BAGHDAD — Islamic State militants tightened their grip on Ramadi on Saturday as officials, police and residents accused the Sunni extremists of executing dozens of civilians and blowing up homes in the capital of Iraq’s largest province.

On Thursday, the insurgent group launched a brutal offensive involving car bombings and heavy shelling to seize Ramadi, which is about 80 miles west of Baghdad. The militants controlled most of the city by Friday afternoon, hoisting the group’s black flag over government buildings as pro-government forces retreated.

“They blew up the houses of the officers and [tribal] sheiks who fought them,” said Hamid Shandoukh, a Ramadi police colonel, speaking by telephone from the city’s Malaab area.

The attack is a significant setback to Iraq’s U.S.-backed government, which is waging a military campaign to retake territory that the Islamic State seized in sweeping advances last summer. The United States has assumed a prominent role in that effort, leading an international coalition that is conducting airstrikes against the extremist group in Iraq as well as in Syria.

Dozens of residents across Ramadi have been executed by Islamic State fighters, including women and children, according to residents and pro-government forces. “We don’t have precise figures, but we can say that dozens of them were shot by Daesh,” Shandoukh said, using the Arabic term for the group.

Police, counterterrorism forces and tribal fighters have retreated to Malaab and a nearby military command hub, where hundreds of them are surrounded by Islamic State fighters. Police and local officials say that supply lines to the facility have been cut and that those on the inside are in desperate need of food as well as military reinforcements to defend against shelling and car bombings.

“We are calling on the government to provide food as well as military reinforcements to these areas that are besieged by Daesh,” said Suleiman Kubaysi, head of media relations for ­Anbar’s provincial council. He spoke by telephone from ­Baghdad.

Anbar capital is a key prize

Ramadi, capital of the largely Sunni province of Anbar, has been a stronghold of opposition to the Islamic State and its al-Qaeda precursor. A little less than a decade ago, the city’s residents were at the forefront of a U.S.-backed revolt by Sunni tribesmen against al-Qaeda.

Ramadi’s apparent fall is a major blow to U.S.-supported efforts by the government of Iraqi Prime Minister Haider al-Abadi to form another Sunni force against the Islamic State, said Hassan Hassan, an Abu Dhabi-based Middle East analyst and co-author of “ISIS: Inside the Army of Terror.” ISIS and ISIL are acronyms for the Islamic State.

“This is a heavy blow to the idea of getting Iraq’s Sunnis to rise up to fight ISIS,” he said, adding that Ramadi is “vital” to such an effort. Despite capturing most of Anbar last summer, the Islamic State had been unable to conquer Ramadi in repeated attempts that included an attack last month. In that assault, militants gained control of northern areas of the city.

Now, with its capture of most of the city, the Islamic State has received a major morale boost after losing significant territory recently to Iraqi forces, including the city of Tikrit, Hassan said. “This is important for ISIS in terms of bouncing back and reclaiming momentum,” he said.

During a telephone call Friday that highlights concern in Washington about the Ramadi attacks, Vice President Biden promised Abadi deliveries of heavy weapons, the White House said.

During a television interview Saturday morning, an Iraqi military spokesman, Brig. Gen. Saad Maan, said that troop reinforcements had been sent to the city. “Painful” airstrikes from the U.S.-managed coalition also inflicted damage on the Islamic State, he said, without giving details of the military support.

Kubaysi, the provincial councilman, said a convoy of several dozen military vehicles carrying soldiers and counterterrorism forces arrived at the Malaab area from Baghdad on Saturday afternoon. But the additional troops have not engaged in fighting, he said.

“They are waiting for more reinforcements to arrive from Baghdad before they fight,” he said.

Falih al-Essawi, deputy head of Anbar’s provincial council, said that several members of Iraq’s SWAT team arrived Friday night but that the city is still waiting for special forces units to join the fight.

Coalition airstrikes were targeting militants in the city, Essawi said. He added that officials put the preliminary death toll from recent fighting in Ramadi at more than 500 people, including police, soldiers and civilians.

Unconfirmed video posted on social media by the Islamic State shows the group’s fighters capturing the main hospital in downtown Ramadi. In photographs posted online, the group also claims to have seized rocket-propelled grenades, boxes of ammunition and vehicles from police and military installations in the city. The group also posted pictures of what it says are executions in the city.

Informants in ‘sleeper cells’

Col. Eissa al-Alwani of the Ramadi police said the pro-
government forces besieged in the city’s military operations compound were quickly running out of ammunition. The Islamic State is targeting the compound, where three of Alwani’s brothers are trapped, with heavy shelling and car bombs, he said.

In other parts of the city, he said, Islamic State “sleeper cells” have begun informing the group’s fighters about residents who joined the police and military. Those who were identified as government collaborators, including families, are being executed and their homes are being blown up, Alwani said.

“Yesterday, they killed 20 of my cousins, and they blew up my house in Albu Alwan,” he said by telephone from the Malaab area.

He added: “There will be a massacre if there is no help.”

In the battle for Tikrit, about 120 miles north of Baghdad, pro-Iran Shiite militias proved decisive in overwhelming Islamic State forces.

But those militias have not participated in the fight in Anbar, in part over fear of stoking sectarian tensions with the area’s largely Sunni residents. The Islamic State took control of most of Anbar by capitalizing on Sunni grievances with the Shiite-led government in Baghdad.

WASHINGTON American special operations forces killed a senior Islamic State leader in a raid inSyria, U.S. officials said on Saturday, an operation that marked a departure from Washington's strategy of relying primarily on air strikes to target militants there.

Delta Force commandos used UH-60 Black Hawk helicopters and V-22 Osprey tiltrotor aircraft to punch deep into eastern Syria from Iraq. They engaged in a firefight and hand-to-hand combat with Islamic State fighters, killed a key figure in the group named as Abu Sayyaf and captured his wife, U.S. officials said.

The officials described Sayyaf, a Tunisian, as an Islamic State commander who helped manage the group's black-market sales of oil and gas to raise funds. The officials said President Barack Obama ordered the overnight operation, which killed about a dozen Islamic State fighters and had been planned for several weeks.

It marked the first known U.S. special forces operation inside Syria apart from a failed mission last year to rescue U.S. and other foreign hostages held by Islamic State in northeastern Syria.

Wary of the United States getting pulled deeper into Middle East conflicts, Obama has promised not to commit major ground forces in the fight against Islamic State, which has seized swathes of Syria and Iraq. But he has left open the prospect of special forces raids.

It was not immediately clear if this one marked the start of a new chapter in Syria.

U.S. and Arab forces have carried out almost daily air raids against hardline Islamist militant groups in Syria including Islamic State since last September, and U.S.-led forces are also targeting the group in Iraq.

Defense Secretary Ash Carter said the operation was intended to capture Abu Sayyaf but he was killed "when he engaged U.S. forces." His wife, Umm Sayyaf, was captured, then placed in U.S. military detention in Iraq and was being questioned about Islamic State operations and hostages held by the group.

No U.S. forces were killed or wounded during the operation, Carter said.

"The operation represents another significant blow to ISIL, and it is a reminder that the United States will never waver in denying safe haven to terrorists who threaten our citizens, and those of our friends and allies," Carter said, using an acronym for the Islamic State organization.

Local Syrian sources contacted by Reuters said two other senior Islamic State operatives, a Syrian and a Saudi, were also killed alongside Abu Sayyaf. The raid lasted no more than half an hour, according to the sources.

The accounts could not be independently verified. U.S. officials had no immediate comment on whether other senior Islamic State militants were killed in the raid.

The raid in Syria came at a time when Islamic State, which has declared a caliphate in areas it controls and has carried out beheadings and massacres, has scored high-profile gains in Iraq and made advances in Syria.

Islamic State militants raised their black flag over the local government headquarters in the Iraqi city of Ramadi on Friday and claimed victory after overrunning most of the provincial capital.

If Ramadi were to fall it would be the first major city seized by the Sunni insurgents in Iraq since security forces and paramilitary groups began pushing them back last year.

U.S. House of Representatives Speaker John Boehner said he extended his "gratitude and continued support" for the U.S. troops involved in the Syria raid. But Boehner, a Republican, said he was "gravely concerned" by Islamic State's advances in Ramadi, which he said "threatens the stability and sovereignty of Iraq, which is vital to America’s interests."

Hawkish Republican critics of Obama, a Democrat, say he has not acted forcefully enough to rein in the rise of Islamic State.

GREEN LIGHT FROM OBAMA

White House National Security Council spokeswoman Bernadette Meehan said the Syria raid was conducted "with the full consent of Iraqi authorities." She said the United States did not give any advance warning or coordinate with the government of Syrian President Bashar al-Assad, who Washington opposes.

"The president authorized this operation upon the unanimous recommendation of his national security team and as soon as we had developed sufficient intelligence and were confident the mission could be carried out successfully," Meehan said.

Meehan said U.S. forces freed a young Yezidi woman "who appears to have been held as a slave" by Abu Sayyaf and his wife. His wife was suspected of playing "an important role in ISIL’s terrorist activities," Meehan said.

The U.S. military last summer carried out a failed mission in Syria to rescue journalist James Foley, held hostage by Islamic State. Foley was later beheaded by the group in August 2014.

In December, al Qaeda militants shot and fatally wounded American photo journalist Luke Somers and South African teacher Pierre Korkie during a failed rescue attempt led by U.S. commandos in Yemen.

Saturday's raid followed a summit Obama held at Camp David earlier this week with Saudi Arabia and other Gulf Arab allies who have pressed the United States to be more militarily assertive in Syria, especially in support of moderate rebels seeking to oust Assad.

Senior ISIS leader killed in U.S. raid in Syria

U.S. Special Operations forces staged an overnight ground raid in Syria early Saturday, killing what the Obama administration said was a senior Islamic State official and capturing his wife.

Delta Force troops, flying from Iraq aboard Black Hawk helicopters and V-22 Ospreys, encountered almost immediate fire from militant forces when they touched down in al-Amr, near eastern Syrian oil fields that the Islamic State has tapped to generate income with black-market fuel sales.

In what a U.S. Defense official described as “close-quarters combat” against militants using women and children as human shields, about a dozen militants were killed. They included the target of what was originally designed as a capture operation, identified by the White House and the Pentagon as Abu Sayyaf, a Tunisian.

His wife, identified only as Umm Sayyaf, was said to have been captured and brought back to Iraq in one of the bullet-riddled U.S. aircraft that landed at dawn. Defense Secretary Ashton B. Carter said that no U.S. forces were killed or injured during the operation. No civilians were reported injured.

U.S. forces recovered laptops, cellphones, files and a number of archaeological artifacts and historic items, including an Assyrian Bible and antique coins, the Defense official said.

The soldiers also rescued a young woman, an Iraqi from the minority Yazidi sect, who was being held by the couple as a slave, according to statements issued by the White House and the Defense Department. Countless Yazidis have been executed or enslaved by the Islamic State as it has moved through their homeland in northern Iraq. Officials said they hope to reunite her with her family.

The raid was only the second time U.S. Special Operations forces are known to have operated on the ground in Syria, and the first “direct action” mission by U.S. forces there. Special operators conducted an unsuccessful mission last summer to rescue American hostages being held by the militants, who later executed them.

President Obama has said that U.S. forces, who have been conducting airstrikes against the Islamic State in Syria and neighboring Iraq, will not enter either of those countries in a ground combat role. Although several thousand U.S. troops are in Iraq training and assisting Iraqi forces, the administration has said there are none in Syria.

The raid in Syria came as Islamic State forces in Iraq tightened their grip on the city of Ramadi, in a significant setback to Iraq’s U.S.-backed government. Residents and police reached inside the city, the capital of Iraq’s largest province, said the militants were executing dozens of civilians and blowing up homes.

In Washington, the Defense official described Abu Sayyaf as “fairly high up” in the Islamic State hierarchy but not among the four most senior militants tracked by the United States. In addition to directing oil and gas operations in Syria, Abu Sayyaf was also “involved with the group’s military operation” and likely in contact with Islamic State leader Abu Bakr al-Baghdadi, the White House said.

Many of the U.S.-led airstrikes in Syria have targeted oil and gas refinery and storage sites, and the administration has said it has significantly reduced Islamic State revenue from that source. Al-Amr is located southeast of Deir al-Zour, the largest city in eastern Syria.

The U.S. expectation was that Abu Sayyaf’s removal will lead to further disruption in the Islamic State’s “revenue-generating network and command and control of ISIL operations,” according to a senior administration official. ISIL is another term for the Islamic State.

Beyond statements issued by the White House and Defense Department early Saturday, senior officials spoke on the condition of anonymity about still-secret details of the raid.

Officials said that the building targeted in the operation had been under surveillance for several weeks before the raid. The White House statement said that Obama authorized the operation “with full consent of Iraqi authorities” and upon “the unanimous recommendation of his national security team.”

Senior lawmakers, including the leaders of intelligence committees in the House and Senate, were briefed on the mission Friday and were to be given details of the operation in further briefings this week.

The attempt to capture Abu Sayyaf was made not only because of the positions he held but also to obtain information about the Islamic State and possible hostages who are still being held by the militants, officials said.

Although there are no public reports of Americans being held in Syria, the senior administration official said: “We are aware of reports that other U.S. citizens have gone missing in Syria. But due to privacy concerns, we have no further comment.”

Other officials said that the intelligence community and the FBI continue to gather information and evidence in connection with previous hostages.

The last known U.S. ground raid inside Syria took place in July, when Special Operations forces landed outside the north-central city of Raqqa, which serves as Islamic State headquarters in that country, to rescue journalists James Foley and Steven Sotloff. When they arrived, they found the hostages had been moved. Foley, Sotloff and several European hostages were subsequently beheaded by the militants, and an American woman held with them, Kayla Mueller, was also later killed.

The White House statement on the most recent raid said that U.S. forces were working “to determine an ultimate disposition” for Umm Sayyaf, who it said was currently being held in “U.S. military detention in Iraq.”

The Defense official said she was being debriefed and described her as a “player” in the Islamic State and an active participant in her husband’s activities. The senior administration official said that Umm Sayyaf was being debriefed “to obtain intelligence about ISIL operations” and “to determine any information she may have regarding hostages — including American citizens who were held by ISIL.”

Special Report: The middle-class Islamists behind Tunisia's museum attack

SBIBA, Tunisia One of the young men was a high school literature student who helped his father tend the family olive trees in their isolated farming community near the Algerian border.

The other lived in the capital Tunis, had a taste for fashion and worked as a travel agent.

Jabeur Khachnaoui and Yassine el-Abidi came from stable, middle-class families and were well educated.

On March 18, they came together to attack Tunisia's Bardo Museum, shooting foreign tourists as they filed off buses outside the museum, and then taking more tourists hostage inside.

Over three hours they killed 22 people in all, including French, Italian, Japanese, Russian and Spanish visitors. Security forces eventually stormed the building and shot and killed the hostage-takers.

To their families, the two young men seemed to lead normal lives. But according to Tunisia's interior ministry, they both spent time in militant camps in Libya late last year before returning to Tunisia, their ideologies fine-tuned and basic military training completed.

Their stories show how difficult it will be for Tunisia to stop others making similar journeys. The country and region are full of young men like Khachnaoui and Abidi, and Islamist groups are increasingly targeting middle-class recruits.      

The Bardo massacre has also reopened debate on the country's delicate balance between the need for security, and the rare freedoms enjoyed by both secular Tunisians and conservative Islamists.

Tunisia is one of the Arab world's most secular nations and has won praise for its democratic progress since the 2011 Arab Spring uprising, which began there. It has mostly escaped the violence and upheaval afflicting Libya and Egypt. And it has a new constitution, free elections and a political balance that have helped keep the country stable.

At the same time, Tunisia supplies the largest contingent of foreign fighters to extremist group Islamic State, according to the Tunisian government. Tunisians also take a leading role in jihadist ranks in neighboring Libya, carrying out beheadings and running training camps. In all, more than 3,000 Tunisians now fight for militant groups in Iraq, Syria and Libya, according to Tunisian officials.

A senior Tunisian security source said the two young attackers were the product of profound political shifts in Tunisia since the Arab Spring allowed long-oppressed ultra-conservative Islamists to come into the open. "It was like a pressure cooker that was closed and burst open," he said. Young men go abroad for training or to fight, and return like ticking bombs. "The ones that come back, they can explode at any time."

Khachnaoui's father Ezzdine said he still cannot fathom why his son embraced such a violent ideology.

"I lost my son, but my son took their lives, and I don't know why," he said at the family's farmhouse in rural Kasserine province. "Was it extremist recruiters? Was it the mosque? All I know is I brought him up right."

Half a dozen other Tunisian families told Reuters similar stories. They all have had family members, including students, recent graduates and professionals, leave to fight abroad. Most of the families are middle class.

One family in the city of Sousse, a popular tourist resort, say they lost their son, a professional soccer player, to an Islamist group fighting in Syria. Another family – husband, wife, four children and two relatives – left the island resort of Djerba to travel through Turkey and live under Islamic State in Syria, local officials in Djerba say.

In Ouslatia, near the historic mosque town of Kairouen, more than 20 young men have left, residents say. One family there lost two brothers: One was killed fighting in Libya, the other became a commander in Islamic State in Syria, according to messages on social media. He was killed in March.

Many young Tunisians praise the country's democratic progress since the 2011 revolution, but also say a series of governments has failed to deliver promised economic opportunities. In recent weeks hundreds of unemployed youth, including university graduates, have begun hunger strikes and taken to the streets in southern towns to demand jobs. The growing sense of disappointment in the country, say experts on Islamic militancy, is fertile ground for extremist recruiters.

SCHOOL YARD RECRUITERS

Jabeur Khachnaoui's family home sits on a plain of olive trees and fruit plantations near the town of Sbiba. The community of 6,000 people has long been known for its prized apples. The region's roads also sport signs of another source of income: stalls that hawk contraband gasoline and fuel, smuggled across the nearby border with Algeria, Tunisia's wealthy oil-producing neighbor.

Isolated and with few opportunities for its young, Sbiba seems just the place to breed discontent. It was in a similar town some 80 km (50 miles) to the south in late 2010 that an impoverished street vendor set himself alight in protest after police confiscated his wares, triggering protests that spread and erupted into the Arab Spring.

Khachnaoui, 21, was not uneducated, unemployed or poor. His family is relatively well off, with a large house and land. Khachnaoui's uncles are teachers; his sister studied literature at university.

Khachnaoui's relatives all say nothing obvious changed in the young man who was raised to be moderate in his religious beliefs. He traveled 18 km to his school by bus every day. He helped on the farm and spent his free time collecting apples.

Only his mild upset over images of Iraq and Syria or of immodestly clad women in television commercials offered a clue to his shifting ideas, his father, Ezzdine, said. Jabeur would turn off the television or leave the room.

But if his life at home appeared normal, things had changed at school in recent years, officials and fellow students say.

The local mosque was already under the control of a hard-line imam, Sbiba's mayor Abd Elatif Kechini said. By early 2013, Salafists had set up a tent on wasteland outside the Sbiba school and began to proselytize.

It was a time of flux in Tunisia. Before the revolution that ousted President Zine el-Abidine Ben Ali in 2011, Tunisia's religious conservatives mostly kept out of politics. Islamist groups were banned and Islamists regularly arrested.

But in the vacuum that followed, fierce argument erupted over the role of Islam in politics. New political groups flourished. Some, such as the country's licensed Salafi party, Hezb Ettahrir, renounced violence. Others such as Ansar al-Sharia, which had links to al-Qaeda, were more militant and attacked art shows, theaters and even Sufi Muslim shrines.

In May 2013, Tunisia's then Islamist-led government banned Ansar al-Sharia, forcing its leadership and members underground. Security forces began a low-level war against Islamist militants.

But conservative imams continued to control some mosques and attract followers. That was the case with the Salafists in the tent outside Khachnaoui's school.

"They were always trying to get us to talk about prayers, the headscarf and jihad," said Amine, a student at a kiosk near the dusty wasteland outside the school.

Kechini, the mayor, who is also one of the school's teachers, said Khachnaoui slowly drifted into the hands of the extremists. Before 2014 he had been an average student focusing on science. He switched to literature. In the middle of last year he grew more radical, Kechini said. He led prayer sessions at school, and even aggressively demanded to hold them during class times. At times he would wear the traditional long robes favored by Salafists.

Kechini recalls a class debate over Islam and politics just before Khachnaoui disappeared to Libya. The young man moved to the back of the class when the teacher tried to engage him and sat smirking, refusing to join in the discussion.

Tunisian authorities put him on a watch list of young men associating with hard-liners, but did not see him as a particular threat, a security source said.

Khachnaoui left home without notice last December. He called the family from a Libyan mobile number saying that he was going to Iraq. In February, during his last call home, he said he would not return, his father said. "We tried to persuade him, we tried to bring him back, but he just said everything was fine and he was staying."

More than 20 residents of Sbiba, including students and professionals, have left to fight for militant groups outside Tunisia, said Kechini. Authorities in Sbiba have now banned the Salafist tents from near the school, while the imam at the mosque, who could not be reached for comment, has been pressured into changing his rhetoric, the mayor said.

"There is really nothing here, but the cafe or the mosque," he said. "This town was always marginalized, but now it's a black mark as we will always be associated with terrorism."

BREAKFAST, WORK, ATTACK

Khachnaoui's fellow attacker Yassine el-Abidi also came from a middle-class family. Relatives say the 27-year-old was a bon-vivant interested in fashion. He enjoyed dancing at weddings and had no qualms about occasionally drinking alcohol, they said. He showed no dramatic change in his ideology and never criticized others for behaving in ways strict Salafists would frown upon.

Beginning in 2014, though, he started to spend more time at the Tawba mosque, which serves his Tunis neighborhood and which was taken over by Salafists following the 2011 revolution. Residents say ultra-conservative imams gave sermons at night there and Salafists sometimes clashed with police who wanted to take back control of the mosque.

In December 2014, Abidi left home, his uncle said, telling his family he was on a two-month business trip on Tunisia's coast. Authorities say they believe he traveled to Libya where he received training in basic weapon skills at a jihadist camp.

When Abidi returned home, he continued to work at the travel agency. Nothing appeared out of the ordinary, even on the day of the attack. He had shared a breakfast of dates and olive oil with his family, and later asked for a break at work.

It was then that he joined Khachnaoui and attacked the Bardo. 

"He was always well dressed and always joking around," said his uncle Mohammed. "I told his family, you are victims of terrorism too."

In Alberto Nisman Case, a Body, a Pistol and Few Answers in Argentina

BUENOS AIRES—Early in the morning of Jan. 19, a phone rang in Sandra Arroyo Salgado’s room at the Saint Dominique Hotel in Paris. It was the bodyguard of Alberto Nisman, Argentina’s best-known prosecutor and the father of her two children. Mr. Nisman, he told her, had been found dead in his apartment of a gunshot to the head.

The horror had scarcely sunk in before she frantically began phoning Argentine officials. As a federal judge in that country, Ms. Arroyo Salgado was well acquainted with what could go wrong with police investigations. She wanted to stop the autopsy from happening before she got back to Buenos Aires.

The judge had every reason to be suspicious. Mr. Nisman, her former longtime companion, was hours away from going before Congress to accuse Argentina’s president of conspiring to cover up Iran’s alleged role in the 1994 bombing of a Jewish community center that killed 85 people. Mr. Nisman had received numerous death threats.

Judge Arroyo Salgado was wary of leaving it to authorities to figure out what had happened. So she launched her own probe.

“I need to know the truth to explain this to my daughters,” she said in a recent interview.

The rival investigative teams have helped turn the case into a whodunit that has gripped the nation. They have failed to agree even on such basic facts as the time of death. Nor has there been any resolution to the most important question: Was Mr. Nisman assassinated or did he commit suicide?

Judge Arroyo Salgado didn’t succeed in postponing the autopsy. The lead government investigator said almost immediately that the autopsy report was “categorical” in determining that Mr. Nisman took his own life with a borrowed .22 caliber Bersa pistol. Two tests, however, showed Mr. Nisman’s supposed trigger hand didn’t bear traces of gunpowder.

Judge Arroyo Salgado’s team didn’t buy the suicide scenario. It suggested in a 93-page report that Mr. Nisman was murdered, shot from behind while he was on one knee by his bathtub. The report, which was reviewed by The Wall Street Journal, said chemical testing showed someone may have washed away blood from a faucet near Mr. Nisman’s body, although a repeat test by the judge’s team later cast doubt on that.

The judge says authorities wouldn’t let her team test for blood elsewhere or test the pistol that killed him. She also claims authorities bungled the case from the start, allowing scores of people, including journalists and a top government security official, to taint the scene by walking around without protective gear. At one point, she says, Mr. Nisman’s distraught mother was even asked to tidy up by doing some dishes.

Nearly four months after Mr. Nisman’s death at the age of 51, there still are more questions than answers. Polls show most Argentines believe he was murdered, but few believe the case will ever be solved.

“If the investigation ends up determining this was a murder, people won’t believe it. If it says he committed suicide, nobody will believe that either, because all of this has been so messed up—and continues to be so messed up,” says Luis Kvitko, an Argentine forensic doctor and international crime-scene consultant who isn’t involved in the case.

Public reaction has moved from shock and outrage about Mr. Nisman’s death to disgust and cynicism about the nation’s judicial system. While Argentine courts have long been political, under PresidentCristina Kirchner they have become a polarized battleground. Her critics accuse her of packing courthouses and prosecutors’ offices with loyalists. The president, who is scheduled to leave office in December, has said the judiciary needed to be purged of vested interests.

Last month, a prosecutor shelved the investigation into Mr. Nisman’s allegations that Mrs. Kirchner had conspired to cover up Iran’s alleged role in the 1994 bombing, the worst anti-Semitic attack since World War II. The prosecutor, Javier De Luca, is a member of Legitimate Justice, a pro-Kirchner group of lawyers and judges.

Mr. De Luca made the decision, which he said was based strictly on the letter of the law, despite calls from two other prosecutors and a judge to start a formal investigation. Legal experts said that, barring an unprecedented appeal to the Supreme Court, the move likely is the end of the road for Mr. Nisman’s allegations.

The investigation of his death, however, grinds on. A panel of experts appointed by the lead investigator is evaluating the murder and suicide theories and trying to settle the question once and for all.

The roots of the saga reach back to a July morning in 1994, when a suicide bomber parked a Renault truck outside the Argentine Jewish Mutual Aid Association and detonated it, leveling the six-story community center. The probe dragged on for a decade. In 2004, then-President Néstor Kirchner, who preceded his wife, Cristina, in office, put Mr. Nisman, a descendant of Holocaust survivors and victims, in charge of the probe.

Mr. Nisman built a case that Hezbollah agents, in league with Iran, were responsible. Argentina was chosen, he concluded, because it was a “soft” target with a large Jewish community.

In 2006, Mr. Nisman and another prosecutor brought formal charges against Iran’s former president, Akbar Hashemi Rafsanjani, four other top ministers and three officials from the Iranian embassy in Argentina. Iran has denied responsibility, as has Hezbollah.

Mr. Nisman also came to believe—although he didn’t say so publicly for many months—that Mrs. Kirchner spearheaded a coverup of Iran’s alleged role as part of a never-realized grain-and-beef-for-oil deal with the revolutionary Islamic regime.

By that time, a movement had begun to change the makeup of the nation’s judiciary. Legitimate Justice, the pro-Kirchner legal group, believed the courts were too subservient to a conservative Argentine establishment that opposes Mrs. Kirchner’s legislative agenda. About 30% of the nation’s prosecutors and 10% to 15% of its judges are members or are sympathetic to the group, according to the group’s president, Judge María Laura Garrigós.

Mrs. Kirchner pushed through legislation making it easier to appoint and impeach judges. The Supreme Court subsequently struck down one of her laws as an infringement of judicial independence. Still, Argentina ranks 127 out of 144 countries in the World Economic Forum ratings on judicial independence.

This year, on Jan. 14, Mr. Nisman went public with his explosive claims, filing a criminal complaint accusing Mrs. Kirchner, her foreign minister and others of obstruction of justice.

Mr. Nisman said thousands of intercepted phone calls involving associates of the president and a suspect in the bombing had implicated her in a coverup. The government’s motive, he alleged, was to align itself with countries resistant to U.S. power, such as Venezuela and Iran, and to gain access to Iranian oil.

“It’s as if Bush negotiated with bin Laden impunity for al Qaeda,” Mr. Nisman wrote to one acquaintance in a Jan. 14 WhatsApp message.

Argentina’s government strongly denied the charges. Héctor Timerman, Argentina’s foreign minister, said in an interview he believes Iran was responsible for the bombing but that there was no coverup.

Four days after Mr. Nisman dropped his bombshell, on the night before he was scheduled to elaborate on his allegations before Congress, his body was found in a pool of blood in his bathroom, with the Bersa pistol nearby.

At first, Mrs. Kirchner echoed the early suggestion by the lead investigator that Mr. Nisman had killed himself. But three days later, she reversed herself, writing on her Facebook page that she thought the prosecutor was murdered in a plot to discredit her government.

The lead investigator, Viviana Fein, backed away from her suicide suggestion and said she was open to all hypotheses. She has said little in public lately, except to defend herself from Judge Arroyo Salgado’s accusations of incompetence and mendacity. Ms. Fein declined to comment for this article, as did the prosecutor, Mr. De Luca, and Mrs. Kirchner.

Judge Arroyo Salgado, an energetic woman who lived with Mr. Nisman for 17 years before they separated in 2011, was allowed under Argentine law to open her own investigation on behalf of their daughters. The probe has no legal weight, but can make nonbinding suggestions to the official investigator.

“From the moment I found out about Alberto’s death, it never occurred to me that he could have killed himself,” Judge Arroyo Salgado said in an interview at her office. “He was a person that took great care of his health. He was also kind of a narcissist.”

On a nearby table were photos of the couple’s daughters, ages 15 and 8, and a statue of Justice blindfolded—whose scales keep falling off.

“We are in this situation because from day one, when they found Alberto dead, they have been doing things badly,” she said. “The investigators did not work based on the hypothesis that this was the worst-possible scenario—that this was a homicide.”

In Argentina’s polarized political environment, Judge Arroyo Salgado’s motives have come under scrutiny. A pro-Kirchner lawmaker, Carlos Kunkel, said she was conducting her investigation to ensure she would collect insurance money for her daughters, an accusation Judge Arroyo Salgado calls “offensive.”

To probe Mr. Nisman’s death, Judge Arroyo Salgado put together her own team of forensic experts, including 84-year-old Osvaldo Raffo, who has performed more than 20,000 autopsies and whom she describes as the Lionel Messi of Argentine forensic science.

Their report says the lack of gunpowder on Mr. Nisman’s fingers and unusual bloodstains on his hand, shirt and around the bathroom indicate he was killed and his body moved before investigators arrived.

“I have no doubt that this wasn’t a suicide,’’ says Judge Arroyo Salgado. “Not because I’m capricious, but because the two forensic doctors told me that this was a homicide.”

Judge Arroyo Salgado also has raised questions about the conduct of government investigators, whose work she is entitled to view under Argentine law. Official investigators still haven’t fully examined Mr. Nisman’s computers and cellphones to determine whom he contacted or what might have been on his mind in the moments before he died, she says. Nor, she adds, have they viewed videotapes from his apartment building that could show who visited him during his last hours.

“I initially thought that the bungling of this investigation was due to mere inattention to details,” she says. “But given all that has happened, I think it goes beyond that.”

Ms. Fein, the lead government investigator, has said her sole interest is in determining the truth.

The Kirchner administration has worked to undercut Mr. Nisman’s image, taking out newspaper ads in Argentina and abroad accusing him of trying to destabilize the country.

In March, photos surfaced on the Internet—believed to have come from Mr. Nisman’s phone—showing him vacationing in Cancún with a female friend and cavorting at a party with skimpily dressed young women wielding sex toys. Mrs. Kirchner’s cabinet chief branded the dead prosecutor “shameless” and said he had squandered taxpayers’ money to indulge in a libertine lifestyle.

“They are saying a lot of things about him to hurt his reputation, as if questions about his personal life reduced the value and seriousness of his work,” says Judge Arroyo Salgado.

“The truth is, we’re going through a terrible, horrible time,” she says. “Most of my career I defended the poor in court, and I had an authentic vocation for justice and the law. Now, what I’m realizing is that when you’re trying to investigate things related to those who are politically and economically powerful, you can’t always apply the law and resolve things by the books. I have seen this before, but now I am experiencing it in a different way.”

Judge Arroyo Salgado says she and her daughters have been living in fear. She has been hearing strange noises in her home, where she has installed 11 video cameras. “My younger daughter no longer sleeps alone,” she says.

She says she will pursue her investigation for as long as it takes. Her forensic experts are preparing additional reports and a video presentation detailing how they think Mr. Nisman may have been killed.

At his funeral, the judge read aloud emotional letters written by his daughters. The rabbi who led it says no one who attended believed he committed suicide, which Jewish tradition regards as an offense against the sacredness of life.

In La Tablada, the Jewish cemetery in Buenos Aires, his body now rests a few yards from victims of the 1994 attack.

The world’s languages, in 7 maps and charts

These seven maps and charts, visualized by The Washington Post, will help you understand how diverse other parts of the world are in terms of languages.

1. Some continents have more languages than others

Not all continents are equally diverse in the number of spoken languages. Whereas Asia leads thestatistics with 2,301 languages, Africa follows closely with 2,138.

There are about 1,300 languages in the Pacific, and 1,064 in South and North America. Europe, despite its many nation-states, is at the bottom of the pack with just 286.

2. These are some of the languages with the most native speakers

Chinese has more native speakers than any other language, followed by Hindi and Urdu, which have the same linguistic origins in northern India. English comes next with 527 million native speakers. Arabic is used by nearly 100 million more native speakers than Spanish.

The numbers are fascinating because they reflect the fact that two-thirds of the world's population share only 12 native languages. Those numbers were recently published by the University of Düsseldorf's Ulrich Ammon, who conducted a 15-year-long study.

His numbers are surprising, compared with the ones featured in the CIA's Factbook. According to the CIA, Spanish is spoken by 4.85 percent of the world's population and its use is even more widespread than English, which is spoken by 4.83 percent. However, the CIA numbers include only first native languages. Many people are bilingual, and whereas Spanish might be their first native language, English could be their second one. Ammon counts both first and second native language speakers.

The number for Portuguese is smaller than other sources suggest because not all Brazilians are native speakers. Some might also be surprised that Korean or Punjabi do not show up on the list: Indeed, both are nearly as widely spoken as Italian.

3. This map shows the countries with the most and least diversity of languages 

As our visualization of Greenberg's diversity index shows, the United States is not as linguistically diverse as many other nations.

If you randomly select two people in Cameroon, for instance, there is a 97 percent likelihood that they will have different mother tongues. In the United States, there is only a 33 percent likelihood that this is going to happen. You can click on the various countries shown in the map above to find out how the United States compares with other countries.

4. Many popular languages are spoken in more than just one country

The reason why English, French and Spanish are among the world's most widespread languages has its roots in the imperial past of the nations where they originate.

5. English is widely used as an official language

However, whether a country has English as its official language says little about how its citizens really communicate with one another. In some of the nations highlighted above, only a tiny minority learned English as a native language.

6. Nevertheless, most languages are spoken only by a handful of people. That's why about half of the world's languages will disappear by the end of the century

About 3 percent of the world's population accounts for 96 percent of all languages spoken today. Out of all languages in the world, 2,000 have fewer than 1,000 native speakers.

Hence, according to UNESCO estimates, which we visualized in the map above, about half of the world's spoken languages will disappear by the end of the century. You can click on the map to enlarge it.

Linguistic extinction will hit some countries and regions harder than others. In the United States, endangered languages are primarily located along the West coast, as well as in reservations of indigenous people in the Midwest.

Globally,the Amazon rain forest, sub-Saharan Africa, Oceania, Australia and Southeast Asia are about to lose the most languages.

7. This chart shows how many people learn a language all over the world

Whereas English lags behind in the number of native speakers, it is by far the world's most commonly studied language. Overall, more people learn English than French, Spanish, Italian, Japanese, German and Chinese combined.

Some languages have only recently gained attention: The number of U.S. colleges that teach Chinese has risen by 110 percent between 1990 and 2013, making the language more accessible. During the same time, the number of offered Russian college courses decreased by 30 percent.

Some language skills could be more rewarding than others. If you are able to speak German, Americans could earn $128,000 extra throughout their career, according to MIT scientist Albert Saiz. At least financially, German is worth twice as much as French and nearly three times as much as Spanish, for instance.

Islamic State terrorists who are hell-bent on committing atrocities in Britain are being smuggled into Europe by posing as refugees trying to cross the Mediterranean, it is claimed today.

Intelligence analysts fear that would-be jihadis are exploiting the growing crisis of desperate migrants fleeing war-torn North Africa by joining them on risky boat crossings.

Once ashore in countries such as Italy and Greece, there are fears that militants could evade detection by the authorities – and try to plot violent attacks.

Islamic State (IS) commanders are also profiting from the grim trade in refugees making the perilous voyage by demanding half of the money taken by the traffickers.

Meanwhile, The Mail on Sunday can reveal that British Special Forces divers are poised to launch a series of daring operations along the Libyan coastline to destroy the ships used by traffickers.

Claims that IS terrorists are posing as refugees are made by a Libyan security adviser, Abdul Basit Haroun, who used to live in Britain.

He tells a Radio 5 live Investigates programme to be broadcast today: 'They use the boats for their people who they want to send to Europe as the European police don't know who is from IS and who is a normal refugee. The boat owners have a list of who to take but some people come suddenly and they're told, 'Take them with you.' They sit down separately, and in the boat they are not scared at all.

'They are for IS – 100 per cent. I think they do something for planning in future, not for today or tomorrow.'

A double agent who betrayed Al Qaeda secrets to MI5 says IS is now running its own small, but well-organised people-trafficking operation. Aimen Dean, now a security consultant, also tells the programme that he knows of two Egyptian brothers who reached Italy from the Libyan port city of Sirte. 

They were reportedly given a week of religious education to 'safeguard' them against temptations of the West before being accompanied on their journey by men who were 'deeply religious and fluent in Italian and French'.

Mr Dean says: 'The fact that IS started this venture to smuggle Egyptians, Algerians, Tunisians and Syrians shows how the group is utilising their strategic position in Sirte to generate income.'

The claims come ahead of a crucial meeting tomorrow at which European Ministers will consider plans for air and naval strikes against the Libyan people-smugglers, subject to UN approval.

This year alone, 1,600 people are believed to have drowned while crossing the Mediterranean

The lead prosecutor investigating trafficking organisations in Italy – Palermo-based Geri Ferrara – confirmed that the traffickers pay a fee to local Islamist groups. He said: 'They pay whoever is in control of the territory in which they are established – that is IS or whichever Islamist or other militia is controlling the area.'

He revealed that he was 'investigating the possibility' that there were foreign fighters hidden among migrants but that part of the investigation was classified.

The fears raised in the BBC programme echo those made in a series of recent reports.

The Global Initiative Against Transnational Organised Crime wrote last week that human trafficking in Libya has 'strengthened groups with a terrorist agenda like Islamic State', and that terrorists are even attacking refugee camps in order to create more migrants.

Dr Jamie Shea, Nato's Deputy Assistant Secretary General for Emerging Security Challenges, told a London conference last month: 'IS is using this [migrant flow] to infiltrate terrorist operatives into Europe. We need to be on our guard.' 

Raffaello Pantucci, director of International Security Studies at the think-tank Rusi, said: 'I have heard some other people say that this is potentially happening, so I can't totally discount it. But I am still very sceptical – why would they bother trying such a risky route?'

They can put mines on the ships and sneak out 

Last night, it emerged that frogmen from the Special Boat Service are expected to deploy from an Astute class UK submarine, approach in small teams and attach sophisticated limpet mines to the traffickers' ships which can then be detonated remotely. Defence sources said that these missions would be 'in play' in three to four weeks, by which time the UN is expected to have passed a resolution authorising military force to stamp out human trafficking.

This year alone, 1,600 people are believed to have drowned while crossing the Mediterranean. Traffickers charge up to £6,000 for passage from North Africa to Europe.

Former head of the Royal Navy, Admiral Lord West, said last night: 'There are waters off Libya deep enough for a British submarine to loiter unseen and these Special Forces divers could go in there, put mines on the ships, and sneak out again very easily without the traffickers knowing anything about it.

'Once the UN resolution is in place we should work with the Libyan governments to mount a blockade of the ports. We'll need a command ship such as HMS Bulwark which is down there, helicopters and escort ships. We can make the trafficking ships unusable and once they're at sea there are lots of ways to stop the ships and get the people off.'

Special Forces sources described last night how British divers could stop the traffickers' ships by targeting their propellers.

One said: 'There are some very small underwater craft, such as the Torpedo Seal, which can release divers through the Torpedo hatch of a submarine and take them ten nautical miles to and from a target. They could set the mines in place and withdraw before the explosives are detonated. Once the ships are rendered inoperable, British sailors could then rescue the refugees.'
