Canadian Prime Minister Stephen Harper says Russia should never be allowed back in the Group of Seven as long as Vladimir Putin is president.
Harper said in an interview with The Associated Press Thursday that he expects the group won't ever let Putin back in. He made the remarks ahead of his trip to Ukraine and the Group of Seven meeting in Germany this week.
Harper says Russia has long eroded any basis for belonging to the group of wealthy nations. He also noted that Russia has ramped up long range bomber patrols near North American airspace. The G-7 suspended Russia last year but hasn't ruled out welcoming him back.
Harper says it would require consensus to "bring Russia back and that consensus will just not happen."

War flares in Ukraine. Who's lighting the fuse?

Moscow — Four months ago, the signing of a cease-fire put a halt to all-out fighting in eastern Ukraine. While fighting never completely stopped, the cease-fire eased it sufficiently that major powers who backed it could turn their attention to other global problems, such as an Iranian nuclear deal.
But today, Ukrainian President Petro Poroshenko told his parliament that Ukraine is facing the "colossal threat" of an imminent, all-out Russian invasion.
So, are the Russians coming? Not quite. While the threat of a return to war is very real, thanks to spiking violence in eastern Ukraine, the instigators look more likely to be Kiev and the rebels, not Moscow or the West.
Experts say that both sides in Ukraine's thawing civil war feel they have lost the attention of their war-weary foreign supporters. In which case, a return to open combat could be the best way to achieve their goals – and avoid hard political and economic realities both sides would prefer to ignore.

War weary

"Ukraine's military needs to get ready for a new enemy offensive, as well as a full-scale invasion along the entire border with Russia," Poroshenko told Ukraine's parliament in his annual state-of-the-nation address. He said there are at least 9,000 Russian troops already in Ukraine, and growing indications that Russia's regular forces are massing on the frontier.
Kremlin spokesman Dmitry Peskov denied that, and suggested Poroshenko is trying to influence the upcoming meeting of the Group of Seven summit this weekend, as well as an upcoming European Union meeting that will discuss renewing sanctions against Russia. "We have often seen Kiev heating up tensions amid big international events, and that appears to be the case here," he said.
It's a rhetorical duel that has played out many times, especially since Poroshenko took power last year, precipitating an escalation in fighting in the east. 
But there is also a sense that the big powers who sponsored the accord, primarily Russia, Germany, France, and the US, are growing weary of the conflict. As a result, they may have agreed among themselves that it should be "frozen" for the time being.

No more Novorossiya?

Nonetheless, fighting is spiking in devastated eastern Ukraine to levels not seen since the adoption of the ceasefire, known as Minsk-II. Pitched battles are said to be underway around the government-held town of Maryinka near the rebel capital of Donetsk, with international monitors on the ground reporting that both sides are bringing their heavy weaponry back to the front line – in defiance of the ceasefire terms.
"The pressure for renewing the war is coming from Kiev and the rebel republics of Donetsk and Luhansk, and not from external sources," says Sergei Strokan, foreign affairs correspondent with the pro-business Moscow daily Kommersant. "Both sides are hostages to the situation, and deeply dependent on outside powers for support. Both feel their sponsors are prodding them in directions they don't want to go. One card they can always play is to intensify the fighting, which will bring the world's attention back to them and further polarize relations between Moscow and the West."
The rebels feel that the Kremlin has abandoned its support for Novorossiya, a hypothetical enlarged pro-Russian Ukrainian state that would encompass all of the Russian-speaking south and east of Ukraine.
The word "Novorossiya" has indeed dropped from the vocabularies of top Russian officials. Oleg Tsaryov, speaker of the self-styled "parliament of Novorossiya," declared it on hold last monthbecause Moscow now views the idea as a violation of the Minsk agreement, which envisages negotiations between the rebels and Kiev to restore an integral Ukrainian state.
"The rebels know that the Kremlin can't afford to ignore them if full-scale war erupts again. Instead of being a frozen conflict, forgotten by the world, it will suddenly become hot and urgent again," says Mr. Strokan. "The Russian public would not accept the rebels being sold out. So everything, including Novorossiya, might be back on the table."

The pain of corruption and reform

For Kiev, renewed warfare offers a way to change the subject from Ukraine's collapsing economy and faltering reforms. Opinion polls show declining faith in leading politicians; almost 60 percent of Ukrainians disapproved of Poroshenko's performance in a March survey.
Prime Minister Arseniy Yatsenyuk fares even worse in the polls, with nearly 70 percent disapproval. "Yatsenyuk has lost even more support that Poroshenko, because the population associates him with economic crisis, unemployment, low salaries, and skyrocketing cost of living," says Anton Grushetsky, an expert with the Kiev International Institute of Sociology, Ukraine's leading public opinion agency.
Experts say even a limited upsurge in the war could quell growing domestic criticism, end any discussion in Europe of relieving sanctions on Russia, and perhaps strengthen Western resolve to provide financial and even military aid to Ukraine.
"Poroshenko has every reason to switch the conversation from economic reforms and the struggle against corruption," says Vadim Karasyov, director of the independent Institute of Global Strategies in Kiev. "As long as he is seen as the main one standing up to Russian aggression in the east, he can dodge a lot of criticism about other things."

(CNN)The FBI and Boston police made their move on terror suspect Usaamah Rahim because a bugged phone call tipped them off that he was about to act in an alleged plot to kill police, authorities say.
Rahim, who officials believe was radicalized by ISIS and initially planned to behead a conservative blogger, was shot dead Tuesday in a parking lot; an associate, David Wright, 25, was arrested and charged with obstruction.
Before his encounter with police, Rahim called his father to say "his goodbyes," according to a law enforcement official. The conversation was caught by investigators who had been monitoring his email and phone activity.
Boston Police Commissioner William Evans told CNN on Thursday that authorities were watching Rahim around the clock for about 10 days because of concern he was moving to launch an attack. Officers who confronted him Tuesday believed Rahim was going to board a public bus with his military knife at the time, Evans said.
Authorities are now trying to determine the depth of Rahim's network. Officers have raided locations in Massachusetts, where Rahim lived, and a Rhode Island home belonging to another of his associates.
Investigators have not revealed the results of the raids.
The third associate's contact with Rahim -- who authorities believe was radicalized by extremists -- went beyond an "Internet relationship," one law enforcement source said. Authorities have not named that person, who was brought in for questioning but is not under arrest. Law enforcement officials believe they have tracked down everyone involved in the Boston plot.

FBI listening in

Officers shot Rahim two hours after he allegedly talked to Wright in a tapped phone call Tuesday, authorities have said.
Rahim planned to come out swinging with a knife to kill police officers soon -- probably Tuesday, Wednesday at the latest, according to FBI agent Joseph Galietta, who listened in.
"I'm just going to, ah, go after them, those boys in blue. Cause, ah, it's the easiest target," Rahim told Wright, according to an affidavit from Galietta.
Rahim referred to his planned act of jihad as "going on vacation." Wright advised him to make out a will before he left. He'd be departing soon, Rahim allegedly told Wright, with the FBI listening in.
Rahim, 26, and Wright were apparently tight -- Rahim called him his nephew on Facebook, where he thanked him for attending his wedding. Both of them used aliases on Facebook. Rahim went by "Abu Sufyaan" and referred to Wright as "Dawud Sharif Abdul-Khaliq."

Rahim had recently purchased three military fighting knives on <a href="http://Amazon.com" rel="nofollow">Amazon.com</a>. The FBI intercepted at least one delivery and X-rayed it before letting it continue on to Rahim. He was originally planning to behead someone in another state, Galietta said.

'They mean to come after everyone'

His target? Conservative blogger Pamela Geller, who had organized a Prophet Mohammed cartoon drawing contest in Garland, Texas, last month, law enforcement sources told CNN. Two men tried to shoot participants at that event, but an off-duty police officer working security shot them dead.
On CNN's "New Day" Thursday, Geller said she was feeling "fine" despite allegedly being a target. But, she added, she now has a guard with her 24 hours a day.
"They are coming after me for violating the Sharia, for violating blasphemy laws and they mean to come after everyone," she said.
"Drawing a cartoon, an innocuous cartoon, warrants chopping my head off? That's too far. I just don't understand this."
"They're going to come for you, too, Chris," she told anchor Chris Cuomo. She blamed news outlets such as CNN for not airing cartoons of the Prophet Mohammed after the terror attacks on the satirical French magazine Charlie Hebdo, which is known for publishing cartoons that mock all religions, including Islam.
Employees were slain by gunmen who stormed the magazine's Paris office in January.
Geller argued that the decision not to show the cartoons, which some Muslims find offensive, is a violation of free speech and amounts to "kowtowing" to extremists.
Geller began in publishing at the New York Daily News. After 9/11, she started blogging about Islam and spoke out more against Islam. The Southern Poverty Law Center, which tracks hate groups and speech, says Geller's public activism took root in 2007 when she joined a group pushing to block the opening of a public Arabic-English school in Brooklyn.
In 2010, she co-founded the American Freedom Defense Initiative. The group includes subsidiary programs Stop the Islamization of America and Stop Islamization of Nations. It says it has several tenets, including freedom of speech "as opposed to Islamic prohibitions of 'blasphemy' and 'slander.'"
Geller played a key role in pushing the so-called "ground zero mosque" debate. Her group planned rallies against a proposed mosque and community center -- with Geller at the helm.

'Liked' ISIS

The FBI had been watching Rahim for a few years and said his behavior had changed in that time. He had made social media threats to police officers, they said.
On Facebook, Rahim "liked" ISIS as well as a radical cleric and a historic Islamic scholar credited with theology that helped lead to radical Islam.
Anti-terrorism authorities had Rahim under 24-hour surveillance, said Vincent B. Lisi, FBI special agent in charge.
And they had been observing Wright and the other associates as well, who they believed were radicalized.
At least one of the men connected to the plot to behead Geller and kill police was being encouraged to launch an attack by people connected to ISIS, who were communicating from overseas, two U.S. officials with knowledge of the investigation said Thursday.
While there was an effort to motivate action, it is not believed so far that ISIS entities were involved in planning or directing the specific attack, they said.
One official said the men believed they "were functioning on behalf of ISIS" and that the plot was more than aspirational.
But a separate intelligence official said that categorizing terrorist acts linked to ISILS as "inspired" or "directed" is difficult "given the diffuse distribution of its media and online supporters who help spread, or create their own, violent propaganda."

'I can't wait that long'

Wright waived his Miranda rights and spoke openly with FBI agents, Galietta said in the affidavit. He, Rahim and the third person had met on a Rhode Island beach to talk about the beheading plan.
"Wright indicated that he agreed with Rahim's plan and supported it," the affidavit said.
But Rahim, a security guard, became impatient and needed more accessible targets.
"I can't wait that long," he told Wright over the phone, according to the FBI affidavit.

Dead two hours later

Two hours after the phone conversation with Wright, FBI and Boston police officers confronted Rahim in the parking lot. Their weapons were not drawn, but then things went south. Rahim pulled a military grade knife and went after them, they said. Officers drew their weapons and shot him dead.
On the phone, Wright had told Rahim that he should delete evidence data on his smartphone. "Get rid of it, before anybody gets it; make sure it's completely destroyed."
U.S. District Court in Boston charged Wright with obstructing a federal investigation by destroying electronic evidence on Rahim's smartphone. A detention hearing was scheduled for June 19 after prosecutors said he was a flight risk.
Wright faces a maximum penalty of five years in prison if convicted. His attorney, Jessica Hedges, cast doubt on the legal quality of the investigation but did not specify complaints against investigators.

The shooting

Following the shooting, Rahim's brother Ibrahim Rahim posted a claim on social media that police had shot Usaamah Rahim in the back while he waited for a bus and spoke with their father over his cell phone.

But Boston police said surveillance video told a different story, and community civil rights and religious leaders were invited to have a look at the video and talk to reporters about what they'd seen.
Rahim was not at a bus stop, not on the phone at the time of the shooting and was not shot in the back, the communitiy leaders said. "The information reported by others that that was the case was inaccurate," said Darnell Williams, president and chief executive of the Urban League of Eastern Massachusetts.
Williams said prosecutors want Rahim's family to see the video before showing it to the public. They were planning to watch it sometime Thursday, said Ronald Sullivan, an attorney for the family.
He told reporters that family members had not seen a change in Rahim consistent with his being radicalized by ISIS, and that such reports came "as an absolute surprise to the family."
"The family is interested in, and dedicated to, ensuring that a complete and transparent investigation into the circumstances surrounding the death of Usaamah Rahim occurs," Sullivan said. "The family hopes to work productively and cooperatively with federal and local authorities in a joint effort to search for truth."

Pentagon chief Ashton Carter gathers diplomats, military chiefs for Russia strategy talk

STUTTGART: US Defence Secretary Ash Carter said on Thursday the situation with Russia had taken a "sad turn" and he was gathering US military leaders and diplomats to assess the effectiveness of NATO strategy towards Moscow in response to the Ukraine crisis.
The gathering of two dozen US military leaders and ambassadors based in Europe was to take place on Friday in Stuttgart at the headquarters of US European Command, which is responsible for US forces in the region, US Defence officials said.
"We have something that has taken a sad turn recently, which is Russia," Carter told troops at US Africa Command, which is also based in Stuttgart, in southern Germany.
"We were absolutely hoping for something different, but it appears that [Russian President] Vladimir Putin is taking his country in a different direction.

"I don't think that's a good way for Russia and at some point the Russian people will wake up to that, but they are not showing much sign of that now," he said. "The situation here [in Europe] is not as rosy as it might have seemed in the past."
Carter said that was why he had travelled to Stuttgart, "to take another look at what we are doing here".
The session will gather US military leaders and ambassadors based in Europe to discuss how effective Western sanctions and military actions have been in deterring Russia and reassuring NATO allies, US Defence officials said.
"This meeting is intended to inform the secretary's thinking as he heads into his first NATO ministerial in late June," said Brent Colburn, a Pentagon spokesman. "One of the areas of focus will be Russia's actions over the past 18 months, including their operations in Ukraine."
The Western allies have imposed asset freezes and travel bans on a number of Russians. The United States launched Operation Atlantic Resolve to step up military exercises with NATO members in eastern Europe. The United States approved $1 billion to support efforts to reassure European allies.
"The  primary purpose is to assess and strategise on how the United States and key allies should think about heightened tensions with Russia over the past year," said a US Defence official on Carter's plane to Stuttgart.
Asked if the session would discuss providing weapons to Ukraine, the official said Carter was still open to the idea and the issue could come up. The United States so far has resisted providing arms to avoid escalating the conflict.

Washington (CNN)A year after the G7 major world powers forced Russia from their ranks, western leaders will convene again this weekend in Germany facing unabated violence in Ukraine and an entrenched Russian President Vladimir Putin.
Ensconced in a remote hotel in the Bavarian Alps, President Barack Obama will urge his European counterparts to extend the economic sanctions on Russia that have weakened the Ruble and caused some discontent among the Russian population, administration officials said Thursday.
But even the White House admits those measures have done little to slow the Russian-backed campaign along the border with Ukraine, where thousands have died since the conflict began last year.

Obama must also shore up support among U.S. allies for his strategy against ISIS terrorists in Syria and Iraq, where the fall of Ramadi has prompted new calls for ramped-up assistance to the Iraqi military and Sunni fighters in Anbar province.
The President planned to meet in Germany Monday with Iraq's prime minister Haider al-Abadi, who was expected to press the United States for more equipment he claims is desperately needed to combat ISIS advances.
But Obama isn't likely to announce any new assistance to Iraq this weekend, according to the officials, who say the administration is continually assessing its training and equipment shipments to Baghdad.
Like in Iraq, Obama has been reluctant to provide lethal aid to Ukrainian troops, currently engaged in some of the fiercest fighting to date in their conflict with Russian-backed separatists.
Obama has so far resisted sending arms to the Ukrainians. Vice President Joe Biden, speaking in Washington last month, said the shipments were still under consideration, and senior members of Obama's administration -- including Defense Secretary Ash Carter and Joint Chiefs Chairman Gen. Martin Dempsey -- have voiced openness to arms shipments.
But European leaders, led by German Chancellor Angela Merkel, have fiercely opposed lethal aid out of fear the violence could escalate. Obama was set to meet one-on-one with Merkel after touring a Bavarian village with her on Sunday.
Any decision on sending arms to Ukraine appeared unlikely at Sunday and Monday's G7 meeting, where White House officials say the focus will remain on tightening sanctions on Russia.
"I think our general view is 'steady as she goes' on that front," said Charles Kupchan, Obama's senior director for European affairs. "We've always said that we favor and are pushing toward a diplomatic settlement to the crisis."
A diplomatic solution to the crisis in Ukraine as so far evaded Western leaders, who attempted to broker a ceasefire earlier this year in Belarus. Since then, there have been multiple violations to the so-called Minsk Agreement, including advances by heavy weaponry. Observers near the eastern city of Donetsk reported heavy artillery fire Wednesday, saying it was some of the worst fighting since the agreement was declared.

U.S. officials hope those violations will spur European leaders into expanding the economic sanctions in place against Russia, which have hurt the country's economy but not yet prompted a change in strategy from Putin.
"Russia has not changed its behavior," said Heather Conley, the director of the Europe program at the Center for Strategic and International Studies. "If anything, President Putin I think is doubling down on multiple fronts. And the cohesiveness feels like it's not there."
European leaders -- who also confront economic instability stemming from Greece's debt crisis -- will decide at a separate meeting later this month whether to continue their sanctions on Russia.
"Clearly President Putin's calculus has not fully shifted by any means," said Ben Rhodes, Obama's deputy national security adviser, adding that Western sanctions had delivered a "tremendous hit to the Russian economy."
"It's important that that pressure is sustained," he said.

U.S. Suspects Hackers in China Breached About 4 Million People’s Records, Officials Say

WASHINGTON—The Federal Bureau of Investigation is probing an apparently far-reaching penetration of data held by the Office of Personnel Management, in which the records of approximately four million individuals were compromised, according to people familiar with the matter.
U.S. officials suspect hackers based in China are behind the attack, though they continue to investigate, these people said. One official described it as one of the largest thefts of government data ever seen.
Investigators said the hack was a separate attack from one detected last year.
An FBI spokesman said the agency is working with other parts of the government to investigate. “We take all potential threats to public and private sector systems seriously, and will continue to investigate and hold accountable those who pose a threat in cyberspace,” he said.
The Office of Personnel Management, in a statement, said it detected the breach in April and is working with the Department of Homeland Security and the FBI.
The Department of Homeland Security said it “concluded at the beginning of May” that the information had been stolen.
The OPM said it could discover that even more records were stolen. It couldn’t be learned how many of those individuals are government officials and how many might be contractors.
“We take very seriously our responsibility to secure the information stored in our systems, and in coordination with our agency partners, our experienced team is constantly identifying opportunities to further protect the data with which we are entrusted,” OPM Director Katherine Archuleta said.
The Chinese embassy in Washington didn’t immediately respond to a request for comment. In the past, its spokesman has noted it is notoriously difficult to identify the provenance of computer hackers.
Susan Ruge, associate counsel at the Office of Personnel Management’s Office of Inspector General, said in an email that “we cannot comment on this matter.”

How Cameron’s Wish List Might Be Accommodated

Since he won last month’s general election, British Prime Minister David Cameron has been sounding out fellow leaders for their views of his plan to renegotiate the U.K.’s relationship with the European Union.
So far, most responses have been guarded because his demands aren’t yet specific. But, from Mr. Cameron’s announcements so far, we can already outline five main areas where he will seek concessions, and even suggest, based on conversations with officials and experts, how his demands may be accommodated.
Item One: Britain’s long-standing problem with the wording of an “ever closer union” enshrined in the EU treaty as an ultimate goal of the European project. Mr. Cameron wants the U.K. to be exempted from the article.
“This seems to be the easiest of the demands,” says one EU official. The possible route: a political declaration by EU leaders promising the treaty will be changed down the road.
There are precedents for this. Leaders made concessions for Denmark in 1992 and Ireland in 2009, promising treaty change at a later date.
Last week, German Chancellor Angela Merkel signaled her willingness to put the “ever closer union” concept, dating back to 1957, in a more realistic context. “A Europe of two speeds is effectively our reality today,” she said.
An indication of what the wording might look like was contained in the EU summit declaration of June 2014: “The concept of ever closer union allows for different paths of integration for different countries, allowing those that want to deepen integration to move ahead, while respecting the wish of those who do not want to deepen any further.”
Item Two: Strengthening the European Single Market in goods and services. This is the second “easy” topic in the negotiations. Plans already set in motion by the European Commission, the EU executive, to complete a digital single market, reduce differences of regulation in capital markets and create a true single market in energy should fit that agenda.
“The problem is, then Cameron will not have much to sell back home, since he would be presenting plans that were already in the pipeline,” says a second EU official.
Item Three: Mr. Cameron’s plan to restrict welfare benefits for EU migrants. It “will be an absolute requirement in the negotiation,” he said in his first major speech after his re-election. This won’t be easy.
Polish Prime Minister Ewa Kopacz told Mr. Cameron last week that she “strongly opposed measures that may lead to discrimination against Poles and other EU citizens seeking legal employment in the U.K.,” according to a statement on her website.
Discriminating between British and other EU citizens, or restricting the freedom of movement of workers, would contravene the EU treaty. And Germany has repeatedly said this is a red line it wouldn’t cross.
But more-modest changes to existing EU laws are possible. The commission is planning to review a law dating back to 2004 on the coordination of social-welfare systems, as part of a “labor mobility package” due by the end of this year. In his talks with Mr. Cameron last week, the commission president, Jean-Claude Juncker, pointed out that governments have a lot of leeway in limiting social benefits, in line with existing EU court rulings, according to an official familiar with the talks.
Andrew Duff, a former Liberal Democrat member of the European Parliament and an expert on the EU treaty, said several member states would favor toughening welfare provisions, but that it would have to be done through legislation backed by the European Parliament. “I don’t have the impression Mr. Cameron and his people have started to recruit support in the Parliament,” Mr. Duff says. “It can be done, but it will not be easy.”
Item Four: the relationship between eurozone and non-euro countries. Mr. Cameron says he will seek to ensure that further euro-integration doesn’t come at the detriment of the U.K. economy. Here a political declaration from leaders could also be a response.
Mr. Duff said the U.K. could also push for a “double majority” voting system for legislation relevant to all members, meaning that key decisions would only be agreed if they had the backing of a majority of eurozone and of non-eurozone governments. At the U.K.’s insistence, such an arrangement is already in place on the new supervisory bodies overseeing the financial sector.
Item Five: A “red card” system for national parliaments. This idea, which would enable national legislatures to veto EU legislation, is the least likely to see the light of day. If it were to happen, as some Conservative backbenchers have demanded, it would mean a fundamental overhaul of the division of powers in the EU—a step that would meet strong resistance that could only be achieved with full-blown treaty change.
An enhanced role on EU legislation for national parliaments, which can already issue nonbinding opinions on draft legislation under a “yellow card” procedure, would be possible. But handing them a “red card” appears out of the question.
“The red card would allow parliaments to overrule what their own governments have agreed,” says Michael Emerson, a senior research fellow with the Centre for European Policy Studies, a Brussels-based think tank. “It would be a terrible constitutional mess.”
