A court in Moscow has sent two of several individuals suspected in plotting a terrorist attack in the Russian capital to pretrial detention.

Blast Rocks Chinese Port 2 months After Fatal Explosions

The port city of Tianjin in northern China was rocked by a warehouse blast, police said Tuesday, two months after massive explosions in the city left 173 people dead or missing. The blast hit a warehouse for alcohol materials in the city Monday night and started a fire, but no casualties were reported, local police said. Tianjin had been ordered after the August blasts to perform thorough checks to eliminate workplace hazards, with a special focus on warehouses storing chemicals. The new blast underlines the challenges that China faces in ensuring workplace safety. Tianjin police said they detained the owner of a chemical company that illegally rented a private warehouse from an area resident to store chemicals. The resident, identified by his family name, Huo, was also detained, police said. Local authorities said 3,000 kilograms (6,600 pounds) of alcohol were being stored in the 700-square meter (7,500-square foot) warehouse, along with 1,000 kilograms (2,200 pounds) of acetic acid, which can be used in the making of plastics and pharmaceuticals. The local government said the explosion posed no risk to people or the environment. In August, a warehouse complex storing large amounts of hazardous chemicals caught fire and exploded in Tianjin, killing 165 and leaving eight missing. The disaster raised questions about corruption and government efficiency. Investigations into the Aug. 12 blasts at the Ruihai International Logistics warehouses showed they were located closer to homes than permitted, and stored much more hazardous material than authorized, including 700 tons of highly toxic sodium cyanide.

Syrian Kurds Accused of Human Rights Abuses Against Arabs

Kurdish forces in northern Syria, one of the few armed groups in the multi-layered civil war trusted by the U.S.-led coalition to battle Islamic State extremists, are said to have carried out forced displacement of Arabs and Turkmen and mass house demolitions of villages in territory they have captured. Amnesty International says the Popular Protection Units, the YPG, an offshoot of Turkey’s outlawed Kurdistan Workers’ Party, the PKK, razed entire villages captured from Islamic State forces in retaliation either for perceived sympathies with the jihadist group or as punishment for past grievances and old land disputes. The report entitled We Had Nowhere Else To Go comes a day after U.S. officials said the U.S. had dropped 50 tons of arms and ammunition to rebels in northern Syria. The YPG is believed to have been among the beneficiaries of the air-drop. Amnesty dismisses claims by Kurdish authorities the forced displacement was necessary on military grounds, saying its investigators in an on-the-ground fact-finding mission to 14 villages in al-Hasakeh and al-Raqqa governorates found no such justification. Citing eye-witness accounts and satellite imagery, the report says Kurdish groups in the fight against IS "appear to be trampling all over the rights of civilians who are caught in the middle.” “We saw extensive displacement and destruction that did not occur as a result of fighting. This report uncovers clear evidence of a deliberate, coordinated campaign of collective punishment of civilians in villages previously captured by IS or where a small minority were suspected of supporting the group,” said Lama Fakih, an Amnesty adviser. Isolated incidents Satellite imagery of Husseiniya village, in the Tel Hamees countryside shows 225 buildings standing in June 2014 but only 14 remaining a year later, the rights group said. The YPG has admitted to some “isolated incidents" of forcing Arabs out of their homes in villages captured by Syrian Kurdish forces. In July, PYD leader Salih Muslim told CNN, “Some circles are trying to ignite a Kurdish-Arab military conflict.” During the interview he denied allegations his forces have been engaging in the forced displacement of Arabs. The U.S. government has not publicly commented on Amnesty’s allegations, but one Turkey-based American official said Washington started months ago to press YPG leaders not to take advantage of their military advances, backed by U.S.-led airstrikes against IS, for a land-grab. “We will just push them much harder and demand a clearer explanation,” he told VOA. In June, the Turkish government, as VOA reported, conveyed its concerns about the YPG and its associated Syrian Kurdish Democratic Union Party, the PYD, seeking demographic changes or population shifts on the Syrian side of the border as a result of Kurdish military offensives against jihadists. U.S. Secretary of State John Kerry has said he understands Ankara’s concerns, but he said during the prolonged battle for the northern Syrian Kurdish border town of Kobani, “It would be irresponsible of us, as well as morally very difficult, to turn your back on a community fighting IS as hard as it is,” he said. On Sunday, in an interview with CBS’s 60 Minutes, President Barack Obama acknowledged the challenges the West is facing in Syria in its efforts to battle IS and find a solution to a four-year-long civil war that has left 250,000 people dead. One of the challenges, he said, has been trying to find a way to “moderate opposition on the ground.” Accusations of rights violations This isn’t the first time the Kurdish group has been accused of serious human rights violations, and fears have been mounting since mid-2014 that it is determined to alter the demographic map to further its aim to enlarge its territory and create an autonomous state in northern Syria. In June 2014, Human Rights Watch accused the YPG of recruiting child soldiers, detaining arbitrarily those who oppose its authority, and failing to address unsolved killings and disappearances. The Kurds pledged then not to use children under the age of 18 to fight. But subsequent probes by rights groups have found that commitment regularly broken. This week, Russia Today aired a YPG-assisted documentary focused on women Kurdish fighters and interviewed at least one 16-year-old recruit. Since mounting a military intervention in Syria, Moscow has been courting the YPG and PYD and Russia Today has been broadcasting laudatory commentary on the group.

US, Afghan Forces Raid al-Qaida Camp

The United States military said Tuesday it conducted a major air and ground operation with Afghan forces in southern Afghanistan, killing "numerous" al-Qaida militants. Based on months of intelligence gathering and planning, the operation was launched October 7 in the Shorabak district of Kandahar province and concluded Sunday, a U.S. military statement said. More than 200 American and Afghan forces took part in the offensive, which involved 63 U.S. precision airstrikes while Afghan forces engaged in several ground battles against al-Qaida networks at two related sites. "This is one of the largest joint ground-assault operations we have ever conducted in Afghanistan," the statement quoted Brigadier General Wilson Shoffner, a U.S. military spokesman in Afghanistan. He said the al-Qaida sanctuary was struck in the center of the Taliban's historic heartland, demonstrating "the growing capability of the Afghan security forces." "The first site, a well-established training camp, spanned approximately one square mile. The second site covered nearly 30 square miles [77 sq km]," Shoffner added. The spokesman said the joint offensive seized a large amount of data and weapons, including anti-aircraft guns, rocket-propelled grenade systems with associated hardware and warheads. The digital media equipment collected from the site showed it was also a large media cell of the terrorist network. "The enormous success of this operation validates our ongoing campaign. Working with, by, and through our Afghan partners, we're building their capabilities while we fight our common enemies, the statement quoted General John Campbell, Commander of for U.S. forces in Afghanistan, as saying.

The US military has airdropped small arms ammunition and other supplies to Syrian Arab groups in the north of the country close to the Turkish frontier, some officials saying the move is part of a restyled American strategyannounced last week. Syrian rebels have shelled Moscow’s embassy in Damascus during a rally of pro-government supporters who had gathered to express thanks to Russia for its intervention. It was not immediately clear if there were any casualties. [AP]  Moscow has called the incident an act of terrorism. [Reuters]

“When hawks talk about taking action in Syria, they tend to focus on their desired outcomes:checking Russian and Iranian power, ousting Assad, defeating the Islamic State and ending the slow-motion humanitarian disaster,” writes David W. Drezner, posing the question: “how [will] the foreign policy output of greater military intervention in Syria […] achieve those desired outcomes?” [Washington Post] 
ANKARA BOMB ATTACK 
Turkish officials claim to have “concrete evidence” connecting the Islamic State to the bomb attack that killed 128 people at a peace rally near the city’s main train station on Saturday. [The Guardian’s Kareem Shaheen]  Authorities added that they are close to identifying the two suspected suicide bombers. [Wall Street Journal’s Emre Peker]
The Ankara bomb attack “traces back at least somewhat to government missteps in feeding Syria violence,” suggests Murtaza Hussain, adding that “spillover from the Syrian conflict is at the heart of Turkey’s increasingly fraught security situation.” [The Intercept]
IRAN 
The Iranian parliament passed legislation approving the nuclear accord agreed in July between Tehran and six world powers, a government win over conservative opponents of the deal. The state news agency, IRNA reported that the bill was passed with 161 votes for, 59 against and 13 abstentions. [Reuters’ Bozorgmehr Sharafedin and Sam Wilkin]  The council of senior clerics who will now review the deal before final approval could send it back to parliament to reconsider. [AP]
It is probable that Iran violated the nuclear accord by testing a new long-range surface-to-surface ballistic missile over the weekend, a senior administration official said. [The Hill’s Julian Hattem]
Washington Post reporter Jason Rezaian has been convicted following an espionage trial, Iranian media reported yesterday. No specifics on which charges were involved or whether a sentence had been imposed were provided, report Carol Morello and William Branigan. [Washington Post]

AFGHANISTAN

Taliban insurgents have attempted to seize the provincial capital of Ghazni, south of Kabul, an attack that was repelled by government forces but sparked concerns about a revitalised Taliban pushing to expand its hold in the country. [AFP]
