It's not the Cold War, but a cold shoulder. President Obama appeared to blow off Russian President Vladimir Putin during the Asia-Pacific Economic Cooperation summit of world leaders on Tuesday. The rebuff came as the two leaders entered a hall in a conference center near Beijing, China, with Chinese President Xi Jinping. "It's beautiful, isn't it?" Putin remarked toward Obama.
