In “The Conservative Heart,” Arthur C. Brooks, the prominent economist and president of AEI — the leading intellectual think tank on the right — offers a bold new vision for conservatism as a movement for social and economic justice.
Brooks contends that after years of focusing on economic growth and traditional social values, it is time for a new kind of conservatism — one that helps the vulnerable without mortgaging our children’s future. In Brooks’s daring vision, this conservative movement fights poverty, promotes equal opportunity, celebrates earned success, and values spiritual enlightenment. It is an inclusive movement with a positive agenda to help people lead happier, more hopeful, and more satisfied lives.
One of the country’s leading scholars and policy thinkers, Brooks has considered these issues for decades. Drawing on years of research on the sources of happiness, he asserts that what people most need are four “institutions of meaning” — faith, family, community, and meaningful work. These are not only the foundations of personal well-being, but also the necessary means for building a better nation.
Combining reporting, original research, and case studies, and free of vituperative politics, “The Conservative Heart” is an intelligent and compelling manifesto for renewal. Clear, well-reasoned, and accessible, it is a welcome new strategy for disconsolate conservatives looking for fresh, actionable ideas to address the serious problems confronting us today and to reclaim our future, and for politically independent citizens who believe that neither political party addresses their needs or concerns.
Arthur C. Brooks is president of and the Beth and Ravenel Curry Scholar in Free Enterprise at AEI.

Obama administration prepares to cave into another one of Iran's red line

Almost as soon as the April 2 nuclear “agreement ” with Iran was announced, it began to unravel. When the White House issued a “fact sheet” that purported to describe what had been agreed upon, the Iranians took strong exception, with Supreme Leader Ayatollah Khamenei denouncing the “fact sheet” and asserting that the US claims showed “devilish” US intentions. In a publicly televised speech, Khamenei said “it may be that the deceptive other side wants to restrict us in the details.” He further added: “I was never optimistic about negotiating with America. . . Nonetheless I agreed to the negotiations and supported, and still support, the negotiators.” As he spoke, a crowd chanted, “Death to America.”
One point of dispute concerned the issue of “anytime, anywhere” challenge inspections with the Iranians arguing that under no circumstances would they permit inspections of military facilities.
Another dispute concerned the timing of sanctions relief. Iranian President Rouhani asserted that Iran “will not sign any deal unless all sanctions are lifted on the same day.” Meanwhile, White House press secretary Josh Earnest insisted that the US would not budge from its position of a phased approach — with sanctions being lifted only as Tehran implements the conditions of an agreement. At the time, not much attention was paid to the fact that the Iranians were talking about relief from “allsanctions,”  not just the “nuclear” sanctions that the US and the so-called P5+1 had said would be lifted.
Now, in an Associated Press story titled, “US finds peeling back the Iran sanctions onion no easy task,” officials are claiming that the administration “may have to backtrack on its promise that it will suspend only nuclear-related economic sanctions on Iran as part of an emerging nuclear agreement.” This is because, in what they call the “briar patch of interwoven economic sanctions,” it is too hard to distinguish between “nuclear” sanctions and “non-nuclear” sanctions applied because of Iran’s support for terrorism, human rights violations, money laundering and ballistic missile development. According to the unnamed “officials,” the administration plans to redefine the term “nuclear sanctions,” giving it such a broad definition that there will be little left in the non-nuclear category.
This is quite obviously absurd, but what seems to be going on is that the administration is preparing to yield to the Iranian demand that sanctions be lifted immediately — and this means all sanctions and not just nuclear ones. Agreeing to that would mean not only much more extensive sanctions relief — for example relief for banks that are believed to have laundered money for terrorists — but it would also make it extremely difficult to use sanctions as an instrument for constraining such activity by Iran in the future. This will only add to the considerable concerns of Iran’s neighbors that the agreement does nothing to address Iran’s non-nuclear activities.
We are also learning that the administration may be preparing to concede on the requirement to be able to conduct inspections of suspect facilities, even if they are on military installations, with the Los Angeles Times now reporting that, in the negotiating rooms, “US diplomats aren’t demanding immediate access.”
This is despite recent promises made by Treasury Secretary Jack Lew in a major speech that “any deal must ensure comprehensive and robust monitoring and inspection anywhere and everywhere the International Atomic Energy Agency (IAEA) has reason to go.” Likewise, Deputy Secretary of State Antony Blinken has made similar assurances in a speech Monday that the administration will not accept a deal unless access is granted “to whatever Iranian sites are required to verify that Iran’s program is exclusively peaceful — period.” Instead, US negotiators are now reportedly willing to allow a commission — with voting representatives from the six powers, Iran and possibly the European Union — “some time to consider Iranian objections and weigh the evidence before allowing a challenge inspection to proceed.”
This is a long way from the claims in the White House fact sheet that Iran will be required to “grant access to the IAEA to investigate suspicious sites or allegations of a covert enrichment facility, conversion facility, centrifuge production facility, or yellowcake production facility anywhere in the country” and that “if Iran cheats, the world will know it. If we see something suspicious, we will inspect it. Iran’s past efforts to weaponize its program will be addressed. With this deal, Iran will face more inspections than any other country in the world.”
No wonder the White House threatened a presidential veto of any legislation that required a final agreement to meet the claims of the “fact sheet.”

Obama's Affirmatively Furthering Fair Housing proposal

This is what you get when you put a community organizer in the White House — he tries to reorganize your community from Washington.
Apparently, President Obama thinks your neighborhood may not be inclusive enough, so he has instructed his Department of Housing and Urban Development to issue a new rule called Affirmatively Furthering Fair Housing, which is designed to force communities to diversify.
According to the Obama administration, in too many neighborhoods “housing choices continue to be constrained through housing discrimination, the operation of housing markets, [and] investment choices by holders of capital.” (Yes, that is a quote from an actual HUD document, not a bad undergraduate thesis on Karl Marx.)
Under Obama’s proposed rule, the federal government will collect massive amounts of data on the racial, ethnic and socioeconomic makeup of thousands of local communities, looking for signs of “disparities by race, color, religion, sex, familial status, national origin, or disability in access to community assets.” Then the government will target communities with results it doesn’t like and use billions of dollars in federal grant money to bribe or blackmail them into changing their zoning and housing policies.
This is not about blocking housing discrimination, which has been illegal since 1968. It is unlawful for someone to deny you a loan or prevent you from buying a home because of your race, creed or color. Socioeconomic status is — and ought to be — another matter. If you want to buy a nice house in the suburbs, you have to be able to afford it. Apparently, Obama thinks that’s unfair discrimination by the “holders of capital.”
Putting decisions about how local communities are run in the hands of federal bureaucrats is an assault on freedom. Local autonomy is essential to liberty. As Milton Friedman put it in “
Capitalism and Freedom
,” “If I don’t like what my local community does, be it in sewage disposal, zoning or schools, I can move to another local community. . . . If I don’t like what my state does, I can move to another. If I do not like what Washington imposes, I have few alternatives in this world of jealous nations.” Washington has no business imposing decisions about zoning and housing policies on thousands of local communities.
The proposed rule could become an issue in the presidential race. HUD Secretary Julian Castro, the man assigned to implement this new policy, is on everyone’s shortlist to be Hillary Clinton’s running mate. Moreover, as National Review’s Stanley Kurtz points out, collecting all the data will take time — which means decisions about how to use that data will be up to the next president, whoever that turns out to be.
Local communities across the United States will be up in arms over this rule — and rightly so. The federal government should have no say over whether your neighborhood is too Jewish, or too Caucasian, or has too many married couples. But Republicans need to be very careful. Democrats want the GOP to rail against this rule and see it as an opportunity to paint the Republicans as the party that wants to protect the wealthy, white suburbs and keep out poor people of color.
Conservatives need to make this absolutely clear: We believe Americans of all races, colors and creeds should be free to live wherever they want. And we want to help them do so by unleashing economic opportunity for those at the bottom so that more Americans can get better educations and better jobs and ultimately move to better neighborhoods.
Under Obama, those opportunities have been disappearing for Americans at the bottom of our economy. While he talks a good game about inequality, the poor have gotten poorer while the rich have gotten richer on Obama’s watch. During the Obama recovery, Americans in the top 5 percent of households (those with average incomes of more than $320,000) were the only group in the United States to see incomes rise from 2009 to 2013. Meanwhile, those worst hit were in the bottom 20 percent, who saw their real incomes fall by 7 percent on average. As American Enterprise Institute President Arthur C. Brooks explains , “Our putatively progressive president has inadvertently executed a plutocratic tour de force.”
Having Washington micromanage the housing and zoning policies of thousands of local communities is not going to change this. The answer is not to force local governments to build affordable housing in affluent communities. The answer is to restore upward mobility in the United States so that more people can afford housing in affluent communities.

Piling on Obama’s naive worldview

Just another nail in the coffin of Barack Obama’s naive worldview. Yesterday his Secretary of the Air Force stated that “the biggest threat on my mind [is] the activities of Russia.” Deborah James said this at the Paris Air Show, one stop on a European trip hoping to allay growing fears about Russian aggression and threats.
Of course, it was just three years ago that President Obama unleashed his petty and insecure character by publicly humiliating Mitt Romney during their third presidential debate. “The 1980s are now calling to ask for their foreign policy back because the Cold War has been over for 20 years,” goaded Obama, in response to Romney’s claim that Russia was the number one geopolitical foe America faced. Of course, Romney may not have been correct, given those vying for the honor of being the greatest threat to America, including ISIS, Iran, and China.
Obama’s JV worldview has been so completely dismantled that it is tiring to recount the ways in which he has misunderstood and ineptly responded to real threats (not, say, global warming). Yet it is indeed noteworthy that one of his top officials in 2015 has so effectively dismissed the Obama of 2012.
And as for the Cold War returning? Of course, today’s Russian challenge is not the same as the decades-long struggle with the Soviet Union. But with Cold War aircraft like B-52’s and U-2’s being joined in Europe by B-2’s and possibly, according to Secretary James, F-22 Raptors, and with nuclear and other military saber-rattling by Putin, Europe is once again looking eerily like days of yore.
Ironically, should the U.S. send F-22’s to Europe in response to Russia’s ongoing aggression, the planes will be fulfilling the role originally envisioned for them back in the 1980s, when the Cold War was in its final phases and Washington looked to ensure air dominance in any conflict with Moscow. Yet given the possibility that the planes might be needed in Asia to prevent China from gaining air superiority over contested islands in the East and South China Seas, or in Iran, should a nuclear crisis ensue, the paltry 150 or so combat-capable Raptors will be hard pressed to fulfill all the demands Washington may make on them. But, of course, it was Barack Obama who canceled the program back in 2009, when he was resetting relations with Russia and embracing China as a strategic partner. Sometimes all the parts of a worldview do fit together, unfortunately.

Rachel Dolezal, Ex-N.A.A.C.P. Official, Breaks Her Silence on ‘Today’ Show

In her first interview since being accused of misrepresenting her racial background and stepping down as an N.A.A.C.P. official, Rachel A. Dolezal did not back down on Tuesday, stating “I identify as black,” although she comes from a white family.
When Matt Lauer of NBC’s “Today” show asked, “When did you start deceiving people?” Ms. Dolezal would not concede that she had done so.
“I do take exception to that, because it’s a little more complex than me identifying as black, or answering a question of, ‘Are you black or white?’” she said.
The furor around Ms. Dolezal, 37, began last week when her parents told reporters that she has no black ancestry, only white with a trace of Native American. On Monday, she stepped down as president of the N.A.A.C.P. chapter in Spokane, Wash.
But in the “Today” interview, the closest Ms. Dolezal came to admitting any fault was in saying, “There are probably a couple interviews that I would do a little differently if circumstances in retrospect, I knew what I know now.”
She traced misconceptions about her background to local news media reports that first identified her as “transracial,” then as biracial and then as black. “I never corrected that,” she said — even as she insisted that there was nothing to correct.
In fact, her role has not been so passive — she has identified herself as black or partly black on many occasions, including on an application for appointment to a Spokane city commission, where she checked boxes for white, black and Native American.
In the “Today” interview, Ms. Dolezal defended publicly identifying a black friend, who is not a relative, as her father. “We connected on a very intimate level as family,” she said. “Albert Wilkerson is my dad.”
Several years ago, she became the guardian of one of her adopted, black younger siblings, Izaiah, now 21. He sees her as his “real mom,” she said, “and for that to be something that is plausible, I certainly can’t be seen as white and be Izaiah’s mom.”
From 2002 to 2005, Ms. Dolezal was engaged in an unsuccessful lawsuit against Howard University, the historically black school where she obtained a master’s degree in art, claiming that the university discriminated against her because she was white. Within a few years, she was telling people she was black.
Mr. Lauer asked repeatedly whether she had cynically used racial identification as a way to gain advantage, either against Howard or in enhancing her credibility as a civil rights advocate. She declined to answer.
Ms. Dolezal said her identification with black people went back as far as when she was 5 years old. “I was drawing self-portraits with the brown crayon instead of the peach crayon, and the black curly hair,” she said.
But when shown a picture of her as a teenager with fair skin and straight, blond hair, she conceded that at that time, she did not identify as black.
Now, her skin is several shades darker, and her hair is a mass of tight brown curls.
“I certainly don’t stay out of the sun, you know, and I also don’t — as some of the critics have said — put on blackface as a performance,” she said, when asked about the changes in her appearance.
