Highlights Of The CIA's Second Annual Conference At The George Washington University

The Central Intelligence Agency’s second annual public conference on national security, “The Ethos and the Profession of Intelligence” was held in collaboration with The George Washington Universityyesterday on The George Washington University campus in Washington, DC. Speakers and panelists represented a cross-section of the entire US intelligence community and its partners and included, in order of appearance, CIA Director John Brennan, NSA Director Adm. Mike Rogers, NGA Director Robert Cardillo, DIA Deputy Director Doug Wise, NIC Chairman Gregory Treverton, DNI James Clapper, CIA General Counsel Caroline Krass, CIA Associate Director for Talent Glenn Gaffney, CIA Deputy Director of Digital Innovation Andrew Hallway, former Israeli National Security Advisor Yaakov Amirdror, French Directorate General for External Security Director Bernard Bajolet, former MI6 Chief John Sawers, and former CIA Director and FBI Director Judge William Webster.
Many of the themes discussed at the conference revolved around the profound changes that technology is placing on the intelligence business. For example, just as America leverages the “digital dust” that our adversaries leave online to trace their activity, so too can our adversaries use that same information to track our own agents. The impact of all of the digital traces that we leave today on the ability of the intelligence community to conduct covert action around the world has been a topic of significant discussion lately. In the past a cover story might involve just a few strategic pieces of information, while today it must involve a rich tapestry of digital traces to look authentic, which requires understanding the “patterns of life” of the digital age.
Surprisingly, the Internet of Things and cybersecurity was more heavily discussed in some of the panels than traditional terrorism. The panelists noted the extreme leveling force of cyberattacks in that even small nations and non-state actors are able to field substantial offensive capability that can cause heavy damage to large nation states. A nearly identical theme was expressed several weeks ago by Chief of Staff of the Army General Mark Milley several weeks ago in a Foreign Affairs event, showing the growing concern across both intelligence and military communities in the leveling effect of cyberwar.
Given that NSA Director Adm. Mike Rogers was one of the panelists, several questions revolved around the future of secrecy in the Snowden era. It was noted that there have always been Snowdens, but the danger is that in the digital era vastly more material can be stolen than was ever possible in the paper era. It was argued that this has led to the emerging concept of secrets having “halflives” in which the level of effort spend to protect them might decrease over the course of a secret’s life based on its value.
Of particular interest, a question was posed to one of the panels whether secrecy itself was dying in an era where people share their most intimate secrets with the entire world via social media. Twenty years ago people would have regarded many of the things being shared online today as their most closely guarded secrets, yet for the social media generation, almost nothing appears to be off limits for sharing with the entire planet. The intrinsic tension between cybersecurity and intelligence was also a topic of discussion. As one panelist put it, on the one hand, we ideally want every website to adopt the absolute best cybersecurity posture to make it impossible for others to hack it, but on the other hand, we want it to be as easy as possible for America to access the information it needs.
The conference also touched on some of the challenges facing the open source intelligence community (the use of public information sources like news and social media) in today’s social media world. Several of the panelists alluded to the belief among some that far less training is required to understand and utilize open material compared with traditional covert sources, using the example that anyone can turn on their television or look on social media to see what’s happening around the world. Yet, such views ignore the highly uneven landscape of open information and the linguistic andcultural knowledge required to make sense of it.
Finally, turning to the intelligence workforce of the future, the US Government simply cannot afford the salaries that top talent are able to obtain in the private sector, which is making it hard for the intelligence community to hire the people they need. However, in place of salary, the notions of “mission” and the unique opportunity to impact world events are strengths the community is able to leverage. One of the panelists noted that entrepreneurs who have already founded and sold their companies and have enough money, but are still looking for challenges to solve, may find the community especially interesting.
Yet, perhaps the greatest obstacle is the work environment. The very workers the community is interested in are those who likely have extensive international travel or global business networks that can lead to clearance processes taking up to two years in the worst case. Workers sit in cubicles and tend to have very little job fluidity, while wireless internet and mobile connectivity are largely unheard of. In contrast, the startup world tends to emphasize open workspaces, constant mobile connectivity, open and free dialog, and rapid and fluid movement of personnel to wherever they are needed most at any given moment. One of the approaches the intelligence community is experimenting with is to place new recruits in the commercial sector to begin work on unclassified projects during the months or year or more that the clearance process takes, allowing them to begin gaining experience they will be able to take with them to their ultimate roles.
In all, the increasing role of technology in our modern world and its impact on the intelligence process was a central theme of the conference, with the ability to understand and make sense of data and leverage digital tools critical skills alongside linguistic and cultural understanding.
