White House Intruder Gets 17-Month Sentence

The U.S. Army veteran who scaled the White House fence in Washington last year and then ran into the heavily guarded presidential mansion was sentenced Tuesday to a 17-month prison term. Authorities said Omar Gonzalez, 43, was carrying a folding knife when he jumped the fence in September. Numerous intruders have climbed over the White House fence in recent years, but Gonzalez was the first to actually get into the mansion before being apprehended. The decorated Iraq War veteran, who suffers from post-traumatic stress disorder, has been jailed since his arrest. He will receive credit for the nine months he has already served, cutting his remaining term to eight months. When he has completed his sentence, he will be banned from visiting Washington and must receive psychiatric treatment. Gonzalez's intrusion at the White House played a role in a leadership shakeup at the Secret Service, the agency responsible for White House security and protection of President Barack Obama and his family. The Secret Service director at the time, Julia Pierson, resigned.

Expert: US Trans Fats Phase Out Could Impact Developing Countries

The U.S. government announced it will phase trans fats out of all foods over the next three years. Trans fats are a food additive that contributes to coronary artery disease and fatal heart attacks. At least one expert thinks the food industry will continue to actively market food with trans fats in developing countries. Many developed countries, including Australia and those in the European Union, have eliminated trans fats from processed and fast foods. Trans fats raise the level of so-called bad cholesterol and lower good cholesterol, and their use has been on the decline in the U.S. for more than ten years.   Now, the United States — a huge market for processed foods — is ordering manufacturers and restaurants to completely phase out trans fats over a three-year period.   Two years ago, the U.S. Food and Drug Administration declared that trans fats, which are added to food to improve taste and shelf life, are no longer recognized as safe. But Lawrence Gostin, a legal expert on national and global health law at Georgetown University in Washington D.C., thinks none of these moves will stop the worldwide sale of foods made with trans fats. “I could see them continuing to market these harmful products in India, Brazil and other middle income countries, and then in low income countries in Africa and the Middle East and elsewhere,” he said. That’s because foods containing trans fats taste good. The harmful food additive is in refrigerated piecrust and dinner rolls, liquid coffee creamer and microwaveable popcorn. Trans fats are also added to oils to turn them into solid cooking fat and margarine. Gostin thinks the food industry might now step up sales of these products in developing countries. “The question is — is whether they then dump their unhealthy, trans fatty acid products on to poorer countries around the world with less robust regulatory systems," he said. "And I just think that’s unethical but expected.” Gostin calls the presence of trans fats in foods a global health emergency, and he hopes countries with no regulatory restraints against the food additive will follow the lead of the U.S. and other countries “We can’t just sit back," he said. "This is a silent epidemic. It’s no less an epidemic than AIDS, tuberculosis, malaria or any of these major outbreaks.   Gostin said an international revolution is needed to get the food industry to make the food supply safer and healthier.

Kerry Emerges, Comments on Iran, China, South Asia

U.S. Secretary of State John Kerry said Tuesday that the United States and other world powers involved in nuclear talks with Iran are not “fixated” on prior military aspects of Tehran's nuclear program as a deadline for a deal approaches. “It is critical for us to know going forward that those activities have been stopped,” said Kerry, “and that we can account for that.” Kerry commented during a video news conference from Boston, where he is recovering from injuries sustained in a May bicycling accident in France. He said the United States and the other world powers negotiating with Iran would not “rush to an agreement for the sake of an agreement.” “We are not going to sign an agreement that we don’t believe gets the job done,” he said. Negotiators for Iran and the five permanent members of the U.N. Security Council and Germany, the so-called P5+1 group, are hoping to reach an agreement on Iran’s nuclear status by a June 30 deadline.  Iran is seeking sanctions relief while world powers are seeking verifiable assurances that Tehran’s nuclear program is peaceful. Kerry said he intended to join the talks in Vienna, Austria, after participating in a U.S.-China Strategic and Economic Dialogue in Washington next week. The secretary has made few public appearances since he broke his right femur in last month’s accident. He returned to his Boston home last week after being hospitalized.  During Tuesday’s appearance, Kerry appeared to be relaxed, wearing a dark suit jacket and a striped shirt. State Department officials said Kerry had remained engaged on foreign policy issues during his recovery. Concern on India-Pakistan Kerry said he spoke by phone Tuesday with Pakistani Prime Minister Nawaz Sharif and expressed concern over a recent rise in tensions between Pakistan and India. “It is of enormous concern to all of us for all the obvious reasons,” he said, regarding tensions between the two nuclear neighbors. Relations between India and Pakistan have been tense for decades, but strains have increased since Indian Prime Minister Narendra Modi took office in May 2014. Kerry said Sharif was “forthcoming” and “direct.”  He said they both welcomed additional dialogue on ways to reduce tensions. China relations a priority Kerry said he would be returning to Washington on Tuesday and would focus on China for the next few days, ahead of the seventh meeting of the U.S.-China Strategic and Economic Dialogue. Vice Premier Wang Yang is among Chinese officials who will attend the three-day session in Washington. The talks come amid heightened tensions between the U.S. and China over China’s alleged cybersecurity hacks as well as its controversial land reclamation efforts in the South China Sea. Washington has voiced opposition to China’s construction in the region.  Parts of the region are also claimed by the Philippines, Vietnam, Malaysia, Brunei and Taiwan. “I am confident that we are going to have a ‘full-throated’ discussion of all of the issues that confront us," said Kerry, referring to next week’s dialogue. On Tuesday, China’s Foreign Ministry said some of the construction in the region known as the Spratly Islands would be completed in “upcoming days.” But, in a statement, the ministry also defended the construction as “lawful, reasonable and justified.”  It said the goals included “satisfying the need for necessary military defense.” A senior State Department official said that “China is alone” in the land reclamation effort. “There is nobody else in the region who is supportive of these efforts.” The State Department official said that the U.S. welcomed China’s decision to stop some of the reclamation work, but that Beijing’s decision to continue to militarize reclaimed land was not helpful or productive.

Fatal balcony collapse turns into Irish national tragedy

BERKELEY, Calif. -- A shrine is growing tonight in Berkeley, Calif., at the scene of a terrible tragedy. Six young people were killed, seven seriously injured when an apartment balcony collapsed. The dead were college students from Ireland.
At 12:41 a.m., ambulances rushed to the building where a fourth floor balcony broke away.
"At least 10 people fell from the second or third floor," said a police dispatcher.

It happened during a late night 21st birthday party with a group of Irish students, most of them visiting on summer work visas.
"It was just a loud crash and silence for a couple of minutes," said Owen Buckley, a student from Ireland who heard the commotion from his third floor apartment. "We were sure someone was shot, and then we find someone on the stairs saying the balcony just collapsed. That is what happened."
At least 13 people were on the balcony which appeared to peel away from the building, landing upside down on the balcony a floor below, spilling victims 50 feet onto the street.

"I looked down and it was just death," said Jason Biswas who lives in the building with his parents. "I was in the presence of a lot of death. I didn't want to stay there for too long."
The students are visiting on the popular J-1 visa program which allows foreign students to work and travel in the U.S. during the summer.
In Ireland the deaths and injuries are seen as a national tragedy.
"It is truly terrible to have such a serious and sad incident take place at the beginning of a summer of adventure and opportunity for so many young people on J1 visas in the US," said Irish Prime Minister Enda Kenney.
An official cause of this accident has not yet been established. But city inspectors have closed all the other balconies in this eight-year-old building until they know more about why this happened.

Joe Biden Is Back to Cracking Jokes Again

Joe Biden came back to work today, and he did so in classic Biden style.
At his first public event since the death of his son Beau over two weeks ago, the vice president smiled widely, cracked jokes, and made digs at his political opponents.
In remarks at the White House’s Clean Energy Investment Summit, the vice president mockedclimate change deniers, joking that many of them “also deny gravity.”
Though he showed no outward signs of a person in mourning and made no mention of his late son, the vice president’s faith was on display at various times during his speech.
Making a not-so-subtle dig at Congress, he said that many of the White House’s advances on cleanenergy policy have been hampered by some “short-sighted decisions from the outfit I worked at for a very long time.” He then hung his head and made the sign of the cross.
“Up on the Hill, they're ramping it up as fast as ya'll ramped it up,” he said.
Biden also made light at his own expense when he misspoke in reading a headline from today’s Washington Post.
“Front page of the Washington Pope,” Biden said, holding up the paper as a prop, and quickly corrected his error. “Post! Pope, huh."
“They sometimes think they're Pope,” Biden joked of the paper, before reading the headline that first lead him to jumble his words: “Pope Urgent on Climate Change.”
There were serious moments, too, with Biden speaking passionately about the work that the private sector clean energy innovators and developers gathered for the summit have done for the cause of combating global warming.
“We need you,” Biden said. “We need you for your incredible talent and innovation.”
But even then, Biden couldn’t resist breaking into a joke. “Many of you have influence up on the Hill, and when you find out what it is come tell me,” he said with a smile.
In addition to today’s summit on clean energy innovation, the White House announced the launch of a “clean energy impact investment center” at the Department of Energy to make information on energy programs more accessible to the public and other initiatives to assist in private investment in clean energy technologies.
This was Biden’s second time back to the White House since Beau’s death. He returned briefly last Wednesday for a meeting with the prime minister of Ukraine.

Balcony collapse kills six, most of them Irish students, in California

BERKELEY, Calif. An apartment balcony crowded with birthday revelers collapsed early on Tuesday near the University of California at Berkeley, killing five college students from Ireland and an American friend, and injuring seven others, authorities said.
The victims, most of whom were working in the San Francisco Bay area on temporary visas for the summer vacation, had been celebrating a friend's 21st birthday on the fourth-floor balcony when the accident occurred, according to local police and Irish government officials.
Berkeley Police Chief Michael Meehan told a news conference about 12 hours after the collapse that there was "no indication of criminal activity or criminal intent."
Authorities said 13 people were on the balcony when it gave way, plunging them 40 feet (12 meters) to the street below, with some victims landing on top of one another. Three men and three women died, and the seven others remained hospitalized on Tuesday.
Berkeley police spokeswoman Jennifer Coats described the injuries as "very serious and potentially life-threatening."
Pictures from the scene showed the fallen deck pancaked onto a third-story balcony beneath it at the Library Gardens apartment complex, about two blocks from the UC Berkeley campus across the bay from San Francisco.
The small balcony had been rated to safely carry a maximum weight of 60 pounds per square foot, city spokesman said, adding there was no requirement for the building owners to post its weight limits.
No one was on the third-floor balcony at the time, and no one on the ground was hurt, police said.
Phil Grant, the San Francisco-based Irish consul for the U.S. West Coast, said news of the accident had left citizens all over Ireland "frozen in shock and disbelief."
"It's deeply, deeply tragic, and it touches every family in Ireland," he said.
'APPALLING TRAGEDY'
Irish Prime Minister Enda Kenny issued a statement of condolence to victims' families, saying, "My heart breaks for the parents who lost children this morning."
Speaking to Irish national broadcaster RTE, Irish Foreign Minister Charlie Flanagan called the incident "an appalling tragedy ... a party, a 21st birthday party, turning into tragedy in a moment."
The dead were identified as Ashley Donohoe, 22, the lone American in the group, from Rohnert Park, 50 miles north of San Francisco; along with two Irish women - Oliva Burke and Eimear Walsh, both 21; and three Irish men - Eoghan Culligan, Niccolai Shuster, and Lorcan Miller, all 21. The injured were not publicly identified.
The victims were among the thousands of students from Irish universities who travel to the United States on temporary working visas every summer before returning home to complete their studies.
Coats said callers first reported the collapse in the downtown area of the college town at around 12:45 a.m.
Neighbor Jason Biswas, 16, a high school student who lives in the building, said the collapse woke up his parents.
"They thought it was an earthquake until we all looked out the window and realized what happened," he told Reuters, adding that he saw "a bunch of bodies on the ground, most of them not responding."
Bystanders later left flowers outside the building in memory of those killed. Following the collapse, authorities declared all similar balconies in the complex off-limits as a precaution.
Police and fire department personnel and others were working to determine the cause of the collapse.
Gene St. Onge, an engineer from nearby Oakland, reviewed a picture of the detached balcony at the request of the San Francisco Chronicle and said inadequate waterproofing where the deck meets the building appeared to be a factor.
"This appears to be a classic case," he said. "If the waterproofing is substandard, rainwater can enter the building, causing dry rot, which can destroy the wood members within a short time ... only a few years from construction."
City spokesman Matthai Chakko said construction of the building was completed in 2007, with a final inspection conducted in January of that year.

Iran likely to score concession on nuclear deal

Washington (CNN)Secretary of State John Kerry acknowledged Tuesday that the Iran nuclear deal most likely won't require the country to detail suspected past efforts to develop a nuclear weapon, a concession sought by Tehran.
"We are not fixated on Iran specifically accounting for what they did at one point in time or another," Kerry told reporters Tuesday by remote video from Boston, where he has been recuperating from a broken leg.
"We know what they did," Kerry added. "We have no doubt. We have absolute knowledge with respect to the certain military activities they are engaged in. What we are concerned about is going forward."
His comments downplayed a long-standing demand by world powers that Iran come clean about any past efforts to develop a military dimension to its nuclear program. U.S. officials and European diplomats previously pledged that sanctions relief would be tied to Iran answering lingering questions from the International Atomic Energy Agency, the UN nuclear watchdog.
The United States and five other world powers are negotiating with Iran to curb the country's nuclear program and keep it from building a nuclear bomb, though Iran insists that its nuclear program is peaceful.
Sanctions relief for Tehran and the level of access inspectors will have in Iran continue to be major sticking points in the final negotiations, which diplomats say are getting increasingly difficult as diplomats stare down a fast-approaching June 30 deadline.
A preliminary deal reached in April, which provides a framework to hash out the details of the final agreement, said Iran "will implement an agreed set of measures to address the IAEA's concerns regarding the possibility military dimensions (PMD) of its program" in a final pact.
"It will be part of a final agreement. It has to be," Secretary of State John Kerry told PBS in an interview in April after the interim deal was reached. "If there's going to be a deal, it will be done."

Iran has denied it has engaged in covert efforts to develop warheads and delivery systems but has yet to grant the UN nuclear agency access to nuclear scientists or suspicious sites.
Western diplomats are also pushing for the deal to include unprecedented levels of access in which international inspectors could visit any facility in Iran suspected of nuclear activity, including military sites like the Parchin military installation.
U.S. officials and European diplomats said access to those sites remains one of the main sticking points in negotiations. Tehran has strongly pushed back on that level of access, looking to keep military sites off limits.
U.S. officials and European diplomats on Tuesday resisted suggestions that they were now backtracking on the issue of Iran's past military-related activity, saying that issue never had to be resolved in order for the deal to be reached.
"As part of a comprehensive agreement, we want the IAEA to be able to do its work to resolve possible past military dimensions of Iran's program, and they will have to give the IAEA the access it needs to do its job," a senior administration official told CNN Tuesday.
The sources stressed because the IAEA must verify Iran is not currently working to develop a nuclear weapon, it will need Iran to answer some questions about past military-related activity.
"It's not about Iran doing some mea culpa. We have never been about that and they are never going to do that. So hinging a deal on some confession is not realistic and not even necessary," one Western diplomat said. "But in order to satisfy ourselves now that the program is peaceful we will need access to sites and individuals that have been used in the past."

Last week IAEA chief Yukiya Amano confirmed that the agency would not be able to satisfy remaining questions about Iran's past atomic work before the deadline for the deal at the end of the month.
Amano did say, however, that Iran has committed to providing inspectors access nuclear sites, even though as recently as last month Supreme Leader Ayatollah Ali Khamanei pledged "no inspection of any military site and interview with nuclear scientists will be allowed."
Kerry said Tuesday that sanctions relief would be tied to Iran satisfying international concerns about Iran's future atomic weapons activities.
Iran wants near immediate sanctions relief once the deal is reached, while Western officials are wary of lifting sanctions too quickly as they keep an eye on Tehran's activities in the early months after a deal is reached.
"It is critical to us to know that going forward those activities have been stopped. And that we can account for that in a legitimate way," Kerry said. "In order to have an agreement to trigger any kind of material, significant sanctions relief, we would have to have those answers."
The U.S. and its negotiating partners -- Britain, France, Germany, Russia and China -- are meeting this week with Iranian officials in Vienna to continue negotiations. Kerry is expected to travel to Vienna next week for the final round of talks before the June 30 deadline.
"The talks remain tough," Kerry said. "And just as I have said consistently, we're not going to rush to an agreement for the sake of an agreement, and we're not going to sign an agreement that we don't believe gets the job done."

White House 'Deeply Troubled' by Mohamed Morsi Sentencing

Washington: 
 The White House branded Egypt's sentencing of former president Mohamed Morsi as politically motivated Tuesday, in a sharp rebuke of its uneasy military ally.
 "We are deeply troubled by the politically motivated sentences that have been handed down against former president Morsi and several others by an Egyptian court today," White House spokesman Josh Earnest said.
 A court earlier upheld the death penalty for Morsi's role in the 2011 uprising against the military-backed government and sentenced him to life in prison on spying charges.
Current President Abdel Fattah al-Sisi - formerly the army chief - ousted the Muslim Brotherhood's Morsi in July 2013 after mass protests calling for an end to his divisive one-year rule.
 Washington has since lifted a ban on arms shipments to Egypt, but has been critical of mass trials and the prosecution of Morsi and his allies.
"The United States has repeatedly raised concerns about the detention and sentencing of a variety of political figures in Egypt" said Earnest.
 "We are concerned that proceedings have been conducted in a way that is not only contrary to universal values but also damaging to stability that all Egyptians deserve."

Balcony Collapse in Berkeley Kills 6 Irish Students

BERKELEY, Calif. — They come by the thousands — Irish students on work visas, many flocking to the West Coast to work in summer jobs by day and to enjoy the often raucous life in a college town at night. It was, for many, a rite of passage, one last summer to enjoy travel abroad before beginning a career.
But the work-visa program that allowed for the exchanges has in recent years become a source of aspiration as well as a source of embarrassment for Ireland, marked by a series of high-profile episodes involving drunken partying and the trashing of apartments in places like San Francisco and Santa Barbara.
Early Tuesday, 13 people, most of them young Irish students here on the visa program, were crowded onto a fourth-floor balcony off Unit 405 for what neighbors described as a loud party when the balcony collapsed, sending people tumbling onto the street below.
Six people were killed; five were Irish and the sixth had dual Irish-American citizenship, according to the Irish Embassy. Three of the dead were men, three were women, and all were in their 20s. At least seven others suffered injuries, some serious.
“We thought it was an earthquake, a really big earthquake,” said Silvia Biswas, 39, who lives a floor below the balcony that collapsed in the Library Gardens Apartments, just a few blocks off a main street here. She had not been able to sleep because of the revelry, she said. “It was kind of like the building was falling down.”
The tragedy reverberated from the streets of this college town — where two young Irish people wandered over to the police barricade to say a prayer and cross themselves — to Ireland, where officials were once again confronting the darker side of a program that is so important to the public spirit there.
“It is truly terrible to have such a serious and sad incident take place at the beginning of a summer of adventure and opportunity for so many young people,” Enda Kenny, the prime minister, said in an address to the Irish Parliament.
Philip Grant, the Irish consul general for the western United States, said: “To have this happen at the start of this season has left us frozen in grief. Ireland is a small country. Very few of us have been left untouched.”
He said the first relatives of the dead students were expected to begin arriving here from Ireland later on Tuesday.
More than 150,000 Irish students have used the program for J-1 visas to visit the United States in the past 50 years, including 8,000 last summer, officials said. They account for a large part of the students from around the world who avail themselves of a program that allows nonimmigrants to spend a summer here.
A spokeswoman for the Irish Embassy in Washington, Siobhan Miley, said the students often arrive in June and leave in September, with the San Francisco area among the most popular destinations.
In Dublin, students who had participated recalled the program as a high point in their lives. “There was a real sense of freedom about it,” said Shane Daly, 23, who spent the summer of 2012 in Chicago, working at odd jobs in bars, after obtaining his legal degree from Trinity College in Dublin. “It was certainly a rite of passage because it was the first time I really had to do everything for myself.”
Fiona McGoran can still recall the sense of freedom she felt when she landed in New York in 1994. “There was six of us in a one-bedroom apartment in the West Village,” Ms. McGoran said. “It was the best summer of my life — I dreamed of it for a year afterward.”
Ciara Griffin, 24, came here in 2011, working in San Francisco but staying here because rent was so much less. “We’re all still talking about the good times we had there,” she said.
“I am absolutely distraught for those people caught up in that tragedy over there,” she said. “This was supposed to be a trip of a lifetime, but suddenly something like this happens and it becomes an absolute nightmare.”
The program has also been a source of embarrassment. James Howard, 24, who went to San Diego in 2011, said it was basically “party central.”
“There were 18 of us sharing a two-bedroom apartment, and the hundreds of Irish students around us were in a similar situation,” Mr. Howard said.
“It was my first time away on my own for any length of time. I’m glad I did it, but once was enough,” he said.
Cahir O’Doherty, the arts and culture editor of The Irish Voice, wrote a column in 2014 expressing distress at “the callous destruction unleashed by these loaded Irish students” of a house rented in the Sunset District of San Francisco.
“If you know the city you’ll know Sunset is one of the more desirable locations in which to buy a home,” he wrote. “So those J-1 students actually caught a big break by being rented to in the first place. Nice payback, guys.”
“They ripped chandeliers from the ceilings, they broke doors and they smashed windows; they even punched holes in the walls,” he wrote. “Then they abandoned the place without a heads-up or a word of apology.”
The Santa Barbara/Isla Vista Facebook page set up by the Irish students offers a flavor of the work-hard, party-hard lifestyle. Call-outs for car-pooling and accommodations are interspersed with requests for house party sites. Some bars home in on the feel-good, free-spending atmosphere, offering special promotions to the Irish students.
The balcony that collapsed on the four-story building here looks out over Kittredge Street; it fell onto the balcony below. The pale yellow building fills half a block. The double-doors leading to the balcony were closed, and a warning sign pasted on the window could be seen from the street.
City building inspectors blocked access to three balconies on the building on Tuesday, pending further investigation. City officials said the owners of the building had been ordered to remove remnants of the collapsed balcony and perform a structural assessment of the remaining balconies within 48 hours.
In a statement. Lindsay Andrews, a spokeswoman for Greystar, the property management company, said the company would work with an “independent structural engineer and local authorities to determine the cause of the accident.”
Residents here said that apartments were often crammed with students trying to hold down living costs, and that people typically went out to the balcony to smoke.
The police said they received a noise complaint from the building just past midnight, one of about six that came in from various locations around that time. A few minutes later, the police received a string of reports of gunshots fired in South Berkeley, which superseded attending to the noise complaints.
Officer Byron White of the Berkeley police said 13 people were on the balcony when it gave way about 12:40 a.m., sending debris and bodies plunging to the street.
Ms. Biswas said it sounded earlier in the evening as if the celebrators were shooting off fireworks. After the collapse, she said, she looked out the window and saw people sprawled on the street, and dialed 911.
Gerald Robinson, a massage therapist living in Berkeley, said he was on his way home from the movies when a group of people flagged him down for a ride to Highland Hospital, where some of their friends had been taken. One girl was bloodied, and another girl had an injured leg.
The collapse occurred near the University of California campus here. “Every summer as long as I can remember, a large group of people come from Ireland to visit,” Officer White said.
Laura Harmon, president of the Union of Students in Ireland, described the event as a “terrible tragedy.”
“The scale of it is unprecedented,” she said.
