The West urgently needs to strengthen its conventional military forces in the face of continued aggression by Russian President Vladimir Putin, a leading foreign affairs think-tank is warning.
A major study by Chatham House said the conflict in Ukraine - where Moscow is backing separatist rebels against the government in Kiev - would be a "defining factor" for the future security of Europe.
It warned that any unravelling of the settlement that has endured since the end of the Cold War could lead to the collapse of both the Nato alliance and the European Union.
The report suggested the outbreak of a wider European conflict could even see Moscow use tactical nuclear weapons, which have been a significant part of Russian military doctrine since the days of the Soviet Union.
"Just because something is unimaginable for Western planners does not mean it is not considered a viable option by Russia," it said.
The report - whose authors include two former ambassadors to Moscow, Sir Roderic Lyne and Sir Andrew Wood - is scathing about the failure of Western leaders to foresee the crisis in Ukraine, accusing them of "collective amnesia".
At every stage, the report said, Mr Putin had been encouraged in his ambitions by the "weak and unconvincing responses" from the West - including following Russia's seizure of the provinces of South Ossetia and Abkhazia from Georgia in 2008.
"The Kremlin perceives that Europe lacks the will to pay the necessary price to defend its principles," it said.
"Russian ambitions and intentions had been telegraphed for well over a decade, but the West found it easier at the time to disregard them and indulge in the fantasy that Russia was progressing towards a liberal-democratic model with which the West felt comfortable.
"The war in Ukraine is, in part, the result of the West's laissez-faire approach to Russia."
With Russia embarked on a programme of military modernisation, it said that it was vital that the West now showed it was prepared to stand up to further aggression - including the so-called "hybrid" tactics deployed in Ukraine such as the use of unbadged troops and local proxies.
"Nato must retain its credibility as a deterrent to Russian aggression. In particular, it needs to demonstrate that limited war is impossible and that the response to 'ambiguous' or 'hybrid' war will be robust," it said.
"Conventional deterrent capability must be restored as a matter of urgency and convincingly conveyed, to avoid presenting Russia with inviting targets."
Failure to provide effective support for the Ukrainian government - whose forces have been "outgunned and outmanned" by the separatists - would, it said, have far-reaching consequences for Europe and the wider Western alliance.
"The conflict in Ukraine is a defining factor for the future of European security," the report said.
"Ukraine's failure would deepen instability in Eastern Europe, increase the risk of further Kremlin adventures and diminish the prospects for eventual beneficial change in Russia.
"Russia may have the greater interest in Ukraine. But the West has an even bigger interest in preserving the post-Cold War environment. If that is dismantled, it is conceivable that Nato and the EU could collapse too."
The current crisis comes at a time when Mr Putin is facing the greatest challenge of his 15-year rule, the report said, with economic collapse and rampant corruption casting doubt on the survivability of his regime. However, that did not make the situation any less dangerous.
"Indeed one school of thought holds that Moscow is at its most dangerous when weak," the report said.
"Whether the present leadership endures or is prematurely replaced, the way ahead will be complex and potentially turbulent. The events of the last 18 months have demonstrated conclusively that when dealing with Russia, optimism is not a strategy."
Europe Minister David Lidington said: "The blame for the current crisis lies squarely with Russia and the separatists in eastern Ukraine, who are backed by the Russian authorities.
"No-one could have predicted the scale of Russia's illegal intervention in Ukraine, but we remain clear that Russia must recognise the independence and territorial integrity of all of its neighbours, as well as fulfil its obligations under the Minsk agreement in full to resolve this crisis.
"The UK is working closely with EU and G7 partners in response to Russian actions in Ukraine. By imposing a robust sanctions regime, we have shown Russia that its unjustifiable and illegal actions will not be tolerated.
"The UK is also playing a leading role in Nato exercises in Eastern Europe and with Baltic partners as part of the assurance measures and collective defence in the region."

West 'must strengthen forces in face of Russia'

Russia’s continued aggression means the West should now begin arming the Ukrainian government so it can defend itself, a former Nato secretary general said.
Anders Fogh Rasmussen told the BBC: “We have reached the stage now where individual nations should consider the delivery of defensive weapons to the Ukrainians to make them more capable to defend their own country.”
He admitted it was difficult to say what was a defensive or offensive weapon and said “sometimes an offensive action is the best defence”.

The war in Ukraine is now a "defining factor" for the future security of Europe according to the think tank study, whose authors include two former British ambassadors to Moscow, Sir Roderic Lyne and Sir Andrew Wood.
Its concludes the Nato alliance must “retain its credibility as a deterrent to Russian aggression” and show it will react robustly to any other Kremlin attempts to destabilise nations.
“Conventional deterrent capability must be restored as a matter of urgency and convincingly conveyed, to avoid presenting Russia with inviting targets,” the report finds.
The report is damning about Western leaders’ failures to predict the annexation of Crimea and says Russia has been clearly more aggressive for more than a decade.
At every stage, including after Russia’s conflict with Georgia in 2008, Mr Putin had been encouraged by the "weak and unconvincing responses" from the West.
"The Kremlin perceives that Europe lacks the will to pay the necessary price to defend its principles," it says.
"Russian ambitions and intentions had been telegraphed for well over a decade, but the West found it easier at the time to disregard them and indulge in the fantasy that Russia was progressing towards a liberal-democratic model with which the West felt comfortable.

Former hopes that Russia under Putin could be a partner for the West have been dashed.
The country under the former KGB officer is increasingly authoritarian and has dramatically increased military spending.
“Moscow and the West have competing, conflicting and entirely incompatible agendas,” the report says.
“Second, Putin is a fundamentally anti-Western leader whose serial disregard for the truth has destroyed his credibility as a negotiating partner.”
But it also warns that Russia is in drastic need of reform and in economic decline which could one day sweep away its president.
The report warns: “Western countries need to consider the possible consequences of a chaotic end to the Putin system.”

If the West fails to stand up to Vladimir Putin and Moscow, then it could initiate a chain of events which would lead to World War 3, British intelligence experts have warned.
The U.K’s foreign affairs think-tank, Chatham House, has issued a report which states that Putin and Moscow could easily use tactical nuclear weapons on Europe in the future and create a possible World War 3 scenario.

The authors of the report include Sir Roderic Lyne and Sir Andrew Wood. The two former ambassadors to Moscow are well-aware just how ruthless Vladimir Putin can be. They are hypercritical in their condemnation of the Western leaders’ failure to predict the Ukraine crisis, and its potential to be one of the contributing factors to a World War 3 scenario.
The report accuses U.S. President Barack Obama and U.K. Prime Minister David Cameron of suffering from a “collective amnesia,” and whose “weak and unconvincing responses” have encouraged Putin to further his global interests and ambitions.
“The Kremlin perceives that the West lacks the will to pay the necessary price to defend its principles.”
The report states that lack of effective support for the “outgunned and outmanned” Ukrainian government by the West would have far reaching consequences for the Western alliance, namely the possible risk of a World War 3 situation.
“The conflict in Ukraine is a defining factor for the future of European security. Russia may have the greater interest in Ukraine, but the West has an even bigger interest in preserving the post-Cold War environment. If that is dismantled, it is conceivable that Nato and the EU could collapse too.”
The report, which indicates World War 3 could be a possible outcome of current global situations if the West refuses to act accordingly, also admits that Putin currently faces the biggest challenge of his 15-year rule.
However, the British intelligence experts stress that Putin’s fragile position could make the Russian bear even more dangerous if provoked.
“Indeed one school of thought holds that Moscow is at its most dangerous when weak.”
The Express reports that the intelligence paper arrives at a time when both Europe and the U.S. are facing increasing aggression and bullish manoeuvres from Putin.
In May of this year, both Britain and Sweden scrambled fighters to intercept Russian bombers who were close to violating their respective airspaces, and a Russian fighter’s “sloppy and unsafe” interception of a U.S. reconnaissance plane in international aerospace above the Baltic Sea has caused the United States to file a complaint with Russia.
Europe Minister David Lidington has announced, in no uncertain terms, Europe’s intentions to curb Putin’s aggressive tactics.
“The blame for the current crisis lies squarely with Russia and the separatists in eastern Ukraine, who are backed by the Russian authorities. The UK is working closely with EU and G7 partners in response to Russian actions in Ukraine.
By imposing a robust sanctions regime, we have shown Russia that its unjustifiable and illegal actions will not be tolerated.”
What respect Putin will give to such words is questionable, but as the British intelligence report indicates, the West must start effectively standing up to Putin and defend what it holds dear if it is to prevent the hell and horror of a World War 3 scenario.

NATO and EU 'Could Collapse' if Ukraine Falls

In what should be a sharp wake-up call for Western leaders, Chatham House’s ‘The Russian Challenge’ report warns NATO members should discard “convenient or fashionable narratives” and instead re-prioritise to face up to the realities of Russian expansionism.
Describing the Ukrainian conflict as a “defining” event for the future of Europe, the report, which is printed in both English and Russia Cyrillic, notes that Putin and his allies are fully aware that as things stand Europe is totally unwilling to “pay the price” to “defend its principles”.
The almost total failure of Europe to stand up to Putin in the former Ukraine has allowed Russia to develop a proxy buffer-state along their Western border, and if the country consequently fails will force European leaders to concede “there can be no security without Russia”, giving it a privileged position in the emerging global order. The report states:
“For the Kremlin, war is a clash of wills as much as resources. In the absence of constraints on Russian military power, the risk is not that Russia could impose a military solution, but that it might enforce a political one that would damage the West’s interests and nullify its efforts”.
The most concerning warnings in the document is the acknowledgement of the increasingly prominent place of tactical nuclear weapons in Russian strategic and even diplomatic thinking, as a perverse expression of “soft power”. Although the use of limited nuclear strike may seem inconceivable today, ‘The Russian Challenge’ acknowledges “The experience of Crimea shows that just because something is unimaginable for Western planners does not mean it is not considered a viable option by Russia”.
The advice that the West concentrate on consolidating defence, and making clear to Russia that further limited wars will be met with a strong conventional response flies in the face of present British government policy, which is following up deep cuts in defence during the coalition with a further £1 billion savings this year. Former head of the Royal Navy Lord West of Spithead has said of the new round of cuts that it risks reduucing the UK to an “irrrelevance” on the world stage.

The stark warning comes as Europe faces increasing aggression from Putin.
Earlier this month, both Britain and Sweden said that they had scrambled fighters to intercept Russian bombers near their territory.
The United States said last month that it was filing a complaint to Russia over a Russian fighter's "sloppy" and unsafe interception of a U.S. reconnaissance plane in international aerospace over the Baltic Sea.

Viewpoint: The Russian challenge for the West

A report from the Chatham House think tank makes the case for a very different strategy for dealing with Russia - one based on the reality of that country's leadership, rather than unworkable diplomacy.
Why do America and Europe persist with the notion that they can work in partnership with Vladimir Putin? Never mind that he is the only leader since former Iraqi President Saddam Hussein to annex part of another sovereign country, he now appears to be the only major world statesman who hasopenly supported Fifa president Sepp Blatter.
Western politicians ought by now to have realised that this is not a man with whom they can do meaningful business.
Yet Kremlin misdemeanour after Kremlin misdemeanour, the West keeps returning to the table.
As if US Secretary of State John Kerry, for example, hadn't been humiliated enough by being made to wait for two hours before his last meeting with Mr Putin in Russia, he was back again two weeks ago in Sochi.
The purpose of that trip is a worrying mystery:
  • either he was trying to negotiate a solution with his Russian counterpart, Sergei Lavrov - and there is no solution that meets the interests of both Russia and Ukraine
  • or he was putting the final touches to a shabby deal already done giving Russia what it wants
We don't yet know which.

New strategy

This recognition the Western response to the Ukraine crisis has been a series of short-term, tactical steps (by no means all of them wrong) lacking a strategic context has inspired a Chatham House report.
The Russian Challenge's six authors propose a markedly different strategy.
Appeasing the Russian leadership hasn't worked in the past, and it won't work now. It's wrong in principle, and it's bad policy to boot.
If the West does (or already has done) some kind of backroom deal with Russia, allowing it a Cold War sphere of influence around its borders, this condemns millions of people in several supposedly independent former Soviet countries to a return to domination by Moscow.
But even this would bring little improvement in East-West relations.
The Russian leadership believes these countries are theirs.
The West would not get so much as a thank you - just like the last time this terrible mistake was made, in Yalta during World War Two.
The Russian Challenge makes the case for an entirely new set of policies.
They will not replace the regime in Russia.
The West does not have that capability anyway.

Recommendations

However, the policies outlined will deliberately make life less comfortable for the Russian leadership, as a response to its highly controversial pursuit of what it sees as its natural right to dictate terms to Ukraine.
These policies would include:
  • reaffirming commitment to the full sovereignty of the post-Soviet independent states at every opportunity
  • finding new ways to communicate with the wider population of Russia so that it is in their interests to be part of a rules-based Europe
  • supporting the reconstruction of Ukraine and the development of all other post-Soviet states
  • depriving Russia of leverage in EU energy markets
  • countering Russian propaganda, as well as restoring more conventional deterrent capabilities
  • regenerating Russian expertise so as to better understand and predict Russia's actions
  • maintaining sanctions for as long as Russia remains illegally in Ukraine
  • preparing for the eventual and inevitable change of regime in Russia (be it an improvement or a deterioration)
The recommendation on sanctions needs urgent attention, as the decision on extending or relaxing them comes up this month.
The duration of sanctions is at least as important as their severity.
Again, they are not designed to do the impossible - change Vladimir Putin's mind - and they most certainly should not represent the totality of the Western response.
But they are what mature nations do when confronted with aggression, as opposed to descending to an aggressor's level and responding in kind.

Optimism not a strategy

A recent Chatham House paper argued this was not another Cold War.
Russia has retained some of the characteristics of its Soviet predecessor, but it is no longer a global superpower.
The simple fact is the end of the Cold War resulted in liberation and independence for the former Soviet republics - but it is this fact Russia, and President Putin personally, now do not wish to recognise.
Russia continues to argue a moral equivalence between its actions and those of the West.
But from providing weaponry Western nations believe shot down a Malaysian airliner, killing 298 people (which Russia denies), to suppressing dissent and the liberal media, to making the deaths of its young soldiers once again a state secret, Russia demonstrates time and again it has no place among the Western community of civilised nations.
Russia has just banned 89 supposedly "hostile" EU citizens from entering its territory. Western policy should not react to such day-to-day events.
In a speech in February, the head of the European Union External Action Service, Federica Mogherini, was asked repeatedly what the EU's response should be if the situation deteriorated.
Three times Ms Mogherini replied she was an optimist - but gave no indication there was any strategy beyond this.
Now, unsurprisingly, the situation has deteriorated. Optimism is clearly not a strategy.
But with just a small amount of political will, the new set of more robust policies recommended by the Russian Challenge can induce a better relationship with Russia in the longer term.

West Can't Wait Out Putin on Ukraine

Who said the West lost its Russian expertise after the Cold War?
Chatham House, the U.K. Royal Institute of International Affairs, has published a 58-page report on "The Russian Challenge" that's full of excellent insights about the ideological roots, methods and economic peculiarities of President Vladimir Putin's regime. I have found nothing to fault in the facts and analysis provides by the report's experienced authors, including two former U.K. ambassadors to Moscow.
Even so, the paucity of constructive suggestions in the report shows how Putin has succeeded in locking both Russia and the West into an unproductive tug of war that resolves nothing.
The report's narrative on how the parties have arrived at this point is eminently realistic. After plumping for closer integration with Europe and the West in general in the first three years of his rule, Putin veered toward building a stronger state, encouraged by his country's improving economic circumstances, bringing his values and goals into conflict with those of Europe.
Scuffles over European Union and NATO expansion followed, culminating in the Ukraine crisis. Meanwhile, systemic corruption, statism and worsening terms of trade created structural problems for the Russian economy, sending into decline. Putin has managed to sell this situation to Russians as part of a western plot against their country, however, so he's probably not getting overthrown tomorrow. And the Russian political system is so centered on Putin that it's impossible to predict what kind of ruler would succeed him.
The authors lay out the facts in a systematic, clinical fashion -- and arrive, from different angles, at the description of a stalemate. Roderic Lyne, a former U.K. ambassador to Russia, describes Putin's quandary in this way:
He cannot afford to be seen to step back. He has to deliver what he can portray as a victory. But the confrontation has been and will continue to be very costly. The longer it lasts, the harder it will be to show that it is beneficial to Russia. Putin has to keep convincing his people that this is a fight for survival.
On the other hand, the West cannot back down, either, writes James Sherr, who until recently ran Chatham House's Russia and Eurasia program:
Betraying Ukraine – what else would it be? – and, soon enough, Moldova and Georgia will add to the stock of Vichyite states in Europe with no love for what remains of the West, and even less respect. It will then be entirely rational for Latvians or Poles to ask why, if the West is unwilling to uphold the Paris Charter by means short of war, it should be willing to uphold the Washington Treaty by means of war when ‘hybrid’ threats arise.
There are few ways to resolve a conflict in which neither side is willing to back down. Economic sanctions, the West's immediate response to Putin's aggression, have failed to achieve any practical goal. They have even been counterproductive. According to Philip Hanson, who wrote the economic part of the report:  
The sanctions in place at the time of writing are unlikely to provoke such economic distress as to generate pressure for radical change. On the contrary, they provide the Russian leadership with a handy scapegoat for stagflation: the West. It has been argued that they also strengthen the forces of nationalism and statism arrayed in Russia against thoroughgoing market reforms. Even if, as seems probable, nationalism and statism were gaining ground in Russian policy-making before 2014, this is a serious unintended consequence of Western sanctions. 
Yet the West is now locked into the sanctions policy: It cannot be seen to back down on them as on anything else. "Reducing sanctions while the situation in Ukraine remains unchanged," Hanson writes, "would send its own message: the West is giving up; you will get away with more adventures."
All-out war with Russia would be another option, but I have never seen a serious expert suggest it, and the authors of the Chatham House report don't, either. 
So their advice is, essentially, to wait it out. The West should, they say, build up Ukraine as a strong, self-sustaining sovereign state, prop up the European ambitions of other Soviet states, and improve the North Atlantic Treaty Organization's credibility. Broadly the West should rearm, counter Kremlin propaganda, strip Russia of political leverage in energy markets and maintain sanctions. By no means resume business as usual with Russia. Eventually, the Russian leadership will change and there will be an opportunity to re-engage with it, the authors say. And even if a new regime was "worse" than Putin from the Western point of view, it wouldn't have Putin's problem with backing down. 
The problem with these recommendations is that they spell out an essentially passive policy that depends on Putin's passivity. In chess terms, Putin is not in a stalemate, he's in a zugzwang: He is forced  to make further moves even if they worsen his position, precisely because he must keep selling his "war of civilizations" concept to Russians. He cannot afford a prolonged lull in events, because he must keep his audience focused.
If Western leaders don't signal their willingness to normalize relations -- for example, to cancel sanctions while freezing the conflict in eastern Ukraine, or to pressure Ukraine into a softer approach to reintegrating separatist-held territories -- Putin can only make the conflict more acute.
In recent days, fighting has flared up again with the pro-Russian rebels attacking, but so far failing to take, the town of Marinka near Donetsk. If previous experience is any indication, when the rebels suffer military setbacks, regular Russian troops come in and wreak havoc on the Ukrainian military. If the current shaky truce breaks down and this happens again, the West will not be able to keep playing its waiting game. It may lean toward arming Ukraine and, instead of building up its economy, drag it into a destructive, full-scale war. In other words, for the West, too, the stalemate may turn into a zugzwang.
While they understand the root causes and the current shape of the "Russian challenge" perfectly well, the best Western experts -- and therefore the Western leaders -- lack the courage to take a stand. Just like after the Crimea annexation, the choice before them is simple: Fight to win or do a deal. There's no waiting it out.

“Russian ambitions and intentions had been telegraphed for well over a decade, but the West found it easier at the time to disregard them and indulge in the fantasy that Russia was progressing towards a liberal-democratic model with which the West felt comfortable.
“The war in Ukraine is, in part, the result of the West’s laissez-faire approach to Russia.”
And it warned that if there was a wider conflict in Europe, Russia would be prepared to use tactical nuclear weapons. “Nato must retain its credibility as a deterrent to Russian aggression. In particular, it needs to demonstrate that limited war is impossible and that the response to ‘ambiguous’ or ‘hybrid’ war will be robust.”
Hybrid tactics is a term that describes the deployment of unbadged Russian troops and the use of local pro-Moscow forces in eastern Ukraine.
The growing threat from Moscow means that “conventional deterrent capability must be restored as a matter of urgency and convincingly conveyed, to avoid presenting Russia with inviting targets”, the think-tank warned.
The Treasury has reportedly asked the Ministry of Defence to make spending cuts of £1bn this year.
David Lidington, the Europe minister, said: “The UK is working closely with EU and G7 partners in response to Russian actions in Ukraine.
“The UK is also playing a leading role in Nato exercises in Eastern Europe and with Baltic partners as part of the assurance measures and collective defence in the region.”
