With $170.4 Million Sale at Auction, Modigliani Work Joins Rarefied Nine-Figure Club

In an overheated art market where anything seems possible, a painting of an outstretched nude woman by the early-20th-century artist Amedeo Modigliani sold on Monday night for $170.4 million with fees, in a packed sales room at Christie’s. It was the second-highest price paid for an artwork at auction.
The painting became the 10th work of art to reach nine figures under the hammer. The bidding was palpably tense, with six people vying for the lot, and it took nine minutes to sell, with the winning bid coming from a Chinese buyer on the phone.
The seller of the Modigliani, Laura Mattioli Rossi, the daughter of the Italian collector Gianni Mattioli, was guaranteed at least a $100 million minimum price. Just before the sale, Christie’s announced that a third party had stepped forward to share the risk — as well as any proceeds above the guaranteed price. The night’s sale of 34 lots brought $491.4 million.
An arresting pop art work by Roy Lichtenstein, “Nurse,” from 1964, also defied expectations, selling for $95.4 million, with fees, to another phone buyer, well above its $80 million estimate — despite the lack of a “speech” or “thought bubble” that typically drives up the price of Lichtenstein works. “Nurse” reached a new price level for Lichtenstein at auction. Christie’s also shared that guarantee with a third party.

But it was Modigliani’s 1917-18 canvas, “Nu Couché,” that was the star lot around which Christie’s built its themed “Artist’s Muse” auction, designed to attract international buyers of the world’s most expensive art. With some collectors concerned about a bubble in the market for so-called cutting edge contemporary art, investment-conscious buyers have been looking for blue-chip names from earlier periods. Modigliani nudes are regarded as among the ultimate trophy paintings of the 20th century.
The price was a high for Modigliani at auction, beating the $70.7 million paid in New York last November for his 1911-12 sculpture “Tête.” His “Portrait de Paulette Jourdain,” from around 1919, sold for $42.8 million at Sotheby’s sale of the A. Alfred Taubman estate last week, well over its estimate of $25 million.
Among the notable collectors and celebrities at Christie’s were the fashion designer Valentino (“I came as a spectator,” he said) and Eli Broad, the philanthropist.
The New York collector Peter Brant pronounced the sale “really strong,” adding: “They curated it and they did a good job. Some of the prices were very high.”
Monday’s sale assuaged concerns that the Modigliani painting would be too risqué for some collectors.
The last 10 years have seen a steady increase in the top auction prices for singular works by the most sought-after artists.
“This painting leaps off the page as the most vibrant, sexual, lyrical of the catalogue raisonné,” said Ana Maria Celis, a Christie’s specialist in postwar and contemporary art.
In its preview exhibition, Christie’s positioned the Modigliani near Lucian Freud’s painting of his nude daughter Bella, “Naked Portrait on a Red Sofa.”
The sale propelled Modigliani into the $100 Million at Auction Club, whose members include Picasso (three times), Bacon, Giacometti (three times), Warhol and Munch. It also represented a far cry from the prices being asked for the Italian artist’s work in his own brief and unsuccessful lifetime (he died of tuberculosis in 1920 at age 35).
In the winter of 1918-19, a desperate Modigliani offered to sell the entire contents of his Paris studio — which may well have included Christie’s “Nu Couché” — to the British writers Osbert and Sacheverell Sitwell, for 100 pounds, or $300 (roughly $4,700 today). According to John Pearson’s 1978 book, “Facades: Edith, Osbert, and Sacheverell Sitwell,” the aristocratic brothers could not raise the cash.
Christie’s “Artist’s Muse” sale was a more conventional follow-up to the company’s unorthodox “Looking Forward to the Past” auction in May, with offerings handpicked by the young Christie’s specialist Loic Gouzer. That sale brought $705.9 million from 35 lots, including $179.4 million for Picasso’s 1955 painting, “Les Femmes d’Alger (Version ‘O’).” In that sale, 97 percent of the lots sold, compared with 71 percent at Monday night’s sale.
But Brett Gorvy, Christie’s worldwide chairman of postwar and contemporary art, said he was very satisfied with the results, and especially with the “very strong Asian participation throughout the sale,” adding, “This demonstrates a very dynamic market for the Masterpiece level.”
“The mood is about confidence,” he said. “There’s more than enough liquidity in the market.”
Both of the themed auctions have relied heavily on Christie’s guaranteeing minimum prices to coax top-quality works from owners, an increasingly common but risky practice that can leave auction houses with expensive unsold works.
“These sales have a logic to them, and they’ve been a success,” David Nisinson, a New York-based collector and adviser, said. “The market for modern and contemporary has essentially become the entire art market. If they continue to attract very major property we may see more sales with this approach.”
Other observers were more skeptical, suggesting that the formula was wearing a little thin the second time around. The “Muse” theme was elastic enough for Christie’s to include the 1981 Andy Warhol silk-screen painting, “Gun.” It sold for $11.9 million, with fees, just under the high estimate.
“A Warhol ‘Gun’ painting? How was that his muse?” the New York dealer Henry Zimet said. “But if they can get away with it, good luck to them.”

Cooptation and Repression: The Kremlin’s Approach Russian Nationalists

The now-annual extreme-nationalist “Russian March” in Lublino (a working-class district in Moscow, populated mostly by ethnic Slavs), on November 4—National Unity Day—saw a sharply reduced number of marchers this year. Last Wednesday’s march in the Russian capital had only about 700 participants, whereas previous years’ marches had attracted between 5,000 and 10,000. As in previous years, the demonstration brought together a disparate number of nationalist groups, including “Pamiat,” “Pan-Slavists,” the “Russian Human Rights League” and the “Right Column.” Many in the crowd chanted “no war between brother nations” and “peace with Ukraine.” Others called out “there will be no peace on Russian land while a Chekist [a reference to President Vladimir Putin, a former colonel in the Soviet KGB] sits in the Kremlin!” and “down with dictators”—an echo of the importance the nationalist movement played in the large-scale anti-regime protests led by opposition anti-corruption blogger and activist Alexei Navalny, in 2011 and 2012 (Sova-center.ru, November 5). A similar lackluster turnout could be observed at the “Russian Marches” held in other cities across the Russian Federation: the demonstration in Astrakhan had only 4 confirmed marchers, 250 came out in Volgograd, more than 100 marched in Ekaterinburg, 20 joined in Kazan, and 70–250 took part in Krasnodar. Reports indicate that the extreme nationalists’ march was canceled in St. Petersburg, as a sign of respect for those who lost their lives in the Metrojet Flight 9268 crash, in Egypt (Sova-center.ru, November 5). Just a few years ago, the Russian March had seemed a potent source of opposition activity in the country, but for the time being at least, its impetus appears to have waned.
Such dwindling of the strength of the extreme right opposition in Russian can be attributed to two reasons: repression and cooptation. Right before the Russian March was due to take place, the leader of the DPNI racist movement, Alexander Belov, and the leader of the skinhead gang “Slavic Union,” Dmitry Demushkin, were both placed under extended house arrest by the authorities (seeEDM, October 23). The two men were prominent figures in the self-styled “ethno-political movement” The Russians, the last surviving nationalist organization that had taken part in the Navalny-led protests years earlier. In prohibiting two of the most prominent leaders of the march from attending, the Kremlin effectively repressed the marches. Indeed, photographs taken at the demonstrations in Moscow show protestors carrying placards calling for “freedom to Belov” and “freedom to Demushkin” (Rmarsh.info, November 5).
In addition to repressive tactics, the ruling regime has also acted to commandeer elements of the nationalist juggernaut, as illustrated by the presence of several other, rival marches that also took place on November 4, in Moscow. The first rival march took place in the Shchukino district of Moscow and was titled “The Russian March—for a Russian Revanche.” Organized by the “Russian National Front,” the demonstration was advertised as being “for responsible citizens who love their Motherland and hate her enemies” (Svoboda.org, November 4). The public event backed a number of causes, including the seemingly abandoned “Novorossiya” project (“New Russia”—see EDM, July 2, 2014). The Russian National Front–sponsored march has been an annual rival to the Belov-Demushkin march for a number of years (Igpr.ru, September 11). The Russian National Front has clearly heard the message that Putin’s Russia is fighting for its cause and joined forces with it.
Another rival march took place in the center of Moscow, along Tsvetnom Boulevard, and was organized by the social movement “Russian World” (“Russkiy Mir”). The march was proposed to “honor the memory of those Russians killed in the plane crash in Egypt” and “the victims of militias in the first battle for Donetsk airport.” Reports about the numbers of participants have been sketchy, but the online group has over 4,000 members (Vk.com, November 4). As with the march organized by the Russian National Front, the “Russian World’s” alternative demonstration highlights the channeling of domestic nationalist sentiment by the Russian state.
The third alternative march, by far the largest, was a pro-Kremlin Russian event led by the organization “We Are One.” The march was joined by a column of the organization “Tigers of the Motherland,” whose leader, Vladimir Laktyushin, told the media that the column would accept “all sane Russian patriots, except those who [support] Ukraine against Russia. Reports suggest that as many as 85,000 people participated in this demonstration (Svoboda.org, November 4). Unlike the other two marches, the third alternative march was completely new—though clearly organized by the Kremlin or someone close to it.
This year’s “Russian March” and the series of parallel demonstrations shed further light on the regime’s tactics of commandeering domestic nationalist forces and repressing those who persist in opposing the government. Given Putin’s stratospheric approval ratings, such an approach seems to be working well. Yet, this strategy’s longer-term risks are still possible. According to Vera Alperovich, of the Moscow-based SOVA Center for Information and Analysis, Russia’s extreme nationalists are in a state of confusion and anger about what is happening domestically and how they should proceed from this point. Some now believe that their groups’ strategies are not working as an effective means of opposing the regime. Whole cells of organizations, such as “the Russians” in Astrakhan, have become more radical and say they are ready to move on to violent guerilla methods of continuing the struggle (Svoboda.org, November 4). Unless the Kremlin can continue to buy the acquiescence of the radical nationalists with foreign adventurism (such as with the Syria campaign), the situation in Russia may quickly become extremely unstable.

Russian Analysts Call Ukrainian Involvement in the North Caucasus ‘Futile,’ but Gear up to Counter It

Russian experts have reacted to the recent establishment of a group in the Ukrainian parliament called “For the Free Caucasus.” One of them, Vladislav Gulevich, has predicted that the Ukrainian political forces that want to detach the North Caucasus from Russia will fail because Ukraine “has never had high-quality specialists on the Caucasus and never been an authoritative intermediary between the Caucasus and Russia.” Despite such a flat dismissal of the Ukrainian initiative, however, the author then went on to try and pit the Ukrainians against the North Caucasians. Kyiv, he said, has tried to “play on the Caucasian field” three times: first it attempted to help Georgia against the Abkhaz in 1992–1993, then it helped Jokhar Dudaev’s Ichkeria, and then it “secretly supported Georgia’s aggression against South Ossetia in 2008.” Further, the author reprimanded the Circassians for the “strange wish of some Circassian activists to seek justice from those who do not have it”—meaning the Ukrainians. In addition, the Russian analyst tried to scare the North Caucasians by pointing to Ukrainian nationalist groups that allegedly aspire to annex parts of the northwestern Caucasus (Kavkazgeoclub.ru, October 30). Other Russian analysts have raised fears that the Ukrainian security services are set to increase their presence in the North Caucasus (Svpressa.ru, November 5).
Israeli activist Avrom Shmulevich has advocated for Ukraine’s greater involvement in the North Caucasus, both to thwart Russian aggression against Ukraine and to have a safer neighborhood. Supporting civil activism in the North Caucasus, in Shmulevich’s opinion, should pave the way for a peaceful transition to modernity in the region. This is justified, according to the Israeli activist, because Russia is facing possible disintegration (Szona.org, October 15).
Indeed, the Ukrainian initiative to prepare civil activists in the North Caucasus to pave the way for a peaceful transition after Russia’s demise is likely to face an uphill battle. The reason for its difficulties is not the “absence of quality specialists on the Caucasus in Ukraine,” but the increasing authoritarian tendencies in Russia, which are progressively diminishing the space for political and civil activism. At the same time, there is still some room for dialogue and exchange between Ukraine and the North Caucasus that would potentially benefit not only Kyiv and the North Caucasians, but Moscow as well, provided the latter is interested in the non-violent evolution of this volatile region.
Whether the Russian government is in fact interested in the non-violent evolution of the North Caucasus is increasingly under question. Some Ukrainian analysts point out that the North Caucasus may have a part to play in Moscow’s expansionist plans abroad—specifically, in the Middle East. According to the Ukrainian analyst Pavlo Podobed, Vladimir Putin is trying to force the West to accept his alliance against the Islamic State (IS) in the Middle East. Part of the plan includes ramping up Russia’s fight against the IS in the North Caucasus. Podobed notes that Russia’s recent actions in Syria have strikingly resembled Russia’s actions in the North Caucasus. In both places, Moscow has claimed to be attacking the IS, while in fact Russian forces have attacked groups that are actually opposed to the Islamic State. Podobed estimated that since June 1, Russian government forces have killed 38 militants of the Caucasus Emirate, 42 militants with unclear affiliation and two militants affiliated with the IS. These figures are startling, the Ukrainian analyst writes, especially as the Caucasus Emirate has been significantly weakened for the past year, while the IS has gained strength. The only plausible explanation, according to the analyst, is that the Russian government is working to eliminate IS competitors from the scene with an eye on far-reaching foreign policy goals (Sprotyv.info, November 5).
The fact that Moscow makes a connection between its involvement in the Middle East and the North Caucasus is supported by Putin’s unexpected visit to an obscure Dagestani exhibition in Moscow. At the exhibition, he said “no one has been able to frighten the Russian people as a whole (rossiysky narod), especially Dagestan” (Kremlin.ru, November 3).
This is not the first time Moscow has used the North Caucasus in its foreign policy interests. After the 9/11 attacks in the United States, Putin largely succeeded in representing what essentially was a separatist movement in Chechnya as a part of the international Islamic terrorist network. Putin thereby undercut international support for the Chechen national liberation movement and criticism for the egregious human rights violations Russian forces committed against civilians in Chechnya. For years, Putin pretended to align with the US in its fight against the international terrorist network, but essentially regarded that period as a time to prepare Russian forces to pose a decisive challenge to the West.
Given the previous history of how Moscow used the North Caucasus in its foreign policy interests, including the deployment of the Vostok Battalion, made up of ethnic Chechens, to eastern Ukraine, then Ukraine’s growing interest in the North Caucasus is even more urgent. The Russian government is increasingly involved in Syria and may further expand its involvement elsewhere in the world where it sees a window of opportunity. The North Caucasians appear to occupy a prominent place in the Kremlin’s foreign policy plans.

Gazprom Tries to Seduce Georgia

The leader of Azerbaijan, President Ilham Aliyev, arrived in Georgia, on November 5, for a two-day official visit (Vestnik Kavkaza, November 5). This was Aliyev’s first trip to Tbilisi in a decade, and the talks he held there with Georgian officials were particularly tense.
Cooperation between Azerbaijan and Georgia has long been based on the two countries’ energy interests, including the transit of Caspian-sourced oil and gas via Georgian territory to the West. However, this foundation of their bilateral relationship has become highly contentious in the past several weeks. Top Georgian officials, including Energy Minister Kakha Kaladze, have stated that Georgia must resume relations with the Russian natural gas monopoly Gazprom to “diversify [Georgia’s] energy supply sources” (Sputnik News, November 9).
Kaladze has also declared that his country may not be able to receive enough natural gas from Azerbaijan and that Georgia needs to look for alternative sources of energy (Haqqin.az, October 20). Responding to such comments during a joint press conference with Georgian President Giorgi Margvelashvili, President Aliyev remarked: “Azerbaijan has enormous deposits of gas. We can supply gas not only to our neighbors, but also to all of Europe for a hundred years” (Vestikavkaza.ru, November 5). Yet, Kaladze insisted, “During the presidents’ meeting, the topic of Gazprom was not discussed at all” (Netgazeti.ge, November 5).
The Georgian minister of energy voiced his government’s plans for restoring relations with Gazprom several weeks ago, after his meeting with the Russian company’s CEO, Aleksei Miller. Then, Kaladze emphasized: “Every country cares about diversifying its energy supplies. Buying commercial gas from Gazprom does not mean that Georgia halts cooperation with Azerbaijan” (Kvira.ge, October 9). In turn, Miller said after the meeting with Georgian officials that his company was interested in increasing supplies of gas to Armenia via Georgia. However, Miller also said that Gazprom was prepared to sell gas to consumers in Georgia itself (Gazeta.ru, October 26).
Many Georgian experts are unconvinced by the government’s arguments about the need to diversify gas sources. Giorgi Khukhashvili, a former aide to Georgia’s previous prime minister and billionaire founder of the ruling Georgian Dream, Bidzina Ivanishvili, told this author that “cooperation with Gazprom is tied to many political risks. Those risks are far larger and more dangerous than any benefits in the energy sphere that Georgia might receive” (Author’s interview, November 6).
The opposition believes the resumption of relations with Gazprom was a political decision made by the authorities—most of all by Ivanishvili, who is widely considered to be the de-facto head of the country’s government. Sergo Ratiani, a parliamentarian from the opposition United National Movement (UNM) party, noted: “It is unclear what kind of arguments the Georgian authorities will use during their negotiations with the president of Azerbaijan to explain why Georgia unexpectedly decided to refuse to buy the cheap [Azerbaijani] gas […] and instead purchase expensive gas from hostile Russia, which occupies 20 percent of Georgian territory.” Meanwhile, Ratiani’s colleague in UNM, Nugzar Tsiklauru, again raised the belief that Ivanishvili continues to own 1 percent of Gazprom’s shares—thus claiming that the Georgian government’s negotiations with the Russian company are marred by a conflict of interest (Author’s interviews, November 6).
Georgia stopped buying gas from Russia after 2006, when a terrorist attack on a North Ossetian section of a trans-border gas pipeline halted Russian exports to Georgia in the middle of a cold winter. Then-president Mikheil Saakashvili repeatedly stated that Moscow had used that terrorist attack to punish Georgia for its desire to join the North Atlantic Treaty Organization (NATO) and for its independent foreign policy (Lenta.ru, January 23, 2006).
In 2006, Azerbaijan promised to supply Georgia with natural gas. Currently, Georgia receives more than 70 percent of its gas supplies from Azerbaijan (Georgianjournal.ge, October 2). Russian gas comes to Georgia only as a payment for the transit of Gazprom’s gas to Armenia. The volume of Russian gas in Georgia is about 300 million cubic meters per year, or about 10 percent of the gas that Armenia buys from Gazprom (Newsgeorgia.ge, October 9).
Around 5 percent of the natural gas Azerbaijan extracts from its offshore Shah-Deniz field is provided to Georgia as payment for transit of that resource to consumers further downstream. Georgia buys another 500 million cubic meters of the transited Azerbaijani gas for a deeply discounted price of $55 per 1,000 cubic meters. Additionally, Azerbaijan provides limited volumes of so-called “social gas” to several Georgian regions for a deep discount of $189 per 1000 cubic meters. Georgia also has the option of buying unrestricted volumes of gas from Azerbaijan at $250 per 1,000 cubic meters (Bizzone.info, October 23).
Yet, the Georgian Ministry of Energy asserts that the supplies of Azerbaijan’s natural gas will soon be insufficient to cover Georgia’s needs. In particular, energy expert Revaz Arveladze has argued, “We still need about one million cubic meters [more] of natural gas per day in order to produce enough electricity using [Georgia’s] new electric power stations.” Arveladze is evidently convinced that Azerbaijan will not be able to supply the necessary gas volumes in the next several years (Bizzone.info, October 23).
Gazprom is clearly gearing up to take this opportunity to again vastly expand its presence on the Georgian market (see EDM, October 21). Gela Kalandadze, an experts for the independent news agency GHN, recently told this author: “Gazprom is trying to seduce the Georgian leadership with relatively low gas prices to establish itself on the market and oust the Azeri company SOCAR. Next Gazprom will demand the construction of a strategic Russia–Georgia–Armenia gas pipeline and establish itself as a monopoly in Georgia. This is especially important to Russia, given the imminent lifting of sanctions on Iran.” Such moves by Russia would be particularly dangerous for Georgia because of Moscow’s habitual use of Gazprom as a geopolitical tool, as noted by Nika Imnaishvili, a columnist for Prime News Georgia. “It is impossible to achieve an agreement about gas supplies with Gazprom without making a political deal with the Kremlin. Any important agreement with [Gazprom CEO] Aleksei Miller is possible only after a political deal has been reached with [Russian President] Vladimir Putin himself,” he asserted (Author’s interviews, November 6).
Many observers and analysts in Georgia regard the government’s talks with Gazprom to be an important indicator of possible changes in the foreign policy orientation of the ruling Georgian Dream coalition and the government of Irakli Garibashvili. Thus, the domestic opposition and expert community are sure to be following the government’s ongoing negotiations with Gazprom particularly closely for the coming weeks and months.

After hearing an explosion in the last seconds of the cockpit recording, investigators are “90 percent sure” that a bomb brought down the Russian jetliner that crashed in the Sinai and left all 224 passengers on board dead. U.S. intelligence officials have also told Reuters that Russian officials, who rejected terrorism as a cause before, now also believe the plane was brought down by a bomb. On the Sunday shows yesterday, Representative Adam B. Schiff (D-CA), ranking member on the House Intelligence Committee, said that “there’s a growing body of intelligence and evidence that this was a bomb.”
What is that evidence? It’s not entirely clear yet, but British and American intelligence officials claim to have intercepted “chatter” between ISIS militants that aligns with the group’s claim of responsibility for the attack. One intercept just before the crash indicated that an attack was imminent but did not say where, while messages after the plane crash celebrated the operation as a success.
Authorities are increasingly worried that workers at the airport in Sharm El Sheikh may have played a roll, if the plane was indeed brought down by an on-board explosive device. The Wall Street Journalreports that Egyptian authorities have questioned airport workers extensively in recent days, adding to speculation that Islamic State militants may have, in the words of Representative Schiff, “concluded that the best way to defeat airport defenses is not to go through them but to do around them with the help of somebody on the inside.”
Russia and the U.K. have now suspended air travel to and from the region and several other countries have sent aviation experts and security teams to bolster Egyptian aviation security measures. The FBI has also agreed to help Russia investigate the crash. Bloomberg tells us that Russia is ramping up security measures back home too in the wake of the possible attack as fear of terrorist reprisals for Russian involvement in Syria grows.
The New York Times writes that a confirmation of an attack on the plane “will only strengthen Mr. Putin’s resolve to become more deeply involved in the Middle East.” Indeed, the Russian president has suggested that “Russia's air campaign in Syria has proven the military's increased combat readiness and capability.” Russian planes have flown over 1,600 sorties since beginning their campaign on September 30th, with many of those strikes targeting moderate anti-government rebels.The Russian Defense Ministry claimed to have hit 448 targets in a total of 137 sorties flown within the last three days. On Saturday, a suspected Russian strike killed 23 civilians in a Damascus suburb.
Meanwhile, the United States is intensifying its own campaign against the Islamic State in Syria. TheNew York Times reports that “the Arab allies who with great fanfare sent warplanes on the initial missions there a year ago have largely vanished from the campaign.” With Saudi Arabia and the United Arab Emirates increasingly focused on the conflict in Yemen, a total of “eight Arab and Western allies have conducted about 5 percent of the 2,700 airstrikes in Syria.”
Elsewhere, the Daily Beaswrites that the Pentagon will get $5 million to compensate the families of civilians killed by American airstrikes in Iraq, the first acknowledgement that innocent civilians might have been killed in the 3,586 airstrikes that have been conducted in the country.
Following the recent ISIS bombings in Ankara and the recent murders of two young Syrian journalists in Turkey, the Times sheds light on Turkey’s efforts to pit the Islamic State against Kurdish militants in the Kurdistan Workers' Party, which remains Turkey’s “terrorist organization par excellence.”Clashes between Turkish security forces and Kurdish militants left one dead and several injured in southeast Turkey. The clashes followed an uptick in Turkish military activity against Kurdish militants as President Recep Tayyip Erdoğan vowed “to continue battling the group until every last fighter was ‘liquidated.’”
Israeli Prime Minister Benjamin Netanyahu met with President Barack Obama today for the first time in thirteen months. Hoping to restore relations, the two discussed Israeli security and the need to return to the peace process, with both leaders reaffirming their commitment to peace in the Middle East. For his part, Netanyahu reiterated his commitment to the two-state solution, but maintained that Israeli security was his top priority. Palestinian politicians have called upon Obama to urge Israel to return to peace talks and cease actions that threaten a two-state solution. Netanyahu’s visit comes as tensions and violence continue across Israel. Today, a Palestinian woman was shot dead after attempting to stab Israeli guards at a West Bank checkpoint. The New York Times reflects on the relationship between Netanyahu and Obama, calling it “a story of crossed signals, misunderstandings, slights perceived and real.”
In Yemen, more than 50 people died in this weekend’s violence between Arab-coalition forces and Iran-backed Houthi rebels. Houthi rebels regained some of the territory they had lost in recent months. Adding to the mass destruction and displacement caused by last week’s cyclone, a second rare cyclone is targeting Yemen.
A week after a Taliban splinter faction named Mullah Mohammad Rasool Akhund as their new leader, clashes between the rival Taliban groups have erupted in Afghanistan. The clashes have killed up to 80 people in Zabul province. Rasool’s faction is reportedly “backed by about 400 Uzbek militants closely allied to Mullah Mansoor Dadullah, one of the leaders of the breakaway faction” and they are currently receiving support from Islamic State militants. Rasool’s group has expressed a surprising willingness to engage in discussions with the government and to allow women and girls to attend school, the Washington Post reports.
According to officials in the country, “NATO partners are considering ways of beefing up their training and assistance mission in Afghanistan as concern grows over the ability of local forces to fight an escalating insurgency by Taliban militants.” One official called for “robust advice,” which would include improved close air support and giving Afghan forces greater access to intelligence and surveillance data.
The Times tells us that European authorities have launched coordinated raids against a cyber espionage hacker group with ties to Iran’s Revolutionary Guard. The group had targeted 1,600 high profile targets, including members of the Saudi royal family, Israeli nuclear scientists, NATO officials, and Iranian dissidents.
Two American contractors training Palestinian security forces in Jordan were shot dead by a Jordanian co-trainer. The attack left four others dead including the shooter. The BBC writes that “in the absence of any other obvious motive for the shooting it will be assumed that the killings were intended as an act of solidarity with militant groups in the Middle East.”
In a landmark election, Myanmar’s ruling party, Union Solidarity and Development Party, has conceded defeat, as the National League for Democracy (NLD) looks to win in a landslide victory.Headed by Aung San Suu Kyi, the NLD reportedly received 70 percent of the votes. The victory represents “a landmark in Myanmar's unsteady journey to democracy,” according to Reuters.
As Europe continues to confront the growing number of refugees and migrants into the bloc, the European Union border protection agency, Frontex, will deploy to protect the border between Greece and Albania. Though Albania has begun making preparations to shelter displaced persons should they enter the country, European officials maintain that no plan exists to create a camp in Albania. The AP tells us that Spain has welcomed its first batch of Eritrean refugees, with over 1,400 expected to be resettled across the country. Europe is turning to African leaders in efforts to stem the exodus of refugees and “African nations will be asked to approve an action plan aimed at tackling the root causes of mass migration.”
The Wall Street Journal reports that the United States is looking to bolster troop presence in Europe as fears of Russian aggression and potential fallout with Moscow mount. As Russia seeks to build up its military and has pursued increased defense measures, U.S. officials “said NATO would avoid massive troop buildups and instead rely on ways to get smaller numbers of troops forward from the U.S. both during a crisis and to prevent tensions from growing into a conflict."
Et tu, Angela? Der Spiegel reports that the German Foreign Intelligence Service has carried out surveillance on various EU allies, the United States, the Vatican, and a handful of NGOs. Politicowrites that, in addition to state institutions, “e-mail addresses, telephone numbers and fax numbers of the diplomatic representations of the United States, France, Great Britain, Sweden, Portugal, Greece, Spain, Italy, Austria, Switzerland and even the Vatican were all being monitored.” The revelation comes after German Chancellor Angela Merkel’s scathing criticism of NSA surveillance of U.S. allies.
Judge Richard Leon of the U.S. District Court for the District of Columbia has issued an injunction against the NSA's bulk metadata collection program in Klayman v. Obama. Lawfare will have more throughout the day, but you can read the opinion here.
Venezuelan Defense Minister Vladimir Padrino said yesterday that a U.S. Coast Guard plane had violated his country’s airspace twice over a 30-minute period on Friday. The Times writes that the U.S. Embassy in Caracas and the State Department did not immediately respond and Padrino offered no evidence to support his claims. Venezuela’s upcoming elections will take place on December 6th.
The Miami Herald reports that the Pentagon is expected to release a plan in the coming week detailing how the Obama administration will attempt to close the detention facility at Guantanamo Bay. According to the Herald, the plan will list seven U.S. sites to which detainees may be transferred, but will not make a recommendation or rank them. The Hill suggests that “President Obama is on a collision course with congressional Republicans” over his plan, as he has intimated may resort to using executive action to close the facility.
A bipartisan group of 35 House lawmakers sent a letter to Speaker Paul Ryan (R-WI) pushing him to allow a vote on a new Authorization for the Use of Military Force (AUMF) in Iraq and Syria against the Islamic State. "Taken all together, these represent a significant escalation in U.S. military operations in the region and place U.S. military personnel on the front lines of combat operations," the letter from the lawmakers states. The letter clearly reflects that the members do not believe in what they call “the illusion of consensus authorization.” Even so, the Washington Post notes that the letter is unlikely to break the impasse over the legislation.
