Every American president, when faced with an unanticipated international crisis, longs to take bold and decisive action. When American lives or vital interests are at stake, the public, news media, and political opponents expect aggressive leadership. But that rarely happens. The success rate among the twelve presidents since 1950 is uneven, with deadly or messy consequences occurring as often as long-term triumphs.
Truman acted boldly in Korea, became “intoxicated” with early success, and triggered a Chinese counterattack. Kennedy resolved the Cuban Missile Crisis through incremental actions backed by a big stick.
Johnson showed patience twice, and Nixon, beleaguered by Watergate, withdrew from decision-making at a critical point in the 1973 October War. Eisenhower and Reagan each stumbled in crises, but Reagan cautiously resolved another.
Clinton, hounded by the Monica Lewinsky scandal, “wagged the dog” after the 1998 East Africa embassy bombings. Bush 43 muddled through the day of the 9/11/2001 attacks, and Obama put himself in a box by drawing a red line on Syrian chemical weapons.

The counterintelligence (CI) and counterespionage (CE) segment is only one of six in Tully’s book and covers three cases. These are those of William Kampiles, the CIA employee, with emphasis on his role in the sale of the KH-11 manual to the Soviets (the manual on the satellite’s reconnaissance capabilities); the arrest and conviction of David Truong and Ronald Humphrey for espionage, and the theft of documents and their passing of such to the North Vietnamese; and the double agent case of the FBI against the Soviets using Lieutenant Commander Arthur Lindberg of the U.S. Navy. These are popular treatments of the cases. Tully is more descriptive than analytical in his approach and does not add anything of significance to our knowledge of these three instances of successful FBI work. To keep the reader from getting the wrong impression of the overall threat, Tully at one point does give some idea of the enormous CI problem the FBI faces in the United States, of which the three cases discussed are only representative. He acknowledges the encouragement of the director of the FBI and the assistance of an FBI man; certain passages were fictionalized by him to hide investigative techniques and to protect informants.
