Kremlin Promoting National Pride in Place of Individual Dignity, Moscow Commentator Says

Paul Goble

Staunton, March 16 – In scathing terms, Elizaveta Aleksandrova-Zorina denounces the ways in which the Putin regime has promoted Russian national pride in order to conceal the way in which those near the throne are stealing the country blind and to suppress any concerns about human rights and individual dignity.

In a commentary in “Moskovsky komsomolets” yesterday, the Moscow commentator says that those who “are ashamed of the present and fear the future” take refuge in being  “proud of the past. Moreover, she continues, “not being in a position to change their own lives, they destroy others” (mk.ru/politics/2015/03/15/patriotizm-s-petley-na-shee.html).

And Aleksandrova-Zorina says, “in Russia, the people have been separated from the state,” whose “narrow ruling class treats the resources of the country as if they owned them and the state budget as their personal money bag.”  The only way to maintain this is to promote national pride in place of dignity and war instead of the struggle for individual rights.

“Why have people in Russia so easily forgotten that the Ukrainians are a fraternal people?” she asks. The reason is that “today it doesn’t matter who one hates.” It is only important that one does because those who hate others won’t pay attention to the ways in which they and their rights are being suppressed.

The “ideological triad” in Russia today is “Autocracy, Orthodoxy, and Television,” Aleksandrova-Zorina says, all of it devoted to promoting unquestioning loyalty to “us” by playing up hatred of “them.”  The former includes patriots, Putin, and Russia’s “special path;” the latter includes them, national traitors, Europe and America, and the rotting West.

That in turn has involved “a witch hunt” for liberals and foreign agents, who just happen to be found “exclusively in the opposition,” even though the regime itself is carrying out “to their logical conclusion,” the liberal reforms begun in the 1990s, leaving the country with destroyed industry, educational system and medical system.

The Russian people are told to hold America and “the fifth column” responsible for all of this. But “where is America – in the Kremlin? Is ‘the fifth column’ in the government?” she asks rhetorically. But the regime knows what it is doing, the more “external” enemies Russians believe in, then the “more strongly” they “unite around the oligarchic higher ups.”

What is going on, the “Moskovsky komsomolets” commentator says, is simple displacement, the kind people see in everyday life. A boss who has fought with his wife takes it on his subordinate who can’t respond and so goes up at the end of the day and takes it out on his wife.

When the Russian people can’t affect what their government does, it is much easier and more comfortable to direct “all their hatred” against the American president, and “when the resident of a dying little town where the factory, hospital and school are closed can’t do anything about that, he can be sent off to the Donbas.”

Russia is drowning “in a national-depressive psychosis,” she says, one for which its residents take as medicine “television, narcotics and war.” Each year, cities and towns are disappearing from the map, “young people have no prospects, adults have no work, and the elderly do not have decent pensions.”

“In the provinces, millions of people live without plumbing” and have to make do with outhouses just as their great-grandparents did. And they have to rely on wood stoves even though they live in what the authorities are proud to call “an oil and gas empire.”  For many of them, a gas connection to their homes is “an unachievable dream.”

But there is one part of modern civilization which has not passed even these places by: every home in every village has a television disk, and every evening they listen to people on TV tell them that “the entire world Russians only because they are Russians” and that they must understand “patriotism” to include “blind support for the powers that be.”

The talking heads on Moscow television love to speak about the achievements of the past, largely because there are not very many achievements now. They talk about Soviet triumphs in space but “minimize the fact that today our satellites fall out of the sky like stars.” They talk about education and science and industry but again about the past not the present.

The Russian people are pleased to accept this “hypocritical ‘patriotism’” because it is “psychologically comfortable” for those who are “the most denigrated, without rights, and poor in spirit” and who want to have “a sense of superiority over the residents of other, considerably more well-off countries.”

US President Richard Nixon one observed that every dollar spent on propaganda was worth ten spent on arms because weapons might never be used but “propaganda works every second of the day.”  Vladimir Putin and his regime have very much taken this idea to heart, Aleksandrova-Zorina says.

The only defense against such propaganda, she continues, is “a critical view and healthy skepticism,” values that the Kremlin seeks to destroy by attacking everyone who “tries to rip off the rose-colored glasses” many Russians wear.  Critics remain but they are relatively few because “it isn’t easy to be a depressed realist; it is much more pleasant to be a happy idiot.”

And she concludes: “Russians are without rights in their own country. [Their] elections are without a choice; [their] protests are only possible with the permission of the authorites … The criminal code works according to the principle ‘all peole are equal but some are more equal.’”

A few in Russia do live well, and “they have accounts in Swiss banks and villas on the Atlantic coast.” As for the rest, they are to “’Love the authorities with all your heart, all your soul and all your mind’” and be reassured by “the false ‘patriotism’” the regime offers, “hating everything you are told to so as not to go out of your mind with despair, horror and longing.”

Russian Nationalist Calls for Partition of Belarus to Correct Soviet ‘Mistakes’

Paul Goble

Staunton, March 16 – A Russian nationalist with a long track record of hatred toward Belarus says that Moscow should, on the basis of the logic Moscow has used to annex Crimea, take back the portions now within the borders of the Belarusian Republic that were once part of the RSFSR.

Not only does his argument ignore the extent to which the borders of Belarus were changed numerous times by Stalin, particularly at the end of World War II, but it lays a delayed action mine not only under the Belarusian Republic but also under Kazakhstan which in the 1920s was part of the RSFSR as well.

And the threat to Belarus is underscored by Kirill Averyanov-Minsky’s suggestion that if Mensk does not give the territory back voluntarily, Moscow could help set up peoples republics in eastern Belarus much as it has in eastern Ukraine (sputnikipogrom.com/history/32029/bssr; discussed at ru.delfi.lt/abroad/belorussia/smi-russkie-nacionalisty-stavyat-pod-somnenie-celostnost-belarusi.d?id=67439062).

Averyanov-Minsky, a nationalist with ties to many close to the Kremlin, says that “everyone knows that in1954 Crimea was illegally transferred from the RSFSR to the Ukrainian SSR,” and some know that in 1918, Moscow handed over the Donetsk-Krivorog Soviet Republic to Soviet Ukraine.”

But “few know that in the 1920s,” Moscow transferred from the RSFSR to the Belarusian SSR Vitebsk, Mohilev and Gomel oblasts without any ceremony at all.  According to Averyanov-Minsky, these were never Belarusian lands and should not belong to Belarus now or in the future.

“Comrade Lukashenka,” the commentator continues, is promoting the Belarusianization of these territories in order to hold the forever, apparently out of the belief that “today in the Krelin sit precisely such Soviet multi-nationalists as did in the 1920s.” One can understand why he might think that, Averyanov-Minsky says, but it need not be that way.

If the Belarusian leader continues in his misconceptions, the Russian nationalist commentator says, “it is impossible to exclude the possibility of the appearance of peoples republics in the east (and then possibly in the west as well) of the present-day Republic of Belarus.”

Averyanov-Minsky says that all these changes could happen quickly: He says that the new law the Russian Duma is considering concerning the “illegality” of the transfer of Crimea from the RSFSR to the Ukrainian SSR in 1954 could be amended to include Russian areas given to Belarus as well.

Netanyahu Makes Last-ditch Vote Appeal at Settlement

Israeli Prime Minister Benjamin Netanyahu, trailing in opinion polls, used a strategic Jewish settlement he helped found as the backdrop on Monday for an election eve bid to win back right-wing votes. His main challenger, Isaac Herzog, leader of the Zionist Union, said on Facebook that “Israel will be stuck with Bibi” unless voters turned out on Tuesday for the center-left alliance, which polls predict will take 24 to 26 seats in the 120-member parliament, compared with 20 to 22 for Likud. No single party has ever won an outright majority in the legislature, making coalitions the norm. Israel's president picks the political leader whom he believes has the best chance of forming a coalition to have a go first. Faced with the projected Zionist Union lead, Netanyahu has in the final days of the campaign ramped up appeals to  disaffected supporters who have shifted their allegiance to smaller right-wing parties to “come home” to Likud. “The choice is symbolic: the Likud led by me, that will continue to stand firmly for [Israel's] vital interests, compared with a left-wing government ... ready to accept any dictate,” he said in a campaign speech at the Har Homa settlement. Setting the tone for his three terms in office, Netanyahu promoted the establishment of Har Homa in 1997, in defiance of deep-seated international opposition, after he was first elected prime minister. The settlement is on a hilltop in a part of the occupied West Bank that Israel annexed, along with nearby East Jerusalem, after the 1967 Middle East war. Palestinians, who call the site Jabal Abu Ghneim, have long viewed Har Homa's construction as an attempt to tighten Israeli control around the holy city. “I thought we had to protect the southern gateway to Jerusalem by building here,” Netanyahu said, with a construction site behind the podium as his backdrop. “There was huge objection, because this neighborhood is in a location which prevents the Palestinian [territorial] contiguity.” Avraham Diskin, a political scientist at Jerusalem's Hebrew University, said opinion polls showed the right-wing and left-wing blocs were both short of a governing majority. That could make two centrist parties, Yesh Atid led by former TV chat show host Yair Lapid, and Kulanu, headed by former communications minister Moshe Kahlon, kingmakers in the frenetic coalition-building that will follow the vote. “In all previous elections there were considerable differences between predictions and results,” Diskin said, estimating that between 10 and 20 percent of voters were still undecided. With some 70 percent of the electorate usually remaining loyal either to left- or right-wing parties, “it's enough for three to five percent to move from one bloc to another to ... get a dramatic change in the future government of Israel,” Diskin said. In an interview with Reuters on Monday, Lapid said “the Netanyahu era is coming to an end,” with the majority of Israelis seeking change. Yet despite having been fired by Netanyahu as finance minister in December, he did not rule out working with him again. Netanyahu has focused much of his campaign on security issues, paying a contentious visit to Washington two weeks ago to warn against a potential nuclear deal with Iran. But political commentators said Netanyahu, who has raised eyebrows in Israel by alleging that foreign powers want to topple him, has underestimated voters' concerns about soaring housing and food prices, and he miscalculated when he called an early election in December.

Did Yemen’s Saleh Extort $60 Billion?

Recent revelations by a United Nations panel that former Yemen President Ali Abdullah Saleh allegedly took as much as $60 billion through corruption during his many years in power has left analysts wondering how that is possible. Torn by political and social unrest, Yemen is so poor that the purported corruption total dwarfs the country’s 2013 Gross National Income of $36 billion. “The charge that he may have gobbled up as much as $60 billion from the sparse taking of the Yemeni economy is implausible,” said former U.S. Ambassador David Mack, an analyst with the Middle East Institute in Washington. “Gross exaggeration is a recurring theme in the attacks on deposed Arab autocrats as if their documented misbehavior is not bad enough.” Disputes $60B figure Another Yemen expert, Peter Salisbury, who in 2013 published a report on Yemen’s corruption through the London-based research organization Chatham House, also disputes that figure. “I think that $32 billion, let alone $60 billion, is a far higher number than Saleh actually has in the bank,” Salisbury said. “The estimate they [the U.N. panel] produced is probably closer to the total amount held by the entire network Saleh built over the course of his 30-odd years as president, a big chunk of which quit the regime in 2011," he added. "Yemen has never been a country that raises the kind of revenues where one person could skim that amount off.” While not offering in-depth details, the U.N. report said Saleh moved money abroad under “false identity” accounts, or through the hands of people working on behalf of him. The figures include property, shares, gold and other valuables, as well as cash, that could have been dispersed among as many as 20 countries, the report said. “Given that Saleh had more than 30 years to accumulate his wealth, it does seem plausible,” said analyst Andrew Liepman, who assesses Yemen for the RAND corporation. “If he skimmed 5 percent of the Gross Domestic Product [of Yemen] each year and invested wisely, that’s a ton of money.” Saleh was elected by parliament to the Presidency of the Yemen Arab Republic in 1978 and ruled with an iron hand until 2011. He agreed to step down in a plan by the Gulf Cooperation Council (GCC) that would grant him immunity from prosecution and left office in 2012. He remains a divisive political figure as Yemen grasps with political turmoil. A Shi’ite militia group, the al-Houthis, seized the capital Sana'a and much of the north in September and have since battled with Sunni tribesmen backed by al-Qaida militants in Yemen's central mountains.   “When the GCC deal was signed, the main issue for its backers -- the Gulf states, the West, the U.N. -- was to restore some stability to Yemen,” said analyst Salisbury. “They were genuinely worried that the country was on the verge of collapsing into a Somalia-like chaos, and that this would prove a fertile breeding ground for al-Qaida.” Said RAND’s Liepman: “It’s easier in hindsight to criticize the deal than it would have been contemporaneously. It was vitally important to get Saleh out of office -- he was causing significant turmoil. ... At the time, giving Saleh immunity seemed a reasonable price to pay to convince him to move aside.” Immunity deal Analyst Graeme Bannerman at the Washington-based U.S. Institute for Peace said the GCC immunity deal was more than a political one. “I think the GCC saw this as an opportunity to replace the Zaydi [a Yemeni tribe Saleh belongs to] ruler with a Sunni [Abd-Rabbu Mansour Hadi] in the greater ideological/political struggle with Iran,” he said. “They were not particularly hostile to Saleh.” President Hadi resigned in January when the Houthis took control of Sa’naa and other parts of Yemen. The U.N. report said that Saleh, backed by military elements in Yemen, “colluded with the Houthis in what resulted in a coup d’etat” that drove Hadi from power. Analyst Salisbury said there has been lack of follow-through regarding Saleh and his return to Yemen. “The bigger problem was that once he was out as president, they didn’t continue to exert the kind of pressure that was needed to get him and his family out of Yemen, and neither did Hadi,” he said. So far, there has been little fallout in Yemen from the U.N. report, analysts said.    As to whether Saleh’s presence in Yemen today is destabilizing Yemen, analyst Bannerman said, “Saleh continues to have a significant following, particularly in the security forces and his tribal allies. He is only destabilizing if you are opposed to him. If you are a Zaydi ally, Saleh is a force for stability and legitimacy.”

Putin Reappears After 10-day Absence, Looks Healthy

President Vladimir Putin resurfaced Monday, smiling and looking his normal self after a 10-day absence from public view that fueled a wave of rumors about his health.

The Dogs That Haven’t Barked In Moscow

Staunton, March 16 – Over the past ten days, most analysts and many Russians have been looking for signs as to what is taking place behind the scenes given the departure from public view of Vladimir Putin. Every report that appears to bear on that subject has been subjected to intense scrutiny and discussion.
But as often happens in such circumstances, two things have been overlooked – what has not changed in Russia over that period and what has not happened, despite the expectations of many that even the temporary disappearance of the Kremlin leader opens the way to anything from chaos to a new Jerusalem.
Now, however, two commentators are calling attention to that: Kirill Sazonov points out how many things have stayed the same and Leonid Gozman notes how many dogs people had expected to bark haven’t.
And their observations about what has not happened may be even more important than those about what has because they suggest that the role of Putin in Russian life, as enormous as it is, may not be quite as large as either he, on the one hand, or others, including both his supporters and opponents, imagine.
Sazonov, a Kyiv commentator, says that given earlier media commentaries, one might have expected Russia to collapse if Putin disappeared even for a moment. Without him, he suggests, “people don’t know whom to hate. Kiselyev isn’t up to date on whom to curse … Amur tigers don’t know how to give birth … [In short,] a catastraophe.”
But in an updated version of the song from “My Fair Lady,” most things have gone one just as they did. Moreover, he says, in response to a question on social networks, “Is it difficult for you to live without the fuehrer?” “The majority of Russians calmly responded that they had not noticed any differences.”
“If a favorite cat disappears, this is a catastrophe and there is panic in the family,” Sazonov writes. And all its members look for it. “But in Russia, the president disappears, and no one is even that interested;” and that suggests, all the earlier hysterical declarations of loyalty notwithstanding, “no one needs Putin” as much as he or others think.
Whether or not Putin returns to the scene, that conclusion could prove more important in the long run than any other because it takes away from him what he and his backers have insisted upon, that without Putin, Russia will collapse. For the last week or even more, Russia and Russians have managed just fine.
Gozman, a Moscow commentator, extends this analysis by pointing to four things many might have expected to happen with Putin’s disappearance but that haven’t. First and most important, he says, none of the 86 percent of the population which says it supports Putin has gone into the streets to “defend their leader.”
It turns out, he says, that “it is easy to find volunteers for pogroms but not for the defense of the President.”
Second, Gozman continues, “no one from the elites – the governors, generals, oligarchs, financial group heads – has turned out to be so incautious as to publicly express disloyalty.” Either they have adopted a wait and see attitude, or they have learned that disloyalty as such would hurt them with any new leadership.
Third, “not one of the supposedly independent branches of power has reacted to what is at a minimum an extraordinary situation,” an indication of the absence of real institutions and of the extent to which the authorities are cut off from the citizenry. One might have expected someone to raise a question; instead, nothing.
And fourth, Gozman notes, “not one of the parts of the opposition has taken any political steps.” They have not provided any assessment of the situation, organized any demonstrations, or even made demands. “Nothing.” They may have talked in private, but their failure to do something in public “testifies at a minimum” about just how weak they are.
The Moscow commentator concludes his comment with the following observation: “the last president who disappeared was Yanukovich, albeit not for long. He turned up in Rostov.”

Israeli Poll Seen as Referendum on Netanyahu

Israelis are preparing to go to the polls Tuesday to elect a new parliament. No party is expected to win more than one-fourth of the seats. As a result, the focus is on whether right-wing groups or left-wing parties can win enough votes to form the next coalition government. Thousands of people rallied Sunday night in Tel Aviv to support a final push by Israeli Prime Minister Benjamin Netanyahu ahead of Tuesday's parliamentary elections. Opinion polls released Friday - the last day for polling allowed before the election - show the prime minister's Likud party trailing by several seats behind a center-left alliance led by the opposition Labor party. Netanyahu urged supporters to turn out in force, saying the size of the gap among the parties vying to lead the country can be a decisive factor in who will form the next government. "This is a fateful struggle; it's a close struggle," he said. "We must close this gap." A center-left alliance led by Labor leader Isaac Herzog has surged in the final days of the campaign. Herzog told supporters at an earlier rally that after six years of Netanyahu-led governments, it was time for a change. "We must come together. We must unite and work together to succeed. And we will win because it's either us or him," said Herzog. Neither Netanyahu's Likud party nor Herzog's Zionist Union alliance is expected to come close to winning the 61-seat majority needed to form the next government. As a result, both sides are jockeying to attract the support of smaller parties ranging across the political spectrum from communist to orthodox Jewish. Hebrew University Professor Abraham Diskin noted that 12 percent of voters are undecided, and they could determine the outcome. "All the right-wing parties combined do not have a majority. All the left-wing parties combined do not have a majority. And in the center we have two parties,"  said Diskin. He said two relatively new centrist parties have been gaining ground and could determine which side forms the next government. For the first time in history, four Arab-led parties have joined forces. The polls indicate their Unity List could win enough seats to make it the third largest party in parliament. Its leaders say they could back a left-wing government - or in the case of a national-unity government of both the right and the left - they could lead the opposition.

Police told Russian mafia investigation was likely to see Chelsea FC owner arrested in Spain for money laundering and buying land illegally
In the year he was murdered, Alexander Litvinenko was investigating suspicions that the owner of Chelsea football club, Roman Abramovich, was involved in money-laundering and illegal land purchases, the high court has heard.
In one of two witness statements given to British police, the Russian exile Boris Berezovsky said Litvinenko spent the last months of his life investigating Russian mafia activity in Spain. At the time, Litvinenko was working for Britain’s secret intelligence service, MI6, and for Spanish intelligence. The inquiry into Litvinenko’s death has heard that the former Russian spy began working for MI6 in 2003.
