Crude oil prices fell 2 percent Tuesday to their lowest level since late August as concerns over supply and demand continued to weigh on the market. Oil is now down 16 percent from its Oct. 9 high, and one expert warns the commodity could hit sub-$40 levels sooner than later.
"I think we're going to continue to go lower and hit $40 and then [retest the August low]," Andy Lipow said Tuesday on CNBC's "Futures Now."
For the president of Lipow Oil Associates, the crude oil market will remain under severe pressure as diesel fuel floods it "With the Chinese economy slowing down and less money being spent on construction, China is exporting more diesel fuel," he said. "Those supplies combined with the robust exports of diesel from Saudi Arabia and the U.S. have produced a glut of diesel fuel and jet fuel," Lipow added. "This is just bad news for the energy complex."
As a result of that oversupply, Lipow expects refiners around the world to decrease demand, which should cause further weakness in the physical oil market.
"With OPEC doing nothing to reduce production and the impending return of Iranian oil to the market in 2016, prices will make another run at $40 pretty quickly," he said. "I think that the worst period for crude oil will be in 1Q 2016 when refineries in the USA undergo a significant maintenance period and crude oil demand is once again reduced."
Lipow expects crude oil to continue to fall as low as $35 a barrel in the coming months. That's 18 percent lower from its current price of around $43. To note, a decline that severe would put the commodity at its lowest level since 2009.

Brent December crude futures were up $2.27, or 4.85 percent, at $49.08 a barrel at 11:36 a.m. EDT (1536 GMT), having fallen to their lowest since mid-September on Tuesday and unwinding the rally that took the price to a peak of $54 earlier this month.
U.S. crude for December delivery rose $2.55, or 5.9 percent, to $45.75 a barrel, up from Tuesday's nine-week low of $42.58.
Oil prices spiked more than $1 a barrel prior to the report on what traders said was a trade by a big algorithmic trader.
Also on Wednesday morning, Mexico's state oil company Pemex said it had received a license from the United States to import U.S. light crude to be refined at Mexican refineries in exchange for its own heavier crude oil.
The terms of the license will allow Pemex to import U.S. light crude from October for one year, with the limit capped at 75,000 barrels per day, the company said.
Futures had edged higher in early trade after an earlier report showed inventories fell at a key U.S. delivery hub last week, but without further evidence of more aggressive output cuts, gains were expected to be temporary.
"I'm bearish going into Q1 ... and what was quite telling is the last rally did not go further than $54 and it was just sold down," SEB analyst Bjarne Schieldrop said.
"The whole signal that OPEC members are undercutting each other is not sending a great signal to the market."
Iraq's southern oil exports have reached 3.10 million barrels so far this month, indicating continued high output from the larger members of the Organization of the Petroleum Exporting Countries.
The premium for crude for delivery in 12 months' time over that for December delivery, or contango, rose to its highest in six weeks, often a sign that investors expect supply to be far more plentiful in the near term.
On the physical market, the contango in the North Sea derivatives market, which underpins Brent futures, rose to its highest since early September this week, reflecting how excess barrels are weighing on near-term prices.
"The global glut is still very much weighing on investors minds at the moment," said Ben le Brun, a market analyst at OptionsXpress in Sydney. "Some of the major corporates such as BP are talking about sluggish prices through 2016."
BP on Tuesday announced further spending cuts and more asset sales over the coming years to tackle an extended period of low oil prices and help pay for its $54 billion U.S. oil spill settlement.
Investors are also awaiting a statement by the U.S. Federal Reserve later on Wednesday, at which it is expected to leave interest rates unchanged.

Strategic Petroleum Reserve
Some of the budget savings are to be delivered via a sell-off of millions of barrels of crude oil from the government’s Strategic Petroleum Reserve between 2018 and 2025. The sales will start at 5m barrels of oil in the first year, rising to 10m from 2023, according to the draft plans. The total sale would tally up to 58m.

The agreement is set to deliver long-term savings of $168bn via reforms to the Disability Insurance Trust Fund, which supports people unable to work because of medical incapacity. The budget prevents the scheme from running out of money next year by reallocating other Social Security funding, while introducing a number of reforms and closing loopholes. Marc Goldwein, vice-president of the Committee for a Responsible Federal Budget, a bipartisan policy organisation, said the savings would be spread over decades, and that he estimates they amount to $5bn over the next 10 years.
Spectrum auction
As part of the deal, there would be a sell-off of wireless spectrum in the coming years, according to the draft bill. The legislation would require the government to identify 30 megahertz of spectrum — the radio waves that carry signals to wireless devices — in preparation for a sale to the private sector that would free up extra capacity. The auction would happen no later than 2024. In January the Federal Communication Commission raised a record $44.9b in a wireless spectrum auction.
Taxation of partnerships
The White House was quick to boast that the deal would be paid for by “ensuring that hedge funds and private equity firms pay the taxes they owe”, although that appeared to be an aggressive interpretation of a minor tax change. The change would alter the handling of business partnership audits — including those of hedge funds and private equity groups — and tax liability adjustments related to their status.
