawal of heavy weapons 48 hours after the guns fall silent. That's what we will be guided by," he said. In a statement late Sunday, U.N. Secretary-General Ban Ki-moon welcomed the start of the cease-fire based on the terms agreed to in the Belarussian capital, Minsk. But he voiced serious concern about reports of continued hostilities in areas, including Debaltseve, and reiterated his call for all parties to abide by the truce. Elsewhere along the jagged frontline separating the two sides, witnesses and officials on both sides on Sunday reported relative calm. The four leaders who brokered last week's truce -- Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Petro Poroshenko -- agreed in a conference call that fighting should end in Debaltseve as well.  The devastated town has seen major fighting on a daily basis since earlier truce efforts failed last month. The head of Ukraine's security service, Valentyn Nalyvaichenko said Russian Cossacks appeared to be responsible for Sunday's mortar shelling in the Luhansk region. He said an investigation is under way. Earlier, Poroshenko ordered his forces to comply with a cease-fire that went into effect at midnight Saturday. In a live midnight broadcast, Poroshenko said that as the commander of Ukraine's military forces, he wants peace. He also warned Russian-backed separatist rebels against breaking the deal, while warning they were likely to do so. Ukraine and a host of Western governments accuse Moscow of stoking the rebellion in Ukraine's Russian-speaking east with arms and fighters. The Kremlin has repeatedly denied providing direct support, and claims that Russian troops seen fighting alongside rebels are volunteers.

Monday is Presidents' Day in the U.S.  Millions of workers and school children are getting a day off for the annual holiday. Many patriotic and historical groups use the day for staging celebrations and reenactments of historical events. It first became a federal holiday in 1879 to celebrate the February 22 birthday of George Washington, the first U.S. president. Nearly a century later, in 1968, Congress passed a law shifting the celebration of several federal holidays from specific dates to predetermined Mondays in order to give workers three consecutive days off. Initially, Presidents' Day only applied to the nation's capital, but in 1885 it was expanded to the rest of the country. Retailers take advantage of the holiday - held on the third Monday in February - to have special sales. By a quirk in the calendar, honoring George Washington on the third Monday of the month means the holiday can never fall on his actual birthday. Although the day is still officially known as Washington's Birthday, it has evolved into Presidents' Day to celebrate both Washington's birthday and Abraham Lincoln's birthday, the 16th president whose birthday falls on February 12. Lincoln's birthday was never an official federal holiday, although many states celebrated the day. Washington's birthday holiday originally joined only four other nationally recognized federal bank holidays - Christmas, New Year's Day, Independence Day and Thanksgiving. It was the first holiday to celebrate the life of an individual American.  Martin Luther King, Jr. Day, signed into law in 1983, was the second.

Sanctions slapped on 19 individuals and nine organisations including popular singer Joseph Kobzon, Russian military leaders and Ukrainian separatists
The EU has sent a tough message to President Vladimir Putin that it intends to keep up the pressure over Ukraine by slapping sanctions on three senior Russian military leaders, prominent Ukrainian separatists, and a popular singer known as Russia’s answer to Frank Sinatra.
The sanctions, officially termed “restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine”, were imposed on 19 individuals and nine organisations on Monday, despite last week’s Minsk peace deal and a shaky weekend ceasefire in eastern Ukraine.

Fighting has escalated in eastern Ukraine as government and pro-Russia forces struggle for control of the besieged town of Debaltseve, leaving the new ceasefire in tatters on its second day.
The Ukrainian military said on Monday that rebels had fired on its troops 112 times in the past 24 hours. At least five Ukrainian fighters have been killed and 25 wounded since the ceasefire began on Sunday, a military spokesman, Vladislav Seleznyov, told the Guardian.
