Changing Under Pressure, IS ‘Potent’ as Ever

Nearly 10 months since the first U.S. airstrikes rained down on Islamic State (IS) targets in Iraq, the terror group has been subject to a persistent, if not relentless, assault on multiple fronts. Yet the campaign to degrade and ultimately destroy the self-declared caliphate appears to have done little to deter the militants from spreading terror throughout the Middle East and beyond. “ISIL remains a potent force,” a U.S. intelligence official told VOA, using an acronym for the group. “These folks know how to take advantage of security postures and strike fear in the hearts of their enemy.” Perhaps nowhere has that ability been more prominently on display than in Ramadi, the provincial capital of Iraq’s Anbar province. IS fighters took the city last week, despite being badly outnumbered, using a series of vehicle-borne explosive devices to ultimately scare Iraqi Security Forces into retreat. U.S. intelligence officials admit the fall of Ramadi is concerning, but they also say it should not be seen as any sort of verdict on the larger effort to degrade IS capabilities. “Battlefield setbacks and pressure from the coalition and other adversaries have forced the group to adjust its tactics,” the intelligence official said, adding it was “forcing ISIL to focus on targets of opportunity, compared to their land grab last year.” Senior military officials also point out the terrorist organization appears to be largely focused on military victories that can quickly be turned into propaganda and say the group may not be capable of holding conquests like Ramadi, if that is even part of the plan. “Clearly this is a group that is on a bit of a downward trajectory,” said Daveed Gartenstein-Ross, a senior fellow at the Foundation for Defense of Democracies. “They’re still extraordinarily dangerous, but they’re having increasing trouble taking and holding territory.” Pentagon officials say since airstrikes began last August, IS has lost control of at least 13,000 square kilometers, unable to move freely in up to a third of the areas it once held. But there are growing concerns that the terror group remains more than just a “potent” force. “The U.S. is continually underestimating the Islamic State,” said Michael Rubin, a former Pentagon official now with the American Enterprise Institute. “They’re certainly not degraded and they’re certainly not destroyed.” Since August 8 of last year, the U.S.-led coalition has carried out more than 4,100 airstrikes against IS in Iraq and Syria, damaging or destroying more than 6,200 targets. And in a January interview with Al Arabiya, the U.S. Ambassador to Iraq, Stuart Jones, said more than 6,000 IS militants, including top commanders, had been killed. Based on U.S. intelligence estimates at the time, which put the size of the IS fighting force at between 20,000 and 31,500 fighters, such casualties should have gutted the group’s ability to fight. But it has not. “Operationally, I see no evidence that these figures are accurate,” said Thomas Joscelyn, senior editor of The Long War Journal. “The Islamic State hadn't lost 20 to 30 percent of its operational capacity by January 2015. And it still hasn't.” “While thousands of fighters and leaders have been killed since the beginning of the air campaign last year, the Islamic State's numbers have not dwindled significantly,” he said. One reason is that U.S. intelligence estimates of IS's force strength may be too low. Intelligence officials admit their estimates have been conservative, but some analysts have criticized them for being much too low. Joscelyn said even now, the number of IS fighters in Iraq and Syria is “easily in the tens of thousands,” including a mix of local jihadists, ex-Baathists, conscripts and foreign fighters. Others have put the number at 50,000. Some former officials have even suggested the group may have as many as 100,000 fighters at its disposal. The Islamic State’s numbers have also been bolstered by a steady flow of foreign fighters. Despite reports by some human rights groups that the number of new foreign fighters has dwindled, a senior U.S. military official told VOA the group continues to replenish its ranks with, on average, 100 or so new foreign fighters per month. Even that figure, though, may be low. “ISIL is still apparently recruiting 1,000 officers a month from the world at large, around roughly 100 countries to come in and fight in Iraq and Syria,” according to Brookings Institution Senior Fellow Michael O'Hanlon. “We don’t really know how many fighters are inside of ISIL.” No matter what the precise numbers may be, military officials say IS remains large enough to be effective. The Long War Journal’s Joscelyn warns, ultimately, the numbers may not matter even to IS commanders. “The Islamic State is having success not by overwhelming its enemies in large numbers, but by using sophisticated military tactics and improved weaponry,” he said. VOA's Sharon Behn contributed to this report.

FARC Negotiator Killed in Colombian Bombing Raid

The Colombian armed forces' aerial bombing campaign against leftist guerrillas killed a member of the rebel negotiating team who had participated in peace talks being held in Cuba, a guerrilla commander said Wednesday. Jairo Martinez, a veteran of two separate peace processes, was one of 27 rebels killed last Thursday in Cauca province, in a raid that led rebels of the Revolutionary Armed Forces of Colombia (FARC) to end a five-month unilateral cease-fire. Martinez was also involved in peace talks during the government of President Andres Pastrana, who held office from 1998 to 2002. Although he was active in the Havana talks, he was in Colombia on an education mission when he was caught in the attack, FARC leader Pastor Alape told reporters in Havana. "Jairo Martinez, a member of the FARC peace delegation in Havana, was among the guerrillas who was assassinated," Alape said. He then added a message to Colombian President Juan Manuel Santos: "Peace talks won't advance with bloodbaths, President Santos." On Monday, the FARC reported the death of senior rebel commander Roman Ruiz, who was killed in a separate government bombing attack in Choco province. Those two raids and another on Saturday have killed about 40 guerrillas and prompted the FARC to end the unilateral cease-fire it had announced days before Christmas. The Santos government and the FARC have conducted talks in Havana for two-and-a-half years to try to end Latin America's longest war, which has killed 220,000 and displaced millions since 1964. Fighting has continued during the talks. The FARC had demanded that the government reciprocate after it called its indefinite unilateral cease-fire, but Santos has refused, citing previous peace talks when the rebels exploited the truce to re-arm. In March, Santos agreed to a pause in the bombing raids in recognition of the FARC cease-fire. But he ordered air assaults in response to a rebel ground attack that killed 10 soldiers in Cauca in April. Peace talks reconvened in Havana last Thursday despite the recent escalation of violence.

Questions Surround June 30 Deadline for Iran Nuclear Deal

U.S. Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif will meet on Saturday to discuss the ongoing Iran nuclear negotiations. The meeting in Geneva comes as some parties in the talks are raising questions about whether negotiators will meet the end of June deadline for an agreement.   The State Department says the U.S. is focused on June 30 as the deadline for a nuclear accord, in spite of comments from Iran and France that an extension may have to be considered. Spokesman Jeff Rathke said Wednesday the U.S. believes that reaching an agreement by the end of next month is achievable.   “We are not contemplating an extension beyond June 30. Again, we are united among the P5+1 [five permanent members of the U.N. Security Council and Germany] that our efforts are to reach a final deal by the end of June,” said Rathke. More time needed?   Earlier Wednesday, a senior Iranian envoy said nuclear negotiators might be forced to extend talks beyond June 30.   According to Iranian state media, Deputy Foreign Minister Abbas Araqchi said Iran nuclear negotiators "are not bound by time.”    “We are committed to this issue that a good agreement with details that are favorable to us is hammered out, even if it may take a long time,” he said.   Araqchi commented from Vienna, where nuclear negotiations have been underway between Iran and the P5+1.   On Tuesday, French ambassador to the U.S. Gerard Araud voiced similar concerns.   At a Washington forum, he said it is “very likely” there will not be a complete deal by the June deadline because of unresolved technical issues.   The French ambassador suggested there could be a “fuzzy [unclear] end” to negotiations.   At the same forum, German Ambassador to the U.S. Peter Wittig said that talks had been proceeding at a “rather slow pace” at the expert level, since early April. “The most difficult path may lie ahead,” he said. Not a crisis point   However, a former State Department official who was part of the U.S. negotiating team said he is “not terribly worried” about the prospect of negotiators missing the deadline.   “There is no crisis that is on the other side of the deadline,” said Richard Nephew, a former deputy sanctions chief at the State Department.   Nephew, who is now with Columbia University’s Center on Global Energy Policy, said the Joint Plan of Action had already “restrained” Iran’s nuclear program and provided a “stable” platform for providing limited sanctions relief.   Under the Joint Plan of Action, Iran agreed to provisions that include limiting uranium enrichment levels and providing site access to nuclear inspectors in exchange for some sanctions relief.   Nephew added that if the deadline passed with no agreement, he did expect “noise” [opposition] from sources including the U.S. Congress.   “There are going to be people on Capitol Hill and elsewhere saying it just proves the Iranians don’t want to get a good deal,” he said.   Nephew said he believes the remaining sticking points between Iran and world powers include the pace and timing of sanctions relief.   He also said negotiators may be stuck on the “extent and reach” of transparency and monitoring. In particular, Iranian officials have voiced objections to giving nuclear inspectors access to military sites.   Nephew said negotiators also may be having difficulty resolving how much research and development Iran would be allowed to conduct under a final agreement.   Iran is seeking a deal that provides sanctions relief. World powers are seeking an agreement that provides assurances that Iran is not developing nuclear weapons.   The two sides agreed to extend talks until late June after they failed to reach a comprehensive agreement in time for a November deadline.   In addition to Geneva, Kerry travels to Nigeria for the inauguration of President-elect Muhammadu Buhari. He also will visit Madrid and Paris.

US Voters Seek Answers From Presidential Candidates on IS Gains

The growth of the Islamic State militant group in Iraq and Syria comes as the 2016 U.S. presidential campaign kicks off in the Midwest state of Iowa. Voters want to know how the candidates would handle recent militant gains in the Middle East.   It is one of the biggest issues on the minds of voters in Iowa – the growing threat of Islamic State militants in Iraq and Syria. Iowa voter Michael Downey is especially torn by the fall of Ramadi, where U.S. soldiers battled insurgents during the Iraq war.   “The people who fought over there paid a price for that city.  They’ve got to be heartbroken today.  There are people who are injured or who lost family members," he said. "Today they have to ask the question, was it worth it?”   It is a question Downey knows well.  His son Luke is a former U.S. Marine who served several combat deployments to Afghanistan.   “It is a sacrifice, whether it’s your sons or daughters who are in harm's way, the mothers brothers fathers and sisters, they all pay a price too," he said.   Downey and his son Luke attended a forum with former Arkansas Governor Mike Huckabee and former U.S. Senator Rick Santorum in Cedar Falls, Iowa.   Voters here want to know where the candidates stand on sending more ground forces back to Iraq.   "You’re in an area in the United States where a very high percentage of families serve, so sacrifice and sometimes the ultimate sacrifice of losing your life for your country is taken very seriously," said Jeff Danielson, a Democratic Iowa state senator from Cedar Falls.  Danielson, who is also a veteran of the first Gulf War and serves on several Iowa committees for veterans, is running for local re-election next year alongside presidential candidates.  He says possible U.S. involvement with places like Iraq and Afghanistan tops the list of concerns voters have discussed with him.   “Foreign policy is one of the reasons people vote for a president, so it's always going to be highly salient," Danielson said. "It’s probably equal to the economy and domestic issues when it comes to thinking about who you are voting for, for president."   Michael Downey is still thinking about who he wants to vote for.  But there is one thing he’s looking for in whomever he chooses – someone who can generate bipartisan cooperation.   “A divided nation cannot win a war," he said.

U.S. Defense Secretary Ash Carter said Wednesday that the United States would be the primary security power in the Asia-Pacific region for years, and he demanded that China immediately stop island building in the South China Sea. Carter said during a visit to Pearl Harbor, Hawaii, that all countries in Asia, including China, must stop militarizing their dispute over an island chain and settle it peacefully. "China's actions are bringing countries in the region together in new ways," he said. "They're increasing demand for American engagement in the Asia-Pacific. We're going to meet it." Carter said the U.S. would "fly, sail and operate" wherever international law allows. China has been reclaiming land and building artificial islands in the Spratlys, a group of islands over which several Asian countries claim sovereignty, including China, Malaysia, Vietnam and the Philippines. But China, with its powerful military, has been much more aggressive in asserting its claim. Last week, China ordered a U.S. Navy surveillance plane flying near the islands to leave the area. The Pentagon said the jet was flying over international waters and it refused to leave.
