Russia warns of 'new military confrontation' in Europe

Russia-West relations took a downturn this week when Moscow warned that any stationing of military equipment along its border with Europe could have "dangerous consequences" and President Vladimir Putin announced that Russia would add more than 40 ballistic missiles to its nuclear arsenal this year.
At a military and arms fair on Tuesday, Putin announced the addition of the intercontinental ballistic missiles which, he said, were able to overcome "even the most technically advanced anti-missile defense systems," Reuters reported.
After the announcement, Jens Stoltenberg, the secretary-general of the North Atlantic Treaty Organization (NATO), said that Putin's statement was one reason why the international military alliance was upping its deterrence measures, according to Reuters.

The Russian Foreign Ministry issued its warning on Monday against military presence on its western border after the New York Times and other media organizations reported that the U.S. had offered to store military equipment for up to 5,000 troops—including battle tanks and heavy weapons—in allied eastern European countries.
"The emergence of such information confirms that the U.S., in cooperation with its allies, apparently has serious sights on ultimately undermining key provisions in the 'NATO Russia Founding Act' of 1997, in which the alliance pledged not to deploy substantial combat forces on the territory of the countries mentioned in the permanent basis," the ministry said in a statement on its website.
"We hope, however, that reason will prevail and that the situation in Europe will be able to keep from sliding to a new military confrontation that could have dangerous consequences."
An U.S. Pentagon official told the NYT that no decision had yet been made and that NATO, to which many European countries belong, would have to ratify such a move. 
"The U.S. military continues to review the best location to store these materials in consultation with our allies," said a Pentagon spokesman said, cited by the NYT. "At this time, we have made no decision about if or when to move to this equipment."

Propaganda and Phobia

Eastern European and Baltic states sharing a border with Russia—which include Finland, Estonia, Latvia and Ukraine—have become increasingly nervous about recent, seemingly provocative military exercises by Russia. This follows Moscow's annexation of Ukraine's Crimea region last year, role in the pro-Russian uprising in Ukraine and subsequent sanctioning by the West. 
Nonetheless, the Russian Foreign Ministry said the proposed move by the U.S. to station military equipment along the border was part of a propaganda plot to turn Europe against Moscow.
"Washington says the planned measures are needed to 'increase the confidence' of European allies in the face of the 'Russian threat,'" the ministry said.
"In fact, capitals in both Washington and in Europe are aware that the 'Russian threat' is nothing more than a myth."
The countries where military equipment could be stored include Bulgaria, Latvia, Lithuania, Poland, Romania, Estonia and possible Hungary. The plans could be decided upon when defense ministers from the 28 NATO member countries meet later in June.
A Russian defense official was also quoted on Monday as saying that any U.S. plan to station tanks and heavy weapons in NATO states on Russia's border would be an "aggressive step," news agency Interfax reported.
"If heavy U.S. military equipment, including tanks, artillery batteries and other equipment really does turn up in countries in eastern Europe and the Baltics, that will be the most aggressive step by the Pentagon and NATO since the Cold War," Russian defense ministry official General Yuri Yakubov said.
He was also quoted as saying Moscow would retaliate by building up its own forces "on the Western strategic front."

All about Ukraine

With the war of words between the U.S. and Russia threatening to descend into something nastier, Ian Bremmer, president of risk consultancy Eurasia Group, said the geo-political tension was very much focused on Ukraine.
"We have seen a ceasefire in Ukraine that has not held, we have seen an escalation in Russian war material in east Ukraine, we've seen casualties in the last few weeks and expanded Russian military exercises on the border as well as more Russian troops," he told CNBC Europe's "Squawk Box."
"From the western perspective it does seem laughable that Russia would talks about the greatest escalation by the Americans potentially putting tanks in the Baltics, which still hasn't been approved by NATO as a whole, when Russia is putting tanks in countries that don't want those tanks there. This is very much about Ukraine."
Moscow has also accused the U.S. of being responsible for the political uprising in Ukraine in 2014 that preceded the annexation of Crimea, in which the pro-Russian leader Viktor Yanukovych was ousted.
"It is convenient to use propaganda to cover up the responsibility of the U.S. for the anti-constitutional coup in Ukraine and in Kiev," said the Russian Foreign Ministry in its statement.
"The U.S. has assiduously nurtured an anti-Russian among its European allies in order to take advantage of the current difficult moment for the further expansion of its military presence."

As workers and volunteers help victims and try to recover some normality in the Georgian capital, Tblisi, they have to be ever vigilant of dangerous animals still on the loose after escaping the city's zoo.
14 people have died and ten are missing after a huge downpour and strong winds on 14 June turned a stream through the city into a torrent of water that destroyed homes, wrecked roads and pushed vehicles aside.
The clear up is now under way, but drone footage from near Heroes' Square shows an escaped alligator swimming menacingly along the flood waters.
Four lions, three tigers, two jaguars and two wolves were killed during the floods, either by the water or after being shot by police while on the loose. A spokeswoman for the zoo said they were still trying to find out what had happened to cause the mass escape.
It is still not known how many other animals will be found dead in the next few days, nor how many were still at large around the city.
It was not just the zoo that saw its animals affected by the floods; a private shelter nearby revealed that 350 of 500 dogs were killed in the water.
Prague Zoo, which had to deal with flooding in 2002 and 2013, has sent a team to work with their counterparts in Georgia.
"When we learned about the situation in Tbilisi Zoo, we started to work out how to help," Prague Zoo's Miroslav Bobek said. "Based on our experience with the floods, we decided to create a team of curators to travel to Georgia's zoo to help take care of the animals."

Beijing Wants Moscow to Agree to Massive Chinese Settlement in the Transbaikal

            Staunton, June 16 – Transbaikal officials are working on a deal with China that would allow Chinese firms to rent more than 300,000 acres of land in that Russian region, but a Beijing official says that the deal won’t go through unless Moscow agrees to a massive influx of Chinese workers because there are no Russians available for work there.


            According to “Nezavisimaya gazeta,” the Transbaikal kray government is ready to sign a letter of intent that would allow a Chinese company to rent the land for 49 years, but “in Beijing, they consider that such a transfer of land is insufficient” and that Moscow must allow for the entrance of Chinese citizens to work it (ng.ru/economics/2015-06-15/1_china.html).


            This new Chinese demand was presented by a senior official of the Chinese Institute of International Strategic Research last week in a Chinese newspaper. Moscow has traditionally viewed that institute as expressing the official position of China.             According to the Chinese writer, Beijing believes that Moscow not the Transbaikal authorities is being Russia’s new willingness to rent land to China but insists that this “progress” will not be complete until the Russian authorities agree to simplify procedures for Chinese workers to come there in large numbers.

            “So far, he wrote, “the countries have signed only an agreement on intentions, and time is needed to conclude a real contract which will have real force.” For that to happen, Moscow will have to agree to the “large scale” resettlement of Chinese citizens in the Russian Federation, something that will inevitably disturb many Russians.

            As Mikhail Sergeyev, the head of the economics section of “Nezavisimaya gazeta,” observes, the Beijing writer “considers the transfer of land in the Transbaikal kray to be only the first swallow after which must follow others” and that such transfers are not “only” about an economic profit.

            Beijing has already identified nine territories in Siberia and the Russian Far East which it would like to rent and then introduce a Chinese workforce, Sergeyev writes. And it is clear that economics is far from the most important consideration, something that will be even more of a red flag to Russians.

            He quotes Natalya Zubarevich, a specialist on Russia’s regions at Moscow’s Higher School of Economics, on this point. Much of the land the Chinese want to rent, she says, is hardly good for agricultural exploitation. The fact that Beijing wants to rent so much of it thus raises questions of its intentions.

            Sergeyev does not address it, but this Chinese move is certain to provoke not only Russian nationalists in Moscow but also Siberian regionalists who may welcome Chinese investment but are unlikely to be happy about any massive influx of ethnic Chinese which would radically change the ethnic balance in a region from which Russians continue to leave.

Zimbabwe’s President Makes His Mark on African Politics at AU Summit

Zimbabwe president Robert Mugabe is leaving an indelible stamp on the African Union (AU) as he serves as its rotating chairman. At the end of the continental body's 25th summit, he showed that yet again. In one rambling, hour-long, seemingly continuous sentence, he spoke about everything from his childhood raising cattle to his feelings about journalists, to his sentiments about women's place in society — as well as his thoughts on international politics.
Women’s empowerment
Robert Mugabe can always be relied on to say something interesting, especially at the twice-yearly summits held by the African Union. This year he was free with his thoughts on the summit’s biggest issues. They included women’s empowerment, the political crisis in Burundi and the controversy over African nations’ membership in the International Criminal Court, which he has long disagreed with.
Mugabe began his rhetorical tour de force with a bang at the summit’s opening ceremony, hitting the women’s empowerment theme by launching into a lengthy treatise on how all human beings have mothers. He has previously said that he does not think women can be equal to men.
But despite the rhetoric, his feelings on women are less than straightforward.
“By the way of elections, they don’t fare well, and people will want numbers in parliament. Then of course there is the issue of the husbands also. They may not want their wives to stand in parliament and leave them at home. But affirmative action, I think, is necessary,” he said.
That drew a sidelong glance from the seasoned politician sitting next to him, AU chairwoman Nkosazana Dlamini-Zuma, the ex-wife of current South African president Jacob Zuma.

Mugabe then spoke about his well-known contempt for the International Criminal Court. That issue was vaulted into the spotlight at this summit when Sudanese President Omar al-Bashir defied an arrest warrant from the court to travel to South Africa, which would have been obliged as a court member to arrest him. South Africa insisted that Bashir enjoyed diplomatic immunity as an AU summit participant.
Mugabe also poked fun at the current political crisis gripping central Africa — the insistence of Burundi’s president Pierre Nkurunziza to run for a third presidential term, rationalizing that will only count as his second term because parliament chose him the first time. Mugabe himself has ruled his nation since 1980.
Some critics of Zimbabwe's leader say he is not on top of his game, and that at the age of 91 he should finally retire. But Mugabe, who struggled to not fall asleep mid-sentence during his 1 a.m. soliloquy at the end of the summit, was quick to dispute that — and blamed journalists for depicting him negatively.

“Your pens are quite dangerous," he said. "The other day, I think we were having a press conference like this one. And as I was going down the steps, I missed the last step and fell. Ho ho ho ho!  It was international news! As I say, I used to fall many times looking after cattle, my grandfather’s cattle, and so on in the bush, you’d knock against, you know, stones and things like that and fall and you get up again. What’s strange in a person falling? But ho ho, it’s the old president Mugabe, now you see, we have said this man is now useless. He is lost, He too old now. That’s why he must resign. You know, of course they want the papers to sell so we don’t arrest people for saying so, but we just say, ‘Why can’t you be truthful?’”
As he made his exit from the stage, he paused, hovering a foot tantalizingly over the stairs.
"Do you want me to fall here?" he asked the gathered media swarm.
He did not.

China and Russia Almost Definitely Have the Snowden Docs

Last weekend, the Sunday Times published a front-page story (full text here), citing anonymous British sources claiming that both China and Russia have copies of the Snowden documents. It’s a terrible article, filled with factual inaccuracies and unsubstantiated claims about both Snowden’s actions and the damage caused by his disclosure, and others have thoroughly refuted the story. I want to focus on the actual question: Do countries like China and Russia have copies of the Snowden documents?
I believe the answer is certainly yes, but that it’s almost certainly not Snowden’s fault.
Snowden has claimed that he gave nothing to China while he was in Hong Kong, and brought nothing to Russia. He has said that he encrypted the documents in such a way that even he no longer has access to them, and that he did this before the US government stranded him in Russia. I have no doubt he did as he said, because A) it’s the smart thing to do, and B) it’s easy. All he would have had to do was encrypt the file with a long random key, break the encrypted text up into a few parts and mail them to trusted friends around the world, then forget the key. He probably added some security embellishments, but—regardless—the first sentence of the Times story simply makes no sense: “Russia and China have cracked the top-secret cache of files…”
But while cryptography is strong, computer security is weak. The vulnerability is not Snowden; it’s everyone who has access to the files.

First, the journalists working with the documents. I’ve handled some of the Snowden documents myself, and even though I’m a paranoid cryptographer, I know how difficult it is to maintain perfect security. It’s been open season on the computers of the journalists Snowden shared documents with since this story broke in July 2013. And while they have been taking extraordinary pains to secure those computers, it’s almost certainly not enough to keep out the world’s intelligence services.
There is a lot of evidence for this belief. We know from other top-secret NSA documents that as far back as 2008, the agency’s Tailored Access Operations group has extraordinary capabilities to hack into and “exfiltrate” data from specific computers, even if those computers are highly secured and not connected to the Internet.
These NSA capabilities are not unique, and it’s reasonable to assume both that other countries had similar capabilities in 2008 and that everyone has improved their attack techniques in the seven years since then. Last week, we learned that Israel had successfully hacked a wide variety of networks, including that of a major computer antivirus company. We also learned that Chinasuccessfully hacked US government personnel databases. And earlier this year, Russia successfully hacked the White House’s network. These sorts of stories are now routine.
I believe that both China and Russia had access to all the files that Snowden took well before Snowden took them because they've penetrated the NSA networks where those files reside.
Which brings me to the second potential source of these documents to foreign intelligence agencies: the US and UK governments themselves. After all, the NSA has been a prime target for decades.
Those government hacking examples above were against unclassified networks, but the nation-state techniques we’re seeing work against classified and unconnected networks as well. In general, it’s far easier to attack a network than it is to defend the same network. This isn’t a statement about willpower or budget; it’s how computer and network security work today. A former NSA deputy director recently said that if we were to score cyber the way we score soccer, the tally would be 462–456 twenty minutes into the game. In other words, it’s all offense and no defense.
In this kind of environment, we simply have to assume that even our classified networks have been penetrated. Remember that Snowden was able to wander through the NSA’s networks with impunity, and that the agency had so few controls in place that the only way they can guess what has been taken is to extrapolate based on what has been published. Does anyone believe that Snowden was the first to take advantage of that lax security? I don’t.

This is why I find allegations that Snowden was working for the Russians or the Chinese simply laughable. What makes you think those countries waited for Snowden? And why do you think someone working for the Russians or the Chinese would go public with their haul?
I am reminded of a comment made to me in confidence by a US intelligence official. I asked him what he was most worried about, and he replied: “I know how deep we are in our enemies’ networks without them having any idea that we’re there. I’m worried that our networks are penetrated just as deeply.”
Seems like a reasonable worry to me.
The open question is which countries have sophisticated enough cyberespionage operations to mount a successful attack against one of the journalists or against the intelligence agencies themselves. And while I have my own mental list, the truth is that I don’t know. But certainly Russia and China are on the list, and it’s just as certain they didn’t have to wait for Snowden to get access to the files. While it might be politically convenient to blame Snowden because, as the Sunday Timesreported an anonymous source saying, “we have now seen our agents and assets being targeted,” the NSA and GCHQ should first take a look into their mirrors.

Russia Becoming a ‘Cultural Desert’ Thus Putting Its Survival in Doubt, Pain Says

            Staunton, June 16 – “There is nothing predetermined in the history of the development of humanity,” Emil Pain says, and consequently, “the fate of Russia is not doomed.”  But the mythology Russians are being told by their leaders to accept, one of “’a besieged fortress’” cut off from others, has “an inevitable consequence: cultural desertification” and that can be fatal.


            But even if it isn’t, “the longer and more virulently it manifests itself,” Russia’s leading specialist on ethnic conflict says, “the more complicated will it be” for Russians to escape this desert, to reconstruct bridges to others, and to build a new and better future for themselves and their country (ng.ru/ng_politics/2015-06-16/9_desert.html).

            In an essay in “Nezavisimaya gazeta” today, Pain notes that many countries have faced the desertification of their natural environments because of changes in climate or poor use of resources. But he argues that it is critically important to understand that “analogous processes can take place in social life.”

            History shows that “cultural ‘desertification’ leads to decline and sometimes as in the case of multi-national empires even to the disintegration of the country.” And that process is more likely to prove fatal than any foreign action: As William James observed, “’it is impossible to conquer a great civilization from the outside until it destroys itself within.’”

            And that process occurs in a remarkably similar way across time and place. First, these regimes seek to close themselves off; then, they suffer stagnation which produces conflicts among the elites which “with time ever more remind one of the fighting of spiders within a bottle;” and finally those divisions within the elites spread to society.

            Russia in recent years has been following this trajectory, Pain says.  “Numerous signs of spreading obscurantism are clearly manifested in contemporary Russia … An “ideological turn’ has occurred, from the depoliticization of the population to the political mobilization of the masses, above all a negative one against the created image of an internal and external enemy.”

            After the protests of 2011-2012, he continues, “the Russian authorities launched a counterattack. For the first time since the 1980s began to work government agitprop, the essence of which in all times was reducible to obscurantism” and was designed to unify the population on the basis of myths and fears about “an external enemy.”

            “It is no accident,” he continues, “that the main political force is Russia is called ‘the front,’ as in time of war,” that this obscurantism trend cut Russia off from Europe, a trend “which began several years before the introduction of sanctions by the West, or that it was accompanied by talk from the leadership about Russia’s supposed “’special path’” and an inviolable Russian “cultural code,” both ideas often used and then discredited.

            This shutting of Russia off from the world “is giving birth to stagnation and depression,” with the only beneficiaries being those in the most backward forms of economic activity. And it has meant that internal problems remain unaddressed, festering and thus becoming ever more serious.

            But this systemic shift also has consequences for individual Russians that some may not have noticed, Pain suggests. “Fears are becoming not only a resource for the mobilization of the population but also a weapon in competition for career advancement and other advantages.” That is because this is a mechanism common to all totalitarian systems.

            That in turn leads to negative selection and promotion and thus to the deterioration of elites because “servility” is all and comparisons with outsiders are precluded.  That in turn guarantees that favoritism and the sense that all officials are only temporary and accidentally in their positions, two things that leads to irresponsibility and makes the situation still worse.

            “I don’t remember who said but it was said wisely: ‘People with brains flee from Russia not because they can’t earn a living but because there isn’t enough oxygen to breathe.’” Over the last three years, a half million have, taking with them the best minds of the country and meaning that “one can count on the fingers of one hand the number of Nobel laureates in Russia.”

            Some regime politicians dismiss this as a problem. Duma deputy Milonov, for example, says it isn’t so bad that people with brains are leaving because those who are left are willing to get up at five to milk cows. “This is an example,” Pain says, “of the very irresponsibility” such people display and for which they are never punished.

            According to Pain, there is another process in Russia today familiar to those who have studied other empires and their demise: “initially, the cultural centers and capitals spread their ideas to the provinces they controlled, but in the twilight, on the contrary, there occurs a barbarization of culture, archaic forms of the provinces seize the heart of the empire and the culture of the capital created over centuries degrades.”

            That happened in Soviet times and it is happening again now, the Moscow ethnic specialist says, and in conclusion, he cites with approval the words of Terry Martin who noted that “modernization was the theory of Soviet intentions, but neo-traditionalism was the result of their unintended consequences.”  The same thing risks being true again in the future.

NATO and Russia Are Playing a Risky Game (Op-Ed) | News

Both Russia and the West continue to stage all kind of major military exercises and demonstrations, even while both accuse the other of provocation and aggressive intent. Are the drums of war beating? No, they're not — but we need to understand the real point behind these martial maneuvers, and the risks.
At present, the NATO-led BALTOPS (Baltic Operations) exercise is seeing ships and men from 17 countries in the Baltic Sea, including non-NATO nations such as Georgia and Finland, wargaming joint operations such as a beach assault. This month and the next, Exercise Saber Strike sees NATO forces training in the region, too, while the Noble Jump exercise tests the capabilities of the new Very High Readiness Joint Task Force.
Meanwhile, Russia is hardly resting on its laurels. In May it held nationwide air force exercises and snap maneuvers that mobilized some 12,000 troops in its Northern and Western commands, including the new Arctic Brigade in Kola. At the same time, it is running long-range bomber patrols along and sometimes into NATO airspace.
These operations are expensive. For example, April's Frisian Flag exercise involved a dozen U.S. F-15 fighter planes; each hour a single one of them is in the air is $42,000 in operating costs. They can also be politically provocative. The brinkmanship of Russian air patrols has raised the risk of mid-air collisions or civilian air traffic control problems. So why the current flurry?
First of all, they are training activities, as forces and command staffs rehearse potential operations, get used to working together and hone their skills. This is one reason why it is so important to watch your potential enemies, as they can provide invaluable hints as to their military intents, as well as their capacities.
But they know that, too, and so exercises are also often opportunities either for disinformation or communication. There is no reason to believe that Moscow for a moment genuinely believes it can or should start a war with NATO — an alliance that can outspend, outgun and outman Russia if need be. Nor is there the faintest chance that NATO is going to pick a fight with Moscow.
After all, just look at the nature of its involvement in Ukraine. NATO countries that have shown no reluctance to deploy combat troops elsewhere, even bring down governments, are being very cautious, confining themselves to training Ukrainians and sending non-lethal aid and warm words. The risk of direct confrontation with the Russian forces in the Donbass outweighs any commitment to Kiev.
So exercises and other symbolic military deployments become demonstrations of determination. This is not just in the hope of intimidating the other side but also to reassure one's allies. The regular NATO exercises in the Baltic states, for example, as well as the proposed pre-positioning of U.S. heavy hardware, are intended to warn Moscow that whatever it might get up to in Ukraine, incursions into Western countries will be taken seriously. But they are also meant to bolster Baltic morale and prevent people beginning to think that cutting a deal with Russia is the least-worst option.
This is especially important at a time when opinion polls are showing national sentiment in many NATO countries turning against supporting their allies. In Germany, in particular, a recent Pew poll found 29 percent not blaming Moscow for the violence in Ukraine and a majority against supporting NATO allies who face a Russian threat, 58 percent against 38 percent.
The trouble is that too many people start to take the exercises, and the overt and implicit rhetoric they reflect, at face value. Moscow plans to deploy Iskander-M missiles to Kaliningrad, which can deliver nuclear warheads — so what? Theoretically, that means they could hit Berlin: but can we really foresee a plausible scenario where either side would go nuclear and, in effect, doom the earth to Armageddon?
This is not a military contest, but one of will. The question becomes whether the heavy-handed rattling of sabers works as it is intended. In part, the German opinion results may well be a product of Moscow's sometimes-subtle, sometimes-crass information warfare.
But it probably also reflects not so much intimidation by the sight of Russian bombers in the Baltic but worries that bellicose allies (and yes, to a large extent — but not exclusively — that means the United States) might push NATO into a confrontation Germans do not want.
In other words, the very language and actions intended to warn off Moscow and reassure NATO members may actually be undermining the unity that is so essential to the alliance. At the same time, Russia's aggressive postures look as if they are pushing traditionally neutral Finland and Sweden closer to NATO than ever before. Both, incidentally, are taking part in BALTOPS.
So, is the paradox that while the leaderships of both NATO and Russia enjoy the macho posturing involved in the current "phony war," the posturing is actually far more counterproductive than they might think?

US Lawmakers Slam Government Officials Over Massive Cyber Attack

WASHINGTON—
U.S. lawmakers sharply attacked government hiring and technology officials Tuesday for not preventing a cybersecurity attack that compromised personal information for millions of U.S. federal workers.
"You failed, utterly and totally," Congressman Jason Chaffetz told Katherine Archuleta, chief of the government's employment agency, the Office of Personnel Management.
"OPM's data security posture was akin to leaving all the doors and windows open in your house and expecting that nobody would walk in and nobody would take any information,” said Chaffetz, chairman of the House Oversight Committee. “How wrong they were."
No encryption 
Chaffetz demanded to know why the personal information of government workers and retirees was not encrypted after the employment agency's watchdog warned last year that it was vulnerable to cyberattack. At least 4.2 million current and former federal workers, and likely millions more, are affected.
"It is not feasible in systems that are too old," Archuleta said in explaining why protections are not adequate. "I want to emphasize that cyber security issues that the Government is facing is a problem that has been decades in the making, due to a lack of investment in federal IT systems and a lack of efforts in both the public and private sectors to secure our internet infrastructure."
In the last two weeks, the U.S. identified two cyberattacks on government employee records, saying they occurred over the last several months, and perhaps began much earlier. Some officials have blamed Chinese state interests for the attack, but the attacks are said to be still under investigation.
Constant attack 
Archuleta said U.S. technology systems are under constant attack from foreign governments, criminals and business interests.
"In an average month, OPM, for example thwarts 10 million confirmed intrusion attempts targeting our network,” she said. “These adversaries are sophisticated, well-funded and focused. These attacks will not stop – if anything, they will increase."
Archuleta declined to answer some questions about the scope of the attack in the public hearing. She told the members of Congress she would discuss such issues only in a closed-door, classified setting.

Putin says Russia beefing up nuclear arsenal, NATO denounces 'sabre-rattling'

KUBINKA, Russia President Vladimir Putin said on Tuesday Russia would add more than 40 new intercontinental ballistic missiles (ICBM) to its nuclear arsenal this year, prompting NATO's chief to accuse Moscow of dangerous "sabre-rattling".
Putin made his announcement a day after Russian officials denounced a U.S. plan to station tanks and heavy weapons in NATO member states on Russia's border as the most aggressive act by Washington since the Cold War a generation ago.
Tension has flared anew between Russia and Western powers over Moscow's role in the Ukraine crisis, in which pro-Russian separatist forces have seized a large part of the country's east after Russia annexed Crimea from Ukraine in early 2014.
The European Union and United States imposed economic sanctions on Russia. But Washington and Moscow are still bound by a 2010 Strategic Arms Reduction Treaty (START) that caps deployed strategic nuclear warheads at 1,550 each and limits the numbers of strategic nuclear missile launchers to 800 by 2018.
"More than 40 new intercontinental ballistic missiles able to overcome even the most technically advanced anti-missile defense systems will be added to the make-up of the nuclear arsenal this year," Putin, flanked by army officers, said in a speech at an arms fair west of Moscow.
ICBMs have a minimum range of more than 5,500 km (3,400 miles). Putin gave no more details of which missiles were being added to the nuclear arsenal.
He has repeatedly urged Russia to maintain its nuclear deterrence to counter what he sees as growing security threats. Moscow also reserves the right to deploy nuclear arms in Crimea.
Such comments have helped whip up anti-Western sentiment and rally support behind Putin but have caused disquiet in the West, particularly countries on or near Russia's borders that were under Soviet domination during the Cold War.
Responding quickly to Putin's remarks, NATO Secretary General Jens Stoltenberg accused Russia of unwarranted "sabre rattling" and said this was "destabilizing and dangerous".
At a news briefing in Brussels, Stoltenberg said such rhetoric from Moscow explained the Western alliance's increased preparedness on the part of its forces to defend its member states closest to Russia.
"This nuclear sabre-rattling of Russia is unjustified. This is something we are addressing, and it’s also one of the reasons we are now increasing the readiness and preparedness of our forces," Stoltenberg said.
"We are responding by making sure that NATO also in the future is an alliance which provides deterrence and protection for all allies against any threat."
FEARS OF A NEW ARMS RACE
Lithuanian Defense Minister Juozas Olekas said the planned deployment of U.S. military equipment in eastern Europe, including his country, was a key step to ensure the region's defensibility against growing Russian military capabilities.
"We have no other possibilities. If we did nothing, we would be provoking Russia for aggression, like it was in... Ukraine," Olekas told Reuters.
Russian officials warned on Monday that Moscow would retaliate if the United States carried out its plan to store heavy military equipment in eastern Europe, including in the Baltic states that were once in the Soviet Union.
"The feeling is that our colleagues from NATO countries are pushing us into an arms race," RIA news agency quoted Deputy Defense Minister Anatoly Antonov as saying during "Army 2015", a fair at which arms and other military equipment are on show.
Putin has said Moscow will not be drawn into a new arms race although Russia is modernizing its armed forces. Putin said in his speech that 70 percent of the military equipment in use would by 2020 be the most up-to-date and top-quality.
Putin had said last year that Russia would add more than 50 intercontinental ballistic missiles in 2015.
Military expert Ivan Konovalov, head of the Moscow-based Center for Strategic Trends Studies, said Russia is now replacing outdated ICBMs that had been serviced and co-produced by Ukraine, also a former Soviet republic.
No such cooperation is taking place anymore and Moscow is putting in place other types of ICBMs it produces on its own.
The fair that opened on Tuesday to exhibit more than 330 units of Russian arms and military equipment was the latest example of Moscow showcasing its modernized armed forces.
But lavish military spending is burdening Russia's national budget at a time when the economy is sliding towards recession, hammered by low oil prices and Western sanctions.
The Kremlin portrays spending on the Russian arms sector as a driver of economic growth, but Putin's critics say it is excessive and comes at the expense of social needs.
